Can somebody explain to me how IOU's work for state and government workers?

I have read that some states have enacted "IOU Policies" in some states, and even some government workers might get it too.
Can somebody explain to me how "IOU's" work?
I get that it is money owed to you by the state and government, but how do you go on living your life?
And, because you don't exactly get your money right away.
Does the money get interest back?
