The short version:
A large glowing ring was seen over Moscow, and there's conjecture over what it was. Meterologists say: Setting sun through clouds.
My take:
You can never rule out a project blue beam test and then you must see that the city may produce a cloud-thinning emission that came up in a rough ring. Frankly I think there's more to the story... call it my gut.
