    THE SHAKING HAS BEGUN!

    Dear Intercessors,

    Things are moving so quickly and we are out of time! The spirit of Pharaoh has entered our land! We have found out that our little town of Hardin is the 'test town' for President Obama’s new law to privatize the police force of local communities. Last night, the city council voted to disband our sheriff’s department and to bring in a private security company to police the town.

    Interestingly, earlier in the day, the mayor when asked in an interview about the privatization of our police department completely denied it and said that would not be done with out a council meeting. Then that evening, a council meeting was held in regards to that very thing. At the beginning of this month, our local prison signed an agreement with the American Police Force which is a subsidiary of a larger private security force that the U.S. used in the Iraq war and Hurricane Katrina.

    Yesterday, a convoy of twelve 'blacked out' Mercedes Benz SUV’s were brought into town. They were already painted with Hardin’s colors and ‘Hardin Police Force’ was already painted on them! Hardin’s sheriff’s department will no longer be in operation after the month of October. During October, the Sheriff’s Department is to train this new security force in all the logistics of running the town of Hardin. If you go on the American Police Force site, you might notice that the logo they use is actually a Russian logo. I have been told that the man who came with this new security force as the captain, has a thick Russian accent.

    Earlier this month, in an interview in regards to this Hardin prison and the training center that they are planning to build, we were told that seventy five percent of the security officers that were to be trained would be ‘international’.

    This private security force is already patrolling the town. They had several people stopped yesterday. Also, it appears that they are building some type of heavy duty gate at the entrances of our town.

    In an interview, the American Police Force security has stated that they will stay here one month to assess the population and then they will make their permanent base here. They said they are scouting out thirty towns in the U.S. but that Hardin is the first. Also, President Obama has authorized and signed a bill for full government funding of the privatization of the police departments throughout the U.S. By the end of October, it is their plan to have all major cities locked down!

    In an interview with one of the city council members, he stated that this new H1N1 shot which has not been tested will be mandatory and if a resident of our town refuses, they will be taken to our prison where they will be quarantined. A federal law has been passed that makes it mandatory that all health care workers have to take this new shot. If they do not, they will automatically loose their jobs.

    The new federal law that is in place makes gives you four choices in regards to this new shot. One, you can voluntarily take it or you can refuse and be taken to a place to be quarantined, or as an alternative; if you refuse, you can have a chip placed in you to track you or a tracking bracelet which cannot be taken off. The state borders will be manned and locked down in the near future in regards to this mandatory shot.

    I am also told by a reliable source that today one of the managers at a local business in Hardin was visited by this new private security force which is now the new Hardin Police Department. He is an avid hunter and they came to inform him that they had a list of all fire arms that he owned; this includes all the residents of our town, and that he would need to take his guns down to have them put a marking device on them.
    Also, today, one of the main streets in Hardin was completely blocked off and they have been setting up information booths where they are passing out pamphlets with information on this new H1N1 shot.

    Intercessors, I am not making up any of this information! You can go on the internet and verify most of this information from KULR 8, MSNBC or Fox news. Things have changed so quickly in the last 24 hours! Things are not and will never be the same. We are indeed going into the prophesied 'four years of captivity for America'. I believe we are about to enter into a time of persecution that the Church in America has never known! We must prepare! The good news is that this is also the time when the Glory of God will manifest itself in a way we have never known!

Hardin jail operators detail plans for training facility, expansion

HARDIN - Officials from American Police Force, a California security company working to lock down a contract with Two Rivers Authority to fill and operate Hardin's new but empty jail, provided more details Saturday of how the finished facility will look and operate.

At a Saturday morning press conference, Becky Shay, APF's new public-relations director, said the company hopes to build a 30,000-square-foot military-style training facility northeast of the jail and a 75,000-square-foot dormitory for the trainees to the southeast, all on a 50-acre plot of land.

She said the buildings would be paid for by APF's "business activities," including security and training, weapons and equipment sales, surveillance and investigations, and are projected to cost $17 million to build and $6 million to equip. There is also room to expand the jail, if needed.

The land is owned by TRA and the city of Hardin and will be leased to APF with a stipulation that the company develop the land.

Two Rivers is the city's economic development agency.

APF plans to focus on getting the jail operating and filled before building begins on a training facility and dorm.

"We've got a 114,000-square-foot building that has been absolutely inactive for two years," Shay said.

Significant obstacles remain - including a lack of any prisoner contracts. The company's operating agreement for the facility has yet to be validated - two weeks after city leaders unveiled what they said was a signed agreement.

Al Peterson, Two Rivers' vice president, said the contract with APF is being reviewed by lawyers to make sure it meets federal and state laws to maintain tax-exempt status for bonds used to pay for the original facility. The original 10-year contract was signed by Two Rivers and APF, but not the bank that has the bonds.

"That's what the holdup is" in finalizing the contract, Peterson said.

Also addressed Saturday were a number of concerns residents have posed about APF. Officials from the company have been checking out Hardin, Shay said, but they weren't hiding out in the community or performing stealth operations during that time.

"They were doing market research that any good business does," Shay said.

Shay and Capt. Michael Hilton, APF's owner, also declined to name APF's mysterious parent company and did not say if or when that information would be released.

"We are here as American Police Force and we will always work with you as American Police Force," Shay said.

But the company's flashy arrival this week stirred new questions. APF officials rolled into Hardin with three Mercedes SUVs marked with a logo that said "City of Hardin Police Department." Yet the city has not had a police force of its own for 30 years.

"Pretty looking police car, ain't it?" Hardin resident Leroy Frickle, 67, said as he eyed one of the vehicles parked in front of a bed-and-breakfast where Hilton and other company representatives were staying. "The things you hear about this American Police, I don't know what to think."

Hilton said the vehicles would be handed over to the city if it forms a police force of its own. City law enforcement is now under the jurisdiction of the Big Horn County Sheriff's Office. The city and county are in discussions to deconsolidate.

After meeting briefly with Hilton on Friday, Mayor Ron Adams said he wanted the police logos removed. The decals were gone from the vehicles by Friday.

"This helps, but it doesn't answer everything until the contract is signed," Adams said. "Talk is cheap."

On Saturday, Hilton said the logos were a sign of good faith to the community that the company is committed to helping Hardin establish a city police department. It would be operated by the local government, he said, like any other police department.

As for prisoners to fill the jail, the APF representatives remained optimistic the place would start filling up in early 2010. Shay declined to say where the inmates would come from but did say that APF is in contract negotiations with various agencies.

"This facility is built for, and this facility will hold, minimum- and medium-security inmates," Shay said.

To staff the 464-bed facility, hundreds of workers will need to be hired, although the percentage of how many locals will be hired has not been finalized. A job fair will be held in the coming weeks for those interested in applying, although a date hasn't officially been set.

Shay is APF's first local hire. A former Billings Gazette reporter, she started work for the company on Friday. She will be the company's spokeswoman for $60,000 a year.

Hilton said he also had a job discussion with Kerri Smith, wife of Two Rivers Authority Executive Director Greg Smith, who helped craft the deal to bring American Police Force to Hardin. Greg Smith was placed on unpaid leave two weeks ago for reasons that have not been publicly explained.

Kerri Smith is one of two finalists in the city's mayoral race. Hilton said he asked her to call him about possible employment if she did not win the race.

Kerri Smith could not be reached immediately for comment. A message was left by The Associated Press at a theater owned by the Smith family. Her home number is unlisted.

American Police Force, the company contracting with Two Rivers Authority to run its new-but-empty jail in Hardin, announced Friday its new public relations person.

Becky Shay, a former Billings Gazette reporter whose beat included the Hardin facility, accepted the position Friday.

Shay was announced as APF's spokesperson by Michael Hilton, leader of the company.

Gazette Editor Steve Prosinski said he found out about Shay's new job on Friday when she resigned from the newspaper.

"We weren't aware that she was talking with them about this position until she resigned," he said.

BILLINGS - The jail in Hardin has been empty for about two years, but on September 4th officials with the Two Rivers Authority, the economic development agency that paid for the facility, signed a contract with a private police firm called American Police Force to fill the jail.
"I think it's a great situation," said Al Peterson the Vice President of Two Rivers Authority. "I have found these people to be wonderful community partners."

The company's website states the U.S. government is their biggest client, but an Associated Press search of two comprehensive federal government contractor databases turned up no record of American Police Force.

Several media agencies have identified inconsistencies with the company. For instance their website states they have "years of experience," but a company spokesman said the corporation was formed this February. They also list an address to a building in Washington D.C., but no one at that address has ever heard of them.

"At this point that does not concern me." Peterson said. "I've been in contact with enough members of the A.P.F. and their representatives."

A company spokesman who would only identify himself as Captain Michael said they have never had experience housing prisoners and the jail was not the biggest attraction in Hardin.

"We don't really want to get into the prison business," he said. "We were actually interested more in the training center."

While he can't specify exactly what they will be training for, the company investigates everything from missing persons to insurance fraud to cheating spouses.

Peterson said they're excited to have a military presence in a town without a police force. A.P.F. has already put down what Captain Michael calls a "substantial amount of money."

They'll be in Hardin next week and start filling about 250 positions, 80% of which will be hired locally.

"We will bring the city of Hardin back on their feet," Michael said.

Two Rivers Authority officials will present the information at a city council meeting Tuesday night at 7:30 p.m. in Hardin, but they do have a signed contract and do not need council approval.

APF Reveals Some Information

BILLINGS - Confusion and secrecy about American Police Force has grown during the last few weeks.
"APF has been here for 10 months but it has never been stealth," said APF spokesperson Becky Shay at a press conference on Saturday morning. The group announced its plans to fill the $27 million dollar detention facility and build a police training center next to the jail. While they gave details for the site, other questions went unanswered.

Where will the prisoners come from? What experience does APF have in prisoners and training police officers? Why was Two Rivers Authority Executive Director Greg Smith placed on administrative leave?

During the press conference APF also refused to release any information on its funding or organization "The decision is the name of the parent company will not be released," said Shay.

When questioned about the decision to show up in Hardin last week in vehicles with "Hardin Police" templates, members were brief in their explanation. "They are to show are intentions are good," said APF leader Captain Michael Hilton. "Why not put an APF logo on it," said Shay. "You know we're getting there." All of the decals were removed from the vehicles two days later.

APF has consistently stated the community has nothing to fear and says its plans will help stimulate the Hardin economy. "This corporation's intention is to buy local and stay local and do local business as much as we can," said Shay.

Residents appear split in their feelings over the company. Some want more information, but others believe it will be a tremendous boost to the area. The company plans to hold a job fair in Hardin the third week of October.

Another development this weekend was the naming of Shay as APF's new public relations director. Shay was a reporter with the Billings Gazette who had covered the detention facility story for last few years. She announced on Friday she was leaving the paper and hosted the APF press conference Saturday morning.

American Police Force spokesperson, Becky Shay, said the private police group would not house terror suspects from Guantanamo Bay, Cuba.

Last April, the executive director of the Two Rivers Authority expressed interest in housing Gitmo detainees and the Hardin City Council approved efforts to bring them in.

President Obama ordered the U.S. prison at Guantanamo Bay to close by next January. White House officials are now saying they are most likely not going to meet that deadline. Reuters news outlet reports that an Obama administration official, who wished to remain anonymous, said that the White House is close to selecting a U.S. location for some of the Gitmo detainees to be transferred once the facility closes.

They said possible locations in Michigan and Kansas are no longer being considered, but would not say what sites are in the running. In May, the U.S. Senate voted 90-to-6 to deny the $80-million dollars needed to fund the closure of the U.S. prison at Guantanamo Bay.

Schweitzer Defends Himself on Tour of Empty Hardin Jail

HARDIN – Gov. Brian Schweitzer toured the empty Hardin jail on Tuesday and defended himself against frustrated city and detention center leaders who said the state hasn't done enough to try to open the facility.

The fate of the center is in a legal battle between the city, which owns the jail, and the state, which says the city can't develop contracts to take out-of-state inmates.

Hardin leaders had promoted the privately built, 464-bed jail as the city's biggest economic development project in decades. But contracts for inmates were never lined up, and the $27 million building has sat empty since its completion last year.

During the tour, Schweitzer confronted leaders of the Two Rivers Detention Center by unfurling a sign that a jail supporter left at the Capitol on March 11.

The sign read "We've been Schweitzerized. Was it as good for you governor, as it was for us?"

Schweitzer said the sign was juvenile and was directed "to a person who wasn't even governor when this plan was concocted."

Greg Smith, executive director of Two Rivers Authority, the city's economic development agency, said the group traveled to Helena to get Schweitzer's attention. He took responsibility for the sign even though it was created and carried by individuals not orchestrated by jail leaders.

Hardin City Attorney Rebecca Convery stood her ground against Schweitzer, saying TRA leaders tried for months to get a meeting with the governor and his staff.

"What we have done, is we have tried to come to you," she said.

Schweitzer agreed that his administration, corrections authorities and the attorney general would do what they could to open the jail.

"We weren't with you in the beginning, but we're with you today," he said, noting that the Legislature may have to change state laws during its January 2009 session.

Meanwhile, Schweitzer said, the Hardin facility could try to secure a contract for a 116-bed sexual offender treatment center, which could open by April 2009.

The jail also could explore a contract with the Bureau of Indian Affairs, he said.

But that plan could face hurdles. Although Attorney General Mike McGrath's opinion doesn't exclude bringing in BIA prisoners, some of the motions the state has filed in the lawsuit does, Convery said.
