A few observations. First, this video clip appears to be from 1985. Second, they're talking about various kinds of RF weapons including the microwave auditory effect, which enables receiverless transmission of auditory messages via microwaves.

Final observation: the legit stuff (microwave auditory effect) is mixed in with speculation and possible disinformation - I'm thinking of the Woodpecker signal from the second segment, there's probably more, but when I see appeals to authority (in the field of mind control) I stop paying attention. Appeals to authority are old... real old... and most of the authoritative sources of information on this subject are one form or another of
disinformation. We gain nothing by discussing them.
This is something to point at and say, "see... they really do have these kinds of capabilities and have had them for a long time." It's not news to TI's. It
is news to most non-military people before it gets used on them. It's a good advocacy / awareness-raising video, and I'll add it to my collection.
Unfortunately, this falls short of the more advanced effects TI's are talking about. But again... look at the timeline and look at what they were discussing in public, 25 years ago.
