A gunman dressed in black opened fire outside an elementary school in Carlsbad on Friday afternoon, wounding two students before being tackled by construction workers, officials said.

The students suffered graze wounds and were being treated by doctors, officials said, and a bomb squad was called to examine a propane tank found in the suspect's car.

Shortly after noon, the suspect rolled up to the school in his car, said Lt. Kelly Cain of the Carlsbad Police Department. Armed with a .357-caliber handgun, Cain said, the suspect stepped onto the sidewalk next to the school playground and started firing wildly.

Construction workers nearby witnessed the incident and tackled the gunman, Cain said.

[Updated at 2:15 p.m.: Construction worker Carlos Partida told 10News in San Diego that after the gunman opened fire at the playground, he got into his truck and was able to knock the suspect down with the vehicle before the man was tackled by other workers.]

[Updated at 2:40 p.m.: Ed Willins, who was nearby when the incident occurred, said he saw the construction workers tackle the suspect.

"They were on him immediately," he said. "They administered a little street justice on him before the cops got there."]

After the incident, parents were notified and came to pick up their kids, officials said.

September 22nd started out like any other school day in Hanover Township. At 8:40 a.m. the 911 Center received a call that an individual noticed smoke coming from Hanover School. The Northampton County 911 Center immediately dis- patched Fire & EMS Station 15 (Hanover Township Volunteer Fire Company) and the Colonial Regional Police Department. The first fire apparatus to arrive at the school on a very busy Jacksonville Road was Engine 1511, who radioed, “1511 on scene, 1557 assuming command, heavy smoke showing and no evacuation in process.” The 911 Center acknowledged the message and then 1557 asked that the 911 Center try to contact the school. Just as the 911 Center was in the process of radioing 1557 that the phone was not being answered, 1557 radioed, “Shots Fired!!!! Mayday!!!!” The calm of a school day was shattered. CRPD units began arriving and immediately secured the area. Responding Fire & EMS units were directed to stage in the Advent Moravian Church parking lot until the school could be secured. Hanover Township Emergency Management was immediately contacted and they in turn contacted Northampton County Emergency Management for assistance and staff. A command center (police, fire, ESM, emergency management & township officials) was established in the church parking lot.

Police units continued to arrive and a plan was established. Four members of the CRPD were designated to be the rapid intervention team that would attempt to secure the building. As they entered the building, they were met by two heavily armed male suspects and a gun fight ensued in the main corridor of the school. The two armed suspects were forced deeper into the building and were eventually captured in the schools gymnasium/cafeteria. Both suspects as well as at least one police officer sustained gun shot wounds.

Meanwhile at the command center the EMS incident commander was in contact with the 911 Center and additional EMS units were being dispatched should victims be found. Bath EMS, City of Bethlehem EMS, Bethlehem Township EMS & Medic 1, East Allen, Suburban Ambulance were dispatched and Lifestar (medical transport heli- copter) was placed on standby. Public works personnel were used to close Jacksonville Road and establish detours with the assistance of fire police and a media center was established behind Advent Moravian as well.

After the police secured the building and the suspects were in custody they began a room by room search. They discovered students with gun shot wounds to the body, arm, legs, and head. One individual had their arm amputated and many had cuts and bruises. The police officers began dragging and carrying out the injured to additional officers who had secured the perimeter. Once the police officers had secured the building and were confident there were not additional gunman, EMS and fire units were cleared to proceed to the school. Fire per- sonnel attempted to find the source of the smoke and douse the fire while assisting in the rescue of the victims. A landing zone was established in the field north of the school but the helicopter was unable to fly due to the weather. The injured were staged outside the main door, triaged, tagged and transported to area hospitals depending on the severity of their injuries.

By 11:35 a.m. all the injured were cared for and clean up and debriefings were in progress.

(Editor’s note: This event actually took place on Saturday, September 22nd and was arranged by the Hanover Township Emergency Management staff under the direction of Deputy Emergency Management Coordinator Kris Mattson. This drill was staged to test the emergency response of Township resources and the Township Emergency Operations Plan in the unlikely event of an actual emergency. The Board of Supervisors’ would like to thank the men and women of the Colonial Regional Police Department, Hanover Township Volunteer Fire Company and Ambulance Corp and all mutual aid agencies that participated in the Mock Disaster Drill. A special thank you to the Bethlehem Area School District for the use of Hanover School. The participants would like to thank the area businesses, Wegmans, Pizza Village IV, Wawa, Walgreens, Utz & Tanczos Beverages. The school was on lockdown and parents were being told to go to Laguna Riviera Park on Kelly Drive and Park Drive for more information about the shooting.

The names of the students shot and the suspect has not been released, but witnesses describe seeing one person being put on a stretcher and being airlifted to hospital to receive more medical attention.

According to NBC San Diego, the shooter, described as a 'gray-haired man', leapt a fence to gain access to the school grounds and he gave the police three names, including a woman's name when he was caught and questioned. A propane tank was also found near the suspect's car, parked near the school.

Witness: School Shooter "Wasn't All There"
Scott Chandler, Hailed a Hero for Helping Kids During Carlsbad, Calif. Shooting, Says Suspect Had "Crazy Look"

(CBS)   A gunman opened fire on an elementary school playground in the San Diego suburb of Carlsbad, Calif., on Friday afternoon. Police say Brendan O'Rourke parked his car outside of Kelly Elementary School, jumped a fence and began firing rounds at children in the school's playground. Two students were hit in the arm before bystanders were able to apprehend O'Rourke. Both children are expected to make full recoveries. O'Rourke was arrested on suspicion of six counts of attempted murder and numerous weapons violations. His motive remains a mystery. But in an "Early Show on Saturday Morning" exclusive, Scott Chandler, one of bystanders who helped subdue the suspect, appeared on the broadcast from San Diego to talk about what happened and how he found himself at the right place at the right time. Chandler is being praised as a hero because he helped track and hold the suspect down and secure his arrest by police. Chandler told "Early Show" co-anchor Chris Wragge when he came face to face with the alleged gunman, he knew there was something wrong. "Just looking into his eyes, he had the crazy look in his eyes. He wasn't all there," Chandler said. Police Say School Gunman Not Cooperating. Chandler explained his proximity to the school was an important part of how quickly he found himself on the scene. He said, "I've lived for probably 15 years across the street from the school. Both my daughters attended and graduated last year. So a pretty tight group of neighbors keep an eye of things, especially living right across the street from a school. I was working on a personal watercraft in my driveway around noontime and heard one of the first gunshots go off. A neighbor down the street works on a few cars. I thought maybe a car back-fired or whatnot. I looked to check and didn't see his truck down there and then heard another gunshot. Ran across the street."

Chandler said he thought it was all part of a school assembly or drill.He said, "They do quite a bit of outside assemblies. They've got a great staff at this school and they do a lot of stuff outside and I was thinking it was some kind of assembly or, at first, a drill, a school shooting drill. I'm standing up and my house sits about 50 or 60 feet up on the hill so I'm looking down on the schoolyard."

At that point, Chandler said, "So, (the suspect) starts firing rounds. The kids, chaos, screaming, running, what looks to be when things clear, I see a few adults and gunman still firing. I start running downhill. There's about a eucalyptus tree about every 50 feet so I'm taking cover. ... This time I realize it is not a school drill, but something real. They are chasing the suspect actually starts running across the field to the fence where I was at, where I was running downhill. So, we all kind of met at the same spot. I was tucked, it might have been behind his vehicle at the time when he came over the fence, was -- at that time a black truck pulled up which I'm hearing now was another one of the construction workers that either hit him with the truck, knocked him to the ground. When I popped up behind possibly his vehicle, the construction workers that had been working on the school had him on the ground, subduing him. I -- I helped out at that time." Chandler continued, "Once the two first patrol cars arrived and detained him into custody, I jumped the fence. I'm pretty good friends with the principal and asked her if she needed help to make sure the kids were safe. I then did a room-to-room visual inspection through the windows. Being it was lunchtime, some of the rooms were empty. The kids kind of scattered. I did come across a blood trail on the ground and called 911 to let them know there are injuries." But what about the suspect? Chandler said, "There was a lot of screaming and hard to tell who was screaming. I've heard different slurs he was saying from other neighbors but he was. At that time, put it this way, the construction workers I believe were all wearing steel-toed boots, and he took a pretty good beating. I looked at him eye to eye, what are you shooting at kids, what's your motive and what you are doing? He kind of grunted, didn't make any comments, just looking into his eyes, he had the crazy look in his eyes. He wasn't all there."

His job loses were not job loses, he had worked at one company for several years then left. They report him as an excellent worker. With his second job the factory closed down and he was laid off. He then tried to take an English language class, but reportedly dropped out, most likely due to mobbing. This same school would be the focus and target of his anger.

To look at the story the media painted was to see a paranoid individual, but once society is aware of the psychological operation that goes on behind the scenes, Jiverly Wong’s complaints about what happened to him become far more credible, and requires closer examination. Not just for Jiverly Wong, but for those who were the targets of his final outrage at society. If a correlation can be established, if his complaints can be verified, then maybe this can be used to make sure such incidents do not happen in future.

A professor of history at UW-Madison has authored a book available this month that explores evidence of a 50-year legacy of U.S. government-sponsored forms of psychological torture.

 

Alfred McCoy, author of the new book "A Question of Torture: CIA Interrogation, From the Cold War to the War on Terror," which investigates the history of secret torture and torture training done by the Central Intelligence Agency.

In his new book, "A Question of Torture: CIA Interrogation, from the Cold War to the War on Terror" (Henry Holt/Metropolitan, January 2006), historian Alfred McCoy decodes the secret language of psychological torture, signature actions that bespeak training by the Central Intelligence Agency.

When broadcast news reports first aired the photos from Abu Ghraib Prison in Iraq last year, McCoy says that he was stunned to see the signposts of CIA Cold War torture techniques. "I put everything aside for an intense round of research that led to this book," McCoy says.

McCoy, a distinguished historian of the U.S. government's covert operations, has investigated many aspects of human rights issues in Southeast Asia, including CIA involvement with the heroin trade there. He says the new book documents CIA interest in psychological torture back half a century.
"The origins of the Abu Ghraib scandal and the Guantanamo controversy can be traced very directly to the 1950s, when the Central Intelligence Agency launched a massive mind-control project that discovered psychological torture. (He`s talking about trauma based mind control.As potrayed in the movies Bourne Ultimatum and Conspiracy Theory) He goes on to say that the CIA spent the next 30 years spreading these sophisticated techniques throughout the world by training anti-communist allies, police and military in the developing world to use methods of psychological torture.

"By the end of the Cold War, these torture techniques had become so embedded in the American security apparatus that congressional legislation enacted to abolish these practices instead legalized them," he says.

The genesis of the book began in 1986, he says.

"I started studying the impact of the CIA's psychological torture paradigm on the Philippine Armed Forces, looking at the way in which it ruptured the Philippine army. The use of the CIA techniques produced six violent coup attempts against the Philippine state. Through interviews with survivors, particularly Maria Elena Ang, I learned about the protracted, devastating impact of torture upon its victims," he says.

Speaking with Ang 13 years after her torture, she was still emotionally scarred, McCoy says.

"She seemed to be suffering a lasting trauma, blocking her, already in her mid-30s, from career, marriage, children, friendship - all the meaningful things of this life. For ordinary people like her, snatched off the street and savaged, torture is not something you just walk away from."

McCoy studied this difficult topic for more than a decade, talking not only with victims but also with the military perpetrators. He says that the practices addle the perpetrators as much as the victims, although in vastly different ways.

"Psychological torture, at least as practiced in the Philippines, is a transactional experience," he says. "It destroys the victims while simultaneously empowering the perpetrators, giving them an overwhelming sense of superhuman power. Significantly, most of the leaders of the six main coup attempts against the Philippine state in the decade after Marco's downfall were former torturers."

By 1999, McCoy was thoroughly repulsed by his subject. "I put it aside until CBS broadcast those photos from Abu Ghraib in 2004," he says.

Looking at the most famous of the photos, the hooded Iraqi on a box with wires attached to his extended arms, he could see clearly signs of the CIA's signature Cold War torture techniques, including sensory deprivation and self-inflicted pain.

"That photo indicated that this abuse was not the work of 'recycled hillbillies' on the 'night shift' at Abu Ghraib. It was instead the product of a half-century of history that reached back to the darkest recesses of the Cold War and decisions that extended all the way to the highest levels in Washington," he says.

An added catalyst in the creation of the book was an undergraduate seminar for history majors that McCoy taught last spring, CIA Covert Warfare and Conduct of U.S. Foreign Policy.

"It was my best class ever in 30 years of teaching at Yale, the University of New South Wales and here at Wisconsin," he says. "Since the focus of the discussion was analytical and empirical, students could take away whatever they wished from the class. I'll be teaching it again this spring, and I hope that students who take it emerge more aware of the costs of covert operations and the responsibilities of citizenship in a democracy."
