NORAD plans Washington exercise

The North American Aerospace Defense Command will conduct early morning exercises over the Washington area.
The exercises will take place between midnight and 2 a.m. Tuesday and Wednesday. Civil Air Patrol aircraft and Coast Guard HH-65 Dolphin helicopters will take part in the exercise.
These exercise flights have been conducted throughout the U.S. and Canada since the start of Operation Noble Eagle, the command's response to the terrorist attacks on Sept. 11, 2001.

Wikileaks Docs Target Pakistan http://www.infowars.com/wikileaks-docs-target-pakistan/Kurt Nimmo Infowars.com July 26, 2010 Not long after Wikileaks dumped tens of thousands of classified Afghanistan “war” documents into the public arena for consumption, the corporate media zoomed in on Pakistan. “WikiLeaks documents released Sunday shine a spotlight on Pakistan’s Inter-Services Intelligence, a spy agency that has been accused for years of having links to terrorist groups,” writes the Wall Street Journal. “In the reports, the retired general [Hamid Gul] and former head of the Inter-Services Intelligence (ISI) from 1987 to 1989 is accused of ordering IED attacks against Afghan and international forces in December 2006 and of plotting to kidnap United Nations staff to use as hostages in exchange for militant prisoners,” reports the Christian Science Monitor. “The ISI is mentioned in at least 190 reports, and is accused of backing attacks against US and North Atlantic Treaty Organization (NATO) forces in Afghanistan.” Demonizing Pakistan and Gul play right into the Pentagon’s script as the puppet Barry Obama expands the “war” in Afghanistan and sends drones armed with Hellfire missiles into Pakistan’s tribal areas to kill a never-ending cast of intelligence created bad guys. It is also highly suspicious the documents appeared a couple days after the Bilderberg-attending globalist and Rockefeller minion Richard Holbrooke, who is Obama’s Special Representative for Afghanistan and Pakistan, said “links between the ISI and the Taliban are a problem.” Holbrooke readily linked the Taliban with the mythical al-Qaeda, Lashkar-e-Taiba, and the Haqqani network. The Pakistan connection eluded to in the documents also underscore the attempt by the U.S. to put Gul and three other former ISI officials on the United Nations’ international terrorist list. Holbrooke, of course, did not bother to mention that Pakistan’s support for Lashkar-e-Taiba was signed off on by the CIA. French investigating magistrate Jean-Louis Bruguiere said as much last year. The founder of the Haqqani network, Jalaluddin Haqqani, was involved in the CIA-ISI effort in Afghanistan against the Soviet Union. The Afghan was cultivated as a “unilateral” asset of the CIA and received tens of thousands of dollars in cash, according to an account in The Bin Ladens, a book by Steve Coll. Haqqani helped and protected the infamous CIA asset Osama bin Laden. He was subsequently named military commander for another CIA contrivance, the Taliban. Earlier this month Senate fixture Carl Levin called for stepping up attacks inside Pakistan. Levin specifically mentioned the Haqqani network and said the group “directly” threatens the “mission” in Afghanistan. Both al-Qaeda and the Taliban are CIA assets. The Taliban emerged from madrassas established by the Pakistani government along the Afghanistan border and funded by the U.S., Britain, and the Saudis. The creation of the Taliban was “actively encouraged by the ISI and the CIA,” according to Selig Harrison, an expert on U.S. relations with Asia, a fact affirmed by Republican Congressman Dana Rohrabacher. “Between 1994 and 1996, the USA supported the Taliban politically through its allies Pakistan and Saudi Arabia, essentially because Washington viewed the Taliban as anti-Iranian, anti-Shia, and pro-Western. Between 1995 and 1997, US support was even more driven because of its backing for the Unocal [pipeline] project,” writes Ahmed Rashid, a long-time expert on Pakistan and Afghanistan. In 2009, appearing before a congressional hearings on the Obama administration’s foreign policy, Secretary of State Hillary Clinton admitted the U.S. created the Taliban. “Let’s remember here… the people we are fighting today we funded them twenty years ago… and we did it because we were locked in a struggle with the Soviet Union,” said Clinton. Following Clinton’s remarks, Pakistani president Asif Ali Zardari told NBC News the ISI and the CIA worked together to create the Taliban. “I think it was part of your past and our past, and the ISI and the CIA created them [the Taliban] together,” said Zardari. The Taliban conquered Afghanistan with the avid assisstance of the ISI and CIA. According to files at one European intelligence agency, the Taliban received “strong military training, not only by the Pakistani services, but also by American military advisers working under humanitarian cover” and were provided with “satellite information giving the secret locations of scores of Soviet trucks that contain vast amounts of arms and ammunition.” Hamid Gul became the head of Pakistan’s ISI at the behest of the CIA. Gul was a favorite of CIA Station Chief Milt Bearden and U.S. ambassador to Pakistan Arnie Raphel, who viewed him as an ally and a potential national leader of Pakistan. Bearden would later claim that Gul wandered off the reservation and the corporate media would ultimately accuse him of complicity in the attacks of September 11, 2001. Support and funding for the Taliban continues to the present day. In June, Rep. Dennis Kucinich accused the Pentagon of funding the Taliban. “Our troops are dying in Afghanistan, and now it turns out we may be funding their killers,” Kucinich told Raw Story. “The American people are paying to prop up a corrupt government that may be using our money to pay private companies to drum up business by paying the insurgents to attack our troops,” he said. In addition, the U.S. has paid the Taliban to not attack convoys in the country. “A congressional investigation revealed that millions of dollars spent by the US military for security purposes has inadvertently gone into the pockets of the Taliban,” Aljazeera reported on June 23. “Welcome to the wartime contracting bazaar in Afghanistan,” writes Aram Roston. “It is a virtual carnival of improbable characters and shady connections, with former CIA officials and ex-military officers joining hands with former Taliban and mujahedeen to collect US government funds in the name of the war effort.” Afghanistan is America’s longest war for good reason — it is highly profitable for the military-industrial complex and provides an excuse for the government to maintain a foothold in central Asia while constructing a surveillance and control grid at home. Pakistan is the new frontier of the Forever War on Manufactured Terror and the sudden appearance of tens of thousands of documents in part pointing a finger at the CIA’s junior partner in crime is highly suspicious to say the least, especially considering the CIA’s fondness for patsies taking the fall.

The exercise involved two Eurofighter Typhoons, scrambled from an RAF base in the UK, tailing an airborne jet. Home Secretary Theresa May is believed to have taken part in the exercise. The security minister, Baroness Neville-Jones, was also among those who took part in the drill, in which fighter jets took off from RAF Coningsby, in Lincolnshire.

(WMR) — Multiple U.S. intelligence sources have reported to WMR that a super-classified network with only some 70 terminals in select U.S. government locations handled the parallel command-and-control activities that permitted the 9/11 terrorist attacks to be successful. The “above top secret” network bears the acronym “PDAS.” WMR has not yet discovered what the acronym stands for, however, the system is limited to only a few hundred people with Sensitive Compartmented Information (SCI) Special Access Program (SAP) need-to-know access, in addition to the president and vice president.
On September 11, 2001, PDAS was used to convey the information from the Air Force Chief of Staff to the White House, CIA, and other select agencies that the Air Force had successfully intercepted and downed a target over Pennsylvania. It is believed that the “target” in question was United flight 93, although there is no confirmation that the aircraft was in fact the one downed by Air Force interceptors.
The Air Force Chief of Staff on 9/11 was General John Jumper, who had become the top Air Force commander on September 6, 2001, just five days before the 9/11 attacks.
There is also reason to believe that the PDAS terminal at the Presidential Emergency Operations Center (PEOC) at the White House was used to coordinate the activities related to the aerial attack on the Pentagon. Transportation Secretary Norman Mineta claimed Vice President Dick Cheney was present at the PEOC at 9:25 am on the morning of 9/11, before the alleged impact of American Airlines flight 77 on the building. Mineta testified before the 9/11 Commission that Cheney was aware of special orders concerning a plane heading toward Washington. Mineta said: “During the time that the airplane was coming into the Pentagon, there was a young man who would come in and say to the vice president . . . the plane is 50 miles out . . . the plane is 30 miles out. . . . and when it got down to the plane is 10 miles out, the young man also said to the vice president ‘do the orders still stand?’ And the vice president turned and whipped his neck around and said, ‘Of course the orders still stand, have you heard anything to the contrary?’” PDAS terminals are reportedly located at the White House, on board Air Force One, the Pentagon, CIA headquarters, the National Security Agency, the Boeing E-4 Advanced Airborne Command Post that was seen flying over Washington, DC, on 9/11 after the attacks, the Defense Intelligence Agency at Bolling Air Force Base in Washington, DC, and the Raven Rock Mountain Complex in Pennsylvania where Cheney hid out after the 9/11 attacks. Mineta later followed up with reporters and stated, “When I overheard something about ‘the orders still stand’ and so, what I thought of was that they had already made the decision to shoot something down.” It now appears that PDAS was used by Cheney to implement on the morning of 9/11 a new policy issued on June 1, 2001 that provided for a ”stand down” protocol that replaced a long-standing shoot-down order for hijacked and suspected hijacked planes. The new order transferred the authority to shoot down aircraft from the Pentagon and NORAD military commanders to the president, vice president, or secretary of defense.

As some of you may have heard, Secretary Gates travels to Seoul, South Korea, this weekend, where he will be met by Secretary of State Clinton. On July the 21st the two secretaries will participate in talks with the counterparts in the Republic of Korea. This will be the first such meeting of the so-called "two plus two," and the talks are expected to address the full range of security and alliance issues, including development of the new OPCON transfer implementation plan agreed to by Presidents Obama and Lee earlier this month in Ottawa [sic - Toronto], as well as other enhancements to the military -- to military readiness and deterrence. In the wake of North Korea’s unprovoked attack on the Cheonan in March, President Obama directed this department to further strengthen its cooperation with the Republic of Korea. Ever since, we have been engaged in high-level close consultations in an effort to devise additional ways to bolster alliance capabilities and improve regional stability. To that end, next week Secretary Gates and Secretary Clinton, together with Minister of Defense Kim and Foreign Minister Yu, will discuss and likely approve a proposed series of U.S.-ROK combined military exercises, including new naval and air exercises in both the Sea of Japan and the Yellow Sea. We are not yet ready to announce the precise details of those exercises, but they will involve a wide range of assets and are expected to be initiated in the near future. They will augment already planned bilateral exercises, such as the Ulchi Freedom Guardian exercise that takes place annually. All of these exercises are defensive in nature, but will send a clear message of deterrence to North Korea and demonstrate our steadfast commitment to the defense of South Korea. This trip, the talks that will take place in Seoul and the exercises to follow are just the latest manifestations of the fact that, as Presidents Obama and Lee noted in Ottawa earlier this month, the alliance between the U.S. and the Republic of Korea has never been stronger. With that, I’m happy to take your questions. Al Pessin. Q On the subject you were just talking about, what is the role of concerns about the relationship with China? As the planning proceeds for these exercises with Korea, Chinese officials have criticized the plan. Xinhua News Agency said there’s growing public anger about the prospect of exercises, particularly in the Yellow Sea. So how does China’s position play into the plans? MR. MORRELL: I’m, frankly, not sure that it does, other than the fact that, obviously, they are a regional power and someone who -- and a country that -- obviously, whose opinion we respect and consider. But this is a matter of our ability to exercise in the open seas, in international waters. Those determinations are made by us, and us alone. Where we exercise, when we exercise, with whom and how, using what assets and so forth, are determinations that are made by the United States Navy, by this -- by the Department of Defense, by the United States government. And I -- and I can assure you that that is going to be the framework by which we make decisions such as joint exercises with the Republic of Korea forthcoming in the -- in the Yellow Sea, or in the Sea of Japan. Q Why was it that these exercises that were announced, I think, about seven weeks ago and expected -- MR. MORRELL: We have -- we have never announced exercises. Q Well, it was said on the record in the Pentagon gaggles that there would be these two naval exercises and that the expectation was that they would be in late June or early July. So my question is why it took so long to get them on track and why they now need to be discussed and approved at the ministerial level. MR. MORRELL: I take issue, I think, Al, with the notion that they took so long to get on track or that they’re delayed in any way. Obviously, there’s been a lot of action on the part of the U.S. and ROK governments in the aftermath of the Cheonan sinking. We’ve seen a series of high-level engagements, meetings between the presidents of our respective countries, meetings between the secretaries of Defense from our respective countries, the foreign minister, the Secretary of State, and obviously at lower levels much more frequent engagement on how to proceed in the wake of that unprovoked attack. There has been a lot of substantial action that has been taken since, including the action in the United Nations condemning the attack on the Cheonan and pointing blame towards -- towards the DPRK. As for these exercises, we’ve talked about them, I think, as far back -- at least the secretary has -- as far back as his trip to Shangri-La in early June, when he met with his Korean counterpart, and they talked then about how to proceed on a joint basis in terms of exercises in the region. BUT I THOUGHT IT WAS BECAUSE OF THE N.K STRIKE ON S.K? It’s something that’s been moving forward ever since. There have been very constructive conversations between our two militaries about how best to do so in a way that not only enhances our ability to work together so that they actually have real benefit to our respective militaries and their interoperability, but also, obviously, to also send a message to the DPRK and to the region, a message of deterrence to the DPRK, a message to the region in terms our commitment to stability. Those things are complicated. It’s taken some time to work out. But I don’t think it’s been -- it’s been an unduly lengthy period of time. And we are going to have a -- what will likely be a final consultation on this matter when the two secretaries meet with their counterparts in Seoul. And I expect that shortly thereafter we will proceed with what we believe to be very smart, very productive and very helpful exercises shortly thereafter. Q/STAFF (?): (Off mike.) MR. MORRELL: Yes, this young lady. Q But Chinese have already a military exercise near the Japanese ocean recently. Why not at -- (does ?) South Korea have, you know, their own territories anyway, east coast or the south coast? Why they so -- criticize, the Chinese, and -- MR. MORRELL: Yeah, well, you would have to ask those who are critical within the Chinese government or the Chinese population as to why they’d be critical of exercises in the -- in the West Sea. Listen, there are obviously territorial waters that we are always respectful of no matter where we operate throughout the world. But beyond that jurisdiction, beyond that -- that 12-mile limit, we get into the high seas, international waters that we or anybody else is free to operate in, and we do regularly. I mean, I think the last time, for example, the George Washington was operating in the -- in the -- in the Yellow Sea was in October.
It -- you know, it happens with regularity and frequency. So it’s not unusual at all for us to be operating in the Yellow Sea. And I suspect that the decision will be made at the two-plus-two or thereabouts that a component to our exercises going forward will be exercising in the Yellow Sea, just as it will be to exercise in the Sea of Japan. But in terms of the timing and which assets are used, those I don’t care to share at this time. I think those are things we’re still working through. But those are determinations we make in consultation in this case with the Republic of Korea. Q Does this mean the U.S. is turning the page now on the sinking incident, if we’re moving towards these talks, these agreements? Or is the U.S. still seeking any type of penalty for North Korea, sanctions? Is it a new day now? MR. MORRELL: I don’t know that we’re turning the page. I mean, obviously there was an attempt this week for the U.N. command in Korea -- in the Republic of Korea to meet with their -- to meet with the north at the meeting post at the DMZ. That was canceled due to administrative reasons cited by the North Koreans. The aim there was to share information about the findings of the investigation with the north. So obviously there are -- there is still work to be done. But these are steps. I don’t think we’ve arrived at any sort of point of finality. But we have made steps. We have made progress in the aftermath of this. We have -- there have been real consequences in terms of the condemnation of the world, the presidential statement out of the U.N., the investigative findings, these exercises. So I think there is a process here that we’re still working through. Yeah, Tony. Q You said -- Q Can I? MR. MORRELL: Anybody else on that? Viola. Q Yes. Why is it that -- on the North Korean and South Korean issue right now, why do you feel that it’s productive to go forward with these and -- the main question -- I’m sorry -- is, what specifically do you feel the U.S. needs to work with north -- with South Korea on in -- during this delay in -- on transfer? What are some of the specific weaknesses that you see that they indicate they would not be ready at the original date? MR. MORRELL: Yeah. I mean, obviously, we think, from an -- from a warfighting control perspective, that the ROK military would be capable of taking over operational control at the original date, in 2012. That’s in terms of their development as a -- as a military force. That said, we agree that there is utility in pushing this to the right -- further by about three years. And by doing so, we would be able to sort of broaden the scope of the -- of the -- of what is transferred, and we would be able to better synchronize sort of those transformation efforts. So, for example, while they would be capable in 2012 of assuming operational control of the war -- of warfighting, should that -- should that become necessary, we will now work on, in the additional three years we have, force management, defense reform, ground operations -- their -- the ground operations command. There’s some movement and consolidation of bases and so forth. All of these things can be worked on during that time, so that more than just operational control of the warfighting responsibilities is transferred come 2015. This will allow us to make sure that we are all synced up and, as a result, ultimately be stronger as an alliance for having taken the time to do so. Q So U.S. will renegotiate with South Korea 2 plus 2 meeting in wartime command and control? MR. MORRELL: We will renegotiate, you said? Q Yes. MR. MORRELL: I don’t think there’s a renegotiation. I mean, the president has made -- the two presidents have agreed to adjust the operational control transfer schedule from it commencing on 2012 to 2015. That’s been agreed to. Obviously, when the two secretaries get together with their counterparts, they will talk about a range of alliance issues, beyond just this very limited who is actually running a war effort should one -- should war break out on the pe.... .... e sure they don’t menace their communities. Q Geoff, on that? MR. MORRELL: Yeah. Q Just to follow up on the training issue, who would train these folks then? Would they be trained by Afghan national police? Do they have that capacity? Or would you need to go and ask NATO for more trainers? MR. MORRELL: Yeah, no, I don’t think this is -- I mean, this is clearly not about asking for more trainers. We don’t have enough trainers to do the fundamental job here, which is to build the ANSF as rapidly as we would like. So again, this is really about the fact that there are locals in their communities who resent the Taliban and don’t want them in their -- in their neighborhoods, who are already armed and who want to keep their neighborhoods as safe as they can. We would be able to, in the -- in the construct of this program as it’s proposed, have them bedded by the government, have them outfitted by the government, have them paid by the government, so that they could protect their communities. I don’t know that it involves an extraordinary amount of training for one to -- in this culture at least, because there’s such prevalence of weapons -- for one to patrol their neighborhoods and keep an eye out for what’s going on. Yeah, Chris (sp). Q You know, unlike the Afghan National Army, which is drawn from the entire nation, the Afghan National Police are already drawn from those local communities in which they patrol. The military’s already -- MR. MORRELL: Some are. I mean -- the -- Q (Off mike) -- in the -- in the general area in which they’re working. I just don’t understand -- I mean, if you -- right now, you can’t find enough capable, strong, dedicated, local police officers. Is there some magical pool of applicants that hasn’t been tapped that will sign up for this program? MR. MORRELL: No, I don’t think that’s, frankly, the issue. I think we are finding able-bodied people who are willing to join the Afghan national security forces. The issue has been, do we have the training personnel to process as many of them ... ... ...umstance in years past, the situation we find ourselves in this year is much more difficult because it comes so late in the fiscal year. So most of the department’s accounts are on their last legs already, so we are left with far fewer options in terms of cash flowing. Let me make one final point, if I may. The department has a supreme obligation to protect this nation and support the hundreds of thousands of personnel that are deployed in harm’s way. We will take every step possible to fulfill these obligations in the months of -- months ahead until this matter is settled in Washington. It may involve asking a lot of hard-working people in this department to report to duty without an ability to pay them, or other extreme measures we would rather avoid, but we will get the job done, including in Iraq and Afghanistan and where else we operate around the world. But we hope and expect that it won’t come to that and that Congress will act to resolve this matter in the matter of the next -- in the next few weeks. Tony Capaccio. Q Another question. Perhaps ABC News is upset that this leak didn't go to them. After all, the past few years have been good for ABC News when it comes to leaks: the network has profited from former Republican Congressman Mark Foley's explicit email logs and countless terror-related stories. But Monday morning, ABC's George Stephanopoulos appears to be doing his best to contain "one of the most massive intelligence breaches in U.S. history." Adrian Lamo told Stephanopoulos by phone on Monday's Good Morning America that the man who leaked Afghanistan war documents must have had help, and ABC News' headline suggests a wider conspiracy: "EXCLUSIVE: Massive War Leak Wasn't Done Alone, Whistleblower Says." "The Army specialist allegedly behind one of the most massive intelligence breaches in US history likely did not act alone, according to the man the soldier approached to publicize the more than 90,000 reports of classified information," Martha Raddatz and Lee Ferran report for ABC News. Lamo told Stephanopoulos Monday morning: “I do not believe that Private Manning had the technical expertise necessary to communicate this amount of information to the outside world without being detected on his own. And I don’t believe he operated without guidance, rather I think it’s more likely that he was a personal shopper for classified data for the Wikileaks apparatus.” However, other than Lamo's theory, both the GMA segment and the ABC News article contain no additional reporting on the matter. "Did the Times ever consider not publishing?" Stephanopoulos then asked New York Times journalist Eric Schmitt straight off the bat, after quoting the White House and Lamo statements on how "lives can be put at risk" by the leak and Kerry's calling it "illegal." Schmitt responded, "George, no, we took great care when we first had access to these documents," adding that the paper removed names and other "sensitive" material and claiming the White House applauded the Times' "due diligence in going through this." The Good Morning America anchor didn't note that Senator Kerry's full quote wasn't a condemnation of the leak: "However illegally these documents came to light, they raise serious questions about the reality of America's policy toward Pakistan and Afghanistan. Those policies are at a critical stage and these documents may very well underscore the stakes and make the calibrations needed to get the policy right more urgent." The Washington Note's Steve Clemons blogs that Kerry's statement "stands in stark contrast to the condemnatory comments from the White House about the WikiLeaks Afghanistan War Logs -- Kerry shows he has a respect for Pentagon Papers moments." Before the interview, Stephanopoulos had blogged, "Around 92,000 leaked documents paint a grim picture of the war in Afghanistan. Is the media putting national security at risk by publishing them? I’ll ask New York Times reporter Eric Schmitt on 'GMA.'" Salon's Glenn Greenwald writes, The White House has swiftly vowed to continue the war and predictably condemned WikiLeaks rather harshly. It will be most interesting to see how many Democrats -- who claim to find Daniel Ellsberg heroic and the Pentagon Papers leak to be unambiguously justified -- follow the White House's lead in that regard. Ellsberg's leak -- though primarily exposing the amoral duplicity of a Democratic administration -- occurred when there was a Republican in the White House. This latest leak, by contrast, indicts a war which a Democratic President has embraced as his own, and documents similar manipulation of public opinion and suppression of the truth well into 2009. It's not difficult to foresee, as Atrios predicted, that media "coverage of [the] latest [leak] will be about whether or not it should have been published," rather than about what these documents reveal about the war effort and the government and military leaders prosecuting it. What position Democratic officials and administration supporters take in the inevitable debate over WikiLeaks remains to be seen (by shrewdly leaking these materials to 3 major newspapers, which themselves then published many of the most incriminating documents, WikiLeaks provided itself with some cover). At Wired's Danger Room, Spencer Ackerman writes, "WikiLeaks has freaked out the White House, though, by clearly raising questions about whether Pakistani aid to the Afghan insurgency is far deeper than typically acknowledged — something that would raise additional questions about whether the Obama administration’s strategy of hugging Pakistan into severing those ties is viable."

Source: opednews.com Luke Ryland 9/11/2007 Former FBI translator Sibel Edmonds has made a number of disturbing claims about the 911 attacks, but perhaps the most disconcerting is her oft-repeated statement that the US authorities have covered up an entire organizational layer within al-Qaeda. In the documentary, Kill The Messenger, Sibel says: "They haven't mentioned anybody who actually is connected to Al Qaida, in mid or higher level." Similarly, Sibel often says: "And I would like to give an analogy - if you take the War on Drugs, imagine if they only went after street dealers and they refused to investigate the mid-level dealers or the drug lords. This is very similar." As we approach another 911 anniversary, it's time we learnt:1) Who are these mid and high-level al-Qaida operatives? 2) What role did they play in planning 911? 3) What operational support did they provide? 4) Why they are still roaming free today? 5) Why did the US authorities continually exclude key participants from the official narrative? Sibel Edmonds is the most gagged woman in US history making it a little it difficult for us, the public, to have a detailed understanding of everything she knows about al-Qaida and the 911 attacks, but she has given interviews and written a number of great articles and letters which enable us to put some of the pieces together. Immediately after the release of the 911 Commission report, Sibel wrote an open letter to Thomas Kean and the Commission in which she chided the 911 Commission panel for ignoring important issues related to the attacks, and she also made public some of her closed-door testimony to the 911 Commission. For example, in that letter, Sibel identified specific warnings from April 2001 that: "1) Osama bin Laden was planning a major terrorist attack in the United States targeting four or five major cities; 2) the attack was going to involve airplanes; 3) some of the individuals in charge of carrying out this attack were already in place in the United States; 4) the attack was going to be carried out soon, in a few months." As we all know, this information was not included in the Commission report, and was barely mentioned in the US media even though it was confirmed in the Chicago Tribune and FBI Director Robert Mueller was surprised that he wasn't asked about it by the 911 Commission. In fact, according to Sibel, "(A)fter 9/11 the agents and the translators were told to "keep quiet" regarding this issue." More importantly, for today's purposes, I want to focus on this statement from the same letter: "The public has still not been told of the intentional obstruction of intelligence. The public has not been told that certain information, despite its relevance to terrorist activities, is not shared with counterterrorism units. This was true prior to 9/11, and it remains true today. If counterintelligence receives information about terrorism that implicates certain nations, semi-legit organizations or the politically powerful in this country, then that information is not shared with counterterrorism, regardless of the consequences. In certain cases, frustrated FBI agents have cited "direct pressure by the State Department." The Department of Justice Inspector General received detailed evidence regarding this issue. I provided your investigators with an account of this issue, the names of other witnesses willing to corroborate this, and the names of U.S. officials involved in these transactions and activities." In order to understand this, we need to understand a little bit about how the FBI operates. 'Counterintelligence' (CI) is essentially a monitoring organization which routinely investigates various groups - such as embassies, and groups like AIPAC and the American Turkish Council (ATC) - which might be involved in criminal activity, or otherwise might be able to provide valuable information. If and when CI comes across evidence of criminality, they are supposed to forward that information and evidence to other divisions of the FBI which have the authority, and responsibility, to act on the information and arrest the guilty parties. Typically the cases will be forwarded to, for example, Public Corruption, or Narcotics, or in this case, Counter Terrorism (CT). As Sibel indicates, prior to 911, the State Department put pressure on people at FBI HQ to block the transfer of certain cases to the actionable divisions within the FBI. Outrageously, even immediately after 911, the State Department continued to refuse CI permission to pass significant information to Counter-terrorism that was directly relevant to the 911 attacks. In other words, while the Bush administration was rushing through the PATRIOT ACT, rounding up thousands of 'suspects' and gutting the Constitution, the State Department was protecting many of the key participants in the mass murder on 9/11 in order to protect 'sensitive diplomatic relations.' Here's Sibel describing the cover-up:"What occurred with the 911 related investigation - be it the FBI, or the Department of Defense, or the Department of State, or the CIA or the Pentagon - they choose to basically publicize the deal at the hijacker level - and completely went about covering up certain entities that they had DIRECT evidence, DOCUMENTED evidence of the support networks - be it the financial support networks, or communications, or obtaining visas - they have not touched those individuals. Those individuals are still roaming free! Today!" And here's Sibel again, making the same point:"I will give you an analogy, okay? Say if we decided to have a "war on drugs," but said in the beginning, "right, we're only going to go after the young black guys on the street level..." But we decided never to go after the middle levels, let alone the top levels... It's like this with the so-called war on terror. We go for the Attas and Hamdis – but never touch the guys on the top." Which people are Sibel talking about? Sibel is talking about three different, though often over-lapping, groups of: a) Those who were directly involved in planning and/or facilitating the 911 attacks, b) Those who knowingly, specifically, intentionally provided and facilitated 'indirect' support functions for the attacks c) Those who support and finance al-Qaeda generally. Let's begin at the highest level. In Sibel's "THE HIGHJACKING OF A NATION - Part 1" she quotes Senator Bob Graham's numerous statements that Saudi Arabia's support for some of the 911 hijackers has been hidden in the redacted 27 pages of the congressional inquiry's final report into 911. Sibel notes: "What Graham is trying to establish in his book and previous public statements in this regard, and doing so under state imposed 'secrecy and classification', is that the classification and cover up of those 27 pages is not about protecting 'U.S. national security, methods of intelligence collection, or ongoing investigations,' but to protect certain U.S. allies. Meaning, our government put the interests of certain foreign nations and their U.S. beneficiaries far above its own people and their interests. While Saudi Arabia has been specifically pointed to by Graham, other countries involved have yet to be identified." (emphasis mine) In various other interviews and articles, Sibel gives us some clues as to which 'other countries' she is pointing to. For example, in this 2006 interview, Sibel says, "We're not just talking about - as they say - Saudi Arabia and Egypt - but they have glossed over the involvement of certain entities within other countries - such as Turkey, Pakistan, Azerbaijan, Kyrgyzstan, Tajikistan - many Central Asian countries. They have absolutely covered up the involvement of certain entities - it's not necessarily only governmental - from these other countries - Central Asia - they call it "Sensitive Diplomatic Relations' - you know they are putting (military) bases there. Please note that not only is the US establishing military bases in these countries, these countries are generally:1) Major customers for US military hardware 2) US 'allies' 3) Anti-democracy, anti-freedom, police states 4) Major players in the heroin trade 5) Supporters of various terrorist activity Sibel describes the US' hypocrisy (if that's the correct descriptor), particularly as it relates to Turkey, in The Highjacking of a Nation: Part 2: "Curiously enough, despite these highly publicized reports and acknowledgments of Turkey's role in these activities (Ed: nuclear black market, heroin trafficking, illegal arms sales), Turkey continues to receive billions of dollars of aid and assistance annually from the United States. With (Turkey's) highly placed co-conspirators and connections within the Pentagon, State Department and U.S. Congress, Turkey never has to fear potential sanctions or meaningful scrutiny; just like Saudi Arabia and Pakistan. The criminal Turkish networks continue their global criminal activities right under the nose of their protector, the United States, and neither the catastrophe falling upon the U.S. on September Eleven, nor their direct and indirect role and ties to this terrorist attack, diminish their role and participation in the shady worlds of narcotics, money laundering and illegal arms transfer. The 'respectable' Turkish companies established and operate bases in Azerbaijan, Uzbekistan and other similar former Soviet states. Many of these front companies, disguised under construction and tourism entities, have received millions of dollars in grants from the U.S. government, allocated to them by the U.S. congress, to establish and operate criminal networks throughout the region; among their networking partners are Al Qaeda, the Taliban, and the Albanian Mafia. While the U.S. government painted Islamic charity organizations as the main financial source for Al Qaeda terrorists, it was hard at work trying to cover up the terrorists' main financial source: narcotics and illegal arms sales. Why?" In summary, certain US allies protect a bunch of organizations which support al Qaeda and the Taliban. Despite this, these organizations, and their host countries, are protected by the US government under the guise of protecting 'sensitive diplomatic relations' and "protecting certain foreign business relations." When Sibel first began claiming publicly that the US was covering up the role of certain allies in 911, her claims sounded so outrageous that she was largely dismissed. In 2007 it has become accepted fact. For example, when Presidential hopeful Barack Obama states that Pakistan, a US ally, is protecting Osama bin Laden, there is no about about whether this is true or not, only what to do about it. Similarly, Senator Bob Graham says in his book: "It was as if the President's loyalty lay more with Saudi Arabia than with America's safety." Some Specific Examples of Hiding the CulpritsIn this section, I'll take a look at some examples of organizations and individuals that were believed by the FBI to have played roles in 911 but have escaped any accountability. American Turkish Council (ATC)The ATC is a mini-AIPAC - a lobbying group where Turkey's business and military leaders interface with America's finest; current politicians from both parties, CEOs from the Military Industrial Complex (MIC), and former high-level officials acting as lobbyists. The ATC was being monitored by FBI counterintelligence (as well as CIA counterintelligence (Brewster Jennings)) and much of the information that Sibel learned is believed to have come from the surveillance of the ATC. Sibel says that the ATC is essentially a front organization for various criminal activity - ranging from nuclear black market, heroin trafficking and illegal arms sales - and was being "monitored in a 9/11 investigation." Despite the ATC's role in all of this criminal activity, it is demonstrably untouchable and is alive and well today. In fact, Sibel goes as far as to say that the ATC is basically a representative arm of the U.S. government, lobbyists, foreign agents, and the MIC. It's not a surprise, therefore, that the ATC has some type of informal 'protected' status, and that the FBI can't act on any of the information uncovered in any of the counter-intelligence operations. Melek Can DickersonDickerson joined the FBI in October 2001 as a Turkish translator. She had previously worked at the ATC and two other organizations that were the targets of FBI counterintelligence. Almost immediately, Dickerson began engaging in various espionage activities including attempting to recruit Sibel and other translators into the espionage ring, intentionally covering up FBI evidence which implicated her friends at the ATC and elsewhere, stealing documents and leaking them to her friends, and falsifying "top-secret documents related to 9/11 detainees" in an attempt to falsely exonerate her guilty associates. Sibel's claims regarding Dickerson were investigated and validated by the FBI. Remarkably, Dickerson was allowed to keep her Top Secret clearance, and was allowed to continue translating Top Secret information regarding her friends and associates, including 911 investigations, for another 6 months until she fled the US. Top Targets of 911 InvestigationMelek Can Dickerson and her husband, USAF Major Doug Dickerson, offered to introduce Sibel to some of their friends, including two Turkish guys who belonged to the ATC and worked out of the Turkish embassy in DC. According to Sibel, "These two people were the top targets of our investigation!" For one reason or other, these two (and maybe more) "top targets" of the 911 investigation were allowed to leave the US in mid-2002 without ever having even been interviewed. Prior to Robert Mueller's testimony at the 911 Commission, Sibel prepared a list of questions for the Commissioners to ask Mueller including: "Director Mueller, is it true that several top targets of FBI investigations, related to support networks of terrorist activities, were allowed to leave the United States, months after the 9-11 attacks, without ever being questioned? Why?" That question remains unanswered. "Blueprints, pictures and building material for skyscrapers"Another case that was apparently ignored by the US authorities was a mid-2001 wiretap that Sibel translated of a prisoner who had been arrested on narcotics charges. The FBI agents suspected that he might be involved in terrorism-related activity and wiretapped his phone calls from prison. In one phone call, this individual organized for blueprints, photos & details of the building material of the World Trade Center to be sent to (presumably) the authors of the 911 atacks who were hiding in a remote border location somewhere in the Middle East. The wiretap also "revealed illegal activities in obtaining visas from certain embassies in the Middle East through network contacts and bribery." Immediately after 911, another wiretap captured this same individual congratulating an associate on the successful attack. Who was this individual? Who did he phone to deliver the blueprints? Was he a mastermind of 911? Was he acting on his own initiative? If not, at whose behest (and why was he doing from jail?)? Who was he congratulating? We don't know the answer to any of these questions. In fact, in July 2002, FBI Director Robert Mueller "maintained... that the 19 al-Qaida hijackers operated independently in the U.S. and were an isolated case" telling the joint congressional 911 inquiry: "As far as we know, the (hijackers) contacted no known terrorist sympathizers in the United States," Mueller was effectively lying (although he may have technically given himself wiggle-room). As Sibel said, the US authorities "completely went about covering up certain entities that they had DIRECT evidence, DOCUMENTED evidence of the support networks - be it the financial support networks, or communications, or obtaining visas... They have absolutely covered up the involvement of certain entities - it's not necessarily only governmental - from these other countries" Of course, it's not just Mueller who knows what Sibel knows. I'll finish with two more quotes. The first is from an interview with Chris Deliso Deliso: You think they [the government] know who they are, the top guys, and where?
Sibel: Oh yeah, they know.
Deliso: So why don't they get them?
Sibel: It's like I told you before – this would upset "certain foreign relations." But it would also expose certain of our elected officials, who have significant connections with high-level drugs- and weapons-smuggling – and thus with the criminal underground, even with the terrorists themselves.
And finally, in Kill The Messenger, Sibel says: "I am not the only one who knows about this. Too many people know this! The fraudulent 9/11 Commissioners, every single one of them knows about my case and the details, and the names, and all the specifics. Several people within the U.S Congress do know. Everybody in the FBI, involved, they know! Everybody in Department of Justice, they know! Well, she's still gagged. In fact, as the ACLU first described her, she's "the most gagged person in the history of the United States of America." But if you'll sit down and talk with her for an unedited interview, she has now told The BRAD BLOG during an exclusive interview, she will now tell you everything she knows. Everything she hasn't been allowed to tell since 2002, about the criminal penetration of the FBI where she worked, and at the Departments of State and Defense; everything she heard concerning the corruption and illegal activities of several well-known members of Congress; everything she's aware of concerning information omitted and/or covered up in relation to 9/11. Here's a handy bullet-point list, as we ran it in March of 2006, for reference, of what she's now willing to tell you about. "People say, 'why doesn't she just come forward and spill the beans?' I have gone all the way to the Supreme Court and was shut down, I went to Congress and now consider that shut down," she told The BRAD BLOG last week when we spoke with her for comments in relation to our story on former House Speaker Dennis Hastert's original attempt to move a resolution through the U.S. House in 2000 declaring the 1915 massacre of 1.5 million ethnic Armenians in Turkey as "genocide." "Here's my promise to the American Public: If anyone of the major networks --- ABC, NBC, CBS, CNN, MSNBC, FOX --- promise to air the entire segment, without editing, I promise to tell them everything that I know," about everything mentioned above, she told us. "I can tell the American public exactly what it is, and what it is that they are covering up," she continued. "I'm not compromising ongoing investigations," Edmonds explained, because "they've all been shut down since." "She's Very Credible" She has, in fact, spent years taking every reasonable step to see that the information she has goes through the proper channels. The Supreme Court refused to hear her whistleblower lawsuit, even in light of the Department of Justice forcing the removal of both her and her own attorneys from the courtroom when they made their arguments concerning why it was that she still had to remain gagged under the "States Secrets Privilege." On the morning that the SCOTUS refused to hear her case, the facade cracked on the front of the building. In a ridiculously ironic metaphor which would have been rejected by any credible screen-writer, a chunk of marble --- just above an allegorical statue representing "Order" and just below the words "Equal Justice" --- came crashing to the ground. She has met with, and told her story to, U.S. senators including Republican Charles Grassley and Democrat Patrick Leahy, both of the Senate Intelligence Committee, both who found her extremely credible. 60 Minutes producers may remember when Grassley told them, "Absolutely, she's credible...And the reason I feel she's very credible is because people within the FBI have corroborated a lot of her story." In fact, the FBI itself has done so. Their Inspector General found her allegations, as described in the unclassified version of his report, to be "credible," "serious," and "warrant[ing] a thorough and careful review by the FBI." As far back as 2002, Grassley and Leahy co-wrote letters on Edmonds' behalf to Attorney General John Ashcroft, FBI Director Robert Mueller, and DoJ Inspector General Glenn A. Fine, calling on all of them to take action in respect to the allegations she's made. "Certain officials in this country are engaged in treason against the United States and its interests and its national security," she said during an interview an August 2005 interview on Democracy Now. That comment followed 60 Minutes' revelation years before alleging that Edmonds had information revealing that a "Turkish intelligence officer" she worked with at the FBI "had spies working for him inside the US State Department and at the Pentagon." She's briefed many legislative offices --- as well as the 9/11 Commission --- in regard to her claims, and now, she says, she's even prepared to tell the media "the names of every single Congressional office who has received the names of the witnesses" to the crimes she's detailed. When we spoke last week, Edmonds seemed to reserve most of her frustration for Congressman Henry Waxman's office. Waxman is the Democratic Chairman of the U.S. House Government Reform and Oversight Committee. After briefing members of his security-cleared staff "inside the SCIF" --- a high-security room in the U.S. Capitol, specially created for discussion of highly sensitive information --- Edmonds says she was told on several occasions, prior to the 2006 Election, that her case would be one of the first heard in his committee, once he became Chairman. "I even gave names of former and current FBI agents who were willing to go to Waxman's office and give more information on all of this," she said. "Before the elections, I had a promise from Congressman Waxman's office." She claims they told her, before the election, "the only reason they couldn't hold hearings, was because the Republicans were blocking it." "They said 'your case will be one of the first ones we will hold investigations on,'" she told us. Now, however, since the Democrats have become the majority in the House, Waxman's office is "going mum." They won't even respond to her calls. The congressman's office did not respond to several requests for comment on this story. Two Other "Well-Known" Congressmen Aside from the allegations she's already made concerning Hastert, as we reported in some detail in early 2006, following up on a Vanity Fair exposé in 2005, Edmonds says there are at least "two other well-known" members of Congress that she's prepared to name as well. "There are other Congressional people, whose names have not come out," she explained. "As [Waxman's office knows] I'll be able to give them file numbers and investigations, including investigations by the IRS. I will be giving details one by one, not just allegations." "But," she added, "unfortunately nobody wants to have an investigation like that." For the record, she told The BRAD BLOG, the other two "well-known members" are from the House, both Republican, and "one of them is recently no longer there." So far, she says, "those names have not been public." "Kafka-esque" Since leaving the FBI, and in the wake of her years-long ordeal, which she frequently describes as "Kafka-esque," Edmonds has founded the National Security Whistleblowers Coalition. In addition to the support she has received, at various times, from members of Congress, she's received a great deal of support from members of the national security whistleblower community and government watchdog organizations. As we reported last Spring, Veteran FBI counterintelligence agent John Cole has said he's "talked to people who had read her file, who had read the investigative report, and they were telling me a totally different story" than that given publicly by FBI officials. "They were telling me that Sibel Edmonds was 100 percent accurate," he said, "management knew that she was correct." Famed "Pentagon Papers" whistleblower Daniel Ellsberg has described Edmonds as "extremely credible." In a 2005 interview on KPFA, Ellsberg said, "FBI agents we've talked to have, in every respect that was raised, have confirmed her story - that she's a very credible witness." More than 30 groups, from across the political spectrum --- including the Project on Government Oversight (POGO), Citizens for Responsibility and Ethics in Washington (CREW), the American Civil Liberties Union (ACLU), the September 11th Advocates, the Liberty Coalition, the Electronic Frontier Foundation (EFF), OMB Watch, Electronic Privacy Information Center (EPIC) and People for the American Way (PFAW) --- all signed a letter in March of this year calling on the House Oversight Committee to "hold public hearings into the case of FBI Whistleblower Sibel Edmonds, and the erroneous use of the State Secrets Privilege to shut down all court proceedings in her case." That petition was sent almost precisely one year after The BRAD BLOG originally reported on a public petition to Congress, demanding they hold public hearings. More than 30,000 people, Edmonds says, have now signed that petition since it was first announced. "Exhausted Every Channel" In a speech given over the Summer in D.C. at the American Library Association (ALA, video here), Edmonds detailed the "Kafka-esque" nature of her unprecedented gag-order. Among the information still-regarded as "classified" under the States Secret Privelege: the fact that she was a translator for the FBI, where she was born, what languages she speaks, the date of her birth, the universities she attended, and the degrees she earned. In fact, the interview that CBS's 60 Minutes aired with her in 2004, was later retroactively classified by the Department of Justice under the same "privilege"! But enough is enough. She's now ready to tell all. To the public. But not (yet) to us. She will speak, however, to any broadcast network that would like to have her. "I have exhausted every channel. If they want to, they can bring criminal charges against someone who divulges criminal activity, and see how far they're going to get." But will any of the corporate mainstream networks take her up on the offer? It'd certainly be an explosive exclusive. "I don't think any of the mainstream media are going to have the guts to do it," she dared them. So whaddaya say 60 Minutes? He played a lead role in orchestrating NATO's 50th anniversary Summit in Washington in 1999 and helped direct U.S. participation in NATO’s military campaign in Kosovo that same year. In the statement, they re-iterate some of the information which The BRAD BLOG covered during our live-blogging of the event over the weekend, including Edmonds' allegations under oath that "the Turkish Lobby in the United States was under the direction of the Turkish Government and engaged in operations including bribery, espionage and blackmail with certain members of the US House of Representatives to further its objectives in the United States including one of which is the denial of the Armenian Genocide." Some of those current and former House reps, such as Dennis Hastert (R-IL), Dan Burton (R-IL), Bob Livingston (R-TX), Dick Gephardt (D-MO), and Stephen Solarz (D-NY), were said to have been specifically named during the 5-hour-long deposition. Edmonds herself is a Turkish-born U.S. citizen. Schmidt is the co-chair of the Congressional Turkish Caucus. A preliminary hearing in the case will be conducted by the Ohio Elections Commission in Columbus tomorrow. It will be open to the public, beginning at 9:30am, according to the Krikorian press release. The press release also cites a story on the Fox "News" website today, highlighting a complaint from the Turkish Coalition of America (TCA), against Google, charging that they inappropriately removed ads which deny the Armenian Genocide. Fox quotes "a person familiar with Google's policies" likening the ads to "a Nazi group that said the Holocaust is a myth." On Saturday, Krikorian told The BRAD BLOG, during a break in Edmonds' testimony: "From my opinion, if I'm some of the current members of Congress, I'd be very very worried about the information that's going to come out of this. There are current members of Congress that she has implicated in bribery, espionage. It's not good. It's crazy, it's absolutely crazy. "Jean Schmidt has displayed a pattern of taking money from groups in exchange for pushing their agendas" said David Krikorian "Whether it be taking money from the trucking industry to raise the federal weight limit on tractor-trailer trucks despite the public safety hazard and road damage concerns or taking money from the banking lobby to push for bailouts for the banking industry or in this case taking money from the Turkish lobby in exchange for pushing its denial of the Armenian Genocide, Jean Schmidt has shown that she is for sale in the US House. The Ohio Elections Commission will conduct a preliminary hearing tomorrow in Columbus. The hearing is open to the public and begins at 9:30 AM. How the CIA laundered millions in drug profits from Mena and paid for Clinton's 1992 election campaign.

In part one of this article, we examined a CIA-supervised cocaine smuggling operation based during the '80s in Mena, Arkansas. We also detailed evidence of then-Governor Clinton's role in suppressing evidence, mishandling federal funds, even blocking a congressional level investigation into the affair. While Clinton's at-least tacit role in the Mena cover-up continues to this day (he has yet to authorize any investigation into the charges), behind the scenes are highly secretive, quasi-independent elements within the US intelligence community who are handling the actual machinery. In a high level deal between the National Security Council and the Medellin cartel, millions of dollars were paid to Felix Rodriguez, the CIA's commander at El Salvador's Ilopango Air Base, and others (including Manuel Noriega) in exchange for access to the CIA pipeline for Medellin cocaine. In this conclusion, we examine the secret network which laundered the Mena drug money. We also find that these same covert bankers, with close ties to BCCI, financed Clinton's 1992 presidential campaign. [It should be noted that since the publication of part one, this writer has learned that Buddy Young was appointed by Pres. Clinton to head the Dallas Regional Office of the Federal Emergency Management Agency (FEMA). Young was Governor Clinton's chief of security, and the man who framed Terry Reed for trying to quit the Mena operation. FEMA, of course, is the agency empowered to sieze control of the country in the event of martial law.] HIGH FINANCE There is one estimate that Barry Seal ran as much as $100 million worth of cocaine a month--$1.2 billion a year--through the Mena airbase. Former Mena pilot Terry Reed has testified that large sums of money were being laundered through leading Arkansas banks and bond brokers (a pattern of investment also being examined by a federal investigator just as his researches were abruptly terminated).[1] For a period, he says, satchels containing $10 million in laundered cash were airdropped weekly at the airfield. These funds did not include other secret bank arrangements. CBS News correspondant Bill Plante has said that there is trail of "tens of millions of dollars in cocaine profits [from Mena], and we don't know where it leads. It is a trail that has been blocked by the National Security Council."[2] But despite the efforts of the NSC, there actually is a pretty good indication of where the money went (beside's the Secret Team's pockets). Money from CIA drug smuggling operations is known to have been laundered through BCCI, a massive transnational mega-bank set up and run to launder "covert funds" for intelligence and criminal clients.[3] Coincidentally, BCCI has extremely deep roots in Arkansas. In fact, President Clinton has ties with some of BCCI's top shareholders. Most of the money for Clinton's 1992 campaign came from these people. They are the same people who were also raking in fortunes through companies which were supplying the Mena operation. In plain words, President Clinton was elected with money from CIA guns-and-drugs operations. 'COMPANY' PROPERTY & BIOWARFARE
One business in the CIA's Arkansas network was Park-on-Meter, or POM Inc. Based in Russellvile, AR its current annual revenue is estimated at $18 million.[4]
Commercially, it produces parking meters and machine parts. Covertly, it was manufacturing untraceable custom weapons parts for the Contras and shipping them to Mena. POM had subcontracted the job from a CIA front called Iver Johnson's Firearms (now bankrupt), of Jacksonville, AR.[5]
Former CIA scientist Michael Riconosciuto[6] has told reporters that he was closely involved in these covert arms operations at POM. He claims that he supervised high-tech equipment transfers to POM, and had developed software to help launder the Mena drug money.[7] He also says that POM manufactured external fuel tanks for C-130 transport planes.
This would have allowed the massive cargo planes to travel the long distances to Central and South America.[8] He also claims to have worked on fuel-air explosives specifically for use in the Contra war.[9] But Riconosciuto's most disturbing allegations concern his work in developing chemical and biological weapons in a project connected to POM. He says that in 1983 the company, in conjunction with the infamous "private" police force Wackenhut and Stormont Laboratories in Woodland, CA, began production of the delivery system for the new chemical and biological warfare CBW weaponry for use in the Contra war.
He claims that POM was to receive chemical agents from the 354th Chemical Company of the Army Reserve, located on property across from the corrugated barn housing the POM facilities, for use in small explosive devices made with the same equipment POM used to produce parking meters.[10]
When contacted by journalist Alexander Cockburn, Stormont Labs acknowledged only "discussions" with Wackenhut about biological weapons. Wackenhut denied ever working with POM.
POM pres. Seth Ward admitted that the company had defense contracts, but only for "re-entry nose cones for the nuclear warheads on the MX missile and nozzles for rocket engines," not CBW weapons. Ward also falsely denied that POM ever accepted any money from the ADFA.THE A.D.F.A.Park-On-Meter was the first company to receive a loan from the Arkansas Development Finance Authority (ADFA), receiving $2.85 million tax-free with low interest. Growing out of a program offering low-interest loans for housing construction, the ADFA was created by the state legislature at Clinton's urging in 1985. Its ostensible purpose was to attract capital to the state for the purpose of economic development, offering companies long-term loans financed through the sale of tax-exempt bonds.[11] The ADFA took over much of the state's bond-issuing power and gave the governor the ability "essentially to create money". The ADFA has no regulator and no legislative oversight. The governor appoints the board and has the right to approve or disapprove every bond issue. There is virtually no limit on the value of bonds that can be issued. One financial advisor described this scenario as a "prescription for abuse".[12] The principle bond underwriter for the ADFA was Lasater & Company, founded in 1983 by Dan Lasater. In just two years Lasater & Co. underwote $664 million in Arkansas bonds. A child of poverty born in Indiana, Dan Lasater made his fortune when he founded Ponderosa, a steakhouse chain that went public in 1971. He then moved to Little Rock, AR. Lasater had close ties with Bill Clinton, through his friendship with Clinton's mother and half-brother, Roger. By the early '80s, Lasater was known throughout Little Rock for his extravagant parties and fast living. In 1982 he was one of the biggest contributers to Clinton's election campaign, when he won back the governorship after a term out of office. When Lasater formed his company in 1983, the firm became a frequent underwriter of Arkansas municipal bond issues.[13] Then, in 1985 Clinton gave Lasater & Co. the ADFA plum as a quid pro quo repayment for his campaign debt. Terry Reed alleges in court documents and his recent book, Compromised: Clinton, Bush and the CIA, (NY: S.P.I. Books, 1994), that Barry Seal made deposits of cash from the Mena drug operation directly to Lasater & Co. Reed also says that Lasater introduced Seal to him once as a client of his, although Lasater's attorney denies the charge. This drug money laundering was in addition to services ADFA was providing to channel large amounts of cash to POM and other companies. Former ADFA marketing director Larry Nichols claims that no one was actually buying these bonds, that they were instead sold to out-of-state banks, two with connections to BCCI. The losses from these junk bonds were then mixed into the vortex of vanishing money in the S&L crisis.[14] Nichols and other witnesses state that ADFA used BCCI branches in Florida and Georgia, as well as Garfield Ridge Trust & Savings Bank in Chicago. That bank is partially owned by indicted congressman Dan Rostenkowsi.[15] Other shady deals known to be made by the ADFA included the transfer of $50 million into Fuji Bank in the Caymen Islands and using a trading account belonging to Dennis Patrick to move another $50 million in junk bonds.[16] Awash in drug money and good connections, Lasater became a heavy user of cocaine. The noose tightened when his friend Roger Clinton, who was then working as Lasater's driver, came under scrutiny by narcotics police. Lasater sent him to his Florida horse-farm to lie low, but to no avail. The pair were eventually arrested and indicted on drug charges. Lasater was charged with "social distribution" of drugs and sentenced to 2 1/2 years in prison. He served only six months, until Governor Clinton pardoned him. (Lasater is now back in Little Rock and still active in business. His aptly-named Phoenix Corporation has been bidding on assets being sold off by the Resolution Trust Company. Some of these very S&Ls collapsed precisely because of Lasater & Co.'s illegal bond trading.) THE NAME OF THE ROSE POM president/co-owner Seth Ward's brother-in-law is Webster ("Webb") Hubbell, who served on POM's board during the early '80s. Later Webb Hubbell would become a partner in the Rose Law Firm, the Little Rock firm which employed Hillary Rodham Clinton and is currently at the center of the Whitewater scandal. While a partner at Rose, Hubbell served as POM's lawyer on a number of cases, including a failed claim of patent infringement. Hubbell co-wrote the documents which created the ADFA in 1985. He also represented Madison Savings and Loan, owned by McDougal. Later, he served on the Resolution Trust Corporation during its takeover of Madison. Hubbell neglected to inform the RTC of this conflict of interest.[17] Clinton appointed Hubbell as the Associate Attorney General, the number-three position in the Justice Department (although he was viewed by many as the de facto head). In December 1993 he ordered a new FBI review of the death of Danny Casolaro and the Promis software case. Only a month later Hubbell resigned under a cloud because of questions about his role in Whitewater, and a question about $1 million owned by POM to the Rose firm.[18] His resignation not only shielded him from other accusations related to Whitewater, but it also served to get POM out of the headlines. The names of Hubbell and the Rose law firm appear on the bond issues and loan agreement papers for the largest contributions to Clinton's presidential campaign. The banks, which extended several loans of more than $3 million, were all owned by a company named Stephens Inc., which was also a primary underwriter of ADFA bonds. Stephens Inc. is owned by one Jackson T. Stephens. EMPIRE The names of Jackson Stephens and his companies are virtually synonymous with the economy of Arkansas, where the family owns a large chunk of more than a dozen banks, the most exclusive hotel in Little Rock, and the building that houses Bill Clinton's Arkansas office. The Stephens Group[19] is at the center of a multibillion-dollar empire. This includes Stephens Inc, which is the largest brokerage firm outside of New York City. The family-owned empire includes "a maze of offshore accounts,"[20] stretching to the Middle East and Asia, with holdings that include hazardous waste incinerators in Massachusetts and Ohio, the nation's largest nursing home operator, real estate developments in the Midwest and South, oil and gas, a savings and loan in New Mexico, an insurance company, a nationwide group of manufacturing companies, and a management company for entertainers like Burt Reynolds.[21] Stephens Inc. has long been the major underwriter and seller of municipal bonds in Arkansas, partially handling (though not managing) more than 70% of the ADFA bonds alone.[22] It has also provided financing for firms such as Wal-Mart Stores. Last year, the company acquired the Donrey Media Group for $500 million. This company owns 53 daily newspapers, 71 non-dailies, outdoor advertising, TV broadcasting and cable television companies. Donrey is valued at about $950 million.[23] Thanks to Jackson's 37 year old son Warren, Stephens Inc. has investment banking offices in Atlanta, Dallas, Houston, San Antonio, and Kansas City. Some 240 banks in 21 states, including Wells Fargo & Co. and Nations-Bank Corp. now turn to the Stephens brokerage services. According to the New York Times, "for decades he [Stephens] has maintained close ties to Presidential administrations of both political parties." In fact, Jackson Stephens' Bal Harbor condo is neighbor to Senator Bob Dole's and former Speaker of the House Thomas P. O'Neill's.[24] Stephens also has a close personal relationship with Rose senior partner William H. Kennedy 3d, as well as with Bill and Hillary Clinton. No one else raised more money for Clinton's presidential bid, one which saw his campaign manager James Carville married to the Bush campaign manager, Mary Matallan. Amidst such strange bedfellows, perhaps it should not be so surprising that Stephens had been a life-long top Republican. He was a major contributor to George Bush and part of "Team 100", a Republican group where membership required a $100,000 donation to Bush's election campaign. His second wife, Mary Anne, was the 1988 co-chairman of the Bush for President drive.[25] (When Stephens divorced Mary Anne in 1991, he succeeded in getting the court records sealed.[26]) In fact, the Stephens family disliked Clinton, consistently bankrolling candidates who ran against him as governor. Reportedly, Witt Stephens (Jackson's brother) habitually referred to Clinton as "that boy." The Stephens clan evidently had a major change of heart when it appeared that George Bush's presidency was doomed and That Boy Bill was the likeliest successor. Jackson Stephens was also the main man behind the deal which secured a huge contract to drill oil in Bahrain for George Bush's son, George Jr. The company, Harken Energy, never sank a well and even at the time was millions of dollars in debt. Although Harken Energy continues to lose money, Bush Jr. and the other directors of the company receive six-figure salaries and generous stock options. Stephens was able to convince the Union Bank of Switzerland to invest $25 million in Harken.[27] In 1984, the company was taken over by Alan Quasha, whose father was deeply involved in the Nugan and Bank scandal in Australia. The bank was founded and run by a team of covert operators who laundered billions in profits from CIA drug smuggling out of Southeast Asia. (See The Crimes of Patriots (Touchstone, 1987) by Jonathan Kwitny.) Bush Jr. has quite a number of companies through which he somehow makes millions of dollars even though they never make a profit. Another such company was appropriately called Arbusto Energy Co.[28] It's initial investor group included Bush family cronies like James R. Bath and the likes of Saudi financier and BCCI frontman Ghaith Pharaon, and major BCCI sharholder Khaled bin Mahfouz. Interestingly enough, Jackson Stephens made a fortune off of BCCI. BANK OF COKE & CLINTON Fact: of the known BCCI assets in the US--approximately $60 billion--only $1.9 billion was ever located by investigators. Fact: Despite pleading guilty to 31 felony counts--and the missing $58.1 billion--BCCI paid only a simple $15 million fine in the United States, in a deal offered by Attorney General Richard Thornberg in 1990. (Thornberg was succeeded by William Pelham Barr, a "retired" CIA employee.) And you could say Jackson Stephens had close ties to BCCI--he was the one who brokered the very arrival of BCCI in America in 1977. He is an old friend of former Carter official Bert Lance and was investment banker to Lance's National Bank of Georgia. Stephens introduced Lance to Saudi billionaire Ghaith Pharaon (who, fronting for BCCI, would later buy the National Bank of Georgia) and to BCCI founder Agha Hassan Abedi. SEC documents show that Stephens also steered Abedi to take over First American Bankshares in Washington DC.[29] In 1990, another BCCI investor, Abdullah Taha Bakhsh, doubled his stake in Stephens' Worthen National Bank to a $10 million share. Worthen National is a Stephens-owned bank which extended a $3 million line of credit (at a lucrative rate of interest) to Clinton's presidential campaign in January 1992. (The Stephens family itself donated $100,000 to the Clinton campaign.) Later, Worthen became the Clinton campaign's depository for $55 million in federal campaign funds. Last year Worthen National and Stephens Inc. were under investigation by the Federal Reserve last year for federal banking and antitrust violations. The investigation centered in part around misleading documents filed to the Fed in 1984 by William H. Kennedy 3d. Kennedy is now associate White House counsel and formerly the head of the Rose law firm. And when former Whitewater special prosecutor Robert Fiske showed up in Little Rock, Worthen had a mysterious fire in which important documents related to the case were lost. BCCI & THE CIA The congressional Iran-Contra committee noted that then-CIA director William Casey wanted to establish an offshore entity capable of conducting operations in furtherance of US foregin policy that was "stand-alone"-- financially independent of appropriated funds, and, in turn, congressional oversight. Casey got his wish. The CIA was used BCCI and a complex offshore financial system to set up its own unregulated, private, foreign policy apparatus. In this way, it could ignore Congress and carry out its own political objectives throughout the world. There is no question that BCCI was intimately involved in covertly funding the decade's most heinous secret wars. "Black funds" travelled through BCCI for the Contra war, the Iranian-Israeli payoffs, and large covert wars in Afganistan and Angola.[30] Since its inception in 1972, BCCI was born and bred to move billions of dollars of blood money with no one seeing it. Time magazine wrote of the bank, "Superlatives are quickly exhausted: it is the largest corporate criminal enterprise ever." Even enemies were apparently welcome at the trough. A 1987 intelligence report by the French security services, later supported by US Congressional findings, stated that "BCCI had commercial links with Abu Nidal and front companies set up to finance his radical Palestinian group. The report also said Kuwaiti embassy officials paid $60 million into Nidal's BCCI account in London in 1987.[31] (This would have been around the time of the first Persian Gulf "Crisis", when Kuwaiti ships were reflagged as American and escorted by US warships.) The bank also maintained "cozy relations" with Libya, Syria, Iraq, and the PLO. BCCI shareholder/frontman Abdul-Rouf Khalil is known to have Saudi CIA connections, and frequents the office of the CIA station chief in Saudi Arabia. The chief attorney for BCCI's powerful legal team was Clark Clifford, a former Secretary of Defense and advisor to four presidents. His influence stretched even into the Federal Reserve. When Clifford was tried and convicted for his role in BCCI, Clinton himself pardoned him, ostensibly out of concern for the old man's health. Perhaps most significantly, the US Senate has investigated the role in BCCI of former Director of Central Intelligence Richard Helms. Helms aided the 1978 takeover attempt of First American Bank on behalf of BCCI Ltd, Georgia (Stephens' bank deal).[32] Richard Helms was the Deputy Director of (covert) Operations at the CIA in the 1960s, under Nixon. Not surprisingly, his projects included the Laos operation, which first brought together the Secret team which would later wreak such havoc in the '80s. Helms conducted the CIA's Chile campaign, climaxing with the assassination of Salvador Allende and the installation of Pinochet's fascist military state. Helms was then CIA Director in the '70s. He later served as the US Ambassador to Iran. He joined the Shah's payroll and declared himself an agent of a foreign government after retiring.[33] FULL SERVICE BANK Not surprisingly, the sprawling BCCI transnational bank network has been directly linked to the laundering of CIA drug money. John Blum, a former chief special counsel for the Senate Foreign Relations Committee's investigation of BCCI chaired by John Kerry, disclosed that the US Dept. of Justice "failed to act" on substantial evidence of money laundering, including a Chicago operation that dated back to 1985.[34] Blum also said that in 1988 he met BCCI employees in Florida who detailed drug-money laundering activities by the bank. He said the Senate knew about the use of BCCI by Manuel Noriega to launder large sums of cash. As part of the CIA drug network, Noriega received millions of dollars in kickbacks from the Medellin cartel, laundering $90 million of it through BCCI. His credit was such that BCCI executives routinely took him and his mistress out for extravagant nights on the town, running up tabs of $100,000.[35] According to Congressional testimony by Jose Blandon, the CIA had actually advised Noriega to use BCCI as his bank. They themselves were paying an additional $200,000 a year into his account there. BCCI's Panama branch, in the words of Time magazine, also "systematically helped Noriega loot the national treasury."[36] HEROIN IN THE GOLD CRESCENT BCCI's drug dealings stretched also into the Middle East. Pakistan's finance minister, Sartaj Asis, revealed that local branches of BCCI had laundered drug money for the CIA, channelled covert CIA aid to the Afghan resistance, and also managed a multi-million dollar "slush fund" for covert operations.[37] The CIA's Afghan effort was one of the largest of the post-WWII era. Coincidentally, Afghanistan and Pakistan are two of the largest producers of heroin and opium in the world. (As is the Bekaa Valley in Lebanon.) Thus they became part of the CIA's global drug supermarket. Even the Colombians showed up. In what has been described as a "typical operation", a container ship from Colombia docked at night in Karachi, Pakistan. On one particular night in April 1989, "black unit operatives" paid $100,000 in bribes to Pakistan officials and then directed the unloading of massive crates. Using cranes, the crates were put onto trucks and taken to a secure airport where they were loaded onto an unmarked 707 jet. The loading was supervised by an American CIA officer.[38] From Karachi the plane flew to Czechoslovakia, electronically disguised as a Pakistan International Airlines commercial flight. From Czechoslovakia the drug laden plane flew into the United States.[39] The network which supported these routine missions thus moved heroin from the "Golden Crescent" and cocaine from South America through Europe and into the United States. The routes closely parallel those used by the CIA since the 1950s to move heroin from the Corsican mafia. The famous French Connection was a small fragment of the huge international network set up in a deal between the CIA and gangster Lucky Luciano. CONCLUSION While Clinton is clearly a mere cog in the secret network, close examination of his friends and backers repeatedly betrays their deep connections in some of the most heinous covert operations in modern history. These include the smuggling of cocaine into the US by government officials, the theft of billions of dollars through bank and S&L fraud, top-secret bio-chemical warfare conducted against the civilian population of Nicaragua, and campaigns of terror, framing, and even assassination. Furthermore, there is evidence which points pretty clearly to CIA's rigging of the US election in an operation which makes the October Surprise look like a game of tiddly winks. Using drug profits and money stolen from BCCI and other corrupt banks, the CIA and its co-conspirators actually paid for the election of a man ostensibly their rival. They have gone from merely sabotaging US elections to installing their own to appear as a rival. The revelations of connections to the Casolaro "Octopus" are also profoundly disturbing. There are, in fact, surprising similarities between the apparently unrelated scenarios, all the way down to the fortuitous deaths of key witnesses and investigators, most of whom showa surprising propensity for dying within Treasury Dept. jurisdiction. This story is far from being fully told. It is this writer's opinion that the United States is amidst a silent crisis which threatens to annihilate any vestige of constitutional government, freedom, and privacy. The government's use of the Promis software means that they have had the ability to track dissident populations--within the US and abroad--to a degree previously left only to the most laughable science fiction. This story, and the tentacles it could only touch upon, describes a nation--the most powerful on earth--which has successfully been seized by a small army of blood thirsty pirates. It is a coup d'etat of astounding proportions and astonishing efficiency, one which begs a whole new definition of the word. This is a story which makes one view the world through new eyes. The question that remains: is Clinton a part of the Directorate, or is he himself a mere--perhaps unwitting--pawn in an incredibly cynical plan to destroy democracy as we know it this country? SIDEBAR TO ARTICLE L.J. DAVIS 'ASSAULT' A HOAX! In part one of this article, we reported claims by _New Republic_ journalist L.J. Davis that he was bludgeoned into unconsciousness and important papers related to his investigation of Whitewater and Mena stolen. Davis, with the help of such high-profile cheerleaders as the Wall Street Journal, claims his assault was part of a massive campaign to silence (even murder) those who might be able to expose alleged high-crimes committed by Clinton. But new evidence has surfaced which thoroughly discredits Davis' story. Lies of Our Times, in its June 1994 issue, reported: According to reporting by Richard Fricker[1] in the New York Observer on April 4, Davis had been drinking that night ("Off the Record," p. 6). The Arkansas Democrat Gazette quoted the bartender at Davis's hotel saying that Davis had been in the bar for the four hours he claimed to be face down in his room (Noel Oman, "Hotel Records, Writer's Claims Don't Jibe," April 11). Far more important than Davis's sobriety, however, Davis himself told Fricker that the pages of his notebook were partially torn, not missing. "I could have done it myself when I stuffed the damn thing back in my shoulder bag," Davis told Fricker. Thus, even if Davis were assaulted, the evidence for a political motive simply doesn't exist. Similar tales of mysterious assaults against reporters investigating Clinton have come from the likes of Gary Lane, reporter for Pat Robertson's Christian Broadcast Network (CBN). CBN has documented ties to intelligence and propaganda operatives of the CIA. At this writing, no further information about Lane's alleged trauma has emerged. Indeed, journalists are not the only ones involved in the Mena story with interesting friends and connections. Former ADFA employee Larry Nichols has proved to be a tireless barker of all manner of outrageous claims against Clinton, including L.J. Davis' hoaxed assault. As reported in Part 1, Nichols never officially left the CIA. A federal judge has backed CIA efforts to conceal information about treatment of detainees, even if the suppressed records contain details about illegal activity on the part of the intelligence agency. U.S. District Judge Alvin Hellerstein ruled that he was unwilling to “second-guess the CIA Director regarding the appropriateness of any particular intelligence source or method,” while rejecting the American Civil Liberties Union’s request to obtain records related to the treatment of detainees, those who died in U.S. custody and the names of anyone kidnapped and sent to secret prisons. ACLU Deputy Legal Director Jameel Jaffer said his organization was “dismayed” by Hellerstein’s decision, which could be construed as giving the CIA “a license to suppress evidence of criminal activity.” -Noel Brinkerhoff

I originally contacted Congresswoman Maxine Waters in Washington D.C. and offered information relative to CIA drug trafficking, but was told the information was too complex and would I mind putting the information into a newspaper story, get it published and send it to her office?
I agreed and contacted a local newspaper reporter who, after reading portions of the material, decided it needed to be reviewed by individuals who had special knowledge of CIA drug trafficking, arms shipments, and biological warfare weapons.
After a brief meeting with these individuals, former Special Forces soldiers from the Vietnam era, they asked for copies of the manuscript, guaranteed an immediate congressional inquiry, and advised me NOT to place the information on the Internet as they feared the information could be, in their words, "taken as just another anti-government conspiracy."
I condensed the manuscript into the attached treatise, covering information relative to THEIR focus, and sent it to them along with key documents. Shortly afterward, they re-contacted me and set up elaborate security measures to insure my safety. As of this writing, I've had no need to institute those measures.
I have in my possession five boxes of documents, obtained from a convicted methamphetamine chemist whose closest friends were a 20-year CIA operative and a former FBI Senior-Agent-in-Charge of the Los Angeles and Washington D.C. bureaus. The labyrinthine involvements of these people and their corporate partners is revealed in this manuscript, along with information obtained by Washington D.C. journalist Danny Casolaro prior to his death in 1991.
A great deal of investigation still needs to be accomplished. I have neither the financial means nor the ability to obtain "evidence" for "prosecution." I am simply an investigative writer, placing this information into the public forum in hopes that someone, somewhere, will grasp the significance of the data and initiate a full-scale investigation with subsequent subpoena power.
With subpoena power, government agents can testify (some kept anonymous in this manuscript) who would otherwise lose their jobs and retirement if they came forward. Witnesses can be protected and/or provided immunity, and financial transactions of government and underworld figures can be scrutinized.
To date, I have not had more than one hour conversation with anyone associated with any Congressional investigation, and therefore am extremely limited in my ability to present the information I have. Much of what I learned during my five-year investigation cannot at this point be inserted into a manuscript. I must be assured the information and witnesses will be handled appropriately.
I personally do not believe the Department of Justice will ultimately "prosecute" this or any other drug trafficking case if it involves government officials. But I have made the effort to put forth enough information to generate interest and show good faith. I hope it will be of some value to the American public.
Please keep in mind as you read the attached pages that the complex corporate structures and technological projects described herein "may" have been nothing more than an elaborate smoke and mirrors cover for narcotics trafficking.
This aspect of my investigation was corroborated by several government investigators, one of whom was a House Judiciary investigator, who spent three years investigating the Inslaw stolen software case and said in response to my findings:
"There's some great information here. You did a very good investigative job, I have to commend you on that. I realize it's only a fraction of everything you have. What you have done, you have put the pieces of the whole thing together. Little bits and pieces of things that I have known about, that I had theorized about, you have found answers to those specific questions." (See Chapter 13 for entire conversation). That investigator is now in the White House Office of Drug Control Policy.
To those interested, nearly everything noted in the attached manuscript is supported by documents or tape recorded interviews. Some are extremely bulky and not quoted extensively in the manuscript, such as lengthy FBI wire tap summaries.
I wish to thank Garby Leon, formerly Director of Development at Joel Silver Productions, Warner Bros. in Burbank, California for tirelessly prompting me to get a first draft of The Last Circle written in 1994 and helping me with countless tasks during our joint investigation of the death of Danny Casolaro.~~~~~~~~~~~~~~~~~~~ THE LAST CIRCLE Copyright 1994 - All Rights Reserved By Carol Marshall NOTE: This is a FIRST DRAFT, bare-bones, unpolished manuscript without prose, characterizations etc. CHAPTER 1 For the deputies of the Mariposa Sheriff's Department, the awakening occurred on June 24, 1980, when deputy Ron Van Meter drowned in an alleged boating accident on Lake McClure. The search party consisted mainly of three divers, deputies Dave Beavers, Rod Cusic and Gary Estep. Although adjacent counties offered additional divers, sheriff Paul Paige refused outside help, even a minisubmarine offered by Beavers' associate. In the shallow, placid waters of Lake McClure, Van Meter's body was not recovered that week, and indeed would not be found until ten years later, in September, 1990 when his torso, wrapped in a fish net and weighted down by various objects, including a fire extinguisher, washed ashore a few hundred yards from where Sergeant Roderick Sinclair's houseboat had once been moored. Van Meter's widow, Leslie, had been at home baking cookies when she was notified of her husband's disappearance. She was an Indian girl who had no affinity with sheriff Paul Paige. The horror began for her that day also. Her home was ransacked and her husband's briefcase and diary were seized by the Mariposa Sheriff's department. Only she and a few deputies knew what Van Meter's diary contained. He'd told his wife he'd taken out a special life insurance policy two weeks before, but after the search that was missing also. Leslie was taken to a psychiatric clinic for evaluation shortly after the incident.The story surfaced years later, one tiny bubble at a time. The selfinvolved little community of Mariposa did not cough up its secrets gladly. On March 23, 1984, Leslie Van Meter filed a Citizen's Complaint with the Mariposa County Sheriff's department alleging that the Sheriff's office had been negligent and unprofessional in their investigation of her husband's disappearance. His body had still not been found, despite private searches by Sergeant Beavers and other friends of the missing deputy. She wanted the case reopened. Paul Paige was no longer sheriff, but newly elected Sheriff Ken Mattheys responded by reopening the investigation. Investigator Raymond Jenkins, a Merced College Police Chief, and retired FBI agent Tom Walsh from Merced, were notified by Sheriff Mattheys in October, 1984 that the Van Meter case had been reopened and he wanted their help in cleaning up the Sheriff's Department. Their investigation led them straight to the doorstep of MCA Corporation (Music Corporation of America), parent company to Curry Company, the largest concessionaire in Yosemite National Park. A major drug network had surfaced in the park, compelling one park ranger, Paul Berkowitz, to go before the House Interior Subcommittee on National Parks and Recreation to testify about drug distribution by Curry Company officials. Ed Hardy, the president of Curry Company, was closely associated with Mariposa County officials, in particular, Mariposa District Attorney Bruce Eckerson, County Assessor Steve Dunbar, and Congressman Tony Coelho, whose district encompassed Mariposa and the Park. The annual camping trips that the three men took together was encouraged by the local townsfolk because most of Mariposa's tax base emanated from Curry Company.Coelho and Hardy were regular fixtures around town, seen at most of the social events. Coelho even cooked and served spaghetti dinners for the whole town annually at the Mariposa Fair Grounds, and purchased property in partnership with one member of the Mariposa Board of Supervisors. In fact, Mariposa was one of the first places he bid farewell to after resigning from Congress to avoid an investigation of his finances. Meanwhile, investigator Raymond Jenkins had followed the drug trail from Yosemite back to the Mariposa airport, where sheriff's deputies were seen regularly loading and unloading packages from planes in the dead of night. One Indian girl complained bitterly about deputies using the Sara Priest land allottment (reservation) to grow marijuana and operate methamphetamine labs. Jenkins, by now retired from the position of Police Chief of Merced College, was called in to interview the Indian girl. That same day, as a favor, he provided me with copies of his notes. I followed up with a tape recorded interview at her home in Bear valley. Her father and uncle operated a small auto dismantling business on the reservation in Midpines, and after locating them and gaining their confidence, the uncle drove me out to Whiskey Flats, the site of the marijuana and methamphetamine lab operations. That week I rented a horse and rode down into the rocky, isolated valley of Whiskey Flats. Brush and shrubbery tore at the saddle on the horse and at the end of the dirt path I encountered three snarling Rottweiler dogs who put the horse into a frenzied lather. Nevertheless, I managed to photograph the irrigation system, artesian spring and pond from which the water was supplied as well as various points of identification for future reconnaisance. I later returned in a fourwheel drive pickup truck and managed to view the trailer and lab shack. The tape recorded interview with the Indian girl, the photos and notes from my discovery were provided to the Stanislaus County Drug Task Force, but jurisdictionally, they couldn't enter Mariposa County without authority of the Mariposa Sheriff's department. It was a catch 22 situation. Ultimately I provided the same information anonymously to several related agencies. It was not until 1993 that the fields were eradicated, and 1994, before the labs were raided. However, no arrests of any deputies were ever forthcoming. In fact, no arrests occurred at all, except for a few nonEnglish speaking Mexican nationals who had handled the "cooking." The head of the Los Angeles Drug Enforcement Agency noted to a local newspaper that the meth lab was part of a large California drug network, but they were unable to identify the kingpins. On July 6, 1985, Mrs. Van Meter filed a "Request for Official Inquiry" with the State of California Department of Boating and Waterways stating that no satisfactory investigation was ever conducted into the matter of her husband's disappearance. That same month, shortly after a meeting at Lake McClure with Mrs. Van Meter, Sheriff Mattheys mysteriously resigned from his position at the Mariposa Sheriff's Department. Mattheys revealed to reporter Anthony Pirushki that he had been ordered by two county supervisors and the county's attorney "to stay away from the Van Meter investigation." But that was not the reason he resigned. The whole story would not surface until seven years later when a reporter for the Mariposa Guide interviewed him. However, while still in office, Mattheys and his internal affairs investigators had learned the reason for Van Meter's disappearance. A few weeks prior to his death in 1980, Van Meter had driven to the Attorney General's office in Sacramento and reported drug dealing and other types of corruption within the Mariposa Sheriff's Department. This, according to his friends whom he had confided in, deputies Dave Beavers, a fifteen year veteran of the sheriff's department, and Rod Cusic, a seventeen year veteran. Both deputies were ultimately forced out of the department and retired on stress leave. On that same day, reserve deputy Lucky Jordan had driven to the Fresno office of the FBI to report similar information. According to Jordan, they had split up and reported to separate agencies in the event "something" happened to one of them.The crux of the story was State Attorney General Van De Kamp's response to the requested investigaion by Ron Van Meter. When Ron returned home from Sacramento, he was confronted by Sheriff Paige. Paige had received a call from the Attorney General informing him of the visit and its contents, and the sheriff was livid about Van Meter's betrayal.Van Meter had been photographing and journalizing drug activity by deputies at Lake McClure. He was part of a California State Abatement Program which involved harvesting and eradicating marijuana fields in Yosemite National Park and adjacent counties. Instead, the harvested marijuana was being stored in abandoned cars and towed out of town by a local wrecker under contract with the sheriff's department. It was also being distributed at a hidden cove at Lake McClure. On June 24, 1980, frustrated and angry at the Attorney General for betraying him, Van Meter had borrowed a boat and was on his way to arrest the deputies at Lake McClure himself. He never returned. The investigation of Van Meter's "accident" was initially handled by Sergeant Roderick Sinclair, who could not have known on that fateful day that in exactly three years, three months, and nineteen days, he would enter the Twilight Zone where his own private hell awaited him. ****** The first substantial hint that a tentacle of the Octopus had slithered into Mariposa County occurred on March 5, 1983 when a Mariposa County Sheriff's vehicle scouting Queen Elizabeth II's motorcade route rounded a curve in the Yosemite National Park foothills, crossed a highway and collided headon with a Secret Service car, killing three Secret Service agents. CHP (California Highway Patrol) Assistant Chief Richard Hanna reported that the collision occurred at 10:50 a.m. between Coulterville and La Grange on Highway 132 about 25 minutes ahead of Queen Elizabeth's motorcade.CHP Sergeant Bob Schilly reported that Mariposa County Sheriff's Sergeant Roderick Sinclair, 43, was driving with his partner, Deputy Rod McKean, 51, when "for some reason, [he didn't] know why," Sinclair crossed the center line and hit the second of the three Secret Service cars, which went tumbling down a 10foot embankment. The three Secret Service agents killed in the collision were identified as George P. LaBarge, 41, Donald Robinson, 38, and Donald A. Bejcek, 29. Sinclair, who had sustained broken ribs and a fractured knee, was first stabilized at Fremont Hospital in Mariposa, then transported several days later to Modesto Memorial Hospital. Years later, several nurses who had been present when Sinclair was brought into Fremont Hospital confided that Sinclair had been drugged on the day of "the Queen's accident" as it became known in Mariposa. For months Sinclair had been receiving huge daily shots of Demerol, "enough to kill most men," according to one billing clerk. Some former deputies who had feared punitive measures if they spoke up, later corroborated the story of the nurses. Meanwhile, Assistant U.S. Attorney James White in Fresno ordered Dr. Arthur Dahlem's files seized to prove Sinclair's drug addiction. Sinclair's Mariposa doctor and close friend had been prescribing heavy sedatives to him for years. When White attempted to prosecute Sinclair for criminal negligence, he was called into chambers during the federal probe and told by U.S. District Court Judge Robert E. Coyle to "drop the criminal investigation" because Sinclair's drug problem was not relevant to the prosecution and the drug records could not be used in court. Judge Coyle's reasoning was that no blood tests had been taken on Sinclair at the Fremont Hospital on the day of the accident, therefore no case could be made against him. In fact, the blood tests HAD been taken, but later disappeared.A significant piece of information relative to Judge Coyle's background was passed to me during my investigation of the Queen's accident by retired FBI agent Thomas Walsh. Allegedly, the Judge was once the attorney of record for Curry Company (owned by MCA Corporation) in Yosemite National Park. I later learned, in 1992, that Robert Booth Nichols had strong ties to MCA Corporation through Eugene Giaquinto, president of MCA Corporation Home Entertainment Division. Giaquinto had been on the Board of Directors of Nichols' corporation, MIL, Inc. (Meridian International Logistics, Inc.) and also held 10,000 shares of stock in the holding corporation. MIL, Inc. was later investigated by the Los Angeles FBI for allegedly passing classified secrets to overseas affiliates in Japan and Australia. It is interesting to note, though unrelated, that shortly afterward, the Japanese purchased MCA Corporation, one of the largest corporate purchases to take place in American history. Relative to the Queens accident, in the civil trial that followed the tragic accident, Judge Coyle ruled that both Sinclair and the deceased Secret Service agents were at fault. Mariposa County was ordered to pay 70 percent of the claim filed by the widows, and the Secret Service to pay 30 percent. The county's insurance company paid the claim, and ironically, Sinclair was subsequently promoted to Commander of the Mariposa Sheriff's Department where he is still employed as of this writing. In an interview on March 7, 1988, at Yoshino's Restaurant in Fresno, former U.S. Attorney James White recalled that the original CHP report on the Queens accident was sent to the State Attorney General's office (Van De Kamp) in Sacramento. The report was first received by Arnold Overoye, who agreed with White that Sinclair should be prosecuted. But when the report crossed Van De Kamp's desk, he told Overoye and his assistant to discard it trash it. Van De Kamp then appointed Bruce Eckerson, the Mariposa County District Attorney, to take charge of the investigation and submit a new report. Coincidentally, Bruce Eckerson's disclosure statements on file at the Mariposa County Courthouse indicated that he owned stock in MCA Entertainment Corporation. White added that ALL of the crack M.A.I.T.S. team CHP officers involved in the original investigation either resigned or were transferred (or fired) afterward. The CHP Commander and the Deputy Commander who supervised the M.A.I.T.S. investigation also resigned as did Assistant U.S. Attorney White himself after the coverup took place. However, White noted that before he resigned, he quietly filed with Stephan LaPalm of the U.S. Attorney's office in Sacramento the transcripts of the trial and an affidavit which listed the "hallucinatory" drugs Sinclair had used prior to the accident. I privately continued with the Queen's accident investigation, interviewing deputies Dave Beavers and Rod Cusic who had been privy to Sinclair's drugged condition on the day of the accident. Beavers, who was the first deputy to arrive on the scene, maintained four years later, in 1987, that he was cognizant of Sinclair's condition, but when he was questioned by James White he was NOT ASKED about the drugs. (James White had by then been ordered to drop the criminal investigation and stay away from the drug aspect of the case). In January 1988, deputy Rod Cusic strode into the offices of the Mariposa Guide, a competitor newspaper to the Mariposa Gazette, and stated that he was "told by Rod Sinclair to lie to a Grand Jury" about Sinclair's drug addiction and the resulting Queen's accident. Cusic added that he officially disclosed this to the Fresno FBI on April 26, 1984 and again on October 9, 1987. In 1987, Cusic also noted that he witnessed a boobytrapped incendiary device explode at Rod Sinclair's home during a visit to his residence. Additionally, earlier on, Sinclair allegedly barricaded himself inside his home and boobytrapped the property, as witnessed by numerous deputies who tried to persuade him to come out. While reviewing old newspaper clippings from the Mariposa Gazette, I discovered an odd sidebar to the story. In December, 1984, during the Queen's accident civil trial in Fresno, U.S. Attorney James White had introduced testimony that Sinclair's vehicle contained "a myriad of automatic weapons including a boobytrapped bomb" when the collision occurred on March 5, 1983. It was not until 1991 that I discovered the depth of the coverup. A CBS television executive and a Secret Service agent who had ridden in the third car of the Queen's motorcade in 1983, arrived in Mariposa to enlist my help in putting the pieces of the puzzle together on the Queen's accident. The Secret Service agent's best friend had been the driver of the car in which all three agents were killed. I signed a contract with the television executive for the sale of the story then drove them to the site of the accident, then to the site of where the damaged vehicle was stored near Lake McClure. The Secret Service agent broke down at the sight of the vehicle, remembering the gruesome appearance of his dead friend in the front seat. He turned, tears welling in his eyes, and said, "His heart burst right through his chest and was laying in his lap when I found him." Dave Beavers joined us the next day. As did former sheriff Ken Mattheys. Beavers did not know that the same Secret Service agent whom he was sitting with in the car was the man who had tried to pull Sinclair out of the sheriff's vehicle on the day of the accident. There had been a scuffle, Beavers insisting that Sinclair go to the hospital with "his own people," and the Secret Service ultimately conceding.The Secret Service agent reflected sadly that they didn't know to ask the hospital for blood tests on Sinclair that day, didn't know of his drug addiction. By the time the case went to court, the records at the hospital were gone. Two weeks after the agent left Mariposa, I received a packet containing copies of Sinclair's drug records for three years prior to the accident. They were the same records that U.S. District Court Judge Robert Coyle had disallowed in the Queen's accident trial. But it was not until producer Don Thrasher, a tenyear veteran of ABC News "20/20," came to town, that I learned of Sinclair's background, or the extent of his addiction. By chance, at a book signing engagement at B. Dalton Bookstore, I had mentioned to the manager, Shaula Brent, that my next book contained information about the Queens accident.Surprised, Shaula blurted out that she had worked at Fremont Hospital when Sinclair was brought in from the accident. Shaula recounted the following: Rod Sinclair was brought into Fremont Hospital and placed in a room with an armed "FBI" agent outside the door. Sinclair had been receiving huge shots of Demerol in the arm every day prior to the accident, by order of Dr. Arthur Dahlem. Shaula noted that Sinclair was a big man and the amount of Demerol he had been receiving would have killed most men. After the Queen's accident, all drugs were withdrawn from Sinclair, and employees, including Shaula, could hear him raving aloud for days from his hospital room. The employees at the hospital were instructed not to speak about or repeat what took place at the hospital while Sinclair was there. Because Shaula and her friend, Barbara Locke, who also worked at the hospital, were suspicious about Sinclair's hospital records, they secretly took photostats of the records "before they were destroyed by the hospital." Blood HAD been drawn on Sinclair on the day of the Queen's accident, and he HAD been under the influence, according to Shaula. Shaula gave the names of six nurses who were witness to Sinclair's condition at the time he was brought into Fremont Hospital. When his body was finally drugfree, Sinclair was transported, against his wishes, to Modesto Hospital. ****** In January, 1992, the final pieces to the puzzle fell into place. Sinclair's background had been the key all along. Producer Don Thrasher had interviewed the Secret Service agent and, although the information he obtained would not be used in his production, he advised me to follow up. The Secret Service corraborated the following profile: Sinclair's father had been a military attache to General Douglas MacArthur during World War II. (I had privately mused how many of MacArthur's men later became arms of the Octopus). In Japan, after the war, Colonel Sinclair (sr.) supervised the training of selected Japanese in intelligence gathering operations. According to the Secret Service, he was an "international figure," highly regarded in the intelligence community. Rod Sinclair, Jr. attended school in Japan during this time. He later reportedly worked in the Army C.I.D. in a nonmilitary or civilian capacity, allegedly receiving training at Fort Liggett in San Luis Obispo, a training center for military intelligence operations. Could it have been possible for Colonel Sinclair, Sr. to have called upon old friends in high places to rescue his son, Rod, from the Queen's accident investigation? Did the Octopus have enough power to alter an investigation of the death of three Secret Service agents? According to the Secret Service agent in Los Angeles, it did. And he intended to tell the story after he retired. ~~~~~~~~~~~~~~~~~~~~ CHAPTER 2 By this time three consecutive grand jury foreman's had sought help from the Attorney General, to no avail. It came to pass that one of the deputies, Dave Beavers, was having trouble obtaining his "stress leave" pay and hired a Jackson, California lawyer to represent him in the case. The lawyer, Ben Wagner, not only interviewed Beavers, but began interviewing other deputies who corroborated Beavers' story. Most of them, thirteen in all, had at one time or another testified before the grand jury and subsequently been forced out of the department. Interestingly, none of the deputies knew "why" the others had been been placed on stress leave or resigned until Wagner finally assembled them together and the story was aired. At that point some of the former grand jury members were called in to confirm the testimony of the individual deputies. Most refused to speak up, but a few corroborated the deputies' story. Ultimately, after numerous meetings, the group of deputies and grand jurors formed and later incorporated an organization they called D.I.G. (Decency in Government). By now, Wagner was carrying a gun inside and out of Mariposa for the first time in his life and writing letters to the Attorney General, the FBI, and even President Ronald Reagan. One response was forthcoming, from a special agent at the Fresno Department of Justice, Division of Law Enforcement.This agent listened to Kay Ritter, a former grand jury foreman and several deputies after reviewing Wagner's evidence. Wagner was contemplating a huge civil rights lawsuit against the county of Mariposa, but it was imperative that he first understand "why" the attorney general refused to help these people.When the special agent drove to Sacramento and reviewed the files within the attorney general's office emanating from Mariposa, and talked to some of the office staff there, he learned that everything pertaining to Mariposa was automatically "trashed" when it crossed the A/G's desk. Disgusted, the agent called Ben Wagner and told him "Go ahead with the lawsuit." He had no idea why all the grand jury documents had been trashed, but he was convinced no help would be forthcoming from the attorney general's office. On November 20, 1987, Wagner filed with the U.S. District Court in Fresno the first of two lawsuits, later revealed in a Sacramento newspaper to be the largest civil rights lawsuits ever recorded in California history. Newspaper reporters and television crews flocked to Wagner for interviews. In one instance, Wagner, former Sergeant Dave Beavers and others stood in front of the Fresno FBI building while being interviewed by Channel 3 Sacramento News. On camera, without hesitation, Beavers recalled observing deputies carrying packages of drugs from the Gold Coin Saloon, a notorious drug hangout, and placing the packages in the trunk of their patrol car. A subsequent raid indicated the drugs had been stored by the owner in a historic underground tunnel once used by the infamous bandit, Juaquin Murietta, to escape the sheriff's posse. Meanwhile, on February 10, 1988, attorney Wagner filed at the U.S. District Court in Sacramento a Writ of Mandamus against John Van De Camp, the State Attorney General; George Vinson, regional director of the Fresno FBI; George Deukemejian, then Governor of California, and David F. Levi, United States Attorney for refusing to investigate corruption in Mariposa County. The citizens of Mariposa were choosing sides, writing letters to the editor, arguing amongst themselves, and being interviewed on the sidewalks by news media. D.I.G. was the talk of the town. On February 17, 1988, Capitol News Service in Sacramento ran a story entitled, "Law & Order Failing on Hill County," by Jerry Goldberg. The article noted that Capitol News Service had had discussions with several Attorney General staff members who "stonewalled questions about any investigation of charges or direct answers on the willingness of Van de Kamp to meet with the citizen's group [D.I.G.]." Goldberg mentioned the "Queen's accident" in his article: "The Fresno case charges destruction of records on individuals [Commander Rod Sinclair] involved in the case. This includes possible information about the fatal accident which occurred in the area [of Mariposa County] when an escort vehicle involved in the visit of Queen Elizabeth in 1983 [crashed.]" Goldberg went on to note that "several people had received threats about dangerous things happening to them if they continued to stand up to the sheriff and district attorney." A San Joaquin County official, who asked not to be named, told Goldberg that a key element to the problems in Mariposa County "related to the fatal accident which occurred to Queen Elizabeth's escort vehicle." On February 19, 1988, Ben Wagner's wife, a legal secretary, sent a letter to President Ronald Reagan at the White House. The Wagners did not live in Mariposa County, indeed, lived far away in Jackson County, unfettered by corruption, yet they saw fit to take it upon themselves to write for help. That emotionally gripping letter was headed, "Restoring Equal Rights to the Citizens of Mariposa County." It read as follows: "Dear President Reagan: I am writing to you not only as the wife of an attorney, but as a citizen of the United States. My initial concern is that you personally receive this letter and enclosures, as many residents of Mariposa County have literally placed their lives, and the lives of their families in jeopardy by coming forth to expose the local government corruption detailed herein.I understand that your time is at a premium, however, your immediate attention regarding these matters is of the utmost importance, and respectfully requested. "In August, 1987, our office was approached by several exdeputies and individuals from Mariposa County requesting assistance in redressing unlawful and corrupt activities by officials and departments within their local government, and failure on the part of the State Attorney General John Van De Kamp, the Office of the Attorney General, and our Federal agencies, to investigate these alleged activities. "What we found through our initial investigations and accumulation of evidence into these allegations was appalling. It took us time to realize that in fact, the Constitution of the United States had been suspended in this county. "The organization, Decency in Government [D.I.G.], was formed, and on November 20, 1987, the first multimillion dollar Civil Rights suit was filed in Fresno. We felt media coverage would lay a solid ground of personal safety for other complaintants to come forth. This coverage proved to be successful, and on February 11, 1988, the second Civil Rights suit was filed, along with the filing of a Writ of Mandamus in Sacramento. "I have enclosed copies of these suits, including several newspaper articles regarding the situation. Since 1979, many residents, including individuals, sheriff's deputies, groups, organizations, members of Grand Juries and Grand Juries have taken their complaints to the Office of the Attorney General, State Attorney General John Van De Kamp and Federal authorities for investigation. "These agencies have continuously and blatantly failed to redress the grievances of these citizens. What appears to be a consistent procedure of one Arnold O. Overoye, of the State Attorney General's Office, is to refer the complaints directly back to the local agencies to whom the complaints were made. "Over the years, this has perpetrated threats, intimidation and fear by these local officials to the complaining individuals. There has also been questions regarding the disappearance of citizens possessing incriminating evidence, and the incompletion or failure to investigate `homicides' and `suicides'. "Further, it has recently come to our attention, that Mr. Overoye's `procedure,' and the inaction of State Attorney John Van De Camp and Federal agencies is not limited to Mariposa County, but in fact, expands to a number of foothill counties who are experiencing the same types of local corruption. "The grievances of these citizens, as you will note in paragraph IV of the WRIT are: (1) Violation of Individual Civil Rights (2) Abuse of discretion in the prosecution of criminal complaints (3) Intentional obstruction of the due course of Justice (4) Malicious prosecution (5) Bribery (6) Intimidation of Grand Jury members and witnesses (7) The deprivation of property (8 ) Illegal and unlawful land transaction (9) The failure to arrest and prosecute those involved in illegal drug sales, including individuals employed by the County of Mariposa (10) Violation of Property Rights (11) Conspiracy to impede and obstruct criminal investigations (12) Homicide (13) Attempted homicide (14) Rape (15) Battery (16) Perjury. "Why Mr. President, are we bound to the laws of this country, and our officials are not? Life in Mariposa is as if the citizens were being held in detention, and the local agencies, the criminals, were running the county. "Needless to say, residents feel it is a way of life to literally arm themselves and their homes against their government! I have been in these people's homes, and have witnessed the arsenal of weapons they feel they must possess to protect themselves and their families. "My husband must travel in, around and out of this county [Mariposa] with an armed escort. He is transported during `the midnight hours' to interview Plaintiffs and witnesses. "I ask you, Mr. President, what country are we living in? We should certainly make sure that our backyard is clean before we boast to the Soviets regarding the Civil Rights of Americans. "On January 19, 1988, my husband took two witnesses, Kay Ritter, a former Mariposa Grand Jury Forewoman and Robert Ashmore, an exdeputy, to Mr. [George] Vinson, the Regional Director of the FBI in Fresno. The testimony, both oral and documentary, took approximately 3 hours to present. To this date, the FBI has failed to redress the grievances of these complaintants, and Mr. Vinson did not even have the courtesy to return my husband's phone calls. It came to our understanding, through a reliable source, that Mr. Vinson felt the complaints had `no substance.' "Mr. President, my husband has been a trial attorney for 14 years. He certainly wouldn't waste his time or expertise, or the time of these witnesses, if he felt there was `no substance' to the contents of their testimony.However, this attitude by Attorney General Van De Camp, his office, and Federal agencies is typical and consistent. "Shortly after this incident, a major drug dealer contacted our office with valuable information detailing the sale of illegal drugs to county officials, and wanted information regarding the Federal Witness Program. Mr. Vinson, knowing this by telephone messages, again failed to return my husband's inquiries. "There is evidence by another credible witness, who was informed by the FBI, that should they get involved now, it would be `bad publicity,' and `they have let the problems in Mariposa get too far out of hand.' "You may wonder why my husband and I became dedicated to the citizens of this county. We certainly don't foresee large amounts of money at the end of this case. Our investment in time and expenditures exceeds $40,000 to date.What we do see are people, just like you and I, who have been suppressed by their own `elected ' officials, with no help or assistance from Attorney General Van De Kamp, his office, or Federal agencies. If someone doesn't help them, they will continue to live under these conditions, which I could never imagine would exist in America. "My husband is not a righteous individual, nor is he perfect. None of us are you know. He also doesn't believe that he can solve the problems of the world. However, being an attorney, he is an officer of the Court, and he feels a professional obligation to uphold the laws of the State, and to maintain the freedom of the citizens of this country. "This is, however, more than I can say about a number of `representatives' and officials, who have failed to perform their appointed duties of their office, and are paid by the taxpayers.Through my involvement in this case, I have found, to my repulsion, that my lifelong conception of our government's representation of the `people,' its vested authority and ability to uphold Civil Rights, and its duty to maintain the laws and the Constitution, has been only an shattering illusion. "Our system has failed, Mr. President. And by its failure, has crushed and destroyed the lives of many innocent, lawabiding people. Why? There is an answer. And we will utilize every legal avenue to find it. We will not be discouraged, or give up in our effort to restore the Constitution of the United States in Mariposa County, and other foothill communities. We will continue until the answer is found. Even if it means presenting the problem to you, Mr. President, on the steps of the White House. "Our best regards to Mrs. Reagan. Respectfully yours, Vivian L. Wagner." ****** Shortly before Ben Wagner's first scheduled appearance in U.S. District Court in Fresno on behalf of D.I.G. (Decency in Government), Wagner received an obscure response from "Chuck" at the Reagan White House. Wagner excitedly called Kay Ritter and Dave Beavers, myself and a few others to note that a meeting with "Chuck" was scheduled that week. It was to be a somewhat secret meeting as requested by the White House. However, the day after meeting with "Chuck," Wagner unplugged his phone and walked out on his law practice and his home in Jackson, California, taking nothing with him except his clothes and his wife, never to be seen again. I was later told that Jerry Goldberg of Capitol News Service did the same, on the same day, and I was never able to locate either of them again.

AUTHOR'S NOTEAfter I had given the manuscript of the original draft of this book to my editor at Prentice- Hall, in 1972; and had received the galley proof of the first edition back from him, he called me to suggest that I keep it in a safe place at all times. He told me that his home had been broken into the night before, and he suspected it was an attempt to steal his copy of that galley proof. He said, "They didn't get it. It was under the seat of the Volkswagon." A few days later a nationwide release by the well-known Washington columnist, Jack Anderson, appeared across the country, "Book Bares CIA's Dirty Tricks". In that column, Anderson reported that the CIA had contacted a well-known bookstore in Washington and asked one of the employees to see if he could get a copy of the galley from me, and agreed to pay him $500, if he did. I agreed to meet him at my home that evening. I suspected his call, but invited him anyway. In the meantime I set up a tape recorder in the umbrella stand near my front door and arranged for it to turn on when I switched on the overhead on the front porch. With that arrangement, I recorded the whole visit including his final burst, "They promised me $500.00, if I got that galley proof." I took that tape to Anderson, and it was the basis of his March 6, 1973 column. The underground attack didn't quit there. After excellent early sales of The Secret Team during which Prentice Hall printed three editions of the book, and it had received more than 100 favorable reviews, I was invited to meet Ian Ballantine, the founder of Ballantine Books. He told me that he liked the book and would publish 100,000 copies in paperback as soon as he could complete the deal with Prentice-Hall. Soon there were 100,000 paperbacks in bookstores all around the country. Then one day a business associate in Seattle called to tell me that the bookstore next to his office building had had a window full of books the day before, and none the day of his call. They claimed they had never had the book. I called other associates around the country. I got the same story from all over the country. The paperback had vanished. At the same time I learned that Mr. Ballantine had sold his company. I travelled to New York to visit the new "Ballantine Books" president. He professed to know nothing about me, and my book. That was the end of that surge of publication. For some unknown reason Prentice-Hall was out of my book also. It became an extinct species. Coincidental to that, I received a letter from a Member of Parliament in Canberra, Australia, who wrote that he had been in England recently visiting in the home of a friend who was a Member of the British Parliament. While there, he discovered The Secret Team on a coffee table and during odd hours had begun to read it. Upon return to Canberra he sent his clerk to get him a copy of the book. Not finding it in the stores, the clerk had gone to the Customs Office where he learned that 3,500 copies of The Secret Team had arrived, and on that same date had been purchased by a Colonel from the Royal Australian Army. The book was dead everywhere. The campaign to kill the book was nationwide and world-wide. It was removed from the Library of Congress and from College libraries as letters I received attested all too frequently. That was twenty years ago. Today I have been asked to rewrite the book and bring it up to date. Those who have the book speak highly of it, and those who do not have it have been asking for it. With that incentive, I have begun from page one to bring it up to date and to provide information that I have learned since my first manuscript. In the beginning, this book was based upon my unusual experience in the Pentagon during 1955-1964 and the concept of the book jtself was the outgrowth of a series of luncheon conversations, 1969-1970, with my friends Bob Myers, Publisher of the New Republic, Charlie Peters, founder of The Washington Monthly, and Ben Schemmer, editor and publisher of the Armed Forces Journal, and Derek Shearer. They were all experienced in the ways and games played in Washington, and they tagged my stories those of a "Secret Team." This idea grew and was polished during many subsequent luncheons. After my retirement from the Air Force, 1964, I moved from an office in the Joint Chiefs of Staff area of the Pentagon to become Manager of the Branch Bank on the Concourse of that great building. This was an interesting move for many reasons, not the least of which was that it kept me in business and social contact with many of the men I had met and worked with during my nine years of Air Force duties in that building. It kept me up-to-date with the old "fun-and-games" gang. After graduating from the Graduate School of Banking, University of Wisconsin, I transfered to a bank in Washington where in the course of business I met Ben Schemmer. He needed a loan that would enable him to acquire the old Armed Forces Journal. During that business process I met two of Ben's friends Bob Myers and Charlie Peters. We spent many most enjoyable business luncheons together. This is where "The Secret Team" emerged from a pattern of ideas to a manuscript. As they heard my stories about my work with the CIA, and especially about the role of the military in support of the world-wide, clandestine operations of the CIA, they urged me to write about those fascinating nine years of a 23-year military career. During the Spring of 1970 I put an article together that we agreed to call "The Secret Team", and Charlie Peters published it in the May 1970 issue of The Washington Monthly. Before I had seen the published article myself, two editors of major publishers in New York called me and asked for appointments. I met with both, and agreed to accept the offer to write a book of the same name, and same concept of The Secret Team from Bram Cavin, Senior Editor with Prentice-Hall. After all but finishing the manuscript, with my inexperienced typing of some 440 pages, I sat down to a Sunday breakfast on June 13, 1971 and saw the headlines of the New York Times with its publication of the "purloined" Pentagon Papers. [Any reader of the "Pentagon Papers" should be warned that although they were commissioned on June 17, 1967, by the Secretary of Defense as "the history of United States involvement in Vietnam from World War II [Sept 2, 1945] to the present" [1968], they are unreliable, inaccurate and marred by serious omissions. They are a contrived history, at best, even though they were written by a selected Task Force under Pentagon leadership.] One of the first excerpts from those papers was a TOP SECRET document that I had worked on in late 1963. Then I found more of the same. With that, I knew that I could vastly improve what I had been writing by making use of that hoard of classified material that "Daniel Ellsberg had left on the doorstep of the Times," and other papers. Up until that time I had deliberately avoided the use of some of my old records and copies of highly classified documents. The publication of the Pentagon Papers changed all that. They were now in the public domain. I decided to call my editor and tell him what we had with the "Pentagon Papers" and to ask for more time to re-write my manuscript. He agreed without hesitation. From that time on I began my "Doctorate" course in, a) book publishing and, b) book annihilation. As we see, by some time in 1975 The Secret Team was extinct; but unlike the dinosaur and others, it did not even leave its footprints in the sands of time. There may be some forty to fifty thousand copies on private book shelves. A letter from a professor informed me that his department had ordered more than forty of the books to be kept on the shelves of his university library for assignment purposes. At the start of the new school year his students reported that the books were not on the shelves and the registry cards were not in the master file. The librarians informed them that the book did not exist. With that letter in mind, I dropped into the Library of Congress to see if The Secret Team was on the shelves where I had seen it earlier. It was not, and it was not even in that library's master file. It is now an official non-book. I was a writer whose book had been cancelled by a major publisher and a major paperback publisher under the persuasive hand of the CIA. Now, after more than twenty years the flames of censorship still sweep across the land. Despite that, here we go again with a new revised edition of The Secret Team.

Benjamin Franklin gave voice to the spirit of patriotism when he said; “We must all hang together or we shall most assuredly all hang separately.” Today, patriotism is in need of greater allegiance than ever before. Almost all countries in the world, but especially America because it is the largest military power, are under the threat of a global dictatorial “new world order” that is being deceptively established as the coming together of nations in the interests of saving the planet, but in reality serves the interests of a private international banking cartel, and the global corporate elite. It is a war between two classes more than it is a war between two philosophies. Both sides, the nationalist patriots, and the globalist oligarchs, have much to gain, and lose. “Patriotism,” said George Orwell, “has nothing to do with conservatism.” How did we get to this point in history? Telling the facts is complicated because they are not gossip material, and they are hidden from public discussion by the mainstream media, but once they are grasped, it is really quite simple to understand. Powerful elites have always dominated nations, from the Greeks to the modern world, and America is not an exception, but never have the top one percent of oligarchs acted so aggressively against the interests of the people. Since the end of WWII, America has been misdirected by its government controllers in the biggest way, and for the most evil designs. John F. Kennedy tried to change course, but he got shot in the head for it. It wasn’t pretty. Forty-seven years after his death, and there still isn’t any sense of national closure because his true murderers have not faced justice. In fact, they still rule America through the usual tricks of the trade: deception, secrecy, and fear. Largely unknown to them until now, the American people have suffered under a tyrannical and traitorous shadow corporate-state that killed their President, and which operates secretly behind a cowardly, and self-serving political class, in the name of “National Security.” High treason, war crimes, and state terror are the defining features of this “National Security State.” And it was created for purposes that are not much different from those of the Nazi regime; power, greed, and world domination for elite profits. In short, America was covertly overthrown by a tight-knit group of criminal insiders. The coup happened in stages, and achieved through deception, assassination, and terrorism. The seminal dates are 1913, when the private Federal Reserve Bank was established; 1963, which saw the assassination of a real and independent president; and 2000, the beginning of the Bush Administration and the reign of the neoconservatives, who got into power by stealing the election. From the fifties onward, with the honorable exception of John F. Kennedy’s brief reign as President, the American people have been treated as slaves, and held hostage by their much despised government, public representatives, and shadow rulers. No more a constitutional republic, America became a totalitarian “top secret” empire that is guilty of the invasion and occupation of two innocent countries in the Middle East, and is waging the largest illegal war in history, a “war on freedom” disguised as a “war on terrorism.” Outlandish language like the “war on terrorism” is the norm in Orwellian America, where everything is the reverse of what government leaders say. The “Patriot Act” of 2001 is actually the “Traitor Act.” The war on terrorism is the war on freedom; the 9/11 investigation is the 9/11 cover up; Israel’s acts of self-defense are in reality acts of criminal aggression; the financial collapse is the financial heist and con; hope and change is more of the same; national security is national tyranny; a new world order is the last vestiges of an old world’s chaos. But the truth matters little, and instead, lies are cherished. Like sheep, the people are deceived into loving the traitors, and fearing the patriots. Mass propaganda, secrecy, and deception are the linchpins of the NSS. The American people are denied the full knowledge of the shadow government’s crimes and lies, and since they lack foresight, knowledge of the past, and historical imagination, many of them can’t anticipate future deceptions, and future acts of state terror by their two-faced criminal leaders. But that is changing, as more people in America and around the world are waking up, and starting to see the great political crisis that hangs over America, and indeed, all of mankind. The times we’re living in are so tense that I can hardly sleep at night. Civilization is threatened by the presence of lunatic criminals in the highest positions of power in America, England, Israel, and Iran. For Iranians, resisting the crazy Mullahs isn’t easy. And for Americans, resisting the Transnational Tyrannical State also won’t be easy. It has many resources, and lots of faithful idiots who don’t mind following orders. It will require mass civil disobedience in America, and the threat of nation-wide citizen revolt, to get rid of the tyrants and traitors that are in the highest levels of the country’s government, banks, media, and corporations. To organize such a resistance not just in America, but in all Western nations, means dropping the labels of “conservative” and “liberal,” ignoring petty ideological differences, and sacrificing our individual egos for the greater good – a free country, and a free world. So far, very few groups have emerged with this view in mind. Oath Keepers is one of them. It is a bipartisan and patriotic organization that includes active-duty soldiers, veterans, National Guard, police officers, fire fighters, and regular citizens who are determined to take back America from the tyrants and traitors, and reestablish the republic on the ruins of a collapsing empire. On April 19, 2009, members of the Oath Keepers commemorated the first revolutionary war by reciting their oath to support, and defend the Constitution, and promising to never obey unlawful orders. The video of them raising their hands, and declaring that they will follow their conscience, and protect the Constitution is very inspiring, and moving, which is why I was so angry when Mother Jones magazine sought to discredit, and tarnish the image of the Oath Keepers in an article written by Justine Sharrock called, “Oath Keepers and the Age of Treason.” In response to that article, I wrote “10 Reasons Why Progressives Should Support Oath Keepers.” Due to government brainwashing, some people actually need to be reminded that those who break their oaths are the traitors, and those who keep them are the patriots. You think it would be obvious. But it’s not. A lot of Americans are still in deep denial about the dangerous state of the country, and the criminality of their leaders who have betrayed them, and forsaken the grand experiment that is America. In his classic book, “The Rape of the Mind” Dutch-American psychoanalyst Joost A.M. Meerloo wrote about the denial of hardcore facts in totalitarian societies: “Modern psychology has taught us how strongly the mental mechanism of denial of reality works. The eye bypasses external occurrences when the mind does not want them to happen. Secondary justifications and fantasies are formed to support and explain these denials. In Totalitaria we find the same despising of reality facts as we do in schizophrenia. How else are we to explain the fact that Hitler was still moving his armies on paper after they were already defeated?” The left-leaning individuals that fear, and hate the Oath Keepers because they are “conspiratorial,” and “intellectually backward” are either fools, or cowards. They view the Oath Keepers as “right-wing” who only want Obama out of the White House. But that’s not true. They are interested in fixing larger issues, and ending illegal spying, torture, and other government abuses which reflect the breakdown of the rule of law in Washington D.C. And they understand that both parties are responsible for the mess that America is in. Oath Keepers put the country and the constitution above any party or person. The group’s success is a strong indication that the traditional left-right identities are now meaningless. A significant number of Americans have acquired a new political consciousness that is surfacing in groups like Oath Keepers. They shun both the Democrats, and Republicans, and make room for small political disagreements because they care about reestablishing the rule of law, and saving the country. What matters to them is the truth, freedom, and justice; not petty partisan issues. George Orwell recognized the lack of bleeding-heart patriotism in many leftist “yuppie” intellectuals not as a virtue, but a fault. In his essay “My Country Right or Left,” he wrote: “I grew up in an atmosphere tinged with militarism, and afterwards I spent five boring years within the sound of bugles. To this day it gives me a faint feeling of sacrilege not to stand to attention during ‘God save the King.’ That is childish , of course, but I would sooner have had that kind of upbringing than be like the left-wing intellectuals who are so ‘enlightened’ that they cannot understand the most ordinary emotions. It is exactly the people whose hearts have never leapt at the sight of a Union Jack who will flinch from revolution when the moment comes,” (My Country Right or Left, Orwell’s Essays, pg. 137). The conservatives who religiously supported President Bush even while the rest of the country saw him for the traitor that he is are probably the ones who will sacrifice themselves to save their country if, and when they wake up and realize that the real enemies of America are not in Afghanistan, or Iraq, or Iran, but in Washington, and Tel Aviv. They have a lot of passion in their hearts, and love their country. The problem is that they are politically dumb, and very gullible. But they are not hopeless. And neither are left-leaning progressives who like to demean traditional conservatives rather than understand their views. Both sides are victims of brainwashing, the conservatives are under the hypnosis of Fox News, and the progressives follow the Democrat party wherever it leads them. I am optimistic that conservatives, progressives, libertarians, and independents will come together to form a wide political tent to help America ride the apocalyptic storm of economic collapse, foreign wars, and internal political turmoil. The American dream is worth saving. The Republic wasn’t perfect, but it beats tyranny, and anarchy. Freedom is worth fighting, and dying for. And after the war is won, once the new world order is defeated, when the songs of patriots are sung, and traitors hung, we can truly enjoy the gifts of this life. But not until then.

But if it happens, the U.S. military wants to be ready to provide medical help. U.S. Army medical personnel recently practiced the techniques they would use to treat people hurt by an atomic blast. The exercises, at a training center in Indiana, were set up to simulate the aftermath of a small nuclear bomb blast, set off in a U.S. city by terrorists.
The mock exercises are designed to be as realistic as possible. Survivors of the atomic blast are in shock and confused. Many have cuts and broken bones from falling debris and burns from the intense heat of the explosion. Both mannequin victims and people playing survivors are part of the training.
The victims are pulled out of rubble. Medical personnel act quickly to respond to injuries and save lives. Major Mark Rosequist is leading a medical team. "As they're working, right now, with these mannequins and role players, in the real world these are real people, and I want them to get good at quickly identifying any injuries, illnesses," said Major Rosequist. Rosequist says it is also important to keep track of the survivors and where they go for medical treatment. If the computer system is down, the records have to be kept by hand. Colonel James Larsen, the chief of training exercises, says the simulated training is vital, even for medical personnel who have experience in treating soldiers with war injuries. WTF?
