Wisconsin authorities: Student holding hostages at high school

(CNN) -- A student with a gun is holding an unknown number of people hostage in a classroom at Marinette High School in northeast Wisconsin, according to the Marinette County Emergency Management agency.

No injuries have been reported, and police are at the scene, the agency said in a statement.

A school administrator called police at 3:48 p.m. (4:48 p.m. ET), reporting that an armed student had gone into a classroom and taken those inside hostage.

Law enforcement urged parents who didn't know their children's whereabouts to go to the Marinette County Courthouse. The street to the high school was blocked off, according to CNN affiliate WBAY.

"We believe there are 23 students in the classroom and the teacher," in addition to the gunman who entered at the end of the school day, Marinette police chief Jeffrey Skorik told a news briefing.

"We have no idea about the motivation," Skorik added, stressing that reports of injuries on some social media outlets were wrong.

MADISON, Wis. (AP) -- Selling raw milk in Wisconsin would be legalized under a bill up for a hearing Wednesday in Eau Claire. The measure would allow dairy farmers to sell raw milk directly to customers if certain conditions are met. The farmer would have to have a state-issued permit and post a warning that raw milk does not provide the protection of pasteurization. Raw dairy proponents say unpasteurized milk is tastier, healthier and easier to digest. Federal and state health officials say uncooked animal products are inherently dangerous and can carry bacteria capable of causing illness and death. Wisconsin law has required since 1957 that milk sold to consumers be pasteurized. The bill was sponsored by state Rep. Chris Danou, D-Trempealeau.

MARINETTE COUNTY, Wis. (WFRV) -- A Marinette County bank robbery was thwarted after a keen witness was able obtain the license plate number.  Marinette County Central Dispatch received a call of an armed robbery at the Amberg branch of Bank North, at around 9:59 a.m. this morning. A witness observed the suspect's vehicle leaving the area and was able to obtain a license number and a description of the vehicle. Assistance was requested from other agencies throughout the area. DNR Warden David Oginski, who was in the general area, spotted the vehicle and followed it all the way to Wausaukee on Hwy 141. Another officer, Craig Kasten from the Village of Crivitz, was set up and made available to make the felony stop only 12 minutes after the original call to dispatch. The suspect 25-year-old Joshua J. Bonin was taken into custody. Bonin took an undisclosed amount of cash, all of which was recovered, as well as the weapon used in the robbery.

History

Marinette Marine Corporation (MMC) was founded on the Menominee River in Marinette Wisconsin in 1942 as part of the growth in the American shipbuilding industry during World War II. In 2000 Marinette Marine, which at the time was a privately held company, was purchased by The Manitowoc Company for approximately $48 million. On August 4, 2008 The Manitowoc Company announced that it had signed an agreement to sell their Manitowoc Marine Group division, which includes Marinette Marine, to Fincantieri Marine Group Holdings, Inc. and minority investor Lockheed Martin.[2] The sale was completed on Jan 1, 2009 to Fincantieri. The net purchase price in the all-cash deal was approximately $120 million. [3]

Most recently, Marinette Marine became part of a team with Lockheed Martin to produce one of two Littoral Combat Ship designs for the Navy, resulting in the launch of the USS Freedom on 23 September 2006. In 2010, Marinette Marine bid for work on the Ship-to-Shore Connector, which would replace the Landing Craft Air Cushion (LCAC).[4]

The Littoral Combat Ship (LCS) will be the next mass produced small warship for the U.S. Navy. As it names implies it is designed to operate close to a coast conducting patrol and combat missions. The Navy originally planned when the program began to buy fifty-five of the ships. In order to meet the production goals a novel acquisition strategy for the program was chosen with two different ships built to the same requirements being designed and ordered. General Dynamics (GD) and Lockheed Martin (LMT) teamed with small shipyards were both given contracts for two ships. The two designs were not much alike with GD and Austal USA using a ship based on Austal’s fast multi-hull ferry designs built in Mobile, AL to deliver USS Independence (LCS-2). Lockheed and Marinette Marine of Wisconsin built a more traditional looking ship the USS Freedom (LCS-1). Due to schedule delays and the delivery being more complicated then originally planned both teams faced cost growth. Due to this the Navy in late 2009 changed plans and decided to cancel the program and start over with a new competition. Because money had already been spent on LCS-3, the USS Fort Worth, Lockheed was allowed to complete the ship. It was decided to have one contest with a winner being announced this Fall and allow them to build ten ships. In 2015 another contest would be held to choose a builder for the next batch. This week though the Navy said that the prices submitted by both teams for the competition were so good that they want to change acquisition strategy yet again to buy from both bidders. Obviously this is good news for Austal USA and Marinette and their bigger partners as they may each now get ten ships apiece to build. This plan makes much more sense and is consistent with the original plan and will allow the LCS to enter service much more quickly in large numbers. It is based though on the bidders meeting their price quotes and this is where Congress may have second thoughts about it. They will be committing to buying a large number of ships at prices that based on the experience of the first three might be too low. This would mean that more money would have to be provided later on or quantities reduced. There is every reason to think that the two teams can deliver on the prices they bid. They have had experience building ships and their supply chains are established giving good insight into costs. Congress might protest as their will be desire by the respective delegations to give as much work as possible to the shipbuilder in their state. An interesting turn in the LCS program that will be the future of Navy surface warships for the next few decades as well as affecting revenue and earnings for the companies involved.

As juvenile hall wards fought during a PE class, took a teacher hostage and tried escaping the confines of the Youth Services Center, probation officials had one hope — that at least one thing would go wrong. If the response team executed the search and extraction of the missing teens perfectly, they said, they might not find flaws in the system. And Wednesday, more than three years after the county’s youngest murder defendant inexplicably escaped from the just-opened, high-tech facility, not finding and fixing holes was definitely not the goal of the escape drill. Instead, the plan was making sure a real situation never again happened. Rather than replicate the highly-publicized flight of Josue Orozco, juvenile hall and probation officials upped the ante with a hostage situation. The crisis kicked off after 9 a.m. when two wards — actually staff members posing as students lumbering through calisthenics — staged a fight on the field to distract from the bigger assault happening inside the classrooms to the left.  Code Orange, the call came.

The “students” were ordered to the ground while a radio call went out for two more staff members. “That could be a problem,” said Larry Silver, deputy chief probation officer, watching from the dining room.  The request needed to be more specific: what staff members or from what department. Nineteen minutes passed before the search team assembled in the dining room for a quick briefing and to look at mug shots of possibly missing students before heading toward the classrooms. Too long already, said YSC Director Roy Brasil. Door to door, the team assessed each classroom and marked them with a strip of hot pink duct tape to indicate it was clear. The same method would be used with wards in their rooms to speed up head count. Inside the hallway, an injured teacher — again, a staff member playing a role — was hysterical.

“Mr. Mitchell is missing!” In classroom six, an inmate might have been holding a female teacher hostage behind a screen in the corner. It was unclear and the search team was taking no chances, even as she yelled “Help me!” After she was finally freed, the staff took the juvenile to the ground and handcuffed him as he babbled about losing it because the teacher didn’t let him have a phone call. He was hauled to a unit to be isolated and put on a seven-day program to earn back his rights. He could also pick up another case, although that was not the immediate concern. The YSC currently has not hostage protocol, another item highlighted by the exercise and currently under way, according to Brasil. A medical team arrived with a wheelchair to cart the teacher down the hallway but there was no rest for the response team.

A kid was outside the gym, in the so-called birdcage area which is the completely fenced-in evacuation area right outside its doors. He was pinned inside, unable to open the doors back into the gym. If he wasn’t going anyway, should they prioritize other possible situations? The question would be posed post-drill along with other observations from those both acting and responding.  Shouldn’t every person have a radio? One team of two split apart, leaving one without contact. What if there aren’t enough handcuffs or zip ties? That same hot pink tape works well. Maybe there should also be earpieces. Staff needs to establish a perimeter. Nobody did a head count of teachers which would have helped assess if the woman being held was a hostage taker, instead. Shouldn’t there be more concern for the injured teachers than a simple order to “calm down?” Consider putting first aid kits in other parts of the campus for easy access and having extra supplies like gloves on hand when the search team first assembles. Does the central command center need more eyes?

A final sweep of the school would erase any lingering questions about whether the situation was finished.  Leon Kennon, the YSC institution services manager, also had some impressions of the drill. Slow down. The team was too fast with the medical.  Kennon is specially trained in staging drills and was pleased to see that some staff caught up in the commotion weren’t part of the exercise. Wards, walking in lines with their hands behind their back, had no idea, either. A high school exit exam was even inadvertently scheduled for the same day. It made everything more real.  While Wednesday’s drill tested the Probation Department and YSC’s procedures, the event also highlighted the participants’ ability to communicate. Unlike adult correctional staff, employees at YSC are armed with little more than their ability to talk a ward down and diffuse a situation. Even pepper spray, used in some counties, is unavailable to encourage staff to use reasoning first, Brasil said.

As a result — plus some changes like juveniles eating meals in their units rather than a mixed-gender, mixed-gang affiliation dining room — serious incidents like assaults and legitimate suicide attempts are down. Where there was once 65 events, the YSC is on track for only 12 this year, Brasil said.  The drill, which officials say is the first of several for the county’s juvenile correctional facilities and camps, is the first since Orozco’s unexpected escape Feb. 14, 2008 with the help of two other wards. Orozco, arrested at age 14, was 17 and awaiting trial for murder when he grabbed a low-hanging halogen light and scaled a wall to freedom. Neither of two supervisors in charge of his housing unit were watching the trio play basketball. After the escape, a series of foibles in assessing who was missing gave Orozco a substantial head start and he remained at large until his apprehension in Texas that September.

The escape drew sharp criticism about operations at the Paul Scannell Drive facility and a trio of investigative reports offered up lists of improvements.  More than two years later, Brasil is helming the center and there’s been substantial personnel housekeeping. BURLINGTON, NJ, April 3, 2007 (LifeSiteNews.com) – On Thursday, March 22, officials at Burlington Township High School enlisted the help of two local policemen to carry out a mock ‘hostage situation’ drill at their school.  The drill invoked disapproval from Christian students as the student body was told that the alleged gunmen were “members of a right-wing fundamentalist group called the 'New Crusaders' who don't believe in separation of church and state.” According to a report in the local paper, The Burlington County Times, the mock gunmen pretended to gun down several students in the hallways before taking 10 students hostage in the school’s media center.  Given that the drill was intended to test the disaster response of students, faculty and local emergency personnel, county officers were dispatched during the drill to realistically execute an emergency evacuation of the building.  The drill organizers explained that the supposedly Christian gunmen “went to the school seeking justice because the daughter of one had been expelled for praying before class.”   School Superintendent Chris Manno praised the drill beforehand explaining that “You perform as you practice.  We need to practice under conditions as real as possible in order to evaluate our procedures and plans so that they're as effective as possible.” Bob Pawson, National Coordinator of the Scriptures in School Project, denied that the drill portrayed a possible reality and instead asserted that the drill was used as an excuse to denigrate Christians.  “So what allegedly real condition was imagineered?  A grotesque scenario saturated with Christian-bashing prejudice and bigotry; a scenario which could never possibly occur.”

HAGERSTOWN, Maryland, August 13, 2010 -- Two people portraying “gunmen” entered the University System of Maryland at Hagerstown building on West Washington Street as a part of a drill Thursday morning to test the university’s emergency preparedness plan. The Board of Regents requires USMH to test its emergency plan every year, said C. David Warner III, USMH executive director. A scenario such as the one portrayed Thursday “is to help us be as prepared as we can be for a real emergency and to discover where we have our weaknesses,” Warner said. Hagerstown Police Capt. Mark Holtzman said a scenario was developed in which two “gunmen” would take “hostages” and police would attempt to save them without anyone being harmed.

Personnel from Hagerstown Police, the Special Response Team, Emergency Medical Services and the Washington County Sheriff’s Department were among those who joined forces at USMH to test the emergency plan, as well as their reactions, Holtzman said. Holtzman said a joint crisis negotiator team of four people from the city and the county agencies had roles in the drill. Police personnel played the roles of the “gunmen” and various employees and students at USMH played the “hostages,” as well as “injured” and scared students and workers. The scenario called for the two “gunmen” to go into the USMH building looking for a place to hide after robbing a bank across the street. The security guard on duty, Artem Petrov, sounded an airhorn to alert people in the building that they should go into emergency mode. “I have to sound the airhorn, remember the description of how they (the suspects) look, and get to this room,” Petrov said, pointing to the floor in the “command room.”

Erin Harman, public information officer for USMH and director of advancement and outreach, said USMH has an Emergency Management Team in place. The team consists of Warner, Harman, the security guard on duty and the Information Technology person working at the time a crisis might occur. Under a real threat, those members of the team are to assemble in the command room, where police and other personnel would take control. Harman said that as public information officer, she would answer the telephone, inform parents about what was going on and post an emergency message for students. Mark Adams, of the maintenance staff, offered the police a drawing of the layout of the building and information about the type of walls it has. With the drawing in hand, police headed toward the “gunmen.” They detained one of those playing a bad guy, while some students and employees “escaped” the building before the second “gunmen” took hostages. Two “hostages” were with the “gunman” in a room on the fifth floor. One “hostage” was let go in exchange for water. A short time after that, the second “hostage” was freed. Police whisked away the “hostages” and debriefed them. Then they used “gas” to convince the “gunman” to surrender. Under this scenario, no shots were fired, there were two minor “injuries,” and the “hostages” were not harmed. Warner said information about USMH’s emergency preparedness plan can be found online at www.hagerstown.usmd.edu. “You can never be prepared for everything that is going to happen, but we want to be as prepared as we can be,” Warner said.

Fifteen-year-old sophomore Sam Hengel arrived for his sixth-period social studies class at Marinette High School at 1:30 p.m. Monday. .....  The students were watching a movie... when Hengel shot at a projector and then fired another round near Burd, a 39-year-old teacher...
Parents began to worry, and a father came to the school looking for his daughter, who had not responded to several calls.  As principal Corry Lambie began searching the halls, he looked inside Burd's classroom at about 3:45 p.m. and saw a student and a handgun, he said.   Lambie then called police at 3:48 p.m., about two hours from the time Hengel retrieved the guns. Police said at 8:03 p.m. the gunman became agitated for an unknown reason and fired rounds into the wall and other objects.
That's when authorities breached the door to rescue hostages and take Hengel into custody. Officials said as students were rescued, Hengel shot himself in the head.


Questions:

It took them TWO HOURS to figure out there was a hostage crisis going on in that school, and they had to be notified that something was wrong by a parent who wasn't even there???

If the students were there when the kid shot himself, why haven't any of them confirmed the suicide scenario in published interviews?

The kid holds his class hostage for over six hours and no one knows what his motivation is??  In all that time he didn't give any reason for what he was doing?

One more thing:

"The boy.... was dressed in his favorite Tom-and-Jerry T-shirt and blue jeans."

I don't think he went to school in Wisconsin in late November with just a t-shirt.  Was he wearing a long black trenchcoat as an outer garment?

His weapons were a 9mm Luger High Point and a .22 caliber Ruger semi-automatic handgun.
He was carrying 37 9mm bullets, and 169 .22 caliber bullets, plus he had a folding knife with a 3.5-inch blade and a 5.5-inch fixed blade knife in a sheath.

206 rounds is a bit much if all you are planning on doing is to commit a public suicide.  I think we can safely conclude he had bigger plans.

From what I have read about this case, it just sounds like a teen who went off the deep end.

No smoking guns or blatantly obvious red flags that it was a false flag (as of this posting)

With all of the massive news coverage of VT and Columbine, mentally ill teens want to act out like that to get attention.

Seeing as this is the year 2010, you'd think they could call in the cia with all their gizmos and stuff, like i bet they have some gas that renders one unconscious the split second it's deployed, of some ray gun that they could use, something that blasts microwaves or something through the walls directly to the criminals brain, dropping him instantly.

"Schoolchildren were left in tears after their teacher was gunned down by a crazed hoodie in the playground - in a 'sick' role-playing stunt. Terrified children - aged from 10 to 13 years old - watched as the supposed gunman strolled into the playground, took aim and shot the teacher, before running into the school's science lab. Other staff in on the stunt rushed to the popular teacher's aid and appeared to give CPR in an attempt to save his life. It was 10 minutes before the shocked pupils of Blackminster Middle School in Evesham, Worcestershire, were rounded up and taken into the school hall where teachers explained that the scenario had been mocked up as part of a forthcoming science lesson. But pupils were left traumatised, with one having a panic attack and others being sick.

The 'shooting' happened on Tuesday after pupils were originally told there was a gun somewhere in the school. Five minutes later, the alarm bell went and over 300 pupils were sent to the playground where three teachers could be seen running across the field before a loud sound, like gunfire, was heard and science and RE teacher Mr Kent fell to the ground and played dead. Parents said their children were then sent back to their form rooms and called to the assembly hall ten minutes later, when the truth and a fit and healthy teacher was revealed. However, the damage had already been done to a selection of pupils - and apparently included one girl whose father had been shot dead a few years ago. Parents, with children at the school reacted angrily to the stunt and branded it 'inappropriate and beyond belief'. Some said their children were still traumatised hours later. Mother Vikki Woosey, whose son is in Year 6 at the school, said: 'When I heard about it I just thought "Oh My God - that is so inappropriate." 'They were standing in the playground, and then a man appeared in the distance holding a gun. 'Then their teacher dropped to the ground and the teaching assistants ran over. 'They start doing CPR on the teacher and then the man runs into the school and supposedly trashes the science lab. It left some of the pupils terrified.' Another angry parent, who has a 11-year-old daughter at the school, added: 'There were kids in tears - they thought their teacher had been shot. 'And all this time you have kids crying in fear because they were not told this was about to happen. 'It's 10 minutes later that they told the children that it wasn't real, and that it was all a joke. I think its absolutely disgusting.' Another 33-year-old, who has a stepdaughter at the school added: 'The children thought they were watching their teacher gunned down. 'It is beyond belief and totally inappropriate. One pupil's father was shot dead a few years back and then they're in the assembly hall calling this role-play a "joke".' 'Their wording, their timing,everything was out of order. Pupils were missing the bus home because they were consoling each other and being sick in the toilets. Another girl had a panic attack.' Headteacher Terry Holland said: 'The role play was part of a science lesson where a selection of students and teachers acted out this scenario. 'The problem with a small minority of the pupils was that there was a slight delay in getting them back into the hall to to explain what had just happened. 'Most of them already knew it was a spoof but a couple of them were upset and we have since spoken to them and their parents and apologised to them. 'It was one of the more popular teachers who played the victim, I don't think there would have been as much concern if it was one or two of the others.' In a letter to parents, the school said: 'We have reflected on the matter and now feel that the time delay was too long and pupils should have been reassured instantly to allay their concern. 'I wish to apologise for any upset the role play may have caused. It was an original idea but one that went too far. Any role play activities in the future will be based on themes that are less controversial and non-violent. 'I held a special assembly first thing this morning to apologise for the mistakes that had been made if your child in any way was upset by the role play event please get in touch and we will reassure them individually.'

During 10 minutes in front of the camera, (District Attorney Allen)Brey appeared confrontational. And — in hope of dispelling any conspiracy theories, he later said — he immediately defended the work of the various agencies that responded.

The federal Department of Re-education is 100% waste of money, and is nothing but a bribery system used by the feds to manipulate both the states and the public, just like they do with the federal highway tax dollars they toss around like bones.

Anything to do with education above the state level needs to go. It's redundant and an expense that the public doesn't need.

The less money funneled to the federal level, the less money the states will feel a need to ask for, because the feds won't be taking it only to doll it right back out to the states, minus a cut ofcourse.

That school was apparently suffused with lessons in death and violence before the shooting.  And people always ask 'why?'

The drunk driving safety event included a mock car wreck, police cruisers, rescue personnel. Chilling only in retrospect, the exercise included a costumed Grim Reaper who entered classrooms every quarter hour to "kill" a student. The "dead" students spent the night at a local hotel to create a feeling of loss. The next day, assembled students listened to parents speak of their "dead" child. ..."

And here are details of a ''drill'' that was conducted just months earlier:

"Through an open records request, The Awl obtained a copy of the "Marinette Co. School Shooting Exercise Plan" carried out on Aug. 27, 2009. The "Scenario Summary" of the report on the training exercise states:
"Time: 0830 hrs Marinette High School is preparing for the new school year and all High School staff and school administrative personnel are on campus for in-service meetings and classroom preparation. At approx 0830 hrs masked gunmen storm the campus firing rifles and small arms. Several people are shot in the area of the main entrance to the High School. The gunmen start firing at anyone they encounter and begin searching the building for victims."  .... Marinette County Emergency Management Director Eric Burmeister told me that the place Hengel chose, room A111, was noteworthy as this "A-area" was the same place police and emergency services had staged its mock shooter exercise.

Eight days after 15-year-old Sam Hengel held a Marinette High School classroom at gunpoint and shot himself, the school board met in closed session.  Prior to Tuesday night's closed door session Superintendent Tim Baneck and School Board President Scott Vande Hei briefed the EagleHerald about the focus of the meeting.
"We'll be looking at some confidential information regarding the student, or students, involved in the incident last Monday," said Baneck.  Vande Hei said the board would limit discussion to just that. "We're getting briefed on information directly related to students that would have been involved," he said.  .....
