Offenders would face fines of between 25 euros (£22) and 500 euros (£440).
'Right decision'

"Nothing too revealing" is the new policy Mayor Bobbio wants to enforce, says the BBC's Duncan Kennedy in Rome.

That means a tough new dress code which would effectively outlaw everything from miniskirts to low-cut jeans when people walk around Castellammare di Stabia, our correspondent adds.

There was me thinking the burkha bans were bad, this is virtually self-defeating for a town that relies on tourism...

I heard about this a while back, someone posted it here, it's a mind job of the 'disorientation' type,
constantly pulling the carpet we tread on daily from underneath us, wonder which country will follow suit? ...Argentina has some sexy females i'm told, wonder if they'll be next.

Don Paulo Cecere, a local parish priest, called the proposed rules "the right decision."
"It's also a way of combating the rise in sexual harassment," Cecere said.

Luigi Bobbio, the mayor of Castellammare di Stabia, near Naples, is adamant that his proposal does not constitute a full ban on miniskirts. He points out that miniskirts will be allowed – as long as they cover women's underwear.

The proposal is one of many designed to help "restore urban decorum and facilitate better civil coexistence".

Others include a ban on swearing and a prohibition on playing football in public parks. Bobbio claims the miniskirt decree is intended only to put an end to excessive flesh being displayed away from local beaches.

However, it does mean the police will be checking women's hemlines to see if they can spot knickers, and imposing fines of up to €500 (£445).

Although the town council is due to vote on the measures at about 6pm UK time, the mayor has a good majority and the moves look set to pass.

Women representing the local opposition, who have said the measures will make Castellammare di Stabia like Iran, will stage a protest sit-in.

The seaside town is not the first place to take a dim view of high hems.

In September 2008, Uganda's ethics and integrity minister called for a ban on miniskirts, claiming they were dangerous as they could prise drivers' eyes from the road. James Nsaba Buturo told journalists: "What's wrong with a miniskirt? You can cause an accident because some of our people are weak mentally."

Six years ago, women in the Kenyan city of Mombasa were given leaflets instructing them to dress modestly and shun miniskirts. The leaflets prompted the government to deny rumours that it was pressing for a ban.

Shortlived bans have also been introduced in parts of Russia and Chile. The prohibition at a teachers' college in the Siberian city of Kemerovo was challenged by lawyers who said the ban was "an infringement of equality and human rights … guaranteed by the Russian constitution".

The Chilean women's minister, Carolina Schmidt, was quick to step in after a regional governor banned public employees from wearing miniskirts and strapless tops.

"It's absolute nonsense that someone should tell other people how to dress," said Schmidt.

Bans have also been imposed in the UK. In July this year, Southampton city council told its female employees that they should not wear miniskirts and should ensure that their attire was "appropriate" for the work they did.

And girls at two schools in Yorkshire and Suffolk have been banned from wearing skirts altogether and told to wear trousers.

Well, in my experience of talking to affected females, rapists are generally unbalanced psychopaths who pick the most physically\emotionally vulnerable targets (usually teenage girls). Relationship to the victim or clothing made zero difference (especially when they are drugged or beaten unconscious first). I can't speak for Scotland though as I don't live there.

That said, government stats seem to tally with deprived high-crime areas.

The first pic i posted is a gov one, i remember seeing one of these posters about two years ago, usually posters feature sexy ladies selling perfume and such, i don't dig the mammy state sponsored 'we're the experts' horse shit put out to daze and confuse.

They do a poor job of investigating, and supporting victims, so I'm inclined to agree with you. Not to mention the wildly inconsistent sentencing for criminals that are caught and prosecuted. Charities also seem to be ineffective. I don't trust private entities to do anti-crime work though, so it's far from an easy problem to deal with.

Anyway back on topic, this fixation on clothing and harmless activities is a complete joke - I'm amazed that Italians aren't protesting this nonsense.

I had a experience at an Italian Restaurant in Newport Beach California.
My woman companion and another woman who was also with a middle aged man were exposing themselves to each other at the midpoint of our meal. Mini skirt without underwear. GF was a recovering satanist.
Curiously the dinner conversation topic was feminism and double standards.
I think if the Gentleman across the room and I were to expose ourselves to each other in a public restaurant it may be considered gay and illegal too.
I never felt that situation would require GOV to help us one more time
That was my last date with her though.

I am sorry if that post was a little off color. I met the woman while giving a public discourse on E.O.12803, the national privatization of the US infrastructure and the nationalization of private property. This woman had been married into a family associated with Lt. Colonel Micheal Aquino Military Intelligence  U.S. Army and her stepfather was employed by Verichip. She heard my speech on law, was impressed and wanted to tell me stuff she knew.
 So, I was pumping her for all the info I could get. Tough being an infowarrior sometimes. Got to go undercover and do the dirty work.
