HAARP nonsense aside, these low altitude steam-clouds likely produced by escaping steam (or ground water atomization sprays) ventings in remote areas, however are perhaps possible early indicators of stress fissures opening/having opened. The visible rainbow simply emphasizes their rather unusually high water (larger droplet) contents.

The death toll from a massive 8.8-magnitude earthquake that struck southern Chile early Saturday has risen to 78, Chilean officials said. President Michele Bachelet declared a "state of catastrophe" and said the death toll would rise. "Without a doubt, with an earthquake of this magnitude, there will be more deaths," the president said. The epicenter was only 115 km from Concepcion, Chile's second-largest city with a population of 200,000 people. Shortly after that, electricity was disrupted and everything fell into darkness. Telecommunications also were disrupted, with almost all telephone and mobile phone services down, the reporter said. Many people in the neighborhood ran out to the street and waited to see what to do. Helicopters were seen hovering in the air.

A huge magnitude-8.8 earthquake struck Chile early on Saturday, killing at least 122 people, knocking down homes and hospitals, and triggering a tsunami that rolled menacingly across the Pacific. TV Chile reported that a 15-storey building collapsed in the hardest-hit city of Concepcion, where buildings caught fire, major highway bridges collapsed and cracks opened up in the streets. Cars turned upside down lay scattered across one damaged bridge. Residents huddled in streets full of rubble of masonry and glass from destroyed homes. Many were terrified by powerful aftershocks and desperately trying to call friends and family. Chilean President-elect Sebastian Pinera said 122 people had been killed and the death toll could climb higher. Tsunami warnings were posted around the Pacific, including the U.S. state of Hawaii, Japan and Russia. Telephone and power lines were down in much of central Chile, making it difficult to assess the full extent of the damage close to the epicenter.
