2.4.a TABLETOP EXERCISE
A two day, eight-hour, classroom-type seminar, to be conducted in 1st Qtr 2010.
Approximately 45 participants each day.
Prepare Exercise Plan and After Action Report.
Contractor shall supply Management and HSEEP compliant materials such as: Situation
Manual (SitMan), PowerPoint, and After Action Report (AAR), for Tabletop Exercise
(TTX). Exercise Plan (ExPlan), Controller Evaluator Handbook, Master Sequence of
Events List (MSEL), Safety Plan, Exercise Evaluation Guide’s (EEG) and After Action
Report (AAR) for Full Scale Exercise (FSX)
This seminar will address the critical aspects of preparing for an “active shooter”
situation. Conduct a discussion in philosophy and tactics, required in policing, to deal
with an “active shooter” situation. Discuss the roles of School Administrators and Fire
Rescue personnel. Design for law enforcement administrators, fire administrators,
school administrators, communications officers, school resource officers, and first
responders.

2.4.b FULL SCALE EXERCISE
A one day, eight hour full scale exercise to be conducted in 1st Qtr 2010 involving
approximately 60 participants. Prepare Exercise Plan and After Action Report. The
exercise will be designed to evaluate the response of multiple agencies during the first
response phase of an active shooter within a school incident. Agencies being evaluated
are Hernando County School District, Hernando County Sheriff’s Office, Hernando
County Fire Rescue, Spring Hill Fire Rescue, Brooksville Fire Department.

2.6 RESOURCES PROVIDED
Hernando County Sheriff’s Office and the agencies listed above will provide all classroom, facilities, meeting locations, apparatus, exercise support personnel (victims, runners, moulage), and equipment used by exercise participants.
3.1 RESPONSE REQUIREMENTS, GENERAL
Failure to respond to all points may be grounds for rejection. Likewise, failure to supply any information required to accompany the proposals may cause a rejection of the proposal as non-compliant. The County reserves the right to request additional information and/or presentations, if clarification is needed. Proposals that do not substantially conform to the contents of the bid request, consequently altering the basis for proposal comparison, may be disregarded and considered as unresponsive.
