Will Russia be able to defend Kuril Islands if Japan attacks?

Anti-Russian hysteria continues in Japan. On February 7, Japanese revanchists who gathered at the walls of the Russian Embassy in Tokyo demanded that Russia returns four Kuril Islands, and abused the Russian national flag in the process. The police did not intervene in the proceedings, acting as interested spectators.
Perhaps the far-right were inspired by Prime Minister Naoto Kan, who spoke on the same day with an official address in which he called the recent visit of Dmitry Medvedev to the Southern Kuriles "inexcusable rudeness".

The next day, February 8, the Russian Embassy received a letter with a bullet and a note from which the Russian diplomats learned that the "northern territories is a Japanese land".

Moscow's position boils down to the fact that four Kuril Islands, whose ownership is disputed by the Japanese, belong to Russia as the successor to the USSR following World War II.

So far the battle for the Southern Kurils is diplomatic. But who knows what would the Japanese do when it becomes clear that their diplomatic efforts are futile? The history has precedents where the ownership of certain territories was disputed at a battlefield.

The latest example of this kind is directly related to Russia - the actions of Georgia in August of 2008 in South Ossetia. Most of the experts did not consider a possibility of an attack. Until the last minute most of them were confident that the little Georgia will not risk fighting with a much stronger Russia. However, as the experience shows, Saakashvili who dreamt of the "return of the historic Georgian territories," was not even afraid of Russian nuclear weapons.

Japan is a much more formidable opponent in all respects. Of course, we can assume that the Japanese leaders, in contrast to Georgia, are much saner and that the economic relationship between Japan and Russia will not allow the conflict flare up. However, economics does not always dominate politics. As evident from history, sometimes the political attitudes may outweigh the economic benefits.

The behavior of the Japanese leadership cannot but cause concern. In 2007, then Prime Minister Shinzo Abe said that it was time to get away from the postwar regime and give the army due respect. In other words, Japan has been steadily reviving the "fighting spirit of the nation" to return to the club of the world powers.

Military spending in Japan is also growing. In 2010 the country ranked fifth in the world in terms of military spending (approximately 44.3 billion dollars annually), outrunning Germany and conceding only to the U.S. (600 billion), China (81.4 billion dollars), the UK (48.8 billion dollars) and France (45 billion dollars). Most likely, considering that the latter are significantly reducing their military budgets, in 2011 Japan could get to the third place in the world and would compete with China for the second. Russia is far behind Japan in terms of these indicators.

In this regard, in recent years the Japanese have been actively building up their offensive potential. It now has an entire set of attributes of superpower, including military preparedness. For example, Japan has aircraft carriers, a modern missile defense system, and powerful air forces of "self-defense".

Overall, the Japanese self-defense forces, not counting civil employees, amount to 240,000 people and are among the most powerful in the region. This is substantially contributed by regular updates of military equipment. A specific role is given to the Navy that includes over 250 combat ships, support ships and boats.

In addition, the Navy has 40 destroyers, of which eight are guided missile defense destroyers capable of hitting targets at long range. The Japanese naval forces continue to grow, including amphibious.

Among them there are four (according to other reports, five) "flagship" ships that are helicopter carriers. They perform both the role of aircraft carriers and amphibious units. Moreover, helicopter destroyer of the Hyuga class introduced in 2009, according to the general opinion of military experts, is a light aircraft carrier, which can be rapidly converted to receive military aircraft.

It was called a destroyer only to avoid postwar restrictions on the ability to have ships of this class. In the coming years two more ships of this class with a displacement of 19,500 tons and capable of accommodating every 14 helicopters, four thousand soldiers and 50 trucks will be introduced.

Currently there are five Japanese small and medium landing ships, as well as at least eight landing crafts, with which they can land troops in heavy weather and natural conditions. The landing crafts alone can land up to 36 armored vehicles, or more than 4.2 thousand marines at a time. In addition, the Japanese leaders do not rule out future significant increase in the number of amphibious ships and boats.

Furthermore, government officials declare their intention to revive full-fledged Marines, creating "mobile assault units," designed to capture the coastal strip of the probable enemy.

That is, Japan has been actively building up its strike group designed to conduct amphibious operations. Is Russia ready for the Japanese that once had lost all hope of returning "native Japanese territories," to take action?

Konstantin Sivkov, senior vice president of the Academy of Geopolitical Issues, answered this question for Pravda.ru.

"Of course, when we try to imagine a scenario of conflict with Japan, we should take into account the fact that it is not limited to amphibious operation in the Southern Kuril Islands," the expert believes. "Japanese revenge-seekers who are raising their head increasingly more must understand that in case of military adventurism on their part they will have to deal with Russia on the vast theater of operations, from Vladivostok to the Kuril chain, and possibly up to Kamchatka. They surpass Russia both at sea and in the air at this point. Although on our side we have strategic aircrafts unavailable in Japan. Thus, our missiles can be guaranteed to hit targets within a radius of 1500-2000 kilometers.

With regard to nuclear weapons, in a conventional conflict, without the use of weapons of mass destruction, we simply will not use it, and we do not hope that it can stop the aggressor.

Until recently there was a rather strong Russian unit in the conflict zone, including an artillery division, designed precisely to reflect a probable enemy assault. However, in 1990, our Kuril group significantly deteriorated in the general context of weakening of Russian defenses. In particular, a significant portion of the park was comprised of obsolete armored vehicles T-55. Or there is something else - while the Japanese are increasing their military preparedness, we are only just beginning to wonder out loud: "Should we send S-300 to the Kuriles? It says a lot.

In case of an attack of a potential enemy, our Kurile unit, including the southern islands, is guaranteed to hold out for a day or two. Maximum - three or four days. During this time we must ensure the delivery of reinforcement, otherwise the outcome of the likely conflict may not be very pleasant.

It is important that the transport infrastructure connecting the archipelago with the mainland leaves much to be desired. In recent years, observing the Japanese to increase their offensive force, we also expressed some interest in the defense of the Kuril Islands and started building new and reconstruct old airfields.

In the foreseeable future, the Japanese are unlikely to hold military adventure. However, this cannot be guaranteed further on, especially if we are at war with some third country and are not able to pay due attention to the Far East direction".

There has been a similar precedent in history. In 1855, using the fact that Russia was involved in the Crimean War, the Japanese pushed for a favorable agreement on the South Kuriles. Not wanting to conflict with Japan, Russia gave them four islands, which the Japanese are not willing to forget.

At one time the notorious Bismarck spoke of possible opponents: "I'm not interested in their intentions, I'm interested in their capabilities." The capabilities of the Japanese are getting larger.

Russia, Japan in verbal war over islands

Russian President Dmitry Medvedev said Wednesday the South Kuril Islands are Russian, not Japanese, and promised to dispatch more troops there.

Medvedev's comments came the day after Japanese Prime Minister Naoto Kan, speaking at a Tokyo rally, criticized Medvedev for visiting the islands in November, RIA Novosti reported.

The Kuril Islands are a lightly populated volcanic chain between Hokkaido Island in Japan and Russia's Kamchatka Peninsula. A 19th century treaty gave the four southern islands to Japan, where they are known as the Northern Territories, but they have been disputed since the Soviet army occupied them at the end of World War II.

Medvedev told defense and regional development ministers the entire chain is "unalienable Russian territory." He said Russia wants friendly relations with its neighbors, presumably including Japan, but also needs to increase its presence in the South Kurils.

"There should be sufficient weaponry there to ensure the security of the islands as an unalienable part of Russia," he added.

Kan, speaking on Northern Territories Day, accused Medvedev of "inexcusable rudeness" with his visit. Nationalists reportedly vandalized a Russian flag during the rally.

Russia vows to protect disputed Kurile islands

Russian President Dmitry Medvedev vowed on Wednesday to deploy "sufficient" weaponry to ensure the security of an island chain at the centre of a dispute with Japan.

Russia must deploy "necessary, sufficient and modern weaponry to provide the security of the islands as an inseparable part of Russia," Medvedev said of the islands Russia calls the Southern Kuriles and Japan calls the Northern Territories.

Rocky barriers to Russo-Japanese peace

Unnecessary provocations by Japanese Prime Minister Naoto Kan and Russian President Dmitry Medvedev are being blamed for the reawakening of a decades-old island feud between the countries, with both leaders accused of pandering to nationalism ahead of key elections.

Japanese Foreign Minister Seiji Maehara landed in Moscow on Friday to meet his Russian counterpart, Sergei Lavrov, in hopes of defusing tensions over Tokyo's claim to four Russian-occupied islands that are reportedly host to large quantities of gold and rhenium, and whose waters have significant oil and gas deposits.



Japan calls the islands, comprising Etorofu, Kunashiri, Shikotan and the Habomai islets, the Northern Territories. Russia has occupied the islands, which it calls the Southern Kurils, since August 25, 1945, days after Japan accepted the Potsdam Proclamation and surrendered to the Allied Powers in World War II.

The territorial dispute has prevented the two nations from concluding a post-World War II peace treaty. In a 1956 Joint Declaration, both countries ended a state of war and restored ties. They agreed to continue negotiations for a peace treaty and that Russia would hand over Shikotan and the Habomai islets. However, a peace treaty was never signed.

The dispute was reawakened last November when Medvedev visited Kunashiri, the first such trip by a Russian president. Following his visit, Russia sent more senior officials to Kunashiri, including its first deputy premier, regional development minister and defense minister. "There are so many beautiful places in Russia! Here is Kunashir," Medvedev posted on Twitter.

Russo-Japanese arms race over Kuril Islands

Japan's ongoing dispute with Russia over the Kuril Islands has been heating up since November, when Dmitry Medvedev became the first Russian president to visit the contested archipelago. Medvedev's high-profile trip to Kunashir, second-largest of the four disputed islands, has sparked both a regional military build-up and a diplomatic war of words. The dispute over the islands—called the Northern Territories in Japan but seized by the Soviets in August 1945—has prevented Moscow and Tokyo from signing a treaty to officially end their World War II hostilities.

Some 7,500 Japanese nationals have volunteered to move to the Kurils to press their nation's claim to the islands, Tokyo's Foreign Minister Seiji Maehara boasted Feb. 12. "Speaking about the four northern islands, historically Russians have never lived there, they were only inhabited by the Japanese," Maehara said in an interview with Russia's Ekho Moskvy radio.

On Feb. 7, Japan's "Northern Territories Day," Prime Minister Naoto Kan told an official rally in Tokyo that Medvedev's visit was an "unforgivable outrage." Feb. 7 was chosen to mark the signing the 1855 Shimoda Treaty under which Japan claims the four islands at issue—Etorofu, Kunashiri and Shikotan and the Habomai islet group.

Russian Foreign Minister Sergei Lavrov responded: "Those expressions are clearly undiplomatic. They contrast sharply with the respectful, positive tone that was characteristic of the meeting between Prime Minister Naoto Kan and President Dmitry Medvedev in Yokohama last autumn." He also accused Tokyo of supporting Japanese nationalist organizations, whose followers reportedly burned a Russian flag during the Tokyo rally. A Northern Territories Day rally was also held in Nemuro, Hokkaido, the town closest to the islands.

Amid the verbal sniping, Medvedev ordered the deployment of additional weapons to the islands, describing them as a "strategic region" of Russia, and accusing Japan of a military build-up in Hokkaido. Maehara responded by saying that Tokyo's resolve "remains absolutely unwavering." Moscow is now threatening to send the high-tech Mistral helicopter-carrier assault ships it is buying from France to protect the Kurils. The Kurils are a chain of 56 mostly uninhabited volcanic islands, extending for 1,200 kilometers from the south tip of Russia's Kamchatka Peninsula to northeast Hokkaido. The Soviet Union seized southern Sakhalin and the Kurils in the closing days of World War II, but Japan maintains a claim to the four southernmost islands of Kunashir, Etorofu (Iturup to the Russians), Shikotan, and the Habomai rocks. The Kurils guard the strategic strait (La Perouse) linking the sea of Okhotsk and the Pacific Ocean. Russia has already built a military base on Shikotan island, while also placing border forces on the other islands. The islands hold vast mineral wealth, with an estimated 160 million tons of natural gas.

Moscow says the 1855 treaty has long since been nullified, noting that Japan ceded Sakhalin Island to Russia in exchange for the Kurils in the 1875 Treaty of St. Petersburg, but was nonetheless granted the southern half of Sakhalin under the Portsmouth Treaty that ended the 1904 Russo-Japanese War. Moscow additionally claims that Japan officially recognized both Sakhalin and the Kurils as Soviet territory upon surrender in 1945.

The Japanese fleet that attacked Pearl Harbor was assembled in the Kurils, which were also the scene of the last major combat of World War II. Neither Russia nor Japan has expressed interest in recognizing the territorial claims of the islands' Ainu indigenous people. Russia urges Japan to renounce far-fetched emphasis on "island theme"

Russia's Foreign Ministry on Saturday urged Japan to renounce its far-fetched emphasis on "island themes" in order to reach constructive dialogue with Russia.

Earlier Japan has expressed its regret over a recent visit by Russian Defense Minister Anatoly Serdyukov to the disputed Kuril Islands, Japan's Kyodo news agency reported.

Serdyukov visited the south Kuril Islands on Friday to inspect Russian troops deployed on Iturup, Kunashir and Shikotan islands.

"At a time of calls to improve Russian-Japanese relations, this current visit is like having cold water poured on us," Japanese Foreign Minister Seiji Maehara said.

"We want to believe that, all in all, considered and unflustered stance on the objective territory realities, worked out following the results of the World War II and enshrined in the Charter of the United Nations Organization will prevail in Tokyo," a statement by the Russian Foreign Ministry said.

Both Japan and Russia have laid claims to the disputed South Kuril Islands since they were annexed by the Soviet Union at the end of World War II. The dispute has prevented the two countries signing a peace treaty to formally end hostilities.

Tensions between Japan and Russia reached new heights after Russian President Dmitry Medvedev's visit to Kunashir, the second-largest of the four islands, last November. Japanese Prime Minister Naoto Kan said the visit was "very regrettable."

Japan fired its ambassador to Russia for failure to swiftly inform Tokyo about the visit. Medvedev expressed regret that his visit led to the Japanese ambassador's recall.

Japan also voiced concerns over the visits of Russian First Deputy Prime Minister Igor Shuvalov and a Russian defense ministry commission led by Deputy Defense Minister Dmitry Bulgakov in December and January respectively.

Tokyo considers the visits as a sign of Russia's strengthened stance on the Kuril Islands.

Japan watches Russian military near disputed isles

TOKYO (Reuters) - Japan is closely monitoring stepped-up activity by Russia's military near disputed islands, Japan's chief spokesman said Thursday after Moscow said it would deploy new weapons to the area.

Relations between Japan and Russia have been clouded by a long-running dispute over the four islands, called the Southern Kuriles in Russia and the Northern Territories in Japan.

The former Soviet Union occupied the islands off northern Japan at the end of World War Two and the row has weighed on bilateral ties since, preventing the two countries from signing a formal peace treaty despite growing economic ties.

Japan is also embroiled in a territorial dispute with China and the government's handling of the spats has been heavily criticized at home, adding to a fall in Prime Minister Naoto Kan's support ratings.

"Russian military activity near our country is increasing and we will continue to monitor this closely with interest," Chief Cabinet Secretary Yukio Edano told a news conference.

"We would like to deal with this based on the stance that the four islands are Japan's territory and that we want to resolve the territorial issue and sign a peace treaty in accordance with existing agreements and statements."

Russian President Dmitry Medvedev, who infuriated Japan in November by making the first visit by a Russian leader to one of the islands, said Wednesday that Russia should deploy modern weaponry to ensure the security of the islands.

Medvedev's comments were in line with a recent strengthening in rhetoric over the disputed islands aimed at fuelling nationalism in Russia, said professor Shigeki Hakamada, an expert on Russia at Aoyama Gakuin University in Tokyo.

"Japan has been saying it wants to discuss both economic cooperation and signing a peace treaty," he said.

"But in recent years, since (Prime Minister Vladimir) Putin (became president), there has been no progress in talks on a peace treaty ... Japan is frustrated with this."

Japanese Foreign Minister Seiji Maehara will visit Russia from Friday for talks with his counterpart, in which the islands will likely be a focus.

Maehara reiterated Japan's position ahead of the visit.

"Looking at it from an international law perspective, the Northern Territories are Japan's inherent territory," he told a separate news conference.

"Russia's occupation of them are groundless based on international laws."

Wow, what a crazy situation, and a history lesson, too, thanks!!

It is, and its getting ramped up some. Havent heard a thing on the MSM news outlets.  Huh Russia hasnt bought the newe Mistral ships from France yet, and they are already talking of sending them over against Japan.
