Best free blogging provider?

I tried doing a search for someone else who may have asked this, but I couldn't find anything, but if this has been answered somewhere else, please direct me to it.
I want to know what is the best free blogging service. After reading and hearing so much about blogs being censored, and wanting to start my own blog, I would like to know the best one out there, even if its the lesser evil.

So if someone can give me a clear picture, because I can't find any myself that don't have terms of some sort that don't allow you to speak however you wish.

I suppose they all have to have restricting terms of service? Its not that I would use my blog to say things vulgar or to attack someone, but with how definitions are changing, all someone has to do is consider my words to be "racist" and report me while it may have nothing to do with racism and I could have my blog taken down. I was hoping there was a less up tight blogging service... if not, I would accept like I said, the lesser evil.
