Good question. I have bounced around a bit. To me the main considerations are climate, affordability and access to good internet connections. I lived in Chile for a time, - you can take land and get title to it. Have a villa on the beach for 25k. Live on 4k a year. Ubiquitous internet access for 'bout 40 bucks a month. It is like our west coast upside down. So is like the baja on thru Cali to Wash state, with inland valleys all the way with the Andes as a border on the east.
Where Butch Cassidy and the Sundance Kid used to roll. As well as Che Guevara, Francis Drake, Simon Bolivar, etc, etc..
Also Venezuela - islands off the coast like Isla Margarita. Below the hurricane belt. Avg temp all year round is 80 degrees F. People are gorgeous.
Sounds interesting. I will have to check it out...not quite ready to give up on my home, but, it is good to know there are options if things get too bad!

And then we have:
Executive Order 12803
Infrastructure Privatization
Signed: April 30, 1992
Federal Register page and date: 57 FR 19063; May 4, 1992
WAS AMERICA SOLD?
In 1992, George H.W. Bush signed Executive Order 12803, which gave D.C. the authority to sell America’s infrastructure. They called this authority “Infrastructure Privatization.” E.O. 12803 tells us this power cleared the way for the “disposition or transfer of an infrastructure “asset” such as by sale or by long-term lease from a State or local government to a private party.”

People are gorgeous. Great but in my experience beautiful people don't have much tolerance for those of us who aren't so beautiful. :(

Nah - it's all good, they don't put on airs as much as folk do here.
I agree that physical beauty is no substitute for inner beauty.
cheers!
