Need Help...Codec Files Problem!

I am trying to download AJ's Police State 4, several different vsns...I get the same problem: No Video.
I get a small brief message that there is a Codec files problem, but I have no clue as to what codec files I would need, or where would I get them from? Microsoft is (as usual) vague on the subject of Codec files.
I have Windows Vista & don't want to upgrade to Windows 7 yet - Can anyone help with info on this?
