Back in the early days of 2001 when the DOE (U.S. Department Of Energy) began polluting the planet directly over U.S. soil, and then eventually on a global scale via the
IAGC, they had a government funded program called
TAPP -
Tropospheric
Aerosol
Program
Plan. TAPP was morphed into the Department of Energy's
Atmospheric Science Program in 2005 and then further assimilated into the above mentioned
IAGC.

Among the snooze-fest, I find it interesting that they have budgeted for:

PAGE 66: $100,000.00 annually for "Public Relations / Outreach" spanning the 3 year program. So more than a quarter million US Dollars for what PR? I don't ever recall, no can source any such PR. Does anyone recall TV commercials about how the DOE will begin polluting our air and why? Not even subtle propaganda? For $300k they didn't even lie to the sheep. Someone got a nice Bugatti or something instead. Certainly they wouldn't stoop so low as to pay internet users to distract, mislead, and ridicule bloggers talking about chemtrails, right? You know, those make-believe "shills".
2.)
Page 66: $50,000.00 for H2O2 spray material for the super site. Used as an Oxidizer.

The Satellite sites are practically identical for purchase of equipment but with the expected lower operational capital requirements.

aircraft platform. This occurs in year 3 of the programme so it could be assumed that the supersite dispersion apparatus and satellite site dispersion apparatus shall be supplemented by aircraft beginning in year 3.

This table illustrates that the TAPP program contribution of pollution to the planet using Symbols H, M, and L denote high, medium, and low, respectively. The metric for this test is health effects associated with airborne fine particles. Compared to the other "natural, or unexplained" columns, the TAPP column was ALL H's and M's.
In other words they admit to the HIGH HEALTH HAZARD their 'research model' will pose on one's health.That's about all I could bear to read, but if you skim to the beginning of Appendix B
Instrumentation and Characterization Techniques Available for Use in TAP you can follow the legend down the column in the table titled "Airborne Platform" (i.e. chemplane). You'll see that they spent about $5 million on an SIMS (Secondary Ionization Mass Spectrometer) for selected organics, HNO3, PAN and a Mobility aerosol analyzer for aerosol size distribution 0.01 to 1 μm.
Considering the above mentioned pumps and manifolds, it's quite clear that TAPP is designed to pollute America and measure the effectiveness.Science needs a test model which can be reasonably reproduced.
