The plant operator known as Tepco said that the water would be released only after it clears the country's legal concentration limit of radioactive substances, including cesium and strontium, but a fisheries group immediately expressed strong concerns about the idea. The plant has been plagued with highly radioactive water accumulating inside reactor turbine buildings as a result of the continuing injection of water to cool the stricken Nos. 1 to 3 reactors. The water is currently recycled as a coolant after reducing its radioactive level through a water processing facility, installed after the plant was hit by the March 11 megaquake and tsunami. But as about 200 to 500 tons of groundwater a day flows into the reactor turbine buildings, the amount of water that is processed has exceeded that needed for injection into the reactors, according to Tepco spokesman Junichi Matsumoto. He said that the capacity of tanks installed at the plant's premises is expected to total 15.5 tons, but there is a possibility that the capacity would fall short possibly by early March. "We cannot keep on increasing the number of tanks in the next year or two. So we are considering the possibility of releasing water into the sea," Matsumoto told a press conference. The water processing facility reduces the amount of radioactive cesium, but does not remove radioactive strontium, which tends to accumulate in bones and is feared to cause bone cancer and leukemia. Tepco has not only accidentally released highly radioactive water into the sea after the nuclear crisis, but also intentionally dumped low level radioactive water as an emergency measure in April, drawing concerns from neighboring countries. As another accidental case, Tepco said Tuesday that around 150 liters of processed water has flowed into the sea, saying that the water is estimated to contain strontium.

One of two reactors at the San Onofre Nuclear Power plant in San Clemente, Calif., was unexpectly shut down Jan. 31 after critical equipment malfunctioned. A type of pipe called a steam tube sprung a leak and released small amounts of radioactive steam. At the time, the NRC said the amount of radiation that was released posed no harm to workers or the public. Nevertheless, reactor steam tubes must be strong enough to withstand high pressure without rupturing to ensure radiation doesn't escape the generators that use the steam to produce electricity, according to the NRC. The plant's other nuclear reactor had been shut down for a scheduled procedure in which the fuel is replaced and equipment is inspected. Both units, which are owned by Edison's southern California utility and Sempra Energy's SRE -0.02% San Diego utility, remained offline. The NRC said it was compelled to send the special inspection team to the plant after the three tubes that leaked failed an important pressure test on Wednesday, which suggested the tubes would probably rupture again. "We want to make sure we understand the cause of the degraded steam generator tubes and take appropriate actions based on our inspection results," Elmo Collins, the administrator of the NRC's Region 4 office, said in a statement. During the test on Wednesday, water was pumped inside the tube while the pressure inside was increased. The special team will include inspectors from Washington and from the NRC's Region 4 office in Arlington, Texas, which oversees nuclear power plants in western states.

TEPCO said “visibility in the pool is only about 1 meter, far less than the approximately 7 meters needed to work at removing nuclear fuel from the pool as part of the process of scrapping the four reactors severely damaged by last year’s nuclear accident.” One month ago, TEPCO was able to see approximately five meters into the spent fuel pool water. The spent fuel rods pose considerable hazard. In order to reduce “decay heat,” the rods must remain submerged in circulating water. If exposed to air, they combust and release large amounts of radioactive cesium-137. Following the earthquake and tsunami that damaged the Fukushima plant last year, the Japanese government underestimated the amount of radiation released into the environment, including cessium-137 from the fuel pool at reactor 4.

Radioactive water leak reported at Fukushima 5 April 2012, by Chris Oliver - Hong Kong (MarketWatch) http://www.marketwatch.com/story/radioactive-water-leak-reported-at-fukushima-2012-04-05Japanese nuclear operator Tokyo Electric Power Company said Thursday that radioactive water may have leaked directly into the Pacific Ocean from its damaged Fukushima Daiichi nuclear plant. Tepco said in a statement on its website about 12 tons of water leaked from a loose fitting and flowed directly into the ocean through a nearby drainage ditch at the plant. The leak was discovered around 2:00am local time on Thursday by workers checking an area of piping near desalination equipment. The leak was stopped around 2.20am, Tepco said. Japanese national broadcaster NHK reported on its website the water contained high levels of strontium.

Such a catastrophe would affect us all for centuries.
Ambassador Murata informed us that the total numbers of the spent fuel rods at the Fukushima Daiichi site excluding the rods in the pressure vessel is 11,421 (396+615+566+1,535+994+940+6375).

"If the cooling water supply is lost to the high-level radioactive waste storage pool in Unit 4, it could be just a matter of hours before the irradiated nuclear fuel is on fire," warned Kevin Kamps, radioactive waste specialist at Beyond Nuclear. "A fire in the Unit 4 high-level radioactive waste storage pool could release up to eight times more hazardous cesium-137 than the Chernobyl reactor explosion. That in turn would mean the site would have to be evacuated, risking the potential for all seven high-level radioactive waste storage pools at the site to ignite. If that happened, Fukushima Daiichi would release 85 times the levels of cesium released by Chernobyl, potentially forcing an evacuation, and permanent condemnation, of hundreds to thousands of square miles," Kamps added. Cesium-137 fallout from the Fukushima nuclear catastrophe has already been measured by the US Geological Survey across the US, although the agency has downplayed the risks, despite the position long held by the National Academy of Sciences that there is no safe dose of radiation. US Senator Ron Wyden (D-OR) visited the stricken Fukushima site several weeks ago and was particularly alarmed by the slow response of Fukushima Daiichi utility owner, Tokyo Electric Power Company (TEPCO), which has a several year-long plan to secure Unit 4 and its fuel pool, and urged swifter action. The groups are urging organizations around the world to sign on. "Given the fact that collapse of this pool could potentially lead to catastrophic consequences with worldwide implications, what the Japanese government should be doing as a responsible member of the international community is to avoid any further disaster by mobilizing all the wisdom and the means available in order to stabilize this pool," the letter states. "It is clearly evident that the Fukushima Daiichi Unit 4 spent nuclear fuel pool is no longer a Japanese issue but an international issue with potentially serious consequences," the letter continues. Soil samples were analyzed by the Minamisoma government and found to be 122 times more contaminated than the mandatory evacuation zone in Belarus north of the Chernobyl Exclusion Zone. Cesium causes cancer of the liver, kidneys, pancreas and other organs. It is particularly dangerous when it is in the soil and ends up in food. Between April 29th 2012 and May 8th 2012 the following short half life fallout was indicated in a sample (a partial list): Ba-140 was identified at nearly the 95% confidence level. La-140 was detected in a sample below the 95% confidence level. Ce-141 was detected in a sample below the 95% confidence level. Ru-103 was detected in a sample below the 95% confidence level. Zr-95 was detected in a sample below the 95% confidence level. Nb-95 was detected in a sample below the 95% confidence level The above contaminants are typically encountered and dispersed as soot particles resulting from a recent nuclear fission and fire. Along with those contaminants, Iodine 131 was also detected in the sample at below the 95% confidence level. We suspect the sample was contaminated on April 30th 2012 during a 20-30 minute exposure window to fresh air where frost developed on a frozen 100 square inch area sample surface area. Given the multiple detections, some of which are parent/daughter pairs, and the short contamination exposure window, we strongly suspect a recent recriticality and fire at Fukushima.
