Serbia submits EU membership application



Serbia has formally submitted its application to join the 27-nation EU, in a move to end years of isolation.

President Boris Tadic handed over the application in Stockholm to Prime Minister Fredrik Reinfeldt of Sweden, current holder of the EU presidency.

The EU is granting 50m euros (£45m; $71m) to Serbia in budget support.

But Serbia still has to cross a major hurdle - the capture of two remaining war fugitives, before membership negotiations will begin in earnest.

Visa-free travel


Serbia feels it has built up a certain momentum on its path to the EU in the past few weeks, the BBC's Belgrade correspondent Mark Lowen says.

An important trade pact with the bloc has now come into force and since 19 December Serbs have enjoyed visa-free travel to most EU countries.

The EU says that in 2010 Serbia will receive a second instalment of 50m euros in budget support, as well as a loan of 200m euros.

But Serbia's attempts to gain membership have been hampered by concerns, particularly in the Netherlands, over its failure to capture the two remaining war fugitives indicted by the International Criminal Tribunal for the former Yugoslavia (ICTY), based in The Hague.

Chief among them is the former Bosnian Serb military commander, Ratko Mladic.

Earlier this month the UN's chief war crimes prosecutor said Serbia's co-operation with ICTY was "progressing". Belgrade has handed over all the necessary documents.

However, in his report to the UN, Serge Brammertz said Serbia must continue searching for both Gen Mladic and Goran Hadzic, who is wanted for war crimes in Croatia.

Long road ahead

Belgrade is now pinning its hopes on the next report by the chief prosecutor, expected in June.

Our correspondent says a long road lies ahead: it is likely to take at least four years before the hand of EU membership extends to Serbia.

Slovenia is the only former Yugoslav republic to have joined the EU so far. That took place in 2004, and its neighbour Croatia is on track to be the next to join, in 2011 or 2012.

It was Serbia that decided this was the right time to apply, but some countries - notably the Netherlands and the UK - think it is premature, our correspondent reports. They believe Serbia should have waited for its Stabilisation and Association Agreement (SAA) with the EU to be ratified.

The authorities in Belgrade feel strongly that the momentum of the last few weeks needs to be kept up, Mark Lowen says.

Opinion polls suggest overwhelming Serb support for joining the EU, at 60-70%. But a majority also opposes the hunt for Gen Mladic, seeing him as a national hero.

The granting of visa-free travel to Serbs does not apply to those living in Kosovo.

The territory's independence declaration is not recognised by Serbia, but neither do five EU member states recognise it, so that is not officially an obstacle to Serbia joining the EU, our correspondent says.

Serbia has signed a security co-operation agreement with Eulex, the EU police and justice mission in Kosovo. But Belgrade is treading carefully, conscious that Serb nationalists feel their country's interests were betrayed in Kosovo.

By forming closer links with Serbia and encouraging reforms there the EU is showing it is serious about Serbia's membership bid, our correspondent adds.

It is also a way of keeping together a region that is still quite fragile after the wars of the 1990s, he says.

Russian Prime Minister Dmitry Medvedev has said that the European Commission is asking Serbia to terminate its free trade agreement with Russia.  :o

 Serbian PM Aleksandar Vucic said in Srebrenica that his government would donate EUR 5mn to this town in the east of the RS, the Serb entity in Bosnia.  :o  :( >:(

Serbia MUST Serbia to impose sanctions on Russia. No neutrality.

Absolutely. I watched in one American movie one pastor says "The God still rules !".
In Serbia Far Left opposition ( pro EU/NATO corrupt politicians and media, NGO`s, separatists...) will unite next week. Also new US Ambassador in Belgrade Scott will take them in charge. But it is not so dark.
Elections will attend this year and I hope that antiglobalist`s political parties wiil back in Serbian parliament and that mean free speech on TV and newspapers.
I send a topic that Hillary Clinton will next US President but i hope I will wrong.

Serbia reacted angrily to a decision by Croatia to block its early steps toward European Union membership by demanding the government in Belgrade change laws on prosecuting crimes committed during the bloody split of former Yugoslavia.
Croatia refused to support the opening of talks on a so-called negotiating chapter dealing with judiciary and basic rights at a meeting in Brussels on Friday, saying its former Yugoslav federation partner must not be able to prosecute crimes committed in the other republics. The chapter, along with one on justice and freedom, was slated to be the first area of talks in Serbia’s path toward joining the 28-member bloc.

The EU has approved the continuation of "negotiations" with Serbia.

However, pro EU / NATO newspaper from Belgrade "Danas" learned from informal sources: "Serbia on its EU cottage great closeness with Russia, not Croatian request, told the"Danas"the diplomatic sources in Brussels and Belgrade.

Reading between the lines, the EU is not giving up pressures that Serbia impose sanctions on Russia.

P.S. EU "hiding" behind the Croatian conditions for Serbia to continue negotiations for accession to the EU.

Young people in Serbia a large percentage do not support the entry of Serbia into the European Union (EU), a large percentage is not sufficiently informed, and 79.4 percent think that things in Serbia in the right direction, according to research presented today at the Faculty of Political Sciences Belgrade.
According to the survey, as many as 33 percent of young people do not support Serbia's European integration, 40 percent support, 27 impassively, but it turned out that as the older respondents, the greater the support for Serbia's entry into the EU.
As the main source of information on EU young people use media - and to TV, internet newspapers and internet portals.
Only 7.8 percent of young people are well informed about the EU, in part 42.5 and 21.5 have very little information, to 3.9 percent of young people say that there is no information about it.
The study also found that for Serbia in the EU they are more young people who traveled outside the borders of Serbia and having friends in the EU.
About 24 percent of young people said they would be Serbia's entry into the EU was negative impression of them, 47 percent believe that the time Serbia lost Kosovo, 32 percent of losing sovereignty in decision making, and 14 percent would worsen the situation in Serbia.
On the other hand, believe that joining the EU would profit the most young people and political elite, while most farmers have lost and tycoons.
A large percentage of young people to live in the EU - 64.9 percent, and the reasons that have led to this are the work arrangement of society, better education and learning about different cultures.
Researchers have made psychological profiles and Eurosceptic evrofanatika - The first type is a man between 15 and 18 years old from the village, who had never traveled to the EU and is not educated, while the second type of women aged 19 to 29 years old, educated, from the city.

The head of Serbia's negotiating team with the EU, Tanja Miscevic said that the study showed the confusion of youth in understanding the world.
"These young people are likely to survive the worst period in history - do not travel, they do not have contact with peers. On the one hand we would like to live abroad, and the other would not want Serbia to join the EU. This confusion is very present," she said Miscevic.
According to her, the prevailing stereotypes and prejudices that must be broken, and the Serbian society has failed, and in informing young people about what the EU.
"In primary and secondary schools more should inform the students what the EU, and I think that the EU and the Office should help us in that we inform our citizens about the importance of the EU", said Miscevic.

The Secretary General of the European Movement in Serbia Maja Bobic said that the research results are not surprising, and it showed that young people have positive associations, but they do not believe that this is possible in Serbia.
"All have strong views, but little information about the EU. It is interesting to me and for which political party (SNS) are considered to be the most committed to European integration, but it is understandable since it has the most voters," said Bobic.
The survey was conducted by students of second and third year of the Faculty of Political Sciences in the whole of Serbia from 19 to 29 April, on a sample of 979 respondents aged 15 to 29 years, all educational backgrounds.
Young people have been tested and the problems in Serbia, which were selected economic - unemployment, corruption, poverty, and as a major support for Serbia on the international scene marked the Russia.
The research has helped the NGO European Movement in Serbia.

I never saw this picture. Little correction: Aleksandar 1St then was first ruler of Kingdom of Serbs, Croats and Slovenes, later Yugoslavia ( and Free Mason  :'( ).

TANJUG- BRUSSELS - Sources from the Council of the European Union confirmed this for Tanjug. "There is still no agreement. This issue will now have to be dealt with by the Slovak presidency of the EU," an EU official told the agency.
Serbian minister without portfolio in charge of EU integration Jadranka Joksimovic is in Brussels this Thursday, and is expected to address the media later in the day.

Unofficially, the lack of consensus on the eve of today’s meeting of COREPER (the Committee of Permanent Representatives in the European Union) was “not a surprise” to Serbia.

The Netherlands had hoped to open these chapters during its presidency of the EU, which ends on Thursday, but consensus of all member states has not been reached, a representative of the Dutch presidency told Serbian state broadcaster RTS.

EU ambassadors will, however, discuss chapters 23 and 24, as they meet today – but will only be able to conclude that due to Croatia’s opposition, the intergovernmental conference where the chapters would have been opened will not be held today, despite earlier announcements.

Earlier in the week, it was reported that both Croatia and Britain were blocking Serbia – the former for “essential,” and the latter for “technical” reasons.

Former Romanian President Traian Basescu, who is the President of the People's Movement Party (PMP), is threatening Serbia that Bucharest could put a veto on the accession of Serbia to the European Union if Serbia does not fully respect the bilateral agreement on protection of the rights of the Romanian minority in Serbia.

P.S. Real world: there is no Russian TV station with national frequency in Serbia . On Radio "Vecernje Novosti" there 2 hours of program of Russian agency "Sputnik".
Only one pro-russian daily newspapers in Serbia "V. Novosti".
Only one pro-russian weekly newspaper in Serbia "Pecat". Both newspapers are under control of Serbian PM Vucic.

P.P.S. I think that Davenport and EU what bothers them is that public TV stations, private TV and newspapers controlled by Vucic transmitted news from TV "Russia Today" agency "Sputnik" and sometimes TASS.

Speaking in Warsaw, Serbian FM Dacic said Serbia had made deep advances in reforming society as a whole, but that there was an impression that its accession process was not progressing at the desired pace, being greatly conditional on progress in the Belgrade-Pristina dialogue.

Maybe we should hear you from the EU say whether you are pro-EU, Dacic said.

Croatia has vetoed the opening of Chapter 26 in Serbia's EU accession talks, and Serbian PM Aleksandar Vucic announced late Monday he would not attend the Serbia-EU intergovernmental conference in Brussels unless the country lifted the veto, Prva TV reported.
