Officials prepare for a surge in H1N1 cases

President Obama has declared H1N1 swine flu a national emergency, clearing the way for his health chief to give hospitals wider leeway in how they handle a possible surge of new patients, administration officials said Saturday.

The president granted Health and Human Services Secretary Kathleen Sebelius the power to lift some federal regulations for medical providers, including allowing hospitals to set up off-site facilities to increase the number of available beds and protect patients who are not infected.

Obama said in the declaration that the "rapid increase in illness . . . may overburden health-care resources." White House officials played down the dramatic language, saying the president's action did not stem from a new assessment of the dangers the flu poses to the public.

Instead, officials said the action provides greater flexibility for hospitals that may face a surge of new patients as the virus sweeps through their communities. The declaration allows Sebelius to waive certain requirements under Medicaire and Medicaid, privacy rules and other regulations.

"The H1N1 is moving rapidly, as expected," White House spokesman Reid Cherlin said Saturday. "By the time regions or health-care systems recognize they are becoming overburdened, they need to implement disaster plans quickly."

The Centers for Disease Control and Prevention reported on Friday that the flu was spreading widely in at least 46 states and had already caused the hospitalization of at least 20,000 Americans. More than 1,000 deaths have been attributed to the virus and more than 2,400 additional deaths were probably associated with it, officials said.

Emergency rooms across the country are seeing increasing numbers of patients. At least one hospital in Tennessee and another in Texas recently set up tents in their parking lots to screen those suspected of having swine flu; those tents did not require waivers because they were used for screening, not treatment.

In an e-mail, James G. Hodge Jr., a professor of health law and ethics at Arizona State University, wrote that Obama's declaration is "much more than a formality."

"Broader powers of the federal government are now authorized to respond to the emerging outbreak," Hodge wrote. "In short, the stakes just got raised with this proclamation."

Cherlin said the waivers, which would free hospitals from some regulations that guide their behavior during normal operations, may be granted only to health-care facilities that request them. "Adding a potential delay while waiting for a National Emergency Declaration is not in the best interest of the public, particularly if this step can be done proactively as we are doing here," he said.

Public health experts praised the move, saying it was an important precautionary step that could help hospitals and other first responders care for large numbers of sick people as the outbreak continues.

"We know a number of hospitals are already experiencing high but manageable loads. It's not a stretch to imagine that hospitals could be strained," said Jennifer Nuzzo of the University of Pittsburgh's Center for Biosecurity. "It's a just a precautionary move, so if need be we can focus on the care of patients rather than focus on administrative hurdles. In disasters, you often don't have the time or luxury to keep the paperwork in order. You want hospitals focusing on patients."

Others agreed, likening the move to getting plows and salt supplies ready before a large snowstorm.

"You get ready -- make sure everything is battened down," said Arthur Caplan, a University of Pennsylvania bioethicist.

But Caplan said he was concerned that the dramatic language could create unnecessary anxiety, in the same way that the World Health Organization's progressive elevation of pandemic alerts last spring caused widespread concern.

Obama's declaration could sharply increase demand for the vaccine, which is becoming available much more slowly than originally expected.

"I've already gotten a couple of calls from people today asking, 'Where can I get the vaccine?' whereas yesterday it was, 'I don't want that vaccine,' " Caplan said. "I'm worried about people getting panicky and the vaccine being diverted away from those who need it most."

David P. Fidler, a professor of law at the University of Indiana, said that "the declaration has political implications in that it will intensify scrutiny of the federal government's preparedness and response for this kind of event."

"I also wonder whether the increasing impact of H1N1, coupled with the presidential declaration, will make the U.S. move more slowly in sharing the H1N1 vaccine it promised to donate to developing countries . . . especially in light of all the problems being experienced with access to the vaccine in the U.S. now and for the foreseeable future," Fidler wrote in an e-mail.

Health authorities are especially concerned about pregnant women, young adults and children. At least 95 children have already died from the virus, far more than usually die during an entire typical flu season.

Although officials had hoped at least 40 million doses of vaccine would be available by this time, production problems have delayed the federal government's ambitious inoculation campaign. Only about 16 million doses have become available.

Even though the H1N1 pandemic appears to have peaked out, U.S. President Barack Obama has now declared a national emergency over swine flu infections. The reasoning behind such a declaration? According to the White House, it’s designed to "allow hospitals to better handle the surge in patients" by allowing them to bypass certain federal laws.

Emergency powers trump the Bill of Rights

That’s the public explanation for this, but the real agenda behind this declaration may be far more sinister. Declaring a national emergency immediately gives federal authorities dangerous new powers that can now be enforced at gunpoint, including:

• The power to force mandatory swine flu vaccinations on the entire population.

• The power to arrest, quarantine or "involuntarily transport" anyone who refuses a swine flu vaccination.

• The power to quarantine an entire city and halt all travel in or out of that city.

• The power to enter any home or office without a search warrant and order the destruction of any belongings or structures deemed to be a threat to public health.

• The effective nullification of the Bill of Rights. Your right to due process, to being safe from government search and seizure, and to remain silent to avoid self-incrimination are all null and void under a Presidential declaration of a national emergency.

None of this means that federal agents are going to march door to door arresting people at gunpoint if they refuse the vaccine, but they could if they wanted to. Your rights as an American are no longer recognized under this national emergency declaration.


What emergency?

The declaration of this national emergency seems suspicious from the start. Where’s the emergency? The number of people killed by swine flu in the United States is far smaller than the number of people killed each year from seasonal flu, according to CDC statistics. People obviously aren’t dropping dead by the millions from H1N1 influenza. Most people are just getting mild flu symptoms and a few days later they’re fine.

So where’s the emergency?

The only emergency I can see is the emergency fabricated by Big Pharma to sell more vaccines. By declaring a national emergency over the H1N1 pandemic, Obama is playing right into their hands.

I find the timing of all this curious. Two days ago, New York gave up on its efforts to require mandatory vaccinations of health care workers. This was designed to defuse a large number of planned protests from health freedom-conscious people who don’t want government-mandated chemicals pumped into their veins.

The planned protests in New York would have fueled yet more resistance among health care workers across the country, and had it been allowed to continue, it could have resulted in a huge nationwide backlash against swine flu vaccines. By backing off the vaccine mandate and blaming it on a vaccine shortage (http://www.naturalnews.com/027313_N…), and then having Obama declare a national emergency, our state and national leaders have halted the protests and put in place a pro-vaccine Big Brother mandate that can be enforced at gunpoint.

Big Pharma must be pleased with all this. With these emergency powers in place, all that’s necessary to force vaccinations upon the entire population is a larger supply of the vaccines — and that’s coming in November.

Obama has declared a 2009 H1N1 swine flu a national emergency. It is not clear if this declaration falls under the National Emergencies Act (50 U.S.C. 1601–1651). The act is not mentioned in media reports.



The National Emergencies Act was passed in 1976. It has been extended six times. In 2007, the declaration was strengthened with the issuance of National Security Presidential Directive 51 (NSPD-51) which gave the president the authority to do whatever he deems necessary in a vaguely defined “catastrophic emergency” including everything from canceling elections to suspending the Constitution.

NSPD-51 (National Security and Homeland Security Presidential Directive) is unconstitutional. It was created on May 4, 2007, as a “presidential directive” (bypassing Congress) and signed by George W. Bush. It claims the power to execute procedures for continuity of the federal government in the event of a “catastrophic emergency.” Such an emergency is construed as “any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions.”

In other words, it is a martial law directive. On May 10, 2007, The Washington Post characterized NSPD-51 is a “shadow government” directive.

The John Warner National Defense Authorization Act (NDAA) for Fiscal Year 2007 states that the military may be used during a “national emergency.” Sec 1076 is extremely explicit, notes Michel Chossudovsky, and “virtually creates a Pinochet style environment for the mass arrest of political dissidents without trial, the storming of public rallies, etc.”

NDAA specifically mentions “epidemic” as an excuse to declare martial law.

Prior to Warner and NSPD-51, legislation passed by the Clinton administration allowed the military to intervene in judicial and civilian law enforcement activities. In 1996, legislation was passed which allowed the military to intervene in the case of a national emergency. In 1999, Clinton’s Defense Authorization Act (DAA) extended those powers (under the 1996 legislation) by creating an “exception” to the Posse Comitatus Act, which permits the military to be involved in civilian affairs “regardless of whether there is an emergency,” according to Chossudovsky.


In 2005, a month after Hurricane Rita, a so-called bird flu “crisis” was hyped by the government and the corporate media. “I am concerned about avian flu. I’m concerned about what an avian flu outbreak could mean for the United States and the world… I have thought through the scenarios of what an avian flu outbreak could mean,” Bush declared at the time. “One option is the use of a military that’s able to plan and move. So that’s why I put it on the table. I think it’s an important debate for Congress to have” (emphasis added).

Bush’s directive, signed two years later, did not bother to involve Congress in the “debate.”

Obama’s declaration of a national emergency sets the stage for forced vaccination and internment of people who refuse to be vaccinated.

In January, the National Emergency Centers Establishment Act (HR 645) was introduced in Congress. It calls for the establishment of six national emergency centers in major regions in the US to be located on existing military installations to be used to quarantine people in the case of a public health emergency or forced vaccination program. HR 645 remains in committee.

The H1N1 “crisis” is a manufactured crisis. As noted earlier today, a CBS investigative report reveals that H1N1 flu cases are not as prevalent as we are told by the government, the CDC, WHO, and the corporate media. The so-called epidemic is bogus.

Millions of people are refusing to take the H1N1 vaccine. In the weeks ahead — if Obama’s emergency declaration falls under the above directives — we may witness a move toward martial law, forced vaccination, and internment of those who refuse.

At best, Obama’s declaration is a flimsy attempt to scare people into taking the toxic soft kill vaccination. Let’s hope this is the case.

The acidic poisonous Swine flu vaccine has been linked to a killer nerve disease. A leaked letter reveals concern of neurologists over 25 deaths in America.

A warning that the new swine flu vaccine is linked to a deadly nerve disease has been sent by the Government to senior neurologists in a confidential letter.

The letter from the Health Protection Agency, the official body that oversees public health, has been leaked to The Mail on Sunday, leading to demands to know why the information has not been given to the public before the vaccination of millions of people, including children, begins.

It tells the neurologists that they must be alert for an increase in a brain disorder called Guillain-Barre Syndrome (GBS), which could be triggered by the Swine Flu vaccine.

"GBS is an acidic condition that ferments the lining of the nerves, causing paralysis and inability to breathe, and can be fatal." states Dr. Robert O. Young, Director of Research at the pH Miracle Living Center, in San Diego, California.

The letter, sent to about 600 neurologists on July 29, is the first sign that there is concern at the highest levels that the vaccine itself could cause serious complications.

It refers to the use of a similar swine flu vaccine in the United States in 1976 when:

* More people died from the vaccination than from swine flu.
* 500 cases of GBS were detected.
* The vaccine may have increased the risk of contracting GBS by eight times.
* The vaccine was withdrawn after just ten weeks when the link with GBS became clear.
* The US Government was forced to pay out millions of dollars to those affected.

Concerns have already been raised that the new vaccine has not been sufficiently tested and that the effects, especially on children, are unknown.

It is being developed by pharmaceutical companies and will be given to about 13 million people during the first wave of immunization, expected to start in October.

Top priority will be given to everyone aged six months to 65 with an underlying health problem, pregnant women and health professionals.

The British Neurological Surveillance Unit (BNSU), part of the British Association of Neurologists, has been asked to monitor closely any cases of GBS as the vaccine is rolled out.

One senior neurologist said last night: ‘I would not have the swine flu vaccome because of the GBS risk.’

"I am concerned that there could be a repeat of what became known as the ‘1976 debacle’ in the US, where the swine flu vaccine killed 25 people – more than the virus itself," stated Dr. Young.

A mass vaccination was given the go-ahead by President Gerald Ford because scientists believed that the swine flu strain was similar to the one responsible for the 1918-19 pandemic, which killed half a million Americans and 20 million people worldwide.

Within days, the acidic symptoms of GBS were reported among those who had been immunized and 25 people died from respiratory failure after severe paralysis. One in 80,000 people expressed this acidic condition. In contrast, just one person died of the so-called swine flu.

More than 40 million Americans had received the vaccine by the time the programm was stopped after ten weeks. The US Government paid out millions of dollars in compensation to those affected.

The so-called swine flu virus in the new vaccine is a slightly different strain from the 1976 virus, but the possibility of an increased incidence of GBS remains a concern.

Shadow health spokesman Mike Penning said last night: ‘The last thing we want is secret letters handed around experts within the NHS. We need a vaccine but we also need to know about potential risks.

Two letters were posted together to neurologists advising them of the concerns. The first, dated July 29, was written by Professor Elizabeth Miller, head of the HPA’s Immunization Department.

It says: ‘The vaccines used to combat an expected swine influenza pandemic in 1976 were shown to be associated with GBS and were withdrawn from use.

‘GBS has been identified as a condition needing enhanced surveillance when the swine flu vaccines are rolled out.

‘Reporting every case of GBS irrespective of vaccination or disease history is essential for conducting robust epidemiological analysis capable of identifying whether there is an increased risk of GBS in defined time periods after vaccination, or after influenza itself, compared with the background risk.’

The second letter, dated July 27, is from the Association of British Neurologists and is written by Dr Rustam Al-Shahi Salman, chair of its surveillance unit, and Professor Patrick Chinnery, chair of its clinical research committee.

It says: ‘Traditionally, the BNSU has monitored rare diseases for long periods of time. However, the swine influenza (H1N1) pandemic has overtaken us and we need every member’s involvement with a new BNSU survey of Guillain-Barre Syndrome that will start on August 1 and run for approximately nine months.

‘Following the 1976 program of vaccination against swine influenza in the US, a retrospective study found a possible eight-fold increase in the incidence of GBS.

‘Active prospective ascertainment of every case of GBS in the UK is required. Please tell BNSU about every case.

‘You will have seen Press coverage describing the Government’s concern about releasing a vaccine of unknown safety.’

If there are signs of a rise in GBS after the vaccination program begins, the Government could decide to halt it.

"GBS is an acidic condition brought on from acidic vaccines that destroys the lining of the nerves, leaving them unable to transmit signals to muscles effectively," states Dr. Young.

It can cause partial paralysis and mostly affects the hands and feet. In serious cases, patients need to be kept on a ventilator, but it can be fatal.

"Death is caused by acids that lead to paralysis of the respiratory system, causing the victim to suffocate," states Dr. Young.

The HPA said it was part of the Government’s pandemic plan to monitor GBS cases in the event of a mass vaccination campaign, regardless of the strain of flu involved. But vaccine experts warned that the letters proved the program was a ‘guinea-pig trial’.

Dr Tom Jefferson, co-ordinator of the vaccines section of the influential Cochrane Collaboration, an independent group that reviews research, said: ‘New vaccines never behave in the way you expect them to. It may be that there is a link to GBS, which is certainly not something I would wish on anybody.

‘But it could end up being anything because one of the additives in one of the vaccines is a substance called squalene, and none of the studies we’ve extracted have any research on it at all.’

He said squalene, a naturally occurring enzyme, could potentially cause so-far-undiscovered side effects.

Jackie Fletcher, founder of vaccine support group Jabs, said: ‘The Government would not be anticipating this if they didn’t think there was a connection. What we’ve got is a massive guinea-pig trial.’

Professor Chinnery said: ‘During the last swine flu pandemic, it was observed that there was an increased frequency of cases of GBS. No one knows whether it was the virus or the vaccine that caused this.

‘The purpose of the survey is for us to assess rapidly whether there is an increase in the frequency of GBS when the vaccine is released in the UK. It also increases consultants’ awareness of the condition.

"Is the emotional acidic Panic over? The number of swine flu cases has fallen sharply in the past week," states Dr. Young.

When Hilary Wilkinson woke up with muscle weakness in her left arm and difficulty breathing, doctors initially put it down to a stroke.

But within hours, she was on a ventilator in intensive care after being diagnosed with Guillain-Barre Syndrome.

She spent three months in hospital and had to learn how to talk and walk again. But at times, when she was being fed through a drip and needed a tracheotomy just to breathe, she doubted whether she would survive.

The mother of two, 57, from Maryport, Cumbria, had been in good health until she developed a chest infection in March 2006. She gradually became so weak she could not walk downstairs.

Doctors did not diagnose Guillain-Barre until her condition worsened in hospital and tests showed her reflexes slowing down. It is impossible for doctors to know how she contracted the disorder, although it is thought to be linked to some infections.

Mrs Wilkinson said: ‘It was very scary. I couldn’t eat and I couldn’t speak. My arms and feet had no strength and breathing was hard.

I was treated with immunoglobulin, which are proteins found in blood, to stop damage to my nerves. After ten days, I still couldn’t speak and had to mime to nurses or my family.

‘It was absolutely horrendous and I had no idea whether I would get through it. You reach very dark moments at such times and wonder how long it can last.

But I’m a very determined person and I had lots of support.’

After three weeks, she was transferred to a neurological ward, where she had an MRI scan and nerve tests to assess the extent of the damage.

Still unable to speak and in a wheelchair, Mrs Wilkinson eventually began grueling physiotherapy to improve her muscle strength and movement but it was exhausting and painful.

Three years later, she is almost fully recovered. She can now walk for several miles at a time, has been abroad and carries out voluntary work for a GBS Support Group helpline.

She said: ‘It makes me feel wary that the Government is rolling out this vaccine without any clear idea of the GBS risk, if any. I wouldn’t wish it on anyone and it certainly changed my life.

‘I’m frightened to have the swine flu vaccine if this might happen again – it’s a frightening illness and I think more research needs to be done on the effect of the vaccine.’

According to Dr. Young, "the flu is the body's way of removing excess environmental, metabolic and/or dietary acid out through the four channels of elimination - the bowels, the urinary system, the skin and the lungs. Nano-particles pinpointed

Depleted uranium weapons, and the untold misery they wreak on mankind, are taboo subjects in the mainstream media. This exclusive report should break the media embargo imposed on the American people.

Despite being a grossly under-reported subject in the mainstream, there is intense public interest in depleted uranium (DU) and the damage it inflicts on humankind and the environment.

While American Free Press is actively investigating DU weapons and how they contribute to Gulf War Syndrome, the corporate-controlled press ignores the illegal use of DU and its long-lasting effects on the health of veterans and the public.

In August 2004 American Free Press published a ground-breaking four-part series on DU weapons and the long-term health risks they pose to soldiers and civilians alike. Information provided to AFP by experts and scientists, some of it published for the first time in this paper, has increased public awareness of how exposure to small particles of DU can severely affect human health.

Leuren Moret, a Berkeley-based geo-scientist with expertise in atmospheric dust, corresponds with AFP on DU issues. Recently Moret provided a copy of her letters to a British radiation biologist, Dr. Chris Busby, about how nanometer size particles—less than one-tenth of a micron and smaller—of DU once inhaled or absorbed into the body, can cause long-term damage to one’s health.

Busby is one of the founders of Green Audit, a British organization that monitors companies “whose activities might threaten the environment and health of citizens.”

Moret’s writings were meant to assist Busby in a legal case being heard in the High Court in London where a former defense worker, Richard David, 49, is suing Normal Air Garrett, Ltd., an aircraft parts company now owned by Honeywell Aerospace, claiming exposure to DU on the job has made his life a “living hell.”

David worked as a component fitter on fighter planes and bombers but had to quit due to health problems. He says he developed a cough within weeks of starting work.

Today, David suffers from a variety of symptoms like those known as Gulf War Syndrome, including respiratory and kidney problems, bowel conditions and painful joints. Medical tests reveal mutations to his DNA and damage to his chromosomes, which, he says, could only have been caused by ionizing radiation. He has also been diagnosed with a terminal lung condition.

Honeywell denies DU was ever used at the plant in Yeovil, Somerset, where David worked for 10 years until 1995. David claims that DU’s existence at the plant was denied because it is an official secret.

David has asked the High Court for more time to gather evidence. The hearing is due to resume in April. “I don’t have any legal representation,” David said, “so I am representing myself. It is a real David versus Goliath case.

“I am confident I will win. I hope to set a precedent for other cases of people who have suffered from the effects of depleted uranium,” he said.

Moret’s letters on the particle effect of DU is based on research done by Marion Fulk, a nuclear physical chemist and former scientist with the Manhattan Project and the National Laboratory at Livermore, Calif. Fulk, who has developed a “particle theory” about how DU nano-particles affect human DNA, donates his time and expertise to help bring information about DU to the public.

Asked about Fulk’s particle theory, Busby said it is “quite sound.”

“DU is much more dangerous than they say,” Busby added. “I’ve always said that it contributes significantly to Gulf War Syndrome.”

When Moret’s correspondence to Dr. Busby was posted on the Internet over the New Year’s holiday under the title “How Depleted Uranium Weapons Are Killing Our Troops,” some 6,000 people read the letter in the first two days. The following Monday, a producer from BBC’s Panorama program contacted Moret to arrange an interview.

If the BBC follows up with an investigation on the health effects of DU, it may be hard for the U.S. media to maintain their cover-up. More than 500,000 “Gulf War Era” vets currently receive disability compensation, many of them for a variety of symptoms generally referred to as Gulf War Syndrome. Experts blame DU for many of these symptoms.

“The numbers are overwhelming, but the potential horrors only get worse,” Robert C. Koehler of the Chicago-based Tribune Media Services wrote in an article about DU weapons entitled “Silent Genocide.”

“DU dust does more than wreak havoc on the immune systems of those who breathe it or touch it; the substance also alters one’s genetic code,” Koehler wrote. “The Pentagon’s response to such charges is denial, denial, denial. And the American media is its moral co-conspirator.”

U.S. GOVERNMENT KNOWS

The U.S. government has known for at least 20 years that DU weapons produce clouds of poison gas on impact. These clouds of aerosolized DU are laden with billions of toxic sub-micron sized particles. A 1984 Department of Energy conference on nuclear airborne waste reported that tests of DU anti-tank missiles showed that at least 31 percent of the mass of a DU penetrator is converted to nano-particles on impact. In larger bombs the percentage of aerosolized DU increases to nearly 100 percent, Fulk told AFP.

DU is harmful in three ways, according to Fulk: “Chemical toxicity, radiological toxicity and particle toxicity.”

Particles in the nano-meter (one billionth of a meter) range are a “new breed of cat,” Moret wrote. Because the size of the nano-particles allows them to pass freely throughout the organism and into the nucleus of its cells, exposure to nano-particles causes different symptoms than exposure to larger particles of the same substance.

Internalized DU particles, Fulk said, act as “a non-specific catalyst” in both “nuclear and non-nuclear” ways. This means that the uranium particle can affect human DNA and RNA because of both its chemical and radiological properties. This is why internalized DU particles cause “many, many diseases,” Fulk said.

Asked if this is how DU causes severe birth defects, Fulk said, “Yes.”

MILITARY AWARE

The military is aware of DU’s harmful effects on the human genetic code. A 2001 study of DU’s effect on DNA done by Dr. Alexandra C. Miller for the Armed Forces Radiobiology Research Institute in Bethesda, Md., indicates that DU’s chemical instability causes 1 million times more genetic damage than would be expected from its radiation effect alone, Moret wrote.

Dr. Miller requested that questions be sent in writing and copied to a military spokesman. She did tell AFP that it should be noted that her studies showing that DU is “neoplastically transforming and genotoxic” are based on in vitrocellular research.

Studies have shown that inhaled nano-particles are far more toxic than micro-sized particles of the same basic chemical composition. British toxicopathologist Vyvyan Howard has reported that the increased toxicity of the nano-particle is due to its size.

For example, when mice were exposed to virus-size particles of Teflon (0.13 microns) in a University of Rochester study, there were no ill effects. But when mice were exposed to nano-particles of Teflon for 15 minutes, nearly all the mice died within 4 hours.

“Exposure pathways for depleted uranium can be through the skin, by inhalation, and ingestion,” Moret wrote. “Nano-particles have high mobility and can easily enter the body. Inhalation of nano-particles of depleted uranium is the most hazardous exposure, because the particles pass through the lung-blood barrier directly into the blood.

“When inhaled through the nose, nano-particles can cross the olfactory bulb directly into the brain through the blood brain barrier, where they migrate all through the brain,” she wrote. “Many Gulf era soldiers exposed to depleted uranium have been diagnosed with brain tumors, brain damage and impaired thought processes. Uranium can interfere with the mitochondria, which provide energy for the nerve processes, and transmittal of the nerve signal across synapses in the brain.

“Damage to the mitochondria, which provide all energy to the cells and nerves, can cause chronic fatigue syndrome, Lou Gehrig’s disease, Parkinson’s disease and Hodgkin’s disease.”

First Daughters Not Vaccinated Against H1N1
President Obama's school age daughters have not been vaccinated against the H1N1 flu virus. White House Press Secretary Robert Gibbs says the vaccine is not available to them based on their risk.

The Centers for Disease Control recommend that children ages 6 months through 18 years of age receive a vaccination against the H1N1 flu virus. At this time only children with chronic medical conditions are receiving the vaccination because their immune system is not strong enough to fight off the strain. The CDC also says a regular seasonal flu shot does not protect against the virus.
