Texas budget shortfall is as bad as you can guess

Now Texans know how deep the state's budget crisis really is. Right?
Comptroller Susan Combs says the now-convened 82nd Legislature will have $72.2 billion to spend on discretionary items in the 2012-13 budget. That's a shortfall of:
$26.8 billion if you compare it to agency budget requests.
$14.8 billion compared with the current two-year budget, if you include the $6.4 billion in federal economic stimulus money used to balance that spending plan.
$8.4 billion if you choose to ignore the stimulus money.
$2 billion less than any of those numbers if you consider agency budget reductions ordered by state leaders.
$0 if you subscribe to the point of view that there is no shortfall until there is a proposed budget, which there isn't yet.
