Taliban Threaten Arizona and Nevada

September 8, 2009: The U.S. Air Force fears that the Taliban may attempt a terror attack against the U.S. bases (in Nevada and Arizona), where the operators control (via satellite link) Predator and Reaper UAVs flying over Pakistan. These UAVs have killed dozens of Taliban and al Qaeda leaders in the past year. The terrorists have fired mortars at the Pakistani Air Force bases that the UAVs operate from, but these attacks have been too limited to do much damage, much less interfere with flight operations. The Taliban are getting desperate.

It's unlikely that the Taliban could carry out an attack on the well-guarded bases, in the United States, containing the UAV operators. But the terrorist chatter (electronic, and on the ground) is getting increasingly nasty and strident.

Dozens of civilians in Taliban controlled tribal territory have been accused of being spies (providing location data for the UAV attacks), and executed. Most of these victims are believed to be innocent, as the Taliban have been unable to produce any concrete evidence that the U.S. is relying that heavily, on informants, to provide target locations. Meanwhile, no matter what the Taliban and al Qaeda do, the Hellfire missiles continue to find their targets. Thus carrying out an attack on the UAV operators, in the United States, has become a popular subject of conversation. At least enough for air force security officials to take notice.

ROFL I was gonna call you about that because I watched it when it aired on tv without realizing what it was gonna be on and almost shit my pants about how insane it was!! Its almost like the xfiles spin off "the lone gunman" showing the false flag plane flying into a building...this spin off of NCIS showed a UAV attacking a school and attributed it to cyberterrorists....this could very well be the next false flag attack method...

I watched that NCIS:LA last night too. I like how they said the UAV pilots are in California, when they are actually in Arizona in Yuma.

Hackers taking control of UAV's? Whatever.

I've also noticed that CBS News has been hitting hard on the problems the US is having in Afganistan. To hear them tell it, the battle there is a complete failure, which it is, but that is the goal, so actually for the elities its right on schedule. The networks have been Obama's pr machine, so it makes me wonder what they are up to by bashing the US military there. A round about way to promote getting more troops there?

The next world war could take place in cyberspace, the UN telecommunications agency chief warned Tuesday as experts called for action to stamp out cyber attacks.

"The next world war could happen in cyberspace and that would be a catastrophe. We have to make sure that all countries understand that in that war, there is no such thing as a superpower," Hamadoun Toure said.

"Loss of vital networks would quickly cripple any nation, and none is immune to cyberattack," added the secretary-general of the International Telecommunications Union during the ITU's Telecom World 2009 fair in Geneva.

Toure said countries have become "critically dependent" on technology for commerce, finance, health care, emergency services and food distribution.

"The best way to win a war is to avoid it in the first place," he stressed.

As the Internet becomes more linked with daily lives, cyberattacks and crimes have also increased in frequency, experts said.

Such attacks include the use of "phishing" tools to get hold of passwords to commit fraud, or attempts by hackers to bring down secure networks.

Individual countries have started to respond by bolstering their defences.

US Secretary for Homeland Security Janet Napolitano said Thursday that she has received the green light to hire up to 1,000 cybersecurity experts to ramp up the United States' defenses against cyber threats.

South Korea has also announced plans to train 3,000 "cyber sheriffs" by next year to protect businesses after a spate of attacks on state and private websites.

Warning of the magnitude of cybercrimes and attacks, Carlos Solari, Alcatel-Lucent's vice-president on central quality, security and reliability, told a forum here that breaches in e-commerce are now already running to "hundreds of billions."

But one of the most prominent victims in recent years has been the small Baltic state of Estonia, which has staked some of its post Cold War development on new technology.

In 2007 a spate of cyber attacks forced the closure of government websites and disrupted leading businesses.

Estonian Minister for Economic Affairs and Communications Juhan Parts said in Geneva that "adequate international cooperation" was essential.

"Because if something happens on cyberspace... it's a border crossing issue. We have to have horizontal cooperation globally," he added.

To this end, several countries have joined forces in the International Multilateral Partnership against Cyber Threats (IMPACT), set up this year to "proactively track and defend against cyberthreats."

Some 37 ITU member states have signed up, while another 15 nations are holding advanced discussions, said the ITU.

Experts say that a major problem is that the current software and web infrastructure has the same weaknesses as those produced two decades ago.

"The real problem is that we're putting on the market software that is as vulnerable as it was 20 years ago," said Cristine Hoepers, general manager at Brazilian National Computer Emergency Response Team.

"If you see the vulnerabilities that are being exploited today, they are still the same," she underlined.

She suggested that professionals needed to be trained to "design something more resilient."

"Universities are not teaching students to think about that. We need to change the workforce, we need to go to the universities..., we need to start educating our professionals," she said.

Pointing out the infrastructure weakness, Carlos Moreira, who founded and runs the Swiss information security firm Wisekey, said legislation is needed to bring cybersecurity up to international standards.

Less than 20 years after the Council on Foreign Relations (CFR) was founded, World War II had arrived and once that war was over, America was ready to join "the League of Nations."

World regionalism is spelled out clearly in the U.N. Charter, Chapters 8 through 11, using such terms as "regional arrangements, intergovernmental agreements, and metropolital areas." Advocates of one-world socialism have already divided the world into 85 regions for policing purposes. In adopting the U.N. Charter, Congress has established the Charter as the Supreme Law of the land (Fugi v. State of California, 1950-52).

By Executive Decree No. 11647 on March 27, 1969 President Nixon announced the United States was divided into 10 Federal regions, each controlled by an appointed bureaucrat for the stated purpose of improving coordination of the activities of all levels of government. The goal of regional or metropolitan government is to eventually merge the U.S. into the "New World Order" - a one world socialist state under the United Nations. The 10 federal regions will be empowered to control all forms of regionalism within the U.S.. Regional divisions supplementing the 10 federal regions include state subregions, federal reserve regions, population regions, and regions to control the land, water and natural resources of America. On February 12, 1972 President Nixon issued Executive Order 11647 which authorized the staffing of the 10 regional governments. Regional government is a plan to eventually control all facets of our lives. Executive Order 11490 assigns numerous emergency preparedness functions to federal departments.

Financing of regional governments is acquired through Federal Revenue sharing. Revenue sharing is a mechanism whereby the state and local governments become financially dependent upon the federal government. Pressure can then be applied to any level of state government that refuses to comply with the dictates of the regional government rulers. All but 1 of the 10 federal regional capitals is either a Federal Reserve Bank or branch bank city.

The following are just some of the policies of the United Nations:
-Control of all zoning matters in the United States and the control of our national parks, rivers and historical sites.
-Control over whether women are allowed to have babies.
-Control over the economic and judicial policies of all nations.
-Programs are being processed to create a tax on citizens of the United States as a permanent method of UN funding.
-The United Nation has its own Army and United States soldiers must swear allegiance to this foreign government.

This is the "One World Government" that Strobe Talbot and Bill Clinton has been promoting. This is a "government" that allows as members terrorist states, ethnic cleansers like China (remember Tibet) and nations that allow slavery (Sudan) as members.

The U.S. Senate overwhelmingly approved a bill recently authorizing the payment of more than $800 million in back dues to the United Nations.

We are in the midst of a propaganda campaign desired to scare us and encourage us to see things the way The Order sees them. Since another great depression and financial crisis is almost certain, the nations should move now to organize themselves into a One World Economic Order to insure that even though such a calamity may occur, there will be "a reconstitution of a meaningful international monetary system.

Conditioning indeed. TV shows are truly the PR arm of the New World Order.

One thing I've noticed lately is how these cop-type shows are more and more having police characters break into places with no warrants. The last NCIS has two of the characters break into a police impound yard of the local police, knowing full well the local police think NCIS might be guilty of a coverup. Yet the big bad feds run around, no warrants or anything, breaking into places at will, all in the name of getting the bad guys of course.

My belief is that all this new Al Queda stuff is propaganda for the war in Afghanistan, and possibly Iran.  Obama has been out there pretending to listen to suggestions of possibly reducing the troops level, I think they put it out there as Biden's idea.  Now today they're putting out a story that Obama will not consider reducing the troops, as if that was ever a real possibility.  It was a fabricated political psy-op from the beginning, a big media circus show and the idiotic public just keeps eating this shit up.

Personally I believe that another major false-flag terrorist attack is off the table for a while.  It seems like a very politically dangerous move with the 9/11 truth movement having such a large voice still.

I mean, how much more of this shit are Americans willing to put up with?

There is a point made early in the video that is, imo, critical to the success of our movement; it was during the segment on West Point...

They spoke of the predictive power of networks – intensive interest in changing old ways of thinking (because at Westpoint, they were still using the old paradigm for battle... now they see a "New kind of war" - it's ‘ urban’ now, and they're teaching students to use the 'power of network science' at all military academies.

They go on to show how this works ...

Using the concept of 6 Degrees of Separation, they had one teacher at the chalkboard, with a diagram of nodes connected by lines. The message to the students was 'how to pick out people; how are they linked; how can we disrupt them'.  The question asked to the class was "which node needs to be removed to disrupt the network" -- the correct answer; the central node. (Translate: The Leader).  Because that node had the most connections. The whole notion of 'leaderless resistance' is to REMOVE their power to take us down by hitting the central 'node' in our network.  

They tell us that the first time they used this approach (ok, that's bullshit, but continuing..) was when they used it to capture Saddam Hussein. The describe having used the 'social network structure' around Saddam to identify family, and supporters in his life (Think FACEBOOK, and MYSPACE here folks...).

That enabled them to 'watch' his nodes; listen to communications and based on that information they were able to pinpoint his location. They go on to state that "understanding and applying network science will revolutionize battlefield tactics...

This is EXACTLY what A_I has been telling us about - they are using our own 'fun and games' internet software tools (like the above social networking sites), as well as the nifty new spyware-dressed-up as artistic fun and games...

A new video produced in association with the Department of Homeland Security and the FBI and narrated by former Denver Broncos quarterback John Elway urges people to report suspicious activity that could constitute terrorism, behavior that includes buying gold, owning guns, using a watch or binoculars, donating to charity, and all manner of mundane things.

The eight minute video was produced by the Colorado-based Center for Empowered Living and Learning (CELL) in conjunction with the International Association of Chiefs of Police conference to promote CELL’s $7 million dollar exhibit entitled “Anyone, Anytime, Anywhere: Understanding the Threat of Terrorism,” which is currently on display at the Mizel Museum in Denver, Colorado.

The production was funded by a $30,400 grant from the Department of Homeland Security and made in association with the Colorado Information Analysis Center.

The video wastes no time in advancing the DHS agenda to single out average Americans as the new target of the war on terror, a process that we have exhaustively documented for years through all manner of official reports, from the infamous MIAC document to the DHS “Domestic Extremism Lexicon” memo that equates people who question authority with violent extremism and terrorism.

In every single instance portrayed in the CELL video, the terrorists are either white or black American citizens. As the Denver Westworld blog notes, in John Elway’s world, everything is suspicious and everything is indicative of “a world where average-looking white people want to murder you and everyone around you.”

“Anyone can become a victim of terrorism, any time, anywhere. Together, we can change this. Each of us has a responsibility to protect our community and we can do so by recognizing the signs of terrorism and taking proper action to stop it,” says Elway.

The clip characterizes all manner of mundane activities as potential signs of terrorism, splitting them into eight different categories, and shows other Americans reporting people to the authorities for such behavior.

Under the heading of “funding,” the video shows an image of U.S. Liberty Head gold coins, suggesting that people who buy or handle gold bullion are probable terrorists. In the same montage, an image of a handgun is flashed, implying that gun owners are also under suspicion.

Using a watch, a pair of binoculars, or donating to a charity are all potential Al-Qaeda behavior, the video implies.


Do you use e mail or the telephone to find out information about things? You’re probably a terrorist, according to the DHS, which classifies such behavior as “elicitation,” one of the eight signs of terror.

Do you occasionally monitor police radio, as thousands did during the recent G20 protests in Pittsburgh? You’re a terrorist.

Do you notice surveillance cameras or occasionally attempt to watch big brother back? You’re a terrorist.

Petty criminal behavior such as theft and trespassing is also flagged as a sign of terrorism.

“The success of defending our community’s safety depends upon our shared commitment,” says Elway at the end of the clip. “It’s a beautiful day here in Colorado and there can be many more like this with the help of people like you.”

In other words, report your neighbors for everyday activity otherwise you’ll be hit by another 9/11.

As we have continually highlighted, the entire apparatus of the war on terror has been shifted to target the American people. By defining mundane activities as potential terror, those in power want to create a society where everyone feels under suspicion and guilty even if they are a completely law-abiding citizen. Indeed, the implication is that only those who join the tyranny and become informers for the state can feel truly patriotic and avoid the glare of big brother.

As we discussed with the MIAC report and a whole host of others, the federal government apparently has very little concern for any perceived terrorist threat to America coming from the MIddle East or Al-Qaeda cells within the country, and indeed if any such threat existed we are only in more danger, because the feds have been busy training law enforcement and brainwashing the public that law-abiding American citizens who exercise their legal right to purchase firearms, who own gold, who take photographs, donate to charities or who attempt to find out information about things, are potential terrorists who should be grassed up to the authorities without delay.

For every action, there is an equal and opposite reaction. This is true in the physical world, and even if you cannot clearly see how it applies in the social world, the fact cannot be denied that every action taken by a person or group of people has the potential for negative consequences. A book written, a news program aired, a video filmed, a law enacted, a precedent set, all of these, no matter how benign the intent, have the potential to, and often do, affect our society, and therefore the lives of all, in various ways.   
   
Turn off your TVs, folks, and find out the facts yourselves.

When faced with such potentially consequential actions, it is a natural reaction for people to feel overwhelmed and apprehensive, questioning in what directions they may take us and our society. In the mainstream media in America, however, such questions are often dealt with in one of two ways: they are either left unaddressed, or portrayed as the most extreme version of those negative consequences, allowing for their quick dismissal.

An example of the former can be seen in the reporting on the protests at the G20 in Pittsburgh last month. Few mainstream news articles and reports mentioned the fact that LRAD devices, or sound weapons, were used on the American people for the first time, but even those that did, decided not to even question whether or not this was a good idea. This is but one example of many, including but not limited to coverage of the wars in Iraq and Afghanistan, third party presidential campaigns, the passing of 1,000 page bills like the Patriot Act or the stimulus bill, the appointment of a sitting president to the head of the UN security council, secret meetings of heads of state, the illegal arrest and detainment of American citizens without a trial and so on and so forth. This list could go on for pages, so I will spare you the wasted screen space and move on.

An example of the latter can be observed in the media’s version of the healthcare reform debate, in which the Federal Coordinating Council for Comparative Effectiveness Research, a real panel of 15 individuals created in the Stimulus bill to determine the agenda of healthcare research in order to discover what’s “effective” in healthcare (see H.R. 1, Title VII), and being given more authority in the proposed healthcare reform act to make recommendations to healthcare providers so that they may “more informed healthcare decisions” (see H.R. 3200, Title IV, Subtitle A), is reduced to a paranoid delusion about “death panels.” Thus, real concerns about the council, such as the fact that the individual in charge of bioethics, Ezekiel Emmanuel, has written that doctors take their Hippocratic oath too seriously, and that healthcare priorities should be focused on those aged 15-40, and not wasted on those younger or older, are never dealt with.

Again, “death panels” are just one of a litany of reductive terms that obfuscate serious and legitimate concerns and turn them into fodder for smirking pundits (“birther,” “conspiracy theories,” and “tea-bagging,” to name a few). I would also include in that list anything that reduces a concern to a “left-wing,” “right-wing,” “liberal” or “conservative” issue, as it automatically eliminates that concern’s credibility to those who identify with one team or the other.


So, now we must turn to the meta-question: why have such questions been stifled? Why has the mainstream media abandoned their watchdog role and begun reducing serious and normal public concerns to dust? What are the consequences of the media’s actions? That is something to seriously be considered and dealt with (although, of course, you won’t see it seriously addressed in the media).

We now have a situation in this country where people are being paid to discredit us. Enough is enough. We can no longer trust these people to research the issues for us. I don’t care if you sometimes agree with what they say. Turn off your TVs, folks, and find out the facts yourselves.

CRIMINALIZING EVERYONE
"You don't need to know. You can't know." That's what Kathy Norris, a 60-year-old grandmother of eight, was told when she tried to ask court officials why, the day before, federal agents had subjected her home to a furious search.

The agents who spent half a day ransacking Mrs. Norris' longtime home in Spring, Texas, answered no questions while they emptied file cabinets, pulled books off shelves, rifled through drawers and closets, and threw the contents on the floor.

The six agents, wearing SWAT gear and carrying weapons, were with - get this- the U.S. Fish and Wildlife Service.

Kathy and George Norris lived under the specter of a covert government investigation for almost six months before the government unsealed a secret indictment and revealed why the Fish and Wildlife Service had treated their family home as if it were a training base for suspected terrorists. Orchids.

That's right. Orchids.

By March 2004, federal prosecutors were well on their way to turning 66-year-old retiree George Norris into an inmate in a federal penitentiary - based on his home-based business of cultivating, importing and selling orchids.

Mrs. Norris testified before the House Judiciary subcommittee on crime this summer. The hearing's topic: the rapid and dangerous expansion of federal criminal law, an expansion that is often unprincipled and highly partisan.

Chairman Robert C. Scott, Virginia Democrat, and ranking member Louie Gohmert, Texas Republican, conducted a truly bipartisan hearing (a D.C. rarity this year).

These two leaders have begun giving voice to the increasing number of experts who worry about "overcriminalization." Astronomical numbers of federal criminal laws lack specifics, can apply to almost anyone and fail to protect innocents by requiring substantial proof that an accused person acted with actual criminal intent.

Mr. Norris ended up spending almost two years in prison because he didn't have the proper paperwork for some of the many orchids he imported. The orchids were all legal - but Mr. Norris and the overseas shippers who had packaged the flowers had failed to properly navigate the many, often irrational, paperwork requirements the U.S. imposed when it implemented an arcane international treaty's new restrictions on trade in flowers and other flora.

The judge who sentenced Mr. Norris had some advice for him and his wife: "Life sometimes presents us with lemons." Their job was, yes, to "turn lemons into lemonade."

The judge apparently failed to appreciate how difficult it is to run a successful lemonade stand when you're an elderly diabetic with coronary complications, arthritis and Parkinson's disease serving time in a federal penitentiary. If only Mr. Norris had been a Libyan terrorist, maybe some European official at least would have weighed in on his behalf to secure a health-based mercy release.

Krister Evertson, another victim of overcriminalization, told Congress, "What I have experienced in these past years is something that should scare you and all Americans." He's right. Evertson, a small-time entrepreneur and inventor, faced two separate federal prosecutions stemming from his work trying to develop clean-energy fuel cells.

The feds prosecuted Mr. Evertson the first time for failing to put a federally mandated sticker on an otherwise lawful UPS package in which he shipped some of his supplies. A jury acquitted him, so the feds brought new charges. This time they claimed he technically had "abandoned" his fuel-cell materials - something he had no intention of doing - while defending himself against the first charges. Mr. Evertson, too, spent almost two years in federal prison.

As George Washington University law professor Stephen Saltzburg testified at the House hearing, cases like these "illustrate about as well as you can illustrate the overreach of federal criminal law." The Cato Institute's Timothy Lynch, an expert on overcriminalization, called for "a clean line between lawful conduct and unlawful conduct." A person should not be deemed a criminal unless that person "crossed over that line knowing what he or she was doing." Seems like common sense, but apparently it isn't to some federal officials.

Former U.S. Attorney General Richard Thornburgh's testimony captured the essence of the problems that worry so many criminal-law experts. "Those of us concerned about this subject," he testified, "share a common goal - to have criminal statutes that punish actual criminal acts and [that] do not seek to criminalize conduct that is better dealt with by the seeking of regulatory and civil remedies." Only when the conduct is sufficiently wrongful and severe, Mr. Thornburgh said, does it warrant the "stigma, public condemnation and potential deprivation of liberty that go along with [the criminal] sanction."

The Norrises' nightmare began with the search in October 2003. It didn't end until Mr. Norris was released from federal supervision in December 2008. His wife testified, however, that even after he came home, the man she had married was still gone. He was by then 71 years old. Unsurprisingly, serving two years as a federal convict - in addition to the years it took to defend unsuccessfully against the charges - had taken a severe toll on him mentally, emotionally and physically.

These are repressive consequences for an elderly man who made mistakes in a small business. The feds should be ashamed, and Mr. Evertson is right that everyone else should be scared. Far too many federal laws are far too broad.

Mr. Scott and Mr. Gohmert have set the stage for more hearings on why this places far too many Americans at risk of unjust punishment. Members of both parties in Congress should follow their lead.

Unmanned aerial vehicle (UAV) of Lebanese extremist organization Hezbollah intruded into Israeli airspace on November 7, 2004 approximately at 10:30 am local time. It flew at a low altitude over a town of Nahariya, turned to the Mediterranean Sea, turned again to the north and fell down at sea near the Lebanese shore (see Figure 1). According to information published in press, the UAV spent nearly half an hour over territory of Israel.

In spite of the fact that the "Mirsad 1" UAV flight caused no casualties, the incident created a wave of anxiety in Israel and a flow of publications both in local and international media. There were good reasons for that and not only because that was the first

hostile aerial incursion from Lebanon since 1987.1

As analysis of technical capabilities shows, UAVs can become a very attractive option for terrorists anxious to deliver a covert attack with the use of chemical or biological weapons. Even armed with conventional explosives, UAV can become more efficient than so-called "shaheed's belt" frequently used by suicide terrorists. A substantial damage can be inflicted, in particular, if a UAV is directed to a crowded place. In addition, UAVs can penetrate to the areas, where suicide terrorists have almost no chance to get to.

Meanwhile, terrorists do not even try to hide their intentions with respect to the use of UAV as a bomb delivery means, stirring up fears in the Israeli media. As Hezbollah leader Sheik Hassan Nasrallah said after the incident, "Mirsad 1" type UAV flights will continue, such a drone "can be laden with a quantity of explosives, 40 to 50 kilograms" and reach "anywhere,

Can this statement be not just a bluff?

Unfortunately, data on "Mirsad 1" UAV that can be found in news reports are too scrappy and contradictory to draw unequivocal and definite conclusions. Hezbollah released a 20 second footage of the drone, but it is impossible even to estimate the size of the UAV from the frames published (see Figure 2).

According to Israeli sources, "Mirsad 1" is an Iranian "Mheger 4" drone,2 powered by a 10 hp engine and capable to fly at 2 km altitude with a maximum speed of 120 km/hr. According to the same source, Iran supplied Hezbollah with 8 such drones, and over the past two years some 30 Lebanese operatives have undergone training at Revolutionary Guards' bases near Isfahan to fly similar aircraft. Israeli press also reported that the wingspan of "Mirsad 1" UAV is about 3 m, and its fuselage length is 2.9 m.

One may also make an attempt to estimate the speed of "Mirsad 1" from the information published in newspapers. According to a statement of Hezbollah leader, the flight over Israel to Nahariya lasted 14 minutes. Israeli side confirms this claim. In particular, the army said the plane flew for about 15 minutes along Israel's northern Mediterranean coast until it reached Nahariya. The town is located near 9 km from the border with Lebanon (see Figure 1). Thus, if the flight pass was straight, the speed of the drone did not exceed 40 km/hr. This conclusion puts in doubt reliability of the information published, unless there was a strong head wind. The fact is that such a slow cruising speed is not typical for a UAV with the technical specifications claimed. The speed estimated is slower than vehicle's stall speed, which is unlikely to be less than 80-90 km/hr for the type of UAVs under consideration. However, at a head wind, say, of 20 m/s (72 km/hr), the UAV speed relative to the air flow becomes nearly 110 km/hr, which can be true.

One may notice from comparison of the published information with specifications of known UAVs, that the size and engine power of "Mirsad 1" look similar to those of "KhAI-112" remotely piloted vehicle designed by Ukrainian Physical Simulation Research Institute (see the Table 1). A payload of "KhAI-112" UAV does not exceed 15 kg, while its maximum take-off weight is 60 kg. A notable difference in maximum speed of these drones may mean that "Mirsad 1" is heavier than "KhAI-112", but its take-off weight unlikely exceeds 80 kg. As estimates show, usually maximum weight of a payload cannot exceed half of UAV take-off weight, if the latter is less than 200 kg. Thus, one may conclude that "Mirsad 1" can carry a payload of no more than 40 kg.

Some analysts assume, that Hezbollah used an "Ababil" type UAV produced by Iran Aircraft Manufacturing Industries (HESA). "Ababil" UAV is a canard configuration and similar in size to "Mheger 4": wing span - 3,25 m, fuselage length - 2,9 m. It is launched by a pneumatic launcher or by a rocket, and uses a parachute to land. "Ababil" can fly in an autopilot mode, however its operator can also guide the UAV remotely from the ground. The drone has a more powerful (25 hp) engine than "Mheger 4", and according to the manufacturer, it can fly with a cruising speed of 165 knots (about 300 km/hr). As one may see from the table, "Ababil" can carry a 40 kg payload, which is close to that claimed by the Hezbollah leader.

Interestingly, size and engine power specifications of "Ababil" are similar to those of "Pchela" reconnaissance UAV that is used by the Russian Army (see Table 1). Most likely, cruising speed of "Ababil" claimed by the manufacturer is an exaggeration and, in fact, it does not exceed 150-200 km/hr. For comparison, "Pchela"'s cruising speed is 140 km/hr.

The second part of the Hezbollah leader's statement - a maximum range of the UAV - is also worth a discussion. One may conclude from analysis of published information, that the flight path of "Mirsad-1" starting from intrusion to Israeli airspace to the place, where the plane fell down, was unlikely longer than 30 km. If, as Israeli press assumes, the UAV conducted a reconnaissance mission and was transmitting the obtained information to its ground-based control station, then the operational range was most likely limited by power of on-board or ground transmitter. As a rule, this factor is a major restriction for maximum range of

reconnaissance UAVs. In particular, "Ababil" is designed to operate within a radius of 30 km, however its operational range can be increased to 120 km by use of more powerful transmitter.

If a UAV is supposed to carry a weapon and to be capable flying in autonomous mode, the maximum range of such a drone is limited by the amount of on-board fuel only. Assessments for propeller driven reconnaissance UAVs with piston engines show that the fraction of spent fuel weight relative to take-off weight may be as low as 3-4% per hour in an economic flight regime. A UAV has to have a range at least 400 km in order to attack targets in southern part of Israel, located at the longest distance from the Lebanese border. Taking into account the fact that the flight path may not be a straight line in order to ensure covertness of the attack, its length may be as large as 600 km. If a cruising speed of the UAV is about 120 km/hr, and this speed is close to economical one, the weight of fuel required for flying that distance is about 15-20% of the take-off weight, provided that the wind speed is negligible. Specifications of a UAV allow having such amount of fuel on-board, as it was shown above. However, that can be only done at the expense of payload, so that the latter most likely will not exceed 30-35% of the take-off weight. Increasing the speed of UAV in order to reduce probability of its detection from the ground will lead to increase of fuel consumption required to fly the same distance. According to rough estimates by the author, fuel consumption will increase as the UAV speed squared.

Currently no country has an efficient defense against small low-flying UAVs, because existing air defense systems are not designed to counter threats of this type. Air defenses are mainly aimed at relatively large and fast planes. Thus, it is not surprising that Israeli air defense turned out to be weak against "Mirsad 1" UAV. Israeli army could also do nothing to shut down the plane though they observed the entire flight over their territory.

Assessing capabilities to detect the UAV by an observer on the ground, one may assume that in favorable weather a naked eye can see it at a maximum distance of 3 km (estimates made for "Pchela" UAV). Besides that, "Mirsad 1" was quite noisy, according to press reports. Maximum distance at which an observer can hear "Pchela" is also about 3 km.

Finally, one may conclude that, if the claim of Hezbollah leader is an exaggeration, it is not a big one, provided that this extremist group did obtain "Mheger 4" or "Ababil" type UAVs with technical specifications discussed above. Nevertheless, Sheik Hassan Nasrallah denies any possible connection with Iran and insists that Hezbollah develops unmanned vehicles on their own. Possibly, this statement reflects his intent not to expose Iran to an additional pressure from international community, even though Hezbollah drones are of Iran's origin indeed. However, the leader of extremists may well have told the truth. As a technical analysis shows, a small group of air model fans (or even a someone alone) can build a capable UAV. All necessary equipment and parts are available in the open market at affordable prices.

Experts and media have been discussing the potential use of UAVs for terrorism for some time. Until recently, this threat was considered to lie primarily in the conversion of anti-ship cruise missiles or small manned airplanes to land attack missiles. Previous studies focused on threats from so-called "states of concern" rather than non-state actors. A broader spectrum of possible terrorist uses has been addressed since September 11, 2001.

Experts point to a set of advantages that may make UAVs seem attractive to terrorists:
Possibility to attack targets that are difficult to reach by land (cars loaded with explosives or suicide terrorists)
Possibility of carrying out a wide-scale (area) attack, aimed at inflicting a maximum death rate on a population (particularly, through the use of chemical or biological weapons in cities)
Covertness of attack preparation and flexibility in choice of a UAV launch site
Possibility of achieving a long range and acceptable accuracy with relatively inexpensive and increasingly available technology
Poor effectiveness of existing air defenses against targets such as low-flying UAVs
Relative cost effectiveness of UAVs compared with ballistic missiles and manned airplanes
Possibility of achieving a strong psychological effect by scaring people and putting pressure on politicians

No incident of UAV employment in a terrorist attack has yet been reported. However, media reports reveal that terrorists are actively studying this means of delivery.

Certainly, preparing and conducting a terrorist UAV attack is much more difficult than such frequently used methods as mining buildings and cars or using suicide bombers. Nevertheless, the 9/11 events, when terrorists captured airliners with passengers and used them as huge cruise missiles to attack buildings in New York City and Washington, D.C., have demonstrated that it is necessary to be prepared to repel "high-tech" threats as well. For this reason, it seems expedient to examine the technical capabilities of UAVs to deliver terrorist weapons.

Threats from terrorist UAVs first became an issue of concern for the U.S. government after September 11, 2001. The growth of this concern is underlined in statements by official representatives of intelligence community. In particular, former CIA Director George J. Tenet stressed in his testimony before the Senate Select Committee on Intelligence in February, 2004: "Many countries remain interested in developing or acquiring land-attack cruise missiles, which are almost always significantly more accurate than ballistic missiles and complicate missile defense systems. Unmanned aerial vehicles are also of growing concern." The problem of cruise missile and UAV proliferation, and how to face this threat, became the subject of attention in Congress, the departments of defense and homeland security, and other U.S. agencies.

Unfortunately, terrorism became a grave reality in Russia, and UAV use by terrorists may be an even greater threat than in the U.S. To many readers, UAVs may seem too exotic, demanding substantial efforts and costs compared with the methods terrorists frequently use. But science and technology is developing so fast that we often fail to recognize how much the world has changed. Moreover, the appearance of new public services such as Internet, cellular communications, Global Positioning System (GPS) makes society more vulnerable. Therefore, we often miss a chance to react to emerging threats in a timely fashion.

Does the Russian government understand the threat from terrorist UAVs? Has it assessed this threat? Does it have a strategy for prevention? This issue is not discussed in the domestic media, so neither the public nor the author can answer those questions.

This report assesses the technical possibility of UAV use as a delivery means for terrorists. The analysis shows that such a threat does exist and that it will grow. The author also considers areas that require higher attention from government agencies. This report is also targeted at the Russian public. Terrorist activity can be prevented only through the coordinated efforts of the government and civil society. The government cannot efficiently fight terrorists without the active involvement of the population. The first step toward creating such an alliance is to recognize the threat and its potential consequences.

The study has been conducted in the Center for Arms Control, Energy and Environmental Studies at MIPT with a support of Ploughshares Fund. The bad guys can use drones too. While billions have been spent on ballistic missile defense, little attention has been given to the more imminent threat posed by unmanned air vehicles in the hands of terrorists or rogue states.

Building a ballistic missile is a big deal. They take a lot of development – it really is rocket science – which is expensive and hard to keep secret. At best, you’ll end up with something like a Scud missile with a range of a few hundred miles and limited accuracy. You would not be able to aim at an individual building.

Unmanned air vehicles are another matter. They are small, cheap and you could buy one tomorrow. Short-range versions with video cameras are common, but thanks to GPS and Google Earth you can also put one to within a few yards of your aim point from long range. Very long range – in 2003 a TAM-5 UAV with a six-foot wingspan was flown over 1880 miles across the Atlantic Ocean. One scenario features a mass drone attack launched from a tanker or freighter well out in international waters.

Eugene Miasnikov of the Center for Arms Control, Energy and Environmental Studies at MIPT, calls the UAV a suicide bomber on steroids, basically. Unlike a suicide bomber, a drone can easily penetrate security and threaten otherwise safe areas (eg the Green Zone) or reach crowded public places like spots stadiums. Dense crowds would lead to large numbers of casualties from fragmentation bombs, and an attack by multiple UAVs could cause panic and further injuries in the crowd. And don't even get us started about chemical, biological or ‘dirty bomb’ radioactive payloads.

Already, there have been a number of terrorists using (or, at least, intending on using) UAVs. Bin Laden had a plan to assassinate President Bush at the G8 summit, the FARC in Colombia bought drones. Hezbollah flew a "Mirsad-1" drone over Israeli territory in 2004.

Another paper by Dennis M. Gormley, on UAVs and Cruise Missiles as Possible Terrorist Weapons draws similar conclusions about the ease with which such weapons can be used and the difficulty of intercepting small, slow aircraft. He notes a significant incident in Iraq:

Moreover, two Iraqi ultra-light aircraft managed to fly directly over the 3rd Infantry Division’s logistical encampment and disappeared before orders could be arranged to fire at them. Even the use of expensive airborne reconnaissance systems such as AWACS would not help. Their radars intentionally eliminate slow-flying targets on or near the ground to prevent their data processing and display systems from being overtaxed.

One solution to the threat of hostile UAVs is DARPA’s Peregrine. This is a drone-killing drone, designed with dual propulsion mode to combine long loiter time on patrol with a dash capability for intercept. Spending on Peregrine has gone up from nothing in 2004 to $1.4m in ‘05 and $5m in the coming year. In Popular Mechanics, Noah and friends tried designing one of the drone-fighters. The one here was provided by The Mad Planeman whose blog tinkers with aircraft design.

But killing drones isn't the hard part, really. It's detecting and identifying before they can do damage that poses the biggest challenge. As Miasnikov points out if they are launched a few miles from their target there may be only minutes to react.

Those with long memories or an interest in esoteric weapons will recall that we have been here before. During WWII the US came under attack from thousands of small, long-range unmanned aircraft – Japanese ‘Fugo’ balloon bombs. Thirty feet across and made of mulberry paper, each carried three incendiary bombs to the US mainland all the way from Japan. Although they were dismissed at the time, tremendous resources were put into countering them. And although they did little damage, the Fugos were originally intended to carry biological agents, which would have made them a far more serious threat.

How great the threat is this time remains to be seen.

Terror network showing signs of preparing for escalation of attacks

At the inception of the second Lebanon war in July 2006, Hizbullah rained down nearly 4,000 rockets into northern Israel using Iranian Katyusha rockets (RAAD 40) with a payload of 45 lb each, and a range of approximately 45 miles.  

Although the Israel air force succeeded in taking out most of the group's long range rockets, made and supplied by Iran, the ground forces were unsuccessful in halting the short range rocket fire that paralyzed most of the northern part of Israel.  

Hizbullah leader, Hassan Nasrallah, has publicly admitted that his organization is rearming and secretly transporting arms to south Lebanon - in blatant violation of Security Council Resolution 1701.  

Since last August huge quantities of arms, including Russian-made antitank missiles, short- and long-range rockets, small arms, mines and ammunition have been smuggled into Lebanon from Syria and Iran.  

According to senior Israeli defense officials, the Lebanon-based militant group has acquired new Iranian rockets with a range of 300 kilometers (185 miles) which now threaten most of Israel. This enables the guerrillas to strike anywhere in Israel's heavily populated centers, and reach as far south as Dimona, where Israel's nuclear reactor is located. According to globalsecurity.org Iran has a supplied a number of UAV's capable of carrying surveillance equipment as well as explosives, to Hezbollah in recent years.  

The defense officials did not specify how many of the new rockets Hizbullah has obtained, but said that overall, Hizbullah now has substantially more rockets in its arsenal than the 14,000 it had before the conflict - likely more than double that number.  

According to a reliable source of information in Beirut, who must remain anonymous, the Iranian budget for Hizbullah is not public knowledge, but it is estimated to run from hundreds of millions to $1 billion, not counting the money that Iran gave Hizbullah to rebuild after the 2006 war.

While Iranian missile supplies to Hizbullah, either by sea or overland via Syria, are well known, according to the officials, there were also indications that some of the rockets in Hizbullah's arsenal - including a 220-millimeter rocket used in a deadly attack on a railway site in Haifa - were built in Syria.

 At a recent briefing of the Knesset Foreign Affairs and Defense Committee, a senior military intelligence officer told members that Hizbullah is rearming and preparing for a new escalation as a result of an anticipated operation against Israel along the northern border. He said that a great deal of activity had been identified and that the group is growing stronger on all levels, improving its systems, its units, and is receiving a substantial quantity of weapons and increasing its medium and long range missile capability.

 Fears have mounted in the defense establishment that Hizbullah may fly an explosives-packed drone into Israel in retaliation for Israel's alleged assassination of Imad Mughiyeh in Damascus early this year. During the Lebanon war in 2006 Hizbullah launched four unmanned aerial vehicles (UAV's) at Israel. All were Iranian-made, have a known range of 93 miles, can reach approx 180 mph, and carry 99 lbs of high grade explosive.

 The rearming of Hizbullah could have far reaching implications for the US who have a presence in the Middle East. According to Dr. Ely Karmon, senior researcher at the Institute for Counter Terrorism (ICT) at the Inter Disciplinary Center at Herzliya, the moment Hizbullah feels it is strong enough it could take control in Lebanon ousting Siniora's pro- Western government. The Lebanese army would be no match for the terror group who now number some 30, 000 fighters. The US supports the present Lebanese government, and at present is showing its support with the presence of the USS Cole.

Hizbullah could misread the US military presence as an imminent threat. The assassination of Hizbullah leader Imad Mugniyeh on February 12, has put the Islamist party on high alert. Hassan Nasrallah used Mugniyeh's death to escalate his rhetoric, proclaiming an "open war" against Israel. If Hizbullah is convinced that a military confrontation with Israel and the United States is inevitable, the group may opt for a pre-emptive strike against Israel, or a final push to topple Siniora's government which would seriously test the US show of support.

Haaretz has details on the attack which damaged an Israeli naval vessel, by an UAV, in the dark and while operating 16 km from the Lebanese coast.

An explosives-laden drone, apparently launched by Hezbollah, hit an Israel Navy warship off the coast of Beirut, causing serious damage to its steering capability, Israel Defense Forces confirmed Friday night. The incident occurred at around 8:30 P.M., as the ship was some 16 kilometers from the Lebanese coast. The blast caused a fire close to the helicopter landing pad onboard. The ship's steering mechanism also sustained some damage. Several hours after the vessel was hit, an Israel Defense Forces spokeswoman said the damage was worse than originally thought. She added that the ship, still burning, was being towed back to Israel. There were some 80 people on board the ship when it was hit.

This is a major warship operating in line of sight, but beyond normal nighttime visual range. According to the Security Watchtower, the drone was probably a Mirsad-1.

A Hezbollah unmanned aerial drone crashed into an Israeli warship off the Mediterranean coast on Friday, damaging the steering of the vessel. Hezbollah leader Sheik Hassan Nasrallah claimed the ship had been sunk. The UAV was likely a Mirsad-1, built by the Iranian state owned Qods Aviation Industry. On previous occasions, Nasrallah has boasted that "you can load the Mirsad plane with a quantity of explosive ranging from 40 to 50 kilos and send it to its target."

In 2005, U.S. and Israeli intelligence noted that Iranian soldiers were stationed in southern Lebanon where they operated the Mirsad-1, eight of which are believed to have been given by Iran to Hezbollah. Reports indicate that an estimated 30 Hezbollah operatives have completed training in Isfahan, Iran. Asked about the threat of the UAV's, Joseph Cirincione, a weapons expert at the Carnegie Endowment for International Peace, said "the danger is that Hezbollah will now have the capability to inflict greater damage on Israel by more precise targeting."
Commentary

An attack at this distance, by night on a warship indicates a very high level of targeting skill. A capability beyond Hezbollah's own limited resources. This suggests that Iranian technical assistance to its client has been extensive and thorough. In some ways, this incident is reminiscent of the use of Saggers and integrated air defense by the Egyptian Army during the Yom Kippur War. Iran had anticipated what Israel would do and prepared for it. It is now not out of the question that Hezbollah may have MANPADs or very long range, perhaps even guided rockets. With what warheads we can only guess, but chemical is not out of the question. The stricken Israeli warship is major combatant on the scale of navies in the area. Although not sunk, it has been mission killed. This is a spectacular naval victory for Hezbollah.

But it also brings Israel and Iran closer to direct combat. With proof that advanced weapons are now in the hands of Hezbollah, it becomes absolutely impossible for Israel to consider Hezbollah in isolation from its armorers. The diplomatic efforts to date are now imperiled by this grave development.

Pakistan has quietly been conducting its own 'drone war' against militant forces and terrorist elements using Selex-Galileo Falco tactical unmanned aerial vehicles (UAVs), Jane's has learned.

According to a number of industry officials who have been in Pakistan and experienced UAV operations there, the Pakistani military is using unarmed Falcos for traditional surveillance tasks but also in a 'hunter' role - targeting air strikes, providing real-time coverage of attacks and then delivering battle damage assessments.

Selex-Galileo has declined to identify the single nation currently flying the Falco in front-line operations but that customer is known to be Pakistan, with Pakistan Air Force (PAF) chief Air Chief Marshal Tanvir Mahmood Ahmed having told Jane's in November that the PAF would begin using the Falco in live operations by the start of 2009.

Pakistan has ordered five Falco systems, each comprising four air vehicles plus one spare and a ground control system (GCS). Two complete systems are now in service, two more are working up to deployment and one has just been delivered.

The Falcos are flying intensively, as noted by one source who told Jane's : "The customer is using more than one system every single day."

The Falcos have operated in several regions of concern to the Pakistan government, including the mountainous Federally Administered Tribal Areas (FATA) along the Afghan border. This was alluded to by an official who noted that the Falco's hot-and-high capabilities had been proven in operations "from airfields at 1,000 m altitude in circumstances identical to Afghanistan".

"The Falcos have two basic missions," said one programme source: "surveillance of critical areas - and there are a lot of them - and operations as part of a manned and unmanned mixed fleet, in combat.

"Surveillance means identifying and tracking critical targets like convoys or 'terrorist establishments'. In hunter operations the Falco goes out looking for targets, identifies them and relays their position to the command and control centre, where priority-one targets are allocated for attack by fast jets.

"The sensor system is world-beating and can easily ID an individual person from the appropriate altitude. The target handover is done through the GCS to the military's C4I system, and it's done quickly - sometimes less than 20 minutes, sometimes less than 10.

"When the attack is inbound the Falco will climb and loiter at a higher altitude. It can provide a real-time view of the attack, although that's over in seconds, and then do an immediate damage assessment. I have witnessed several of these operations. It's not being done on paper; these are real missions."

Selex-Galileo says that, despite customer interest, it has no ambitions to develop an armed Falco for export. An armed variant could materialise if a requirement emerged in its domestic markets (Italy and the UK) but the company believes that having a weapon capability would exclude the Falco from several potential markets elsewhere. "You start to encounter Missile Technology Control Regime regulations and other limitations," said one official.

The current air vehicle has a limited payload and would be restricted to two 30 kg-class weapons - although this would double in planned growth versions of the Falco. Selex-Galileo notes an interest in the Thales Lightweight Multirole Missile (LMM) as a theoretical future weapon option.

The Falco XN - the variant currently in service - has a 420 kg maximum take-off weight (MTOW) with a 70 kg sensor payload. Endurance lasts from eight to 14 hours and the UAV has a datalinked range of 200 km.

Selex-Galileo has now developed the Falco Evo (Evolution) upgrade, which can be retrofitted to existing Falcos. The Evo adds longer wings and tailbooms, increasing MTOW to 750 kg with a 120 kg payload. Endurance is increased to a maximum of 18 hours and the Evo can exceed the XN's 6000 m altitude limit.

Selex-Galileo is building four Falco Evo prototypes, with first flight scheduled for the second quarter of 2010. The company believes that its existing customer is a strong sales prospect for the Evo and it hopes to double or even triple the installed Falco fleet there.

But while these Unmanned Aerial Vehicles ("UAVs" in defense lingo) offer striking capabilities to peer into terrorists' camps, the drones are slow, noisy, and dumb - making them easy targets for enemy fire. Unmanned, almost disposable spy planes are being groomed for a major role in the coming conflict against terrorism, defense analysts say. But while these Unmanned Aerial Vehicles (UAVs in defense lingo) offer striking capabilities to peer into terrorists' camps, the drones are slow, noisy and dumb -- making them easy targets for enemy fire. One such plane has already been lost over Afghanistan; two more have gone down over Iraq in just the past month. Despite these incidents, UAVs like the Predator -- a windowless, bulbous-nosed, V-tailed, 27-foot-long craft -- are shaping up to be "the instrument of choice we'll want to rely on" to snoop on terrorists and their bases, according to Nick Cook, an aerospace consultant for Jane's Defense Weekly.

"The consensus view is that it's hard to view any type of military operation where we wouldn't use this technology," William Martel, professor of national security at the Naval War College in Newport, Rhode Island, said. The Predator has become an attractive intelligence option because the plane can hover above a target for up to 40 hours, providing an ongoing look at enemy troops or facilities. Satellites, on the other hand, only offer a few minutes per day of surveillance time over a given area -- and those fly-by times can often be easily accessed online. High-flying U2 spy planes are best at scanning for fixed installations. The UAV planes are relatively cheap -- $3.2 million each. And they're built with largely "off-the-shelf" technology -- cloud-piercing synthetic aperture radar, video cameras and infrared detectors. Therefore, there's no worry about a downed Predator compromising national security secrets, as there was when an EP-3 spy plane went down earlier this year over China, said Mike Vicker, director of strategic studies at the Center for Strategic and Budgetary Assessments. "In a sense, half the rationale of a UAV is that you can lose it. There's no pilot to be lost," Nick Cook, of Jane's, said. "You can send them into high-risk areas precisely because they are expendable."

The military can expect to expend quite a few of the craft in the upcoming months. The Predators fly low enough -- 10,000-20,000 feet -- to get knocked down by the Stinger surface-to-air missiles, or 12.7 and 14.5 mm anti-aircraft machine guns employed by the Taliban. That's especially true if these weapons are used in Afghanistan's towering mountain ranges. The planes are propeller-driven, so they're relatively noisy. And they're slow, flying at about 80 to 100 miles per hour, as opposed to a top speed of 1,500 mph for an F-16 or F-18 fighter plane equipped with reconnaissance gear. And because the drones are guided either through pre-programmed instructions or by a pilot with a joystick on the ground, "they tend to be, for lack of a better term, dumb," Martel said. "They don't have the adaptive qualities a pilot does. They operate in predictable ways, while fighter pilots can fly erratically to fool the enemy or engage in high-performance maneuvering to avoid attack," Martel added.

Militaries -- especially Israel's -- have been experimenting with UAVs for more than 20 years, largely in southern Lebanon. But the planes only became a substantial component of U.S. forces during Operation Allied Force in Kosovo. There, Predators flew about 600 missions, mainly to spot Yugoslavian tanks and monitor troop and refugee movements.

There are now more than 60 of the aircraft currently assigned to the Air Force's 11th and 15th Reconnaissance Squadrons based out of Indian Springs, Nevada. There are also a handful of bigger, higher- and longer-flying Global Hawk UAVs, currently being tested at Wright-Patterson Air Force Base in Ohio. As the conflict continues, there'll be more UAVs, employed for a wider range of purposes, analysts predict. Gen. John Jumper, just sworn in as the Air Force's Chief of Staff, commanded the Air Force in Europe during the Kosovo fight before heading up the group responsible for the Predator, the Air Combat Command in Langley, Virginia. Jumper, according to Clark Murdock, a senior fellow at the Center for Strategic and International Studies, is "one of the chief advocates for UAVs," responsible for experiments in Kosovo like marrying video footage from the Predator with satellites targeting data for precision bombing runs. Other recent Predator experiments include equipping the plane with a Hellfire-C laser-guided missile, turning the unmanned observer into a killing drone.

This whole idea of a UAV infiltrating the US is beyond absurd!

1] All UAV technology is nanoteched up the whazoo! Automobiles have VIN's etched in the fricking glass, they have nanotech id everywhere, including GPSing, microphone monitoring inside your vehicle with central control, etc. You telling me they do not nanotech identify every single part in a UAV? Are you shitting me?

2] They put RFID's in Gillette fricking razors, but we are to believe that UAV tech has no such method of tracking, yup...Jay Rockefeller has a bridge in West Virginia to sell you too.

3] The frequencies that these things use NO MATTER WHAT THEY ARE are monitored by like 100 separate satellites 24/7.  There is total information awareness on any person that has ever had anything to do with these fricking things.
