State of Washington 61st Legislature 2009 Regular Session
By Representatives O'Brien, Sells, Chase, Hurst, Springer, McCune,
Kelley, Simpson, and Maxwell
Read first time 01/14/09. Referred to Committee on Public Safety &
Emergency Preparedness.
1 AN ACT Relating to electronic monitoring of sex offenders; and
2 creating a new section.
3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
4 NEW SECTION. Sec. 1. (1) The Washington association of sheriffs
5 and police chiefs shall conduct a study using radio frequency
6 identification or other similar technology to electronically monitor
7 sex offenders.
8 (2) The study must include:
9 (a) An evaluation of the current state of radio frequency
10 identification technology, including the capabilities and limitations
11 of subcutaneous radio frequency identification tags;
12 (b) An identification of the ways in which current subcutaneous
13 radio frequency identification technology may be used to electronically
14 monitor sex offenders, including an evaluation of the costs and
15 benefits of using the technology compared to the costs and benefits of
16 methods currently being used to monitor sex offenders;
17 (c) An evaluation of developing subcutaneous radio frequency
18 identification technologies, such as linking subcutaneous radio

1 frequency identification tags with global positioning systems, and an
2 estimate of the time frame in which the developing technologies will be
3 available; and
4 (d) An identification of the ways in which developing radio
5 frequency identification technologies may be used in the future to
6 electronically monitor sex offenders, including an evaluation of the
7 costs and benefits of using the technology compared to the costs and
8 benefits of methods currently being used to monitor sex offenders.
9 (3) The Washington association of sheriffs and police chiefs shall
10 report its findings to the legislature by December 31, 2009.

Intersting to these attempts. However that bill seems to be still in committee and has been for well over a year. One could say legislatively dead in the water.

Oh sure it lays around for a bit. Just to acclimate. And the majority if not all would go along with chipping "criminals". Once you open the door, it will run................. Just like taxes, starts out small............
