WARSAW, Poland — Polish Prime Minister Donald Tusk says his government won't buy vaccines for swine flu that have not been properly tested or from producers who won't take responsibility for possible side effects.

Tusk told reporters Friday that vaccine producers were pressuring governments to buy, but were also demanding that all responsibility and compensation for possible side effects should fall upon the governments purchasing the medicine.

He stressed that the few dozen swine cases in Poland have been mild and no deaths have been reported.

Poland no longer needs IMF credit line

The central bank said it could instead provide the IMF with a loan to “help other countries overcome the effects of the global crisis.“

WARSAW, March 29, 2010 (AFP) - Poland's economy is stable and no longer needs its 21.8-billion dollar (16.2-billion euro) credit line from the International Monetary Fund, the Polish central bank said on Monday.

"The situation with the Polish economy and the financial system is sufficiently good ... that it is not necessary to ask the IMF for a further extension of the flexible credit line," the bank said in a statement.

The central bank said it could instead provide the IMF with a loan to "help other countries overcome the effects of the global crisis."

The finance ministry, however, insisted it still wanted to have a reserve at hand if the economy ran into fresh headwinds.

"We are expecting a good deal of shocks in the coming months ... There is still a necessity to ensure that Poland has a supplementary reserve," Deputy Finance Minister Dominik Radziwill said in a statement.

The credit line for Poland was approved in May 2009 and extended for six months in November 2009. It was intended to reassure investors and allow Poland to access credit easily if it needed it, which ultimately it did not.

The announcement came during a visit to Warsaw by the head of the IMF, Dominique Strauss-Kahn.

Poland was the only member of the 27-nation European Union to have experienced growth in 2009 and the IMF this month forecast that its economy will expand by 2.75 percent this year and by 3.25 percent in 2011.

Poland is a former communist-ruled country that joined the EU in 2004.

The IMF introduced the new system of flexible credit lines in 2009 as a safeguard against external shocks during the global economic crisis. Poland and Mexico both secured credit lines under this scheme whilst other countries needed loan arrangements.

Poles were in deep mourning on Sunday after President Lech Kaczynski and many of the country's ruling elite were killed in a plane crash.

The ageing Tupolev plane crashed in thick fog near Smolensk in western Russia on Saturday, killing all 97 people on board. Kaczynski had been planning to mark the 70th anniversary of the massacre of Polish officers by Soviet forces in a nearby forest.

Tens of thousands of mourners thronged the streets of central Warsaw through the night into Sunday, turning the avenue in front of Kaczynski's palace into a sea of flowers and candles. In this staunchly Roman Catholic country, many sang hymns and prayed. Church doors stayed open for worshippers.

The chief of Poland's armed forces, the head of its navy, its central bank governor, opposition lawmakers and Kaczynski's wife Maria were among those killed in the crash.

"Today in the face of such a drama our nation stays united. There is no division into left and right, differences of views don't matter. We are together in the face of this tragedy," the parliamentary speaker, now Poland's acting president, Bronislaw Komorowski said in a televised address to the nation.

Komorowski declared a week of national mourning. Poles will observe two minutes of silence on Sunday at noon (10am GMT).

Despite Poles' deep sense of loss, analysts said the crash should not pose any serious threat to the political and economic stability of Poland, a staunch Nato ally of the United States and a member of the European Union.

Russian solidarity
World leaders expressed shock and sorrow. Prime Minister Vladimir Putin of Russia, Poland's historic foe, told Poles: "This is a tragedy for us too. We feel your pain."

US President Barack Obama praised Kaczynski's role in the pro-democracy Solidarity movement that overthrew communism in 1989. German Chancellor Angela Merkel said: "Germany will miss Lech Kaczynski".

Komorowski said he would set the date of a presidential election which had been due in October after holding talks with Poland's political parties. Under the Constitution the election must now be held by late June.

The moustachioed, bespectacled Komorowski (58) is the presidential candidate of Prime Minister Donald Tusk's ruling pro-business, pro-euro Civic Platform (PO). Opinion polls suggest he would have defeated Kaczynski in the election.

Tusk flew to the crash site late on Saturday, where he and Putin laid flowers together.

Kaczynski's twin brother Jaroslaw, leader of Poland's main opposition Law and Justice Party (PiS), also flew to the site to help identify the bodies.

The pilot of Kaczynski's plane ignored several orders not to land from air traffic control, the deputy chief of the Russian Air Force's general staff, Alexander Alyoshin, was quoted as saying by the Interfax news agency.

Kaczynski, a combative nationalist often at odds with Tusk's centrist government and the EU, was a staunch critic of Putin's Russia. Putin had invited Tusk, not Kaczynski, to ceremonies last Wednesday marking the Katyn massacre anniversary.

Poles noted the irony of a crash that claimed the lives of so many members of Poland's elite near the spot where Josef Stalin's NKVD secret police shot dead about 22 000 Polish officers and intellectuals in 1940, wiping out much of the country's wartime leadership.

Putin and Tusk had pledged at their Katyn commemoration last week to work to overcome such painful historic memories.

In a further gesture of Russian solidarity, President Dmitry Medvedev expressed his condolences to the Polish nation on Saturday evening in an unprecedented television address. Russia has declared April 12 a day of mourning for the crash.

Russian television showed the smouldering fuselage and fragments of the plane scattered in a forest. A Reuters reporter saw a broken wing some distance from the rest of the aircraft.

The plane was one of two Tu-154s in the government fleet, both about 20 years old. Government officials had complained about the age of Poland's official fleet.

Poland and Russia both said they planned investigations into the causes of the crash.

Central bank continuity
The conservative, nationalist-minded Kaczynski twins had spearheaded opposition to Tusk's pro-market economic policies and push for swift adoption of the euro. Analysts said they expected an upsurge of sympathy for PiS now but said it was too early to predict whether this would translate into votes.

Kaczynski was a one-time ally of Solidarity hero Lech Walesa and a co-founder of the right-wing PiS with his brother. He resigned from the party when he became president in 2005 but continued to support it.

While the president's role is largely symbolic, he can veto government laws. Kaczynski had infuriated Tusk's government several times by blocking health, media and pensions reforms.

Analysts said Polish markets would not be severely jolted.

Authorities have found one of the flight recorders of the plane, news agencies reported.

"One of the flight recorders has been found at the scene of the crash," the Interfax news agency quoted a regional government source as saying.

The RIA-Novosti news agency reported that a dirt-covered orange device shown in television footage at the crash scene was a flight recorder from the Tu-154 jet.

Such recorders are often called "black boxes" and are used to reconstruct the chain of events that led to a crash.

Polish President Lech Kaczynski’s trip to the site of the Katyn Massacre in Russia on which his plane crashed was problematic until the last minute almost causing a diplomatic scandal.

On February 3, 2010, Russian Prime Minister Vladimir Putin invited his Polish counterpart Donald Tusk to remember jointly the 70th year since the Katyn Massacre in which Soviet agents slaughtered some 20 000 Polish military officers in 1940. Tusk is a political opponent of Kaczynski; in fact, the two faced one another in the 2005 Presidential elections won by the latter.

Putin and Tusk attended a joint remembrance ceremony of the Katyn Massacre on April 7, 2010, as was previously agreed.

President Kaczynski had decided to attend the Katyn Massacre site near Smolensk three days later, on April 10, 2010, together with a group of other senior officials, historians, and war veterans.

Until the last moment, however, the details of his trip were hanging in the air, as the Russian Foreign Ministry claimed it had not been notified properly about Kaczynski’s intention to visit the Katyn Massacre site.

“Poland’s Foreign Ministry confirmed to us that President Kaczynski plans to visit Katyn on 10 April in conjunction with the 70th anniversary of the tragedy. However, no formal, written information as to how the Polish side imagines this project has been received. As a result, we cannot start procedures for the preparation of the visit by the Polish president. We hope that official information will reach us soon,” stated on March 15, 2010, Russian Ambassador to Poland, Vladimir Grinin, as cited by Polish English-language site thenews.pl.

BEIRUT — A flaming commercial airliner crashed in northwestern Iran on Wednesday, killing all 168 people on board in the deadliest civil aviation disaster in the Islamic Republic in two decades. Caspian Airlines Flight 7908, headed from Tehran to Yerevan, the Armenian capital, crashed before noon in the Takestan region of Iran's Qazvin province, state media reported. Video footage of the crash site broadcast on state television showed a huge crater created by the jet, a Russian-built TU-154 that appeared to have splintered on impact. "Evidence shows that the plane has broken into pieces," Gen. Massoud Jafari-Nasab told the official Islamic Republic News Agency. The crash underscored what civil aviation experts consider the dilapidated state of Iran's aging fleet of aircraft and the shortcomings of an air transport industry under severe international sanctions that prevent it from purchasing Western-made Boeing or Airbus aircraft. The U.S. has offered to lift sanctions that forbid the sale of planes with any more than 10% American components as part of a deal involving a curtailing of Iran's nuclear research program. Iranian officials have repeatedly dismissed such offers, while charging that the American posture puts the lives of ordinary travelers at risk. Flight 7908 crashed 16 minutes after departure, Jafari-Nasab told the semiofficial Fars news agency. Huh, I didn't even know about that plane crash from 2008. The recent one has tremendous media coverage (the only thing that could probably top it would be the previous Pope's death, but even that wasn't that big). Personally, I'm not really affected by what happened, but even when you're walking down a street, you can feel this atmosphere of sadness...

I don't understand how they could find the bodies so quickly--surely some were burned beyond recognition? When I first heard about this last night I went here:

to see what I could find. They had an article with a video of fireman walking with fires still burning and wreckage everywhere, all still smoking. What surprised me was that I didn't see one body. I mean, the main part of the wreckage was still in flames--no one was going near it.  At the link above is a pic of the video I saw. Below is another video--you can see the smoke is everywhere. So if this plane burned, where are the burned bodies? How would they know who to identify?

Lech Kaczynski, who died Saturday in a plane crash in western Russia, rose from childhood fame as an actor to become president of Poland. He was 60.

Half of an unusual tandem of power, Mr. Kaczynski was elected president in 2005 from the nationalist-conservative Law and Justice Party, led by his identical twin, Jaroslaw, whom he later appointed prime minister.

Swept into office as voters repudiated the group of former Communist officials who had dominated the country’s politics for much of the preceding decade, Mr. Kaczynski and his brother struggled at the top.
