Alex Jones always talks about it.  I feel like a moron now for having listened to his show for months and he talks about it all the time and I still don't know what it is.

Is CPS the same as having a social worker show up at your house to monitor your kids? Or are they considered different departments?

There are a few different names... DCYF (dept. of Children, Youths and Families), or other variations; in effect they are all Child Protective Services. They send social workers out to monitor your family/kids; this is the agency that can take your children for their 'protection' and place them in foster homes.
