Well I mean it's nothing good to it but everybody has them, and can tell if someone else is screwing around with theirs so big deal. Seems strange that the Secretary of Defense Cohen would have mentioned the actual destructive capabilities of such technologies and how OTHER countries were working on them way back in 1997
