I am well aware of the dangers surrounding fluoride. I have a friend however who is very persistant and wants a peer-reviewed article from a scientific journal about the dangers of water fluoridation. Can anyone provide links or help?

I think that is understandable.  But that page provides links to peer reviewed papers and other "credible" sources. 
He/she probably thinks the Centre of Disease Control (CDC) is credible, No? 
FAN provides the links, you just do the digging and present it as your research like the following link.

I find it funny that if fluoride is such a great thing for teeth what is this fluorosis problem all about?

Fluoride goes by many names and what is probably in your water supply is: Hydrofluosilicic acid.  Many other names are listed here and the effects of the toxin itself including a study on rats and frogs and the lethal dose and effects it had-> "lethal dose (50 percent kill) 430 mg/kg" & "Behavioral: Somnolence (general depressed activity)"
