Revava, West Bank (CNN) -- Israeli settlers cheered Sunday's expiration of a moratorium on building new settlements in the West Bank as Israel's prime minister urged Palestinians not to walk away from newly resumed peace talks over the lapsed restrictions.

Israel "is ready to hold continuous contacts in the coming days in order to find a way to continue the peace talks between Israel and the Palestinian Authority," Israeli Prime Minister Benjamin Netanyahu said in a statement from his office shortly after the moratorium expired at midnight Sunday (6 p.m. ET). He asked Palestinian Authority President Mahmoud Abbas to "stay in the talks and, with me, continue on the road towards peace."

"I say to President Abbas: For the future of both our peoples, let us focus on what is really important," Netanyahu said. "Let us proceed in accelerated, sincere and continuous talks in order to bring about an historic peace framework agreement within one year."

Palestinian officials have said that if building resumes on territory they consider part of a future Palestinian state, they will walk away from the latest negotiations aimed at resolving their decades-old conflict with Israel. Speaking at the United Nations on Saturday, Abbas said Israel "must choose between peace and the continuation of settlements," but there was no immediate Palestinian response to the expiration.

JERUSALEM — Israel allowed a politically charged freeze on Jewish settlement building in the West Bank to expire on Sunday, but the Palestinians did not carry out a threat to quit peace negotiations, setting the stage for further frantic efforts to keep the talks alive.

Despite Prime Minister Benjamin Netanyahu’s plea for restraint, thousands of Israeli settlers celebrated the end of the building freeze in the West Bank.
 
For President Obama, who had publicly called on Israel to extend the freeze, the Israeli decision was another setback in what has been tortuous effort to help resolve one of the world’s most intractable conflicts.

American officials spent Sunday desperately seeking a formula to satisfy both sides — an effort that failed to produce a compromise from the Israelis but that may have helped persuade the Palestinians to delay a decision on abandoning the talks until the Palestinian Authority president, Mahmoud Abbas, consults with Arab leaders in coming days.

Obscene Israeli Behavior Behind the Scenes at UN




Aktham Suliman, the representative of al-Jazeera to the 54 International Atomic Energy Agency (IAEA) conference in Vienna and the chief of the al-Jazeera bureau in Berlin, did not surprise me with his news reported from the IAEA press room in Vienna about being physically assaulted by the bodyguards of the Israel envoy while he was doing his work reporting from the conference on last Sept. 24 2010.

I was also subjected to repeated and deliberate insulting gestures and obscene words by the bodyguards of the israeli delegation to the IAEA. In my case the humiliations began on the evening of Sept. 22 and lasted until September 23, and only ended with the intervention of the UN security and after it became intolerable, was hindering my work and I could not keep silence anymore. This is the first time I have seen “somebody” traveling as a diplomat but still violating the house rules at the UN which ensure a peaceful atmosphere for the people from many nations who work there to pursue their duties. The security staff at the UN appears to me to be very professional, they deal with all workers, diplomats, journalists and visitors with great respect. I was also very impressed by the objective manner in which they dealt with my case.

If you had to be born in Israel to have a settlement, there would be no f-ing settlements.

Yet private organizations in the United States continue to raise tax-exempt contributions for the very activities that the government opposes. There's nothing illegal about the charitable contributions to pro-settlement organizations, which are documented in filings with the Internal Revenue Service. They're similar to tax-exempt donations made to thousands of foreign organizations around the world through groups that are often described as "American friends of ... " the recipient.  But critics of Israeli settlements question why American taxpayers are supporting indirectly, through the exempt contributions, a process that the government condemns. A search of IRS records identified 28 U.S. charitable groups that made a total of $33.4 million in tax-exempt contributions to settlements and related organizations between 2004 and 2007.  "This is an issue that has not gotten the attention it deserves," said Ori Nir, a spokesman for Americans for Peace Now, a lobbying group that opposes settlements. "I don't know how many people, including in the U.S. government, realize the extent of private American funding to settlements. ... Every dollar that goes to settlements makes Middle East peace that much harder to reach."

Since 1860, when the American Jewish tycoon Judah Touro donated $60,000 -- a fortune for that time -- towards the construction of the first Jewish settlement outside the old walls of Jerusalem, public and private American funds have aided the creation and territorial expansion of Israel. Israel today is the foremost recipient of US aid. According to a USAID green paper, between 1946 and 2008 Israel has received more aid than Russia, India, Egypt and Iraq. In fact, the US has poured more money into Israel than it did into the Marshall Plan for the reconstruction of Europe after World War II. However, a recent New York Times article adds a new dimension to the story. On 5 July, the Times reported that, over the last decade more than 40 American groups have collected more than $200 million in tax-deductible gifts for Jewish settlements in the occupied West Bank and East Jerusalem, indicating that the US Treasury is effectively aiding and abetting illegal settlement expansion and the Judaisation of Jerusalem.

While the New York Times honed in on the irony of how a US government organ was facilitating the funnelling of private funds into activities and goals that ran counter to official US policy, and as significant as this is, the article failed to mention that the amount of private tax-exempt "donations" pales in comparison to the public funds that Washington has steadily poured into the Zionist project. For example, the US federal budget for 2011 has earmarked $3 billion in aid for Israel, or 42 per cent of the total amount of aid to be allocated to the so-called Near East for that year. It is also interesting to observe that the policies of USAID, an instrument that the State Department uses to pursue the US's objectives overseas, also conflict with Washington's official stances. USAID programmes for the Palestinians effectively exclude East Jerusalem. Its green papers and other official reports and statements make frequent mention of "the West Bank and Gaza" as headings for its activities, but rare are references to East Jerusalem. It is as though, for USAID, East Jerusalem is not an indivisible part of the occupied territories, in spite of Washington's official acknowledgement that it is and in spite of the inclusion of East Jerusalem among the final status issues in the US- brokered negotiating process between the Palestinian Authority (PA) and Israel, the occupying power. One cannot help but suspect USAID -- and by extension the State Department -- of perpetrating a certain calculated deception through its deliberate and systematic omission of East Jerusalem in its programmes and documents.

PA officials in Ramallah expressed outrage at the tax breaks for private US donations to fund Jewish settlement expansion in the occupied territories. One suspects that the sentiment was primarily geared for local consumption, because they were quick to stress that the Palestinians were not ungrateful to the US and urged USAID to keep up its efforts. "The US is the chief supplier of bilateral economic and development aid to the Palestinians, supplying more than $2.9 billion since 1994," wrote the Palestinian Investment Promotion Agency (PIPA) on its website in May. "The US helps facilitate the movement of Palestinian people and goods, while improving the security of Israel," it added, as though it and other PA agencies were somehow detached from USAID "efforts" and the policies it is helping to implement. USAID has slated $550.4 million for the PA in its budget next year. The continuation of this aid is contingent on the continuation of the Palestinian Fatah-Hamas rift and the blockade. Nothing is allocated for East Jerusalem and the bulk of the funds are to be spent on "fighting drugs, law enforcement and security programmes".

It is all about provoking and creating fear/control over 99% of the public while the elite can roam seamlessly across city to city, stopping at each fusion center to look at the human ant farms we built for them. Like pyramids to pharaohs.

The city of Ariel is home to 19,000 Israelis, a university center of 12,000 students and a growing industrial park with 27 factories employing thousands of workers. The city’s backers describe Ariel as beautiful, diverse, peaceful. One repeat American visitor said, “It’s like driving into some San Diego suburb.”

But Ariel, whose nearly completed performing arts center recently became the subject of protest, is a Jewish settlement located in the heart of the West Bank, about 10 miles east of the pre-1967 border of Israel. It is within a region that may or may not become part of a future Palestinian state, because although Ariel is within commuting distance of Jerusalem and Tel Aviv, two other major municipalities are geographically closer to the city-size settlement: the Palestinian cities of Nablus and Ramallah.

Established in 1978, Ariel has been aided in its growth by many generous American philanthropists, including a number from the Los Angeles Jewish community. Ariel Mayor Ron Nachman makes frequent trips to Los Angeles to raise funds for and awareness of Ariel. On his last visit here, he spoke from the bimah at Sinai Temple to nearly 1,000 congregants on a Shabbat morning.

Nachman, mayor since 1985, has done much to help cultivate relationships...

The Obama administration had an early confrontation over settlements when Secretary of State Hillary Clinton visited Israel this month. She criticized Israeli demolitions of Palestinian homes in a largely Arab area of Jerusalem known as Silwan, just below the walls of the Old City. "Clearly this kind of activity is unhelpful," she said. Jerusalem Mayor Nir Barkat responded that Clinton was mistaken and that the Palestinian houses had been built illegally.

One of the Israeli organizations that has led the way in developing this area of East Jerusalem is called Ir David, or City of David. Like other pro-settlement groups, it has an active fundraising effort in the United States. According to Form 990s filed with the IRS, Friends of Ir David raised $8.7 million in 2004, $1.2 million in 2005 and $2.7 million in 2006.

The Hebron Fund is raising vast sums for Israeli settlements that violate the Geneva convention, with little scrutiny

Last month, a Brooklyn-based non-profit organisation called the Hebron Fund, which supports Jewish settlers in the Israeli-occupied city of Hebron, held a fundraiser at the New York Mets' stadium, Citi Field.

The fundraiser went forward despite calls for its cancellation from grassroots human rights organisations from the US, Palestine and Israel. The fact that the Hebron Fund likely raised hundreds of thousands of dollars for extremist Israeli settlers at a major US venue with little public scrutiny is a troubling sign for those who hope that the US can play a constructive role in achieving a just peace in the Middle East.

Perhaps more worryingly, according to Washington Post columnist David Ignatius: "A search of IRS records identified 28 US charitable groups that made a total of $33.4m in tax-exempt contributions to settlements and related organisations between 2004 and 2007." Some of the larger organisations, including Friends of the Ateret Cohanim and Friends of Ir David, both leading the Jewish settler takeover of Palestinian East Jerusalem, are based in New York City.

JERUSALEM – A senior Palestinian official says President Mahmoud Abbas will quit Mideast peace talks if Israel resumes construction in West Bank settlements now that 10-month-old building restrictions have expired.

Palestinians have repeatedly threatened to quit U.S.-mediated talks relaunched earlier this month in Washington if Israel does not extend the freeze on new settlement construction that ended at midnight.

Israel has not offered to renew the restrictions, despite demands from Washington and the Palestinians to do so.

A moratorium on building in Israeli settlements elapsed at midnight this morning, threatening the recently resumed peace talks.
Bejamin Netanyahu had pleaded for restraint from his people, although wild right-wing celebrations greeted the expiry of the government's 10-month ban.

Palestinian President Mahmoud Abbas today urged the Israeli government to extend the slowdown of settlement construction for three or four months to allow for a discussion of 'fundamental issues'.

We lost almost 9 months, 10 months, for the moratorium on settlements, which ends on the 30th of September [2010-09-30]. The discussions that we had in Washington started out better than any of us could've expected. Both sides have made a lot of ground, and if the issue of settlements is still on the table on the 30th, then everybody walks away. And if they do, how are we going to be able to get people back to the table? And I don't see that happening in the near future, so, if we fail on the 30th, expect another war by the end of the year.

Jon Stewart: Expect another — ?

King Abdullah II: Expect another war by the end of the year, and more wars that I foresee in the region over the coming years. You're already in two wars in our part of the world, you have troops in two other hot spots, I can see potential crisis #5, 6, or 7 — unless we solve this problem, not only do we as the Arabs and Israelis pay the price for it, but your loved ones in harm's way will continue to be in the trenches with the rest of us, so everything is riding now on whether we can get both parties beyond the 30th, and so much is riding on our future.

Jon Stewart: Does that — laying that on the table, almost, does that put too much power in the hands of those who could easily subvert the negotiations? Because clearly now, you know, facing the unfortunate facts of the region, there are people on both sides who would very much like to see this go away. How fragile is it — the settlement issue — and if that's the issue that turns us to war....

King Abdullah II: Well, we all got painted into a corner on the issue of settlements, unfortunately. And where we should have concentrated is on territories and the borders of a future Israeli-Palestinian two-state solution. So now we've got this unfortunate issue of the 30th of September, and there are people waiting in the wings for us to fail, and we, I think, as the moderates, are becoming definitely the minority, and we're losing our voices, and what people will say as we go beyond the 30th is, "Look, we've been telling you for years now that the moderates having dialogue with Israel is not the way to go. Violence is the only way." And then we run out of an ability to answer the extremists in our region, so I think we're on a defining crossroads, whether we're going to go down the abyss or not.

King Abdullah II: We're kind of used to this, but I think where we are today is that, where are we going to take — what is the next step we're going to take? Our future is either continued war and destruction that's going to bring everybody in, or people just getting to the table. The atmospherics between the two leaders are there — I mean, I saw the sincerity in Washington. We've got a long way to go, but it's not like we're starting from the drawing board. Everybody knows what needs to be done on territory, on refugees, on Jerusalem. And so getting to the end game can be done; it's just, do the leaders have the courage and the backbone to be able to do it? That is what is in question, but again, I believe in humanity, I believe in the people of our region — Israelis and Arabs — that when you put it to the people, "Look, this is the best deal I could get," because there's no way that either leader is gonna be happy with what he gets. At the end of the day, he's going to have to go back to his people and say, "Look, I did the best I could. This is what I have for you.

Revava
Revava (Hebrew: רְבָבָה‎), is a communal village and an Israeli settlement located in Samaria about 35 km east of Tel Aviv near Yakir and Nofim, on Road #5066 roughly between Barkan and Karnei Shomron. The groundwork for the settlement, however, was laid in the 1980's, when a group of idealistic Zionists contributed financial backing for the purchase of the land. Certain members of this group still have, to this day, the right to build on a plot in Revava.

How US Tax Breaks Fund Israeli Settlers
Peace Group Targets Settlements' Charitable Status

Israeli peace activists are planning to ratchet up their campaign against groups in the United States that raise money for settlers by highlighting how tax exemptions are helping to fund the expansion of illegal settlements in the West Bank.

Gush Shalom, a small peace group that advocates Israel’s withdrawal from the occupied territories, is preparing to send details to the US tax authorities questioning the charitable status of several organisations.

Adam Keller, a spokesman, said these operations’ tax-exempt status meant that “settlement expansion is effectively being subsidised out of the pockets of the US taxpayer and government”...



...In a related move, Gush Shalom is encouraging Palestinians who have suffered from settler violence to file lawsuits in the United States that would redefine the settlers’ fund-raising work as support for “terrorist activity”.

The peace group has accelerated the pace of its campaign, according to a “confidential memo” it issued on July 29 that was leaked to the Israeli media, after the Israeli government heavily criticised human rights groups over the summer for receiving funds from foreign donors, particularly European governments.

In particular, the foreign ministry lambasted Breaking the Silence, a group of army veterans, for publishing testimonials from 26 Israeli combat soldiers suggesting the army committed war crimes during its assault on Gaza last winter.

Mr Keller said: “It’s the height of chutzpah for the foreign ministry to be hounding Breaking the Silence, which is doing something entirely legal and transparent, while keeping quiet about the settler organisations’ dependence on foreign income for their illegal activities.”

Gush Shalom said it was not divulging details of the organisations it will target next month to ensure an element of surprise. But Mr Keller said all of the 120 main settlements, which are illegal under international law, benefit from fundraising operations in the US.

Gush Shalom has already accused one organisation, Shuva Israel, which is registered as a charity in Austin, Texas, of channelling funds to the Shomron Liaison Office, located in the West Bank settlement of Revava, south of the Palestinian city of Nablus.

Peace Now: 2,066 settlement homes to be built as soon as freeze ends

The Peace Now reports came as Prime Minister Benjamin Netanyahu said at a cabinet meeting earlier Sunday that while Israel wouldn't necessarily continue its freeze on settlement construction, it was possible that a compromise could be reached in which construction would resume at a slower pace.

"I don't know if there will be a comprehensive freeze," he said. "But I also don't know if it is necessary to construct all of the 20,000 housing units waiting to be built. In any case, it doesn't have to be all or nothing."

The Peace Now report released Sunday indicated that work could proceed on 2,066 housing units, spread out over 42 different settlements since those building projects had already received the required permits and have preliminary foundations.

The report's figures corresponded with previously released data on the subject, which alleged that between 2,000 and 2,500 homes were okayed for continued construction as soon as the settlement freeze expires in September 26.

All right. I won't. (I don't like having to read that stuff either myself.)

But I think the Kahanist connection to the settlement Revava is important, in terms of funding and moral  support.  Along with Ariel, it was expanded immediately after the freeze was lifted.  Like Ariel it is at the vanguard of the movement to sabotage the peace process.

I'm glad we're in agreement that Kahane was a "tool for NWO insanity".  Some, and I say some, of his followers today are as well.  That was the point.

The connection is important. Again it is because these are extremists funded by the Private Federal Reserve, just like the funding of Sunni extremists (al-cia-duh) in Afghanistan and Iraq to attack Iran exposed by Seymour Hersh http://thinkprogress.org/2007/02/25/hersh-qaeda/

The fact that such insane extremists who could only operate within the US if they are part of intelligence operations is helping to provoke issues thousands of miles away in Israel/Palestine shows that this whole thing is meant to debt enslave and cull the heards in all affected areas.
