They seem to be saying "cognitive radio" in place of, say, smart radio.

Sounds like the radio would automatically adjust, for example, frequency to suit radio communications and, maybe, meteorological condtions, time of day etc. for more effective communications.  Why they use unnecessarily vague and misleading language is puzzling to me, but I was in the military.  It doesn't always make sense.

No need for this to be in the sooooooo gay file.

There is an entire thread devoted to DARPA research.  That is where this properly belongs.

(Not a psychic receiver of any sort -- I don't think.  Not really all that exciting.  Typical/quotidienne (legitimate) military research.)

I think its because they're not really as smart as they try to sound. Have a look at army work ethic, they do powerpoint presentations 24/7. I think there may be some truth in it, but they are far from advanced, and all the brave new world will get is a cracker jack version of the first working design that suits them.
