SEOUL (AFP) – US and South Korean troops will stage massive joint war games this week to deter North Korea, despite its threats of retaliation, military officials said Sunday.

About 30,000 US soldiers will take part in the 10-day exercise from Monday, a US military spokesman said, adding an unspecified number of American soldiers based in the United States would join in via computer networks.

Some 56,000 South Korean soldiers will be mobilised for the computerised war games, called "Ulchi Freedom Guardian", a defence ministry spokesman said.

Ulchi-Freedom Guardian


Ulchi-Freedom Guardian is the new name (as of 2008) of the military exercise previously known as Ulchi-Focus Lens, a joint military exercise between South Korea and the United States. The exercise is the world's largest computerized command and control implementation which mainly focuses on defending South Korea from a North Korean attack. The exercise was initiated in 1976 and is conducted annually during August or September. The word 'Ulchi' comes from the name of a famous Korean general called Eulji Mundeok who was the Commander-In-Chief of the army of Goguryeo.

Next week, U.S. Forces Korea kicks off an annual training event that will bring more than 1,000 exercise participants to U.S. Army Garrison-Yongsan. Let me be the first to welcome our visitors.

The Garrison is proud to be your host during this important training opportunity.

For the entire community, safety always needs to be Job No. 1; however, with additional Yongsan visitors we need to pay especially close attention to safety.

You need to be aware of the additional traffic, people working night shifts, drivers who may not be as familiar with our traffic patterns. Bottom line: We need to look out for each other.

USFK officials published a policy letter that forbids alcohol consumption by Servicemembers assigned to or attached to the command for the exercise.

The policy letter states alcohol consumption is "strictly forbidden" from Aug. 18-22.

Additionally, alcoholic beverages will be prohibited at Command Posts, Life Support Areas, Exercise Control Centers, the Walker Center and all training ranges and facilities.

Check with exercise coordinators for up to-the-minute policies about uniforms and weapons. But security and accountability should be your goal.

Yongsan is a super community -- and I'm not just saying that because I am the garrison commander. Earlier this year, we accepted a $750,000 prize for our third place victory in the Department of the Army Communities of Excellence competition. That's third place out of 179 Army installations worldwide.

I hope you get the opportunity to visit the sights and scenes of Seoul while you're here. Before heading home, I highly recommend that you tour this ancient city.

Korea has a rich history. Within a few miles of Yongsan Garrison you will find museums, palaces, shopping markets and hundreds of quality restaurants.

So, on behalf of the 25,000 Americans that make up our great community, welcome and stay safe!

Travel with a buddy when off post (IAW USFK Buddy Policy).
Learn about the area, culture, local customs, history of criminal activity and laws.
Be polite and low key. Avoid loud conversations and arguments.
Become familiar with the environment. You must know what is normal to be able to detect what is unusual.

The United States and South Korea will hold a massive joint military exercise this week aimed, at deterring aggression. About 30,000 American troops and around 56,000 South Korean soldiers will take part in the 10-day annual Ulchi Freedom Guardian war games, which begin Monday and run through August 26. The exercise comes a week after Seoul completed anti-submarine drills near a disputed west coast maritime border with North Korea that prompted Pyongyang to retaliate by firing a barrage of artillery shells in the same area. Last month, the U.S. and South Korea held a joint navel exercise in the East Sea (Sea of Japan) after the sinking of the South Korean warship Cheonan, which an investigation showed was caused by a North Korean torpedo.  [LIE!]

Pyongyang has denied any responsibility for the sinking, which killed 46 South Korean sailors. Both North Korea and China have criticized the war games as raising tensions in the region.The United States and South Korea are set to stage their second joint military exercises in less than a month -- weeklong maneuvers that have drawn warnings from North Korea and criticism from China. The naval and ground drills come just a week after the South completed submarine maneuvers near a disputed sea boundary.  Those drills prompted the North to fire artillery shells in the same area.  Some 30,000 American troops and 56,000 South Korean soldiers will take part in the 10-day maneuvers (the Ulchi Freedom Guardian war games), which begin Monday and run through August 26. The U.S. Defense Department earlier this month said some of the exercises would take place in the Yellow Sea, which separates China and the Korean peninsula.  The nuclear-powered aircraft carrier U.S.S. George Washington is set to take part. 

Chinese Admiral Yang Yi warned last week that the maneuvers constitute what he called "a fresh provocation" to Beijing and the region.

Seoul and Washington will simulate a rescue of South Koreans from the joint Kaesong Industrial Complex supposing they are held in North Korea once it closes down the industrial park. The drill will be part of an annual joint military exercise dubbed Ulchi Freedom Guardian on Aug. 16-26.  Since North Korea's sinking of the Navy corvette Cheonan in March, "there have been mounting worries that South Korean staffers could be taken hostage at the industrial park," a government source said Thursday, which is why the two countries decided to carry out the drill.  The militaries will reportedly stage the drill in two steps: joint training with the help of U.S. military equipment, including A-10 "tank killer" ground-attack aircraft, AH-64 Apache attack helicopters, and special operations aircraft such as MH-47 and MH-60 helicopters; and training to be carried out by South Korea's special forces alone. Known as Ulchi Focus Lens until 2008, Ulchi Freedom Guardian focuses on preparing for a full-scale war with the North.  This year's exercise is especially big with about 30,000 U.S. troops, including some 3,000 stationed overseas -- three times the previous size of the U.S. contingent.  Military authorities have reportedly formulated an operational plan to watch North Korean troop movements in areas up to 39 degrees northern latitude, while incapacitating the North Korean Air Force and securing the command of the air over these areas if large numbers of South Korean staffers are held hostage in the industrial park.

North Korea's military threatened on Sunday to launch the "severest punishment" against South Korea for staging massive joint war games with the United States this week. The North's army and people will "deal a merciless counterblow" to the allies "as it had already resolved and declared at home and abroad", a spokesman for the country's army General Staff said in a statement published by state media. "The military counteraction of (North Korea) will be the severest punishment no one has ever met in the world," he said. The warning came a day before US and South Korean troops begin the 10-day war games called Ulchi Freedom Guardian.

"Our military's reaction will be the worst punishment anyone has ever experienced."   The North's remarks came as South Korea is set to launch on Monday its two-week joint military drill with the U.S. The annual war game "Ulchi Freedom Guardian (UFG)" is aimed at maintaining security and the South-U.S. defense posture on the peninsula and involves some 56,000 South Korean soldiers and 30,000 U.S. forces stationed locally and operating outside the country.   The North defined the latest joint drill as a substantial war threat by the South, saying "the war game commotion including the UFG indicates real action aiming for full-blown military aggression."   The communist regime has aired military threats since the South blamed the North for the deadly March sinking of the Navy corvette Cheonan, which killed 46 South Korean crew members on the sea border between the two Koreas.   The North and South remain technically at war after their 1950-53 Korean War ended in a truce rather than a peace treaty.

Washington and South Korea say the exercises are defensive and designed to deter Pyongyang. North Korean citizens, (if we can refer to them as such). Are drowned in propaganda, or more to the point, isolated and  mind controlled.
FEAR, they are imbedded with it. In short their one and only realty is that imposed by their rulers. For the many their entire puropse in life is to do battle.

Due to the government's secretive nature and its reluctance to allow in foreigners, North Korea is today considered the world's most isolated country. The current secretary of the KWP Central Committee Secretariat and leader of the armed forces is Kim Jong-il, son of Kim Il-sung.
