The partisanship isn't 'debate' anymore - it's divide and conquer. It's happened in every government, every time in History - corruption - tyranny - yet; people say 'it won't happen now'.
That's because, as we all know - in the last 250 years or so - Government is here for the people; it's benign and would never seek to enslave us - in spite of the other 8500+ years of human history.
Heck, if you only count forward from when slavery was 'abolished' - that number is much smaller - but heck, let's say 200 years.. Hell, say 500 - that gets us back to the beginnings of British Imperialism or so. (1509 - easily before the 'second' British empire).
Be OK to look at it statistically?
So with '500' as the years Government has LOVED humanity and sought not to be tyrants; that's 5.88235294117647% of the time.
If your kid/wife/friend told you the truth 5.88% of the time - would you believe him/her? (Heck - 25% of the time... )
Most people wouldn't - so if you wouldn't believe a close friend or family member - why Government?
Statistically speaking, of course.
