The U.S. Army illegally ordered a team of soldiers specializing in "psychological operations" to manipulate visiting American senators into providing more troops and funding for the war, Rolling Stone has learned – and when an officer tried to stop the operation, he was railroaded by military investigators.

The orders came from the command of Lt. Gen. William Caldwell, a three-star general in charge of training Afghan troops – the linchpin of U.S. strategy in the war. Over a four-month period last year, a military cell devoted to what is known as "information operations" at Camp Eggers in Kabul was repeatedly pressured to target visiting senators and other VIPs who met with Caldwell. When the unit resisted the order, arguing that it violated U.S. laws prohibiting the use of propaganda against American citizens, it was subjected to a campaign of retaliation.

"My job in psy-ops is to play with people’s heads, to get the enemy to behave the way we want them to behave," says Lt. Colonel Michael Holmes, the leader of the IO unit, who received an official reprimand after bucking orders. "I’m prohibited from doing that to our own people. When you ask me to try to use these skills on senators and congressman, you’re crossing a line."

The list of targeted visitors was long, according to interviews with members of the IO team and internal documents obtained by Rolling Stone. Those singled out in the campaign included senators John McCain, Joe Lieberman, Jack Reed, Al Franken and Carl Levin; Rep. Steve Israel of the House Appropriations Committee; Adm. Mike Mullen of the Joint Chiefs of Staff; the Czech ambassador to Afghanistan; the German interior minister, and a host of influential think-tank analysts.

The incident offers an indication of just how desperate the U.S. command in Afghanistan is to spin American civilian leaders into supporting an increasingly unpopular war. According to the Defense Department’s own definition, psy-ops – the use of propaganda and psychological tactics to influence emotions and behaviors – are supposed to be used exclusively on "hostile foreign groups." Federal law forbids the military from practicing psy-ops on Americans, and each defense authorization bill comes with a "propaganda rider" that also prohibits such manipulation. "Everyone in the psy-ops, intel, and IO community knows you’re not supposed to target Americans," says a veteran member of another psy-ops team who has run operations in Iraq and Afghanistan. "It’s what you learn on day one."

American foreign policy became surreal as long time “War on Terror” peddler John McCain surveyed the rebel stronghold of Benghazi calling for them to be recognized as the official government of Libya. Surreal because he is now walking amongst many of the very “extremists” he has long called on America to rise up and fight against since the attacks of 9/11. A call that has left thousands of troops dead who heeded it, tens of thousands more broken and battered.

Ultimate act of treason: McCain calls for recognition and extra-legal support for the very men who had killed US troops in Iraq and Afghanistan. By denying “Al-Qaeda” a base in Iraq, but handing them the entire nation of Libya, he has brought American foreign policy to a new level of surrealism.

Despite being downplayed by the media, eastern Libya served as the epicenter for recruiting militants who trained in Afghanistan and fought US troops throughout the region. In particular, the two rebel cities of Benghazi and Darnah contributed more fighters per capita to fight in Iraq than any other country in the region, including Saudi Arabia. This is not according to skeptics or war critics, but rather according to a West Point study titled, “Al-Qa’dia’s Foreign Fighters in Iraq.” Al-Qaeda’s reputation as a ruthless international mercenary force is upheld by their abhorrent conduct in the current Libyan conflict.

McCain, before the 2008 elections had said in regards to Obama’s now obvious lies about withdrawing troops from Iraq, and sending them back if Al-Qaeda were to begin operating there, “I have some news. Al Qaeda is in Iraq! It’s called Al Qaeda in Iraq. If we left, they wouldn’t be establishing a base. They wouldn’t be establishing a base, they’d be taking a country. And I am not going to let that happen, my friends.”

Ironically, after speaking so vocally against them taking Iraq, he is handing them Libya, complete with US air support, the recognition of their enigmatic provisional government, and even calls of bringing in A-10 ground attack planes and C-130 gunships to strafe Qaddafi’s forces in direct violation of UNSC r.1973. McCain farcically heaped praise upon the Libyan rebels by stating, “What I have witnessed today in Benghazi is a powerful and hopeful example of what a free Libya could be – a place where the dignity and the desires of all people for freedom and opportunity are respected,” and assured us that despite evidence from the US military itself, he has “met with these brave fighters, and they are not Al-Qaeda. To the contrary: They are Libyan patriots who want to liberate their nation.”

As chairman of the International Republican Institute, an organization dedicated to fomenting extraterritorial seditious unrest and revolution throughout the world, McCain has become a central figure in the current campaign against the Arab world. Unlike many of the other podium-bound puppets that constitute Western politics, McCain is fully aware and very public about the final destination of the unrest and now open war, he is ceaselessly promoting.

John McCain openly said of the unrest his IRI had helped fund in Egypt, “I would be a little less cocky in the Kremlin with my KGB cronies today if I were Vladimir Putin. I would be a little less secure in the seaside resort [of] President Hu and a few men who govern and decide the fate of 1.3 billion people.”

McCain’s careless comments, begotten of either senility or the utter contempt he holds the general public in, let slip the true nature of the global gambit playing out via US-fueled color revolutions and that indeed, their final destination is in the capital cities of Moscow and Beijing. Coupled with his new-found admiration of men he had dedicated his rhetorical life to demonizing, we see this is about extracting concessions from, and forcing the integration of, sovereign nations into the corporate-financier unipolar world empire. McCain proves that this agenda will be fulfilled at any cost, including breathtaking Orwellian flip-flopping and the betrayal of men who died believing McCain’s lies, a man they thought was in their corner.

McCain is living evidence that “war is a racket,” and that we have sorely misplaced our trust and our responsibilities into the depraved hands of these big-money special interests. Something that didn't register with me when I watched the debate on Friday: John McCain referred to bin Laden and the Taliban as " freedom fighters":

"First of all, I won’t repeat the mistake that I regret enormously, and that is, after we were able to help the Afghan freedom fighters and drive the Russians out of Afghanistan, we basically washed our hands of the region. And the result over time was the Taliban, Al Qaida, and a lot of the difficulties we are facing today. So we can’t ignore those lessons of history."

Those “freedom fighters” were of course the mujaheddin in Afghanistan waging jihad against the Soviets, including one Osama bin Laden and one Zayman Al Zawahiri. We backed and funded them–sort of. We didn’t “create bin Laden,” as some have alleged. But we certainly supported the factions fighting alongside him, factions every bit as militantly Islamic as bin Laden–as even the State Department concedes.
The reason it didn't register is that I've grown so used to Republicans referring to terrorists like the Nicaragua's Contras and Angola's UNITA as "freedom fighters". Apparently, all the reporters in the mainstream media also became inured to the Republicans' doublespeak, because I haven't seen anything about this in mainstream outlets. But you can bet that we would have heard about it if Obama had called bin Laden a "freedom fighter", however indirectly.

WASHINGTON — Senator John McCain urged the United States on Sunday to step up its involvement in NATO air strikes on Libya, warning that a stalemate would likely draw Al-Qaeda into the conflict.
"The longer we delay, the more likely it is there's is a stalemate. And if you're worried about Al-Qaeda entering into this fight, nothing would bring Al-Qaeda in more rapidly and more dangerously than a stalemate," McCain told NBC's "Meet the Press."
The senator, interviewed from Cairo two days after visiting the Libyan rebel stronghold of Benghazi, said he was still opposed to deploying American troops on the ground to help the rebels topple Moamer Kadhafi.
But, he said, the status quo was also not good enough.
"It has the earmarks of being a stalemate, Now, we hope that Kadhafi will crumble from within, but hope is not a strategy," he said.
"It's pretty obvious to me that the US has got to play a greater role on the air power side. Our NATO allies neither have the assets, nor frankly the will -- there's only six countries of the 28 in NATO that are actively engaged in this situation."

The most senior US soldier, Adm Mike Mullen, has said the war in Libya is "moving towards stalemate", even though US and Nato air strikes have destroyed 30-40% of Libya's ground forces.

The US has authorised the use of armed, unmanned Predator drones over Libya to give "precision capabilities".

Libyan rebels have been battling Col Gaddafi's troops since February but have recently made little headway.

Adm Mullen also said there was no sign of al-Qaeda in the Libyan opposition.

The highest officer in the US military today issued a scathing critique of American "strategic communication" efforts in Afghanistan and the Muslim world, writing that the gap between promised improvements and actual developments harms the credibility of the US message.  In an article written for Joint Force Quarterly, a military publication, Admiral Mike Mullen said that US efforts in Afghanistan and elsewhere to send a positive message about US military action and development efforts hurt US credibility when they do not coincide with what the populace sees on the ground. Mullen's criticism comes as US officials have acknowledged the US is losing the war of ideas against its Taliban and al-Qaida enemies. In an effort to bolster its image as Barack Obama ramps up the war in Afghanistan, the administration has established a $150m (£92m) effort to train Afghan and Pakistani journalists, set up radio stations and produce pamphlets, posters and CDs lambasting Islamist militants. Mullen, chairman of the joint chiefs of staff, described "a certain arrogance" to US strategic communication efforts. "We've come to believe that messages are something we can launch downrange like a rocket, something we can fire for effect," he wrote. "They are not. Good communication runs both ways. It's not about telling our story. We must also be better listeners." By contrast, Mullen wrote, the Taliban forces match rhetoric with action. "They aren't just out there shooting videos," he wrote, "They deliver... Each beheading, each bombing, and each beating sends a powerful message." He also noted that the Taliban has improved governance in certain areas, establishing courts, assessing and collecting taxes, and giving local populations avenues to express grievances. Meanwhile the US message that US action will ultimately improve the lives of Afghan citizens lacks credibility because US commanders have not built lasting relationships among the local populace and has not delivered on promises. Meanwhile, unmanned drone attacks and bombing runs have killed countless civilians and enraged the people the US must win over if efforts to destroy the Taliban and its al-Qaida allies are to be successful. Mullen lauds the Marshall Plan, which funded the reconstruction of Europe following the second world war, and other past US efforts as the "essence" of good communication, because US actions spoke for themselves without the need for opinion polling and other PR tools. "We sure didn't need talking points and PowerPoint slides to deliver aid," he wrote. "We simply showed up and did the right thing because it was, well, the right thing to do." He also warns that US efforts will fail if they are perceived as being done merely for credit. Mullen did not single out specific programmes for criticism. Obama has sought to distinguish himself from his predecessor President George Bush, who was seen as arrogant.  In one widely derided effort, George Bush in 2005 dispatched long-time aide Karen Hughes to Muslim countries in an effort to boost America's rapidly declining image. In one tactic, she took to repeating that she is a mother who loves children. Al Jazeera labelled her "the marquee clown [in] America's circus diplomacy".

Specialisations within this field include cognitive ergonomics, usability, human computer/ human machine interaction, and user experience engineering. New terms are being generated all the time. For instance, “user trial engineer” may refer to a human factors professional who specialises in user trials. Although the names change, human factors professionals share an underlying vision that through application of an understanding of human factors the design of equipment, systems and working methods will be improved, directly affecting people’s lives for the better.

Human factors practitioners come from a variety of backgrounds, though predominantly they are psychologists (engineering, cognitive, perceptual, and experimental) and physiologists. Designers (industrial, interaction, and graphic), anthropologists, technical communication scholars and computer scientists also contribute. Though some practitioners enter the field of human factors from other disciplines, both M.S. and Ph.D. degrees in Human Factors Engineering are available from several universities worldwide.

Battlefield spectrum management is the systematic planning, engineering, coordinating, allotting assets for, and managing the radio frequency (RF) spectrum. Systems to support the commander in the ALB rely on the RF spectrum - a limited resource.  Without proper management, the RF spectrum will reach the saturation point and seriously  degrade  mission  performance. The  user's  operational  needs determine battlefield spectrum requirements.  After RF spectrum requirements are identified, the signal officer obtains the needed frequencies, matches the frequencies to the requirements, distributes the frequencies to the user, and evaluates and optimizes frequency use.  Spectrum management is a bottom-top-bottom process. The spectrum requirements are  identified at lower echelons. The frequency support request is forwarded up through spectrum management channels to the level where resources are available to satisfy the requirements.  Frequency assignments are then sent down through the same channels to the user.  Due to the large number of systems competing for limited frequencies, requirements must be prioritized and frequencies may  be  allocated  at  a  less-than  optimum  level. Coordination  is  also required by the spectrum manager with intelligence operations to prevent friendly jamming and other electronic countermeasures (ECM).  This process, known as deconfliction, ensures that electronic warfare (EW) operations will have minimum adverse effect on friendly operations.

Before entering the Foreign Service, Mr. Burns worked as Program Officer at A.T. International, a non-profit organization specializing in economic assistance for Third World Countries [CIA Front Group?]. Burns began his Foreign Service career in Africa and the Middle East. He was an intern at the U.S. Embassy in Nouakchott, Mauritania, Vice Consul and Staff Assistant to the Ambassador in Cairo, Egypt, from 1983 to 1985, and then Political Officer at the American Consulate General in Jerusalem from 1985 to 1987. In this position, he coordinated U.S. economic assistance to the Palestinian population in the West Bank and East Jerusalem. Under President George H. W. Bush, he was Director for Soviet (and then Russian) Affairs. During this time, he attended all U.S. – Soviet summits and numerous other international meetings and specialized on economic assistance issues, U.S. ties with Russia and Ukraine, and relations with the Baltic countries. He was a member of the Department’s Transition Team in 1988, and served as Staff Officer in the Department’s Operations Center and Secretariat in 1987-1988. Burns served for five years (1990–1995) on the National Security Council staff at the White House. He was Special Assistant to President Bill Clinton and Senior Director for Russia, Ukraine, and Eurasia Affairs. Both of Libya's fighting camps are taking delivery of a surging influx of weapons shipments and military personnel – each hoping to use the extra aid for breaking the military standoff in its own favor, DEBKAfile's military sources report. Thursday, April 21, President Barack Obama authorized a pair of armed Predator drones to help the rebels break breaking the siege of Misratah, while British, French and Italian military officers headed for rebel headquarters in Benghazi, part of a package of arms and military equipment from the US, Britain, France, Italy and Qatar.
On the other side of the Libyan divide, China, Russia, Ukraine, Belarus and Serbia are keeping the pro-Qaddafi camp's arsenals stocked with new hardware along with combat personnel from Eastern Europe and the former Yugoslavia.
Building up in Libya is a confrontation that recalls the 1999 war in Yugoslavia (Serbia today) when NATO's four-month Operation Noble Anvil hammered Yugoslav forces to force their retreat from Kosovo. The Serbs too were backed then by clandestine Chinese-Russian support in tactical advice, intelligence, fighting men and arms.
Just like 12 years ago, our military sources report that from mid-March, hundreds of "volunteers" - professional soldiers ranking from colonel down to corporal - have joined the army loyal to Qaddafi. Calling themselves "nationalists" operating in paramilitary organizations without the knowledge of their governments, these foreigners claim they have come "to repulse the Western-Muslim onslaught on Qaddafi's regime."
Of course, they are handsomely paid from Muammar Qaddafi's plentiful war chest.
One group says it is in Libya for unfinished business with the West, especially the United States, for their role in the Bosnia and Kosovo conflicts.
China is helping the Libyan ruler with arms, mostly through African neighbors, and intelligence on NATO strikes in order to limit the damage they inflict (a service like that performed for Serbia in the 1990s). Beijing has a stake in helping the Libyan ruler after being informed that the Obama administration seeks to sever Chinese-Libyan oil ties before Beijing sinks tens of billions of dollars in Libya's transformation into its primary oil and gas supplier on the African continent.
Hence the pair of armed drones which the US president decided Thursday to contribute to rebel strength in Misratah, the only town the rebels are clinging to in western Libya. The Predators are intended doubly to break Qaddafi's siege of the town and destroy the Chinese electronic intelligence and weapons systems deployed around it.  The NATO bombardment of a large ammunition dump near Tripoli on April 14 aimed at destroying the latest Chinese arms arrivals.
