Another Dead Body From the Cheney Dual Nuclear Chain-of-Command Days Turns Up  
John Wheeler's suspicious death latest in many of Air Force officials
in the last few years.



WMR | Former special assistant to Secretary of the Air Force Michael Wynne, John Wheeler III, also a veteran of the GHW Bush and Reagan administrations, was discovered at the Cherry Island landfill in Wilmington, Delaware on December 31 after it was dumped from a sanitation truck that originated its run in Newark, Delaware. Wheeler's wife lives part-time in Harlem, New York where she reportedly runs a Cambodian silk import business.

On December 31, 2010, Wilmington Police issued the following press notice: "At 9:56 a.m., Wilmington Police were called to the landfill on East 12th St. Upon arrival, officers were directed to a dump site within the landfill where they located a male body lying in a pile of rubbish. This incident is being handled as a suspicious death investigation. The victim’s identity has not been confirmed at this time. The body has been turned over to the State of Delaware Medical Examiner’s Office to determine the cause of death. Anyone with information regarding this crime, please contact Criminal Investigation Division at 302-576-3620."

The body was later identified as Wheeler's. Wheeler was last seen on an Amtrak train from Washington to Wilmington on December 28.

White House Insider John Wheeler Was “Disheveled And Confused” Two Days Before His Death




Wheeler, a West Point graduate, former Army officer, and lawyer, served under Air Force Secretary Michael Wynne until Wynne and Air Force chief of staff General T. Michael Moseley. Wynne and Moseley were fired by Secretary of Defense Robert Gates on June 5, 2008, over a breakdown in the security of nuclear weapons under Air Force control, particularly at Minot Air Force Base in North Dakota. Wheeler left his Air Force position in June 2008, the same month Wynne and Moseley were fired. After leaving the Pentagon, Wheeler took a job with MITRE Corporation.




While assisting the Secretary of the Air Force, Wheeler was primarily tasked with "standing up" Cyberspace Forces and providing Precision Strike technology and Real Time Streaming Video targeting links U.S. ground combat troops. It was one such targeting video from Baghdad that was among Wikileaks's first major discloures of U.S. classified information that led to charges that the U.S. was indiscriminantly killing civilians in Iraq.

Wheeler was also known to be a strong opponent of the use of biological weapons by the United States. Wheeler was last seen on an Amtrak train from Washington to Wilmington on December 28. Wheeler was also chairman of the fund that raised money to build the Vietnam War Memorial in Washington, DC. In that role, Wheeler had a testy relationship with one of the major funders of the project, former independent presidential candidate H. Ross Perot. While serving as director of the Vietnam Veteran's Leadership Foundation, Wheeler was also special counsel for the Securities and Exchange Commission durung the 1980s.



According to various Washington Post  reports from the time, on November 4, 1983, Wheeler filed a criminal complaint with the Montgomery County Police Department against WDVM [which is now WUSA] Channel 9 investigative reporter Carlton Sherwood for illegally taping a conversation between himself and Wheeler at Wheeler's home in Bethesda, Maryland. Sherwood, like Wheeler, served in Vietnam. However, Sherwood began investigating for Channel 9 where most of the $9 million raised for the Vietnam memorial by Wheeler and memorial fund president Jan Scruggs was spent. Sherwood was arrested by Montgomery County police on November 7, 1983. Channel 9's news management maintained that two audits of the fund were less-than-detailed. In 1984, WDVM retracted its investigative series on the "financial propriety" of the memorial fund and apologized for the story. Sherwood later went to CNN as a special assignments reporter and The Washington Times and he was active in the "Swift Boat Veterans" criticism leveled against 2004 Democratic presidential candidate John Kerry's Vietnam combat record.
Wheeler, as special assistant to Wynne, would have known about the dual nuclear chain-of-command established by Vice President Dick Cheney, bypassing the Defense Secretary and Joint Chiefs of Staff chairman, that resulted in a spate of nuclear surety and security incidents during 2007 and 2008.

WMR reported on those incidents from Minot Air Force Base in North Dakota and Barksdale Air Force Base in Louisiana in 2008.

On April 21, 2008, WMR reported:"There is something radically wrong with America's control over its nuclear weapons, particularly those maintained by the U.S. Air Force. After a long investigation, it can now be reported that there is, in effect, two de facto nuclear chains-of-command in the Air Force, one with dangerous links to the neocon cell that exists within the office of Vice President Dick Cheney and Air Force headquarters, the other acting within the bounds of established nuclear weapons surety and control.

On August 30, 2007, a B-52, assigned to the 2nd Bomb Wing at Barksdale AFB, left Minot AFB with reportedly five AGM-129 Advanced Cruise Missiles armed with W-80-1 nuclear warheads. The number five apparently was reported to Air Force Times, a Gannett publication, by three high-ranking Air Force officers who blew the whistle on what was later described by the Air Force as a 'mistake.' Later, the Associated Press said there were six nuclear armed missiles on board the aircraft. In theory, there should be no discrepancies for such a small number and for such a serious incident.

The B-52 flew 3 1/2 hours across the United States with missiles thought by the B-52 crew to be "dummy warheads" being shipped to Barksdale for 'disposal' under the US-Russian Strategic Offensive Reductions (SORT) arms treaty.

There was, according to sources WMR spoke to at both Minot and Barksdale Air Force Bases, no mistake whatsoever in the transfer of the nuclear-tipped cruise missiles to Barksdale. One airman who had been a bomb loader for 11 years in the USAF relayed, "that was no mistake. That was a major operation."  The cover story was that the cruise missiles were flown to Barksdale for decommissioning. However, conventional cruise missiles are sent to Davis-Monthan Air Force base in Tucson, Arizona for decommissioning while nuclear missiles, according to the former 2nd Bomb Wing official, are sent to Kirtland Air Force Base in New Mexico. The nuclear warheads are sent to either Sandia National Laboratories or Pantex in Texas for disposal. Barksdale plays no part in the missile decommissioning process. Barksdale is, however, a major deployment base for Middle East air operations.
It has been discovered that there were a series of security 'incidents' directed by what amounts to a renegade nuclear chain-of-command that permitted five or six nuclear 5 to 150 kiloton thermonuclear weapons to remain outside of legitimate control for some 36 hours, resulting in a rare Bent Spear nuclear incident report that quickly reached the Oval Office.

The rogue nuclear chain-of-command starts at the White House office of Vice President Dick Cheney, with significant influence from Cheney's Chief of Staff David Addington, and extends to Air Force Secretary Michael Wynne, and further to the Air Force Chief of Staff General T. Michael Moseley."

Our report continued: "Minot's 5th Bomb Wing Commander, Col. Emig, who had been transferred to Minot only three months before the August 30 nuclear incident, was transferred to the Unmanned Aerial Vehicle (UAV) Division at the Air Combat Command at Langley Air Force Base, Virginia. One of the Air Force's primary UAV contractors is Northrop Grumman, which has a cooperative relationship with Israel Aircraft Industries on using Israeli UAV technology, particularly for the Global Hawk UAV.
Emig's colleague, 5th Maintenance Group commander, Col. Cynthia Lundell, was not as fortunate. Directly responsible for the nuclear weapons at Minot, Lundell was transferred to a 'dead end' special assistant job at Warner Robbins Air Force Base in Georgia. WMR has learned that Emig was in charge of Minot when a number of experienced senior non-commissioned officers and officers, including those directly responsible for nuclear surety and safety, were suddenly transferred on temporary assignments to Iraq and Afghanistan from Minot in the months and weeks prior to the nuclear incident.

It is clear that the rival nuclear chain-of-command acted outside the authority of Secretary of Defense Robert Gates and used a little-known nuclear weapons protocol known as the 'permissive link' that allows nuclear weapons to be moved and used outside of presidential authority and the transmittal of nuclear codes found in a briefcase known as the 'football' that is always carried by the President's military aide . . .

A little over a week after the Minot-Barksdale nuclear weapons incident, the body of US Air Force Captain and Major-selectee John Frueh, assigned to 'Operations Weather' at Hurlburt Field, adjacent to Eglin, was found near is rental car, near Badger Peak in Washington state. Frueh was in Portland to attend his best friend's wedding. Frueh's last phone call to his family in Florida was from a pay phone at Portland International Airport on August 30, the very same day the B-52 flew with the loose nuclear missiles from Minot to Barksdale.

Frueh was a U.S. Air Force Special Operations 'Weather Warrior' with the 10th Combat Weather Squadron at Hurlburt Field. Weather Warriors are, according to the Air Force, 'Special operations weathermen [who] are meteorologists with advanced tactical training to operate in hostile or denied territory." It should be noted that Iran is considered "denied territory' by the U.S. military.

Frueh was last seen on August 29 in Portland. He was carrying in his backpack at Global Positioning System (GPS), camera, camcorder, and cell phone. Oddly, Frueh's last call to his family was from a pay phone at the airport and not from his cell phone.

There were initial reports that when the B-52 from Minot landed at Barksdale on August 30, it sat on the runway for as much as ten hours, virtually unguarded with five or six nuclear weapons under its starboard wing. However, WMR spoke to a former high-ranking officer with the 2nd Bomb Wing in Barksdale who said that the security for the movement of any nuclear weapons is extremely tight. The officer said that when the nuclear weapons were removed from their highly-secured bunkers, known as 'igloos,' within the similarly highly-secured weapons storage facility at Minot, two-person controls, constant checks of the weapons' serial numbers, higher officer sign-offs, the clearing of a secure route from the weapons storage facility to the B-52 on the ready alert apron by armed security personnel, the placement of orange cones around the nuclear weapons while they are stationary, and the entering of the weapons types on the B-52 flight log, known as the '781.' The '781' would inform the crew whether they were carrying conventional or nuclear warheads, either under the wings or in the plane's interior . . .

WMR's special report continued on April 25, 2008: "On August 24, 2007, three B-52s operating from Barksdale flew a training exercise called REX REDUX, officially billed as a commemoration of a 1938 B-17 flight directed at the Italian luxury liner SS Rex. The exercise, personally ordered by Air Force Chief of Staff Gen. Michael Moseley, was actually testing an Israeli-developed imaging and targeting pod called LITENING II on a U.S. Navy contracted merchant vessel, the USNS Bobo, in the Atlantic east of Bermuda and several targets of opportunity along the planes' flight paths through the southern United States.

REX REDUX also involved assets of the Air Force's embryonic Cyber Command in Washington and Barksdale.

Four days later, on August 30, a Barksdale-based B-52 flew six nuclear warhead tipped AGM-129 advanced cruise missiles from Minot to Barksdale. The incident was later called a "mistake" by Air Force officials. However, three high-ranking Air Force officers leaked the incident to the Air Force Times.

Air Force Secretary Michael Wynne, a key member of the rival chain-of-command, rewarded his loyalists in Barksdale by announcing the base had been selected as the preliminary headquarters for the Air Force Cyber Command. Wynne made his announcement at a Shreveport gambling casino. Wynne, according to a CNN report, advocated the testing of nonlethal weapons, like high-power microwave weapons, against American citizens. Wynne said, 'If we're not willing to use it here against our fellow citizens, then we should not be willing to use it in a wartime situation.' . . .

In July 2007, there was another unusual incident involving Minot security, one of many reported during the summer of 2007 by Minot security personnel. Found in the Minot Police Department's files is case number CFS# 07-16088. The case involved the misappropriation of a cache of military supplies by two Air Force sergeants assigned to guard nuclear weapons at Minot. The report states: 'Minot Air Force Base Investigations called requesting assistance in locating and apprehending two individuals that had filed a report about missing military equipment.' The two individuals reported the theft of the equipment from a vehicle parked in the city of Minot.

Minot police went to an address of one of the Air Force security personnel in Minot and found 'several other people that were also at the residence.' There were a total of three military personnel at the residence. The police went to a second residence of the other Air Force security sergeant and found 'several flash bang grenades along with one smoke grenade.' One of the Air Force security guards from Minot had originally reported military equipment being stolen from his car in Minot on July 17, 2007. However, the report was false. The two security personnel were actually hording the military equipment for what they described was a 'plan.' Minot Air Force Base security later clamped a gag order on all discussions about 'the plan.' . . .

Nor was Minot the only base involved with the August 30 nuclear incident to experience an unusual event with its nuclear security personnel. On September 27, 2007, the police blotter in the Shreveport Times reported the following:
'A Barksdale Air Force security forces airman was accidentally shot early Thursday, base officials said.

The shooting occurred during shift change about 7:30 a.m. at the 2nd Security Forces Squadron headquarters in Hangar 3. The airman was shot by a fellow security staffer. The incident remains under investigation, so officials could not say what action, if any, may result from the incident.'

There is also the possibility that an Air Force carve out contract may have been used to support the rival chain-of-command. The FBI and Pentagon are investigating a sole source Air Force contract with Commonwealth Research Institute (CRI), a non-profit intelligence subsidiary of Concurrent Technologies.

Charles Riechers, a senior Air Force civilian, was paid by CRI while awaiting confirmation as principal deputy assistant secretary of the Air Force for acquisition. After Riecher's conflict of interest was made public, he was found dead of an apparent suicide in his Fairfax County, Virginia home. [On October 14, 2007]. CRI paid Riechers a salary of over $26,000 for no work. Concurrent and CRI are both listed as tax-exempt charities. A federal grand jury is currently examining ties between CRI and Concurrent and particular Air Force officials, including those in the Air Force's office responsible for security, counter-intelligence, and special program oversight (e.g., nuclear and Operation Checkmate). CRI and Concurrent have also provided contract support to the NSA, CIA, National Reconnaissance Office, and Defense Intelligence Agency. CRI has also provided support to the federal government on managing faith-based initiatives.
The Washington Post reported that a CRI spokesperson reported that CRI had 20 employees involved in 'very specialized work/ for the Pentagon and Intelligence Community.

What occurred last summer at Minot, Barksdale, and inside the Air Force offices at the Pentagon and Cheney's White House office was the first time that a renegade chain-of-command assumed control over part of America's nuclear arsenal. Dr. Strangelove is no longer fiction, it is fact.

UPDATE: Inexplicably, the Shreveport Times, a Gannet newspaper, which publishes one edition per day, had two different headlines on its front page. A Times source revealed that this was possibly the result of the presses being stopped after the first print run and the original headline being replaced with a substitute requested by Barksdale Air Force Base public affairs officials. The source said the newspaper was likely pressured by Air Force officials to alter the headline.

The first headline in the September 6, 2007 edition was  "B-52 hauls errant nukes to BAFB." The second headline indicates the event was accidental: "B-52 unwittingly delivers nukes to BAFB."  The two different headlines were discovered in a microfiche search of the newspaper in the Bossier City, Louisiana Public Library. Other than the headlines, the content of the two articles is the same."

Our April 25, 2008 report also pointed out: "Gates ordered an outside review of the Minot incident conducted by retired former Air Force Chief of Staff General Larry Welch. Welch was hardly an impartial judge, having been part of Defense Secretary Donald Rumsfeld's favorite program, the Ballistic Missile Defense System or 'Star Wars II.' Welch led a Blue Ribbon panel that heaped praise on the Ballistic Missile Defense Organization, then led by Air Force General Ronald Kadish.

The Welch Report failed to discover the breakdown in Air Force nuclear command-and-control and the existence of the rival chain. An indication of the worthlessness of the Welch Report was the discovery that in August 2006, four Minuteman nose cone nuclear fuse assemblies were 'mistakenly' shipped from Hill Air Force Base in Utah to Taiwan. The fuses had originally been shipped to Hill from F. E. Warren Air Force Base, Wyoming in March 2005. Gates reacted to the incident by ordering an unprecedented inventory of all nuclear weapons and nuclear material in the U.S. arsenal . . .

On April 24, 2008, as news broke of an FBI investigation into a long-time Israeli intelligence ring that penetrated the U.S. military and intelligence communities, CIA director, Air Force General Michael Hayden, revealed further 'intelligence' on the Syrian facility, said to be a joint North Korean-Syrian reactor modeled after the Yongbyon facility in North Korea. However, the International Atomic Energy Agency (IAEA) and American weapons experts cast doubt on the veracity of the CIA's intelligence, including a dubious videotape said to have originated with Israeli intelligence sources. Hayden, it appears, is part of the rival Air Force chain-of-command, taking orders directly from Cheney, to prepare and incite a U.S. military conflict with Syria and Iran.

The FBI investigation of the Israeli spy ring, which included convicted US Navy spy Jonathan Pollard; accused Army spy Ben-Ami Kadish ; and possibly others who served in high positions in the George W. Bush administration is also reportedly looking at key members of the rival Air Force chain-of-command."

While working for Wynne, Wheeler helped formulate the Pentagon's cyber-war policy which ultimately resulted in the creation of the US Cyber Command in 2009. In that position, he worked with Lani Kass, the ex-Israeli Air Force major who now advises the chairman of the Joint Chiefs on policy.  Wheeler was opposed to co-locating the US Cyber Command with the National Security Agency. However, NSA director General Keith Alexander now wears both hats -- NSA director and commander of the US Cyber Command -- at his two Fort Meade, Maryland headquarters. The June 25, 2009, Washington Times  reported that Wheeler favored putting the Cyber Command headquarters in "Texas or California or Colorado or North Carolina."

Welch remains a member of the Defense Science; Ronald Kadish works for Booz Allen; Wynne is a promoter of the KC-X Air Force refueling tanker project; Stutzriem  is Directo of Plans, Policy and Strategy for the  North American Aerospace Defense Command and U.S. Northern Command, Peterson Air Force Base, Colorado; Elder remains Commander, 8th Air Force, Air Combat Command, at Barksdale Air Force Base; Kass is the Senior Policy Advisor to the Chairman of the Joint Chiefs of Staff Admiral Michael Mullen; Ben-Ami Kadish received a $50,000 fine but no jail sentence from US Judge William Pauley III, who said prison "would serve no purpose." And now Wheeler, an adviser to Wynne on a number of issues and policy questions, has turned up dead in a Delaware landfill.

Maybe, there's a way to adeqautely modify one, but I don't think they'd bother.  Who is going to go looking through the radioactive wreckage of a city to find the evidence besides their own government workers and they can control the results of any such study?

I just got done reading this whole thread. I had a thought I might like to throw out to you that nobody has touched on yet. What if he isn't dead and just had a fill-in at the right place to get in the security video looking all wacked out and then shot him up and threw him in the dump? I mean why would they take someone so high up the ladder out, unless he was turning. I don't know. This thing is so bizzare and resembles a seven headed hydra to me.

Indeed the smoke-bombing thing seems like some weird prank that ONLY a petulant trailer park type (read: thug)  "neighbor" might do in his own yard. It's TOTALLY inconceivable that any senior civilian last-RISOP consultant SIOP strategist  would ever dream of committing or getting away with such an obvious crime, least of all one with appearances to maintain. Moreover once again we see the same-old highly suspicious "Anthrax Murder of Bob Stevens ploy" where the Rothschild-Bush al CIAduh mobster mails similar "smoke-bombing" packages to vainly and foolishly again attack government offices to distract from the root crime and so transparently repeat this same sort of an attempt to cover their tracks. (and try to pin it on a new 'enemy')

The queer smoke-bombing appears to have been part of a counter-extortion scheme employed to coerce Wilson to give up some evidence he was keeping guarded solely for the selfish sake of his own security against them. Once his reputation was thus destroyed before him they then had to resort to more direct (torture or drug) means to elicit his production and surrender of the evidence to them, before disposing of him as well.

I have further studied his participation in the last RISOP SIOP and it had to have been during the second Bush regime transition, which was the last biennial RISOP study, before it was fully abolished/obsolete 9-10 months after 9/11, this is a senior, senior appointed advisor Joint Staff endeavor that he would not have been part of when he was younger, out snuffing gooks for them out of Saigon

Tenet jointly announced the appointment of James R. Clapper Jr. as the new director of the National Imagery and Mapping Agency (NIMA) on August 8, 2001. Clapper, who will become the first civilian head of the agency, succeeds Army Lt. Gen. James C. King who has headed NIMA since March 1998 and will be retiring from the Army later this year. Clapper was chosen for the position owing to his grasp of intelligence matters and his knowledge of the needs of NIMA's principal users, the combat commanders. The director has more than 37 years experience in intelligence, working at all levels and phases of the field. On September 19th, 2000, Govexec.com describes a "never before seen" level of cooperation between the FBI, the CIA, and the Pentagon, that is expected to be involved in "Project Trailblazer"," an initiative to develop a 21st-century "signals intelligence" system that can crack new encryption software, hard-to-tap fiber-optic cables, and cellular phone transmissions" and able "to fight terrorism", referring already to Bin Laden and his"millennium plot" ("Y2K terrorist operation").



In 2001, the Trailblazer program was developed under the order of the NRO, with sub contractor Booz Allen Hamilton and took partly place in the wing of the Pentagon, which was later officially hit by "Flight77".

Booz is a high rank "member" of military and intelligence. They're also Corporate Member of the National Military Intelligence Association.
On August 8, 2001, two days after Bush received a new PDB with a clear warning on Bin Laden; Booz, Allen, & Hamilton employee named James R. Clapper as head of NIMA (the National Imagery and Mapping Agency - the 'eyes of America').
Clapper, leads this project for the NRO (National Reconnaissance Office), which at the same time not only develops new satellite capabilities (A NRO payload launched into space on September 8, 2001), but also worked on a terror drill for Sep11th (9 AM), crashing planes into the headquarters, as later confirmed by NRO Officer John Fulton.
When BoozAllen started to work for the NRO, it was well known, that they also had been a client of Blessed Relief, the charity said to be a front for Osama Bin Laden. However, this seemed to be not a problem for the NRO.

On September 11th, BoozAllen Hamilton lost 3 employees in the Pentagon : Gerald Fisher, Terence Lynch, and Ernest Willcher. They apparently worked for the government on Trailblazer 1 (which included also another sub cover project, called "Soldier Benefits Tool").

In the same building, Scott Powell and Edmond Young, working for BTG Inc, died on the same day. In April 2001 BTG aquired RPI, which was working on exercises to respond to possible chemical or biological terrorist attacks.

Only 9 days after Sep11th, it was reason enough that BTG announced to be aquired by Titan Corporation.



It was also Titan, who provided their disinfection systems to Post Offices in October 2001, after anthrax was discovered in mailings to members of Congress and journalists.

But the Titan Connection with the department of the Pentagon, which was working on Trailblazer was older than September 2001.

Another "original NSA-plan" for "Trailblazer" was from 2 April 2001, then described as a "program to develop analytic capabilities to meet the challenge of rapidly evolving, modern telecommunications", prime contracts were awarded to Booz Allen & Hamilton, Inc. , Lockheed Martin Corporation and TRW.

Trailblazer was much more than just an advanced "spy and satellite program". Already in September 2000, SpaceNewsFeed revealed, that Trailblazer is part of the "Trans Orbital Lunar GPS Experiment".



TransOrbital's private, robotic 2001 TrailBlazer's prime mission is to return HDTV video from lunar orbit for use as commercial products. The privately held company is conducting the 2001 TrailBlazer Project as a for-profit Space Venture and will produce various video and other products.

As announced, the "2001 TrailBlazer spacecraft will not rely upon GPS data for its navigation at the moon, but instead will use established means of navigation".

It is not clear, how long before Sep 2001, Titan Corporation was connected with Trailblazer, but one public document mentioned them in March 2001. Probably Titan was back and forth involved with many other sub contractors they used, to keep in strong touch with the program.
On June 14th, 2001, Logicon TASC, a Northrop Grumman company, has won a $75 million contract with the Pentagon.

But already two months earlier, in March 2001, Logicon TASC announced it had won another "five-year, $57 million contract" (possibly the same) "with a U.S. intelligence agency to provide systems engineering and technical assistance (SETA) support for Trailblazer".
The Logicon TASC team included a long list of sub contractors, among them Veridian, e-voting specialist Electronic Data Systems Corp, SRS Technologies and Titan Systems Corp.

By now, it appears odd, that this high tech spy team around Booz, the NRO and the Pentagon, was not able to protect themselves on Sep11th. Neither an early evacuation was arranged or the "observation" of the "hijacked planes" had been recognised in time.

 

One of another Trailblazer partner, TRW and their subsidiary, Peter Peterson's Blackstone Group, had similar "problems". In October 2000, they obtained the mortgage of WTC 7, a building which then turned into a military complex, with offices on the 23rd floor by the CIA and DoD.

However, the CIA wasn't able to protect the building on Sep11th. More odd, the complete building collapsed at 5:25 PM on that day under yet unexplained reasons. NIST, asked by INN World Report in February 2004 in New York, answered, they would look into these circumstances.



The NSA originally selected one of the Pentagon's top Private Military Contractrors, SAIC-led Digital Network Intelligence (DNI) Enterprise team that includes Northrop Grumman Corporation, Booz Allen Hamilton Inc., The Boeing Company , Computer Sciences Corporation (later owner of DynCorp) and SAIC wholly-owned subsidiary Telcordia Technologies to contribute to the modernization of the NSA's signals intelligence capabilities.

In October 2002, SAIC officially announced the contract award from the National Security Agency (NSA) to be the provider of the technology demonstration platform (TDP) phase of the TRAILBLAZER program. At that time, it wasn't well known for the public, that the Program was already developed since 2 years.

The myth, the Pentagon was victim of incompetence and negligence on Sep11th, does still circulate around.



Since Mid 2002, Booz Allen Hamilton (also another specialist of anti-terror drills) has ex-CIA and PNAC member James Woolsey as one of their directors, the other is Dale Watson (ex-FBIHQ), who was recently accused by many different people as part of the 9/11 Cover-up: ex-FBI Whistleblower Sibel Edmonds or Richard Clarke but also, less implicating ex-FBI Thomas Pickard.


Titan profits enormously from their NSA connection. In November 2002, the NSA selected Titan as prime contractor "for the Enterprise Architecture and Decision Support (EADS) program having a potential value of $533 million over a 24-month base period and five options."



Meanwhile, the Trailblazer program developed into another experimental and mysterious level. In May 2004, The MITRE Corporation, working together with the DMSO (Defense Modeling and Simulation Office), describes it now as "simulations to support a specific example experiment. The example experiment was modeled on a J-6-sponsored LIVEX that was planned and conducted in parallel, and largely independently of the "Trailblazer" effort."

The field of biology has undergone a profound revolution over the past 15 years in response to the successful sequencing of the human genome. This revolution has fostered rapid development of the biotechnology industry to support the sequencing of additional organisms.

Whereas with the human genome, the bottleneck was the actual sequencing of the genome, the current bottleneck is largely in the interpretation of the sequences. It is as if someone had finally invented a way of accurately transcribing millions of texts in an unknown script; now the challenge is to understand what these texts say. Thus molecular biology has become an information science as well as an experimental science.

To tackle the understanding of the genome, biologists have been generating reams of biomedical literature and building more and more biological databases. The literature comprises accumulated knowledge: the archival record of biological experiments, their methods, their results, and interpretation of those results. The explosion of literature makes it nearly impossible for a working biologist to keep up with developments in one field, let alone relevant work across organisms or on related genes or proteins.

Biologists have responded to the need to organize all this information by developing and maintaining specialized databases, which they make accessible to the research community. Most of these databases were originally designed by individual researchers for their own searches. However, other biologists are increasingly tapping into them to do systematic sequence searches for further processing by sophisticated programs. Once supplied with the correct data, these programs can find genes in the sequenced DNA, predict the protein folding that gives each protein its specific function, and even predict the function of new proteins. There are now hundreds of databases covering specific model organisms (e.g., fly, mouse, worm), classes of proteins, binding sites, microarray experiments, pathogens, and many other subjects.

To help deal with the challenge of managing so much information, MITRE is contributing its knowledge of information management and data mining to the biology community. For example, we're developing tools to help researchers maintain their databases effectively through text mining of the biological literature. We're also leading the way in the systematic evaluation of the state of the art for text mining of this literature.

Managing Growth

The ever-growing biological databases are becoming increasingly expensive and difficult to maintain. Each model organism database, for example, is maintained by a team of specialized biologists ("curators") who track the literature and transfer relevant new findings into appropriate database entries in a process called "data curation." Typically, these databases lag behind the literature because the curators have difficulty keeping up with the flow of information. The curators need interactive tools to:

-Help in the timely and consistent transfer of information from the literature into the databases
-Identify/prioritize/add new articles
-Identify which genes and/or proteins have experimental findings associated with them
-Associate function information for genes and proteins
-Identify which genes and/or proteins interact to regulate various functions.

Biologists rely heavily on the information in biological databases and often need to compare information among them. For this reason, databases must use the same terms to describe the same item. To represent information uniformly across different organisms, curators are increasingly making use of ontologies to provide a set of "computable" semantic categories. For example, the most widely used biological ontology, the Gene Ontology, provides three hierarchies to describe biological process, molecular function, and subcellular localization in terms of "is_a" and "has_part" relations. There are now databases for more than 15 organisms that annotate genes using the Gene Ontology.

Our main focus is on tools that will improve the currency, consistency, and completeness of biological databases. To find out what is needed, we have identified key partners to guide our research priorities and provide feedback on the use of the tools we develop. We have also involved these partners in setting up critical assessments of the state of the art in text mining technology.

When we began our efforts a few years ago, a number of groups were claiming to be able to extract information from the biological literature; however, no two groups had evaluated their systems on the same data sets, so no results were comparable. Also, none of these research systems had been applied to real applications. Thus it was impossible to tell whether text mining for biology was ready for application to biological problems—or whether more research was needed.

To assess the state of the art, we began by organizing a Challenge Cup for the Association of Computing Machinery Knowledge Discovery and Data Mining Conference. The "challenge" was to create a system that was able to identify articles containing experimental evidence on specific genes and gene products. We worked with FlyBase (the Drosophila genome database) to provide sample data-sets of articles for both system training and evaluation of system performance on new ("blind") test data. The successful event attracted 18 systems from eight countries fielded by teams, most of which consisted of both biologists and computer scientists. Overall, the results were promising: the winning system was able to return documents with the relevant information 78 percent of the time. However, the technology will need further refinement before it can truly help the database curators in their work.

For our second evaluation activity, we organized BioCreAtIvE: Critical Assessment of Information Extraction for Biology, held in Spain in March 2004. Our goal was to assess the state of the art for text mining systems applied to real biological problems, focusing again on curation aids for biological databases. The assessment, in which 27 groups participated, focused on two tasks:
Extracting gene or protein names from text and converting these mentions into standardized gene identifiers for inclusion into three model organism databases.
Extracting Gene Ontology annotations from text for protein function, biological process, and localizations. (This task was put together by our collaborators at CNB-CSIC, Autonomous University of Madrid.)

For the first task, the best systems were able to extract general gene names from sentences of MEDLINE abstracts with more than 80 percent accuracy and map the gene names to unique database identifiers. These results may be good enough to provide tools to help database curators. The second task proved to be more difficult since it required finding mentions of proteins and then extracting the function or location of the protein from the information provided in the text. Systems were able to achieve only 10 to 20 percent accuracy on this more challenging task.

We are now actively exploring how to improve performance on both of these tasks. We are currently creating a generalized system to locate and normalize gene names, given a lexicon of gene names and identifiers for a particular organism. We are also working on improved information extraction for complex biological information (such as assignment of Gene Ontology codes) by providing a much richer lexicon of terms and phrases for biological functions and processes. These tools would have wide applicability beyond biology. They could be used to identify geographic names, company names, and even names of "people of interest" in running text.

In today's Information Age, the challenge is increasingly becoming not the lack of information but the excess of it. Data are most valuable when they can be easily and quickly accessed, digested, and understood. MITRE is working on the information management challenges of many of our sponsors—helping to channel the flow of information so that it reaches its intended destinations, but without flooding them.

Last night on Michael Savage he took a call from a a man named Jim in New York. This man is close to the Wall Street scam with regard to naked short selling. He talks about the "largest securities fraud in world history of 42 trillion dollars" He talks about the SCC investigations of securities fraud. He also talks about topics I have no knowledge of like "CMKM diamond case" he talks about Robert A. Maheu. I don't know who he is. According to this man both the Bush and Obama administrations are withholding 3.8 trillion in payments from the CMKM diamond case. He says Mr. Wheeler was apart of this investigation. I am not dismissing any of the other leads but this has the ring of truth since the Banksters are always in the mix. This also confronts the Managed Funds Association which is up to it's eyeballs in the derivatives & naked short selling scam.

This is what that strange organization MITRE (via McClatchy) said about Wheeler's death:

Makes it sound unimportant. But here is what General McInenery said to FOX in my previous post:

And I participated in a number of meetings with, when he went with MITRE, that he had convened, a group of experts. And we discussed cyber-warfare. So that's the area that really he concerns me - he was very, very knowledgeable in that, plus the very high security clearances that he had.


These are high level guys with the highest levels of classification talking about computer warfare. Not "part-time, outreach activities." And MITRE is deeply allied to the USAF - this article talks about their 50 year anniversary in Colorado Springs and and how MITRE helped build NORAD.

Other interesting facts about Wheeler's friends - McInenery is against Obama, going to so far as to back one Colonel Larkin's birther claims in a court martial case. And the previously mentioned USAF secretary Wynne, who was so eager to test experimental weapons against US citizens, he was a 23-year executive at General Dynamics, a huge defense contractor.

It's unfortunate this happened in Delaware, a state totally subservient to corporate interests. You would need a homicide detective allied with a local district attorney willing to take on the powers that be, like Jim Garrison, in order to get anywhere with this - if he was indeed killed for parapolitical reasons, and not some random mugging or fight with his neighbors. Unfortunately the victim is not that high profile as a JFK.

If the FBI takes over this investigation, they will probably bury it.

It's an interesting article, because he describes a level of political corruption and suspicious murders in the Alabama area, related to this massive government contract, but it's mostly just speculation.

On December 28th, 2010, John Wheeler III boarded a train in Washington and eventually ended up in a landfill.  Newark Police are investigating the death of John Wheeler III, but because of his work at the Pentagon, there has been some communication with the FBI, according to Newark police spokesman Lt. Mark Farrall.

Wheeler was a Pentagon official in three Presidential administrations, working for Presidents Reagan, Bush I and Bush II, and was instrumental in helping build the Vietnam Veterans Memorial.  According to a USA Today article, Wheeler also worked as a lawyer on the Securities & Exchange Commission (SEC), helped found the Earth Conservation Corps under President George Bush I and was later CEO of Mothers Against Drunk Drivers during Bush I′s presidency.

Hayden’s Note:

He was no mere lawyer for the SEC – He was the Assistant General Counsel, Special Counsel to Chairman, and Secretary, for the Securities and Exchange Commission from 1978-1986.  His work included major insider trading investigations.  Hmmmm.

When Wheeler was murdered, he was working as a consultant for a defense contractor named Mitre, which–according to the company website–deals in “aviation system development, defense & intelligence, federal sector modernization and homeland security.”  Mitre is now working the field of Unmanned Aerial Vehicles (UAVs), one of the fastest growing sectors of defense contracting, where a virtual treasure trove of taxpayer dollars are being paid to private and public corporations.

Was Wheeler’s murder a random crime or was there a political or financial motivation behind the act?

Shortly before joining on as a consultant for Mitre, Wheeler served as the Special Assistant to the Secretary of the Air Force, Washington, D.C. from 2005-2008, when he became the Special Assistant to the Acting Assistant Secretary of the Air Force for Installations, Logistics and Environment.  His mission was to carry out tasks and monitor programs in support of goals as directed, and support the Air Force Secretariat with data gathering, team organization, liaison, analysis and/or options for action.  Principal tasks included standing up Cyberspace Forces and placing Precision Strike technology and Real Time Streaming Video targeting links into the hands of groundfighters in combat.

Wheeler received an Air Force Exceptional Civilian Service Award in 2008 that read, in part:

Grasping the growing vulnerability of our weapon systems to Cyber intrusions, he worked tirelessly to drive the activation of Air Force Cyber Command. His visionary efforts were instrumental in the creation of the Cyber Research Center at the Air Force Institute of Technology; the first of two graduates of the United States Air Force Academy to enter the Air Force Institute of Technology Cyber Master’s Program; the stand-up of the Air Force Cyber School; and an increased emphasis on Air Force recruitment efforts for officers and enlisted for Cyber careers.

Wheeler’s political and military biography suggests there may be more behind his death than some random crime, such as a botched robbery or random street murder, but it does involve theft.  Interviews with the security guard stationed at the parking garage where Wheeler was last seen reveal that Wheeler informed her that his briefcase had been stolen (and his parking ticket was in the briefcase).  Who stole it and why?  While I’m not dismissing the fact that a random street crime might have occurred in which he lost his briefcase, how did his body end up in a commercial dumpster and carted off to the landfill hours later?  And was his confused state of mind due to head trauma or having been drugged?  Neither the parking attendent nor the security guard said he had visible injuries, other than looking “disheveled.”

Might Wheeler have been preparing to blow the whistle on some impropriety?  That is a possibility suggested by Lt. Farrall’s acknowledgement of the FBI’s involvement.  Common sense dictates such suspicion even without Farrall’s acknowledgement, however, and hopefully the Newark police will pursue this angle in their investigation.

But whom would he blow the whistle on?  He was privy to a wide variety of information, ranging from defense contracts to cyber-security initiatives, UAV technology, insider trading, Wall Street and the SEC, transactions involving Boeing, the Pentagon and of course Presidents George Bush, I and II.

Compartmentalization can be deadly I can't imagine a man with this level of intelligence wouldn't look over the wall of compartmentalization to see what the other guy is doing. Since trillions are missing I will go with the Banksters for now. This reminds me of when the whole government of Poland fell out of the sky in a plane crash and it never comes out who did for sure. I hope this doesn't end like the Polish President and his "plane crash"

The body of a decorated US Army officer was found dumped in a Delaware landfill on New Years Eve day, a few days after he expressed concern that the nation wasn't adequately prepared for cyber warfare, according to news reports following the bizarre whodunit.

Events surrounding the murder of John P. Wheeler III, who most recently worked part-time for defense contractor Mitre Corporation on cyber defense topics, read like a Tom Clancy novel. The 66-year-old worked for three Republican administrations, was special assistant to the Secretary of the Air Force, served in the office of the Secretary of Defense, and penned a manual on the effectiveness of biological and chemical weapons, which urged US forces to show restraint.

The day after Christmas – five days before his body was found as it was being dumped from a trash truck into the Cherry Island Landfill in Wilmington – Wheeler sent longtime friend Richard Radez an email expressing concern that the US wasn't sufficiently prepared for “cyber warfare,” according to The Associated Press.

“This was something that had preoccupied him over the last couple of years,” Radez told the news organization.

Wheeler's focus on computer warfare, and his ties to Mitre, have already attracted conspiracy theories involving the military industrial complex, but there are plenty of other intriguing details that don't immediately fit into such a plot.

John Wheeler Was a Mitre Consultant

At 66 years old, John Wheeler ended his career as a military consultant to the Mitre corporation, as noted in his bio. The moment I saw this particular fact in the news blurbs about his death, alarms started going off. This isn’t the first time I’ve seen the Mitre Corporation as part of odd and unusual stories. In fact, most often when there is something strange going on, you’ll see mention of Mitre.

There are a few clues located throughout the various news accounts that I believe build a very strong case that I hope federal authorities are willing to follow. Police investigating the case say that there are no leads, however I strongly disagree. I would propose that the following facts build a strong case that federal agents should pursue.

-> As of 2009, John Wheeler was working almost exclusively as a consultant to the Mitre Corporation.
-> According to news reports, Wheeler was scheduled to take an Amtrak train to Wilmington on December 28th. It would be understandable to suspect there was a pre-New Year meeting with Mitre as part of his consulting work. That lead should be pursued with Mitre executives or anyone else that was recently working with Wheeler there.
-> A friend received an email from Wheeler the day after Christmas, meaning he was alive only days before that possible meeting.
-> One news report indicates that yellow police evidence tape surrounded an area in Wheeler’s house where several wooden floorboards were missing. People often hide things (such as classified materials) under floorboards.
-> One neighbor, interviewed by news reporters, reported that she was “asked not to comment.” This means someone went around and told neighbors not to talk to reporters.
-> At one point in his career, he wrote a manual on how effective biological and chemical weapons are, and that the U.S. should never use them (revealing his core belief that technology should not be militarized).

The most shocking clue of all was that longtime friend and West Point graduate Richard Radez told news reporters that he’d exchanged emails with Wheeler on Christmas, and the next day Wheeler wrote Radez an email, “expressing concern that the nation wasn’t sufficiently prepared for Cyber Warfare.”

Radez reported that, “This was something that had preoccupied him over the last couple of years.”

Interestingly, the “last couple of years,” was also how long Wheeler has been consulting with Mitre.

Mitre and Cyber Warfare

It is never easy to uncover what folks like Wheeler do for secretive organizations like Mitre, but Radez’ comments provide a significant clue. One of the largest areas of work at Mitre is Cyber Security. The Mitre Website reads:

    Although computer defenses continue to improve, today’s cyber adversaries are more skillful, more agile, and better equipped than ever. Through our Mission Assurance Against Advanced Cyber Threats initiative, we actively engage with our sponsors to reassess what cybersecurity means in light of today’s advanced threats, even redefining what “winning” means. When it comes to fighting through a coordinated, high-level attack on government systems, winning sometimes means accepting that a determined adversary may break through system defenses—but the mission must not fail.

I would ask why Wheeler clearly felt that the mission was failing? What did he know, from within the Mitre Corporation, that led him, only days before he was found murdered, to tell his closest friend that the nation isn’t “sufficiently prepared for Cyber Warfare”? Isn’t this something Federal Investigators should ask Gary Gagnon, the Corporate Director of Cyber Security at Mitre?

The Mitre Website continues:

    “In 2009, a MITRE team published new research about detecting insider threats. This work, part of a multi-year program supported by the non-profit Institute for Information Infrastructure Protection, used a breakthrough experimental design that combines the social and computer sciences. By illustrating how the behavior of malicious insiders differs from their benign counterparts, these findings offer clues for improved early detection of this type of criminal activity.”

Keep in mind that 2009 is when Wheeler became a consultant for Mitre, and his comments immediately prior to his death imply quite strongly that he was part of this new 2009 effort at Mitre.

    “By using our own extensive internal networks as a test bed, the CSOC analysts identify and analyze actual cyber intrusions, giving us insights into the techniques our nation’s adversaries use. With the results from CSOC experimentation, we improve MITRE’s cybersecurity posture and pass along well-vetted recommendations to the government.”

Given the fact that Wheeler was very likely involved in identifying and uncovering cyber intrusions within Mitre’s own “extensive internal networks,” and considering the fact that the mission of Wheeler’s work at Mitre was likely to uncover “criminal activity” on our nation’s most secure networks – it would be incompetent of federal authorities to ignore the obvious.


Could Wheeler’s work at Mitre be related to his death? Could his efforts in cyber security have led to the murder of a national hero? Isn’t this an important “lead” for federal investigators to pursue? Or is the military-industrial complex above the law?

BIOGRAPHY OF JOHN WHEELER
John Wheeler is a defense consultant. He served as the Special Assistant to the Secretary of the Air Force, Washington, D.C. from 2005-2008, when he became the Special Assistant to the Acting Assistant Secretary of the Air Force for Installations, Logistics and Environment. His mission was to carry out tasks and monitor programs in support of goals as directed, and support the Air Force Secretariat with data gathering, team organization, liaison, analysis and/or options for action. Principal tasks included standing up Cyberspace Forces and placing Precision Strike technology and Real Time Streaming Video targeting links into the hands of groundfighters in combat.
Mr. Wheeler graduated from West Point in 1966, serving as a staff officer in Vietnam, the Office of the Secretary of Defense, and the Joint Staff before leaving active service in 1971. While on active duty, he authored the first Biological and Chemical Joint Munitions Effectiveness Manual and the analysis supporting the President's decision that the U.S. will not use biologicals. He was also on the Red Integrated Strategic Operational Plan Team to test the Single Integrated Operational Plan. His career combines federal service and starting up, growing and turning around companies and charities. He was Secretary, U.S. Securities and Exchange Commission, on the team that worked major insider trader investigations, and consultant

to the acting Under Secretary of Defense for Acquisition, Technology and Logistics regarding tankers and other issues.
For President Reagan, he created the Vietnam Veterans Leadership Program, linking successful veterans with veterans needing jobs. For President G.H.W. Bush, he created the Earth Conservation Corps for at-risk youth.
He was Chairman of the Vietnam Veterans Memorial Fund, which built the Wall, and first Chairman and Chief Executive Officer of Mothers Against Drunk Driving, which led the 40 percent reduction in drunk driving casualties as of 2005.
He has also served as Special Counsel to the Chairman and CEO for the turnaround of Macy's, and he helped launch charities including the Jed Foundation to prevent college suicides, Support Our Aging Religious, and the Deafness Research Foundation's National Campaign for Hearing Health to end deafness with cochlear implants for children.

Offensive information warfare techniques developed for military use at a state level could also be utilized to respond to information terrorism. Law enforcement agencies, in general, do not have similar offensive information warfare capabilities. For this reason a specialized and integrated counter information terrorism group is required. These highly trained information warriors would be the national security equivalent of Carnegie Mellon’s Computer Emergency Response Team, but with an offensive capability. Like a “Digital Delta Force” these Digital Integrated Response Teams (DIRTs) would work from remote computer systems and use information warfare tactics to detect, locate and counter the information terrorists. The DIRTs would be in networked remote cells inside CONUS (with one on the East and West coasts, and an additional cell in the Midwest). The DIRTs would exploit law enforcement IT-oriented assets, investigative capabilities, and intelligence bases. The DIRTs, created by Executive Order, would operate as a cell of the National Security Council and take its directives from the information terrorism counterpart to the White House “Drug Czar.”

These information warriors, comprised of members from the Joint Services, as well as Justice and Treasury Departments, would strike using digital means against computers and networks used by the information terrorists. Using an anonymous response, the U.S. government could strike at information terrorists without large display or legitimizing the terrorists, both of which would occur with a physical response. Such a response offers ultimate plausible denial. In addition, the DIRTs close integration with law enforcement agencies would provide legal guidance and accountability, and avoid a “Posse Comitatus” syndrome.

This structure would combine the investigative and jurisdictional assets of the law enforcement community with the offensive capabilities of the military. If the United States is going to enter the Information Age, we need to have policy that spans the spectrum of information-related threats to our national security, driving offensive and defensive assets that can respond symmetrically and effectively. Our offensive capabilities against peer or near-peer competitors are formidable, whether in information or conventional warfare.

A neighbor reports that for four days over Christmas, the television in Wheeler's Third Street home in Old New Castle was blaring around the clock.

Dec. 28:
Wheeler is believed to be on an Amtrak train from Washington to Wilmington.
5 p.m. -- Wheeler's last response to an ongoing e-mail conversation concerning West Point and college football.
11:30 p.m. -- Firefighters discover a smoke bomb in a house under construction across the street from Wheeler's. He and that home's owners had been involved in a legal dispute. Officials have not linked Wheeler's death to the smoke bomb incident.

He is seen on surveillance video shuffling back and forth, apparently confused and disoriented, before he leaves about 25 minutes later.

Dec. 30:
3:30 p.m. -- Wheeler is spotted in the area of 10th and Orange streets in Wilmington.
8:30 p.m. -- Surveillance video captures Wheeler wandering through the Nemours Building at 10th and Orange streets. Several people approach him because he appears disoriented or confused. Wheeler declines their help. He is dressed differently from the day before.
8:42 p.m. -- Wheeler is picked up on surveillance video leaving the Nemours Building through doors on the 11th Street side. He then continues southeast on 11th Street, walking through the Hotel du Pont valet parking area, crossing over Market Street, and is last seen walking on the west sidewalk of 11th Street, toward the city's East Side.

Dec. 31:
4:20 a.m. -- A Waste Management refuse truck starts its route through Newark, emptying trash bins, including one containing Wheeler's body.
10 a.m. -- Wilmington police are called to investigate a body found at Cherry Island Landfill.

Medical Examiner's Office rules the death a homicide.

2 p.m. -- Newark police are contacted after it is determined the body came from there.

Newark police identify the 66-year-old Wheeler as the victim.

Mission Assurance Moves to the Fore in Cyberspace

Last month I expressed concern that the growing gap between online functionality and security demanded a rethinking of several key aspects of security—more focus on tagging and tracking data, rethinking resilience and robustness, clearer security policies, and a need to change people’s behavior to reflect more security awareness.

Deputy Secretary of Defense Bill Lynn has written an important article, “Defending a New Domain,” published in the September/October 2010 issue of Foreign Affairs. The article begins with a description of a 2008 intrusion into U.S. Defense Department networks that “marked a turning point in U.S. cyberdefense strategy,” and outlines steps that the “U.S. government has begun putting in place … to defend the United States in the digital age.”

Lynn says that the strategy has five main elements: “Develop an organizational construct for training, equipping and commanding cyberdefense forces; employ layered protections with a strong core of active defenses; use military capabilities to support other departments’ efforts to secure the networks that run the United States’ critical infrastructures; build collective defenses with U.S. allies; and invest in the rapid development of additional cyberdefense capabilities.”

Collectively, these elements point beyond a focus on information assurance, or even cybersecurity, to a broader goal of mission assurance—the ability to complete a wide range of missions across a wide range of degradations. This is consistent with the strategy’s charge that “all operational forces are able to function in a degraded information environment.” The trick is how to do this.

Consider a naval analogy. A warship is not designed with the expectation that it never will be damaged. Instead, the ship has watertight compartments, fire mains and pumps, as well as both defensive and offensive weapon systems and intelligence support. And the crew trains and trains and trains—the ship must be regarded as an integrated weapon system.

This integrated approach applies in cyberspace as well, but the cyberstrategy must address some important differences from the naval analogy. Attacks will occur not just in the cyber domain, and nonmilitary activities—such as the protection of critical infrastructures—can have a profound effect on the outcome of an engagement. Lynn’s article recognizes this and provides a framework not only for implementing mission assurance but also for defining the military’s role within the broad national framework.

Clearly, many other public and private components will have to be engaged to provide a full national capability. But the strategy articulates a role for the Defense Department while the rest of the national—and international—discussion is underway. It also helps to frame the discourse in terms that are consistent with other military usage. The organization of U.S. Cyber Command with military service components—the Army Forces Cyber Command, 10th Fleet, 24th Air Force, Marine Corps Forces Cyberspace Command—is one example. The use of terms such as “part sensor, part sentry, part sharpshooter” to describe active defense systems is another. Some people doubtless will see this as a militarization of cyberspace. But it will be important to differentiate roles as the broader debate plays out, and the article clearly describes its focus as “the Pentagon’s cyberstrategy.”

However well formed the strategy, how it is implemented will be crucial. Several approaches exist. Since 2003, DOD Instruction 8500.2 has defined a set of mission assurance criteria, ranging from “Vital” to “Needed.” The MITRE Corporation, Booz Allen Hamilton Incorporated and others have outlined ways to operationalize mission assurance that align well with the new strategy. More work remains to be done, but because this cyberstrategy probably will be subject to extended debate, there will be chances to refine the processes.

At this stage, I see three concerns.

The first is that the paper seems to assume U.S. superiority, or even dominance, in cyberspace. This assumption may not be warranted. There is no doubt that the United States has many strengths, but the extent of unknown vulnerabilities—and the degree to which key developments and activities in this sphere are beyond its control—suggests the nation should be cautious about assuming “dominance.”

A second is that the paper’s proper emphasis on developing an effective cyber corps needs to be paralleled by senior leader education. The former is essential, but decision makers and senior policy makers also must be taught. The U.S. Justice Department has a very interesting program called Advanced S&T Adjudication Resource, or ASTAR, that develops and maintains a cadre of judges who are qualified to hear technical cases from the bench. A similar project is being investigated at the National Defense University for national security professionals, and it will include a cyber component.

The third concern focuses on the need for sustained and effective private-sector engagement. Since Presidential Decision Directive 63 (Critical Infrastructure Protection) in 1998, public-private collaboration in cyber-related areas consistently has fallen short of both needs and expectations. As noted in last month’s column, commercial factors continue to undercut security in favor of functionality. The new cyberstrategy reiterates the need to do better, and these are areas to which AFCEA members can contribute directly.

Now the question is:

1.Was Wheeler a sacrificial goat who "knew too much"?
2. or did some "patriot" on "the inside" who is fed up with this system take action?

I feel sorry for any journalist who investigates Wheeler's assassination because they'll end up like Danny Casolaro.

Jay Lynch, a spokesman for the state Department of Health and Social Services, declined to say if the body had been released, but an employee of Krienen-Griffith Funeral Home in New Castle said it had the body. Newark police declined to comment on the results of the autopsy.

Wilmington City Councilman Kevin Kelley on Friday cautioned Wilmington police not to go overboard in investigating Wheeler's death.

"I don't want any more resources dedicated to this than we do any other homicide," Kelley said, adding that about half of the city's record 27 homicides from 2010 remain unsolved.

Kelley said he wants police to find the person responsible for Wheeler's death, but not at the expense of other investigation.

Councilwoman Loretta Walsh, who heads the city's Public Safety Committee, agreed, saying Kelley's comments were "absolutely appropriate."

Wheeler's body was found about 10 a.m. on New Year's Eve in the Cherry Island Landfill when it tumbled out of a trash truck that had made rounds in the Newark area. That has led police to believe Wheeler's body was dumped in one of 10 trash bins on that truck's route.

Wheeler was an adviser to several U.S. presidents, led fundraising efforts in the 1980s to construct the Vietnam Veterans Memorial in Washington and most recently worked part time for The MITRE Corp., which provides systems engineering and information technology services to the government.

On Friday, Newark police reported new surveillance video captures of another 15 minutes of Wheeler's final hours, showing him exiting doors on the 11th Street side of the Nemours building Dec. 30. Wheeler then begins to walk southeast on 11th Street, past and through the Hotel du Pont valet parking area. He continues southeast and crosses Market Street and is last seen in camera view at 8:42 p.m. walking on the west sidewalk of 11th Street, toward the East Side.

Wheeler is wearing dark pants and a dark blue hooded sweatshirt with the hood worn over his head.

His body was found about 13 hours later.

Wilmington detectives questioned cabdrivers working near the Wilmington train station, including City Cab Taxi driver Athel Scott, who said he was taken to Wilmington police headquarters Wednesday for questioning. Scott said police told him his phone number was found in Wheeler's cell phone.

"I don't know who the guy is," Scott said, adding that he passes out his business card, which has his cell-phone number on it, to many people.

Attorney Art Schulcz, a longtime friend of Wheeler and a classmate at West Point, said Wheeler's Blackberry is important because he always had it with him and was constantly e-mailing with it and wouldn't have given it up without a fight.
