Geithner wields little leverage in China talks

WASHINGTON – Timothy Geithner's first trip to China as treasury secretary comes at a vulnerable time for the Obama administration.
Mired in a brutal recession, the United States needs Beijing to buy more American goods, allow its currency rise and make other moves to narrow an enormous trade gap. The U.S. also needs China's help to confront any military threat from North Korea.

Yet Washington's leverage has waned just as China's power over the U.S. has grown.

China is now America's biggest creditor. As of March, it held $768 billion of Treasury securities — about 10 percent of publicly traded debt.

The U.S. needs China's money to finance U.S. budget deficits, which are soaring as Washington tries to end the recession and bolster the banking system. The administration estimates the budget deficit will hit $1.84 trillion this year. That's four times last year's deficit.
Geithner, who left Saturday for meetings Monday and Tuesday with Chinese leaders, carried an ambitious U.S. goal of persuading the Chinese government to adopt policies that would transform its nation of savers into spenders.

Geithner spent the long flight to Beijing working on a speech he planned to give at Peking University that was expected to lay out the administration's recovery program and its current progress. He was also expected to talk about the administration's determination to deal with the government's soaring expenditures once the U.S. economy is recovering.

The current U.S. administration, just like the Clinton and Bush administrations, is convinced that the key to a prosperous global economy rests heavily with China. The U.S. wants Beijing to rely more on domestic spending and less on its exports to power its own economy — and the world's.

That shift would uncork enormous buying power and help rebalance world trade. It could hasten an end to the global recession and narrow America's huge trade gap because the Chinese would buy more American products.
China would benefit, too.

"Beijing really wants Washington to be successful in bringing the U.S. economy out of this recession as fast as it can because it is critical to Beijing's own economic growth," said Kenneth Lieberthal, a China expert at the Brookings Institution.

For the Chinese, there is growing nervousness about the explosion of U.S. borrowing. Like any bank worried about its loans, the Chinese have fretted over America's budget gap. In March, Premier Wen Jiabao said, "We've lent a huge amount of money to the U.S. Of course, we are concerned about the safety of our assets."

Those comments, plus remarks by the head of China's central bank about whether the world needs a new top reserve currency to replace the U.S. dollar, jolted financial markets.

The administration insists it isn't worried that the mound of debt it's creating will jeopardize America's sterling AAA bond rating. But treasury officials said Geithner still intends to reassure the Chinese.

Geithner plans to stress that the administration sees the $1 trillion-plus deficits for this and next year as temporary. The deficits are necessary to fund a stimulus plan to help lift America out of recession and invigorate a wobbly U.S. banking system, officials say. Once those needs are met, the administration says it will make deficit reduction a priority.

Security tensions in Asia have flared since North Korea's recent nuclear weapons tests and missile firings. Because China is viewed as a critical player in any successful resolution of a North Korea standoff, Geithner is expected to address the topic with Chinese leaders.
In addition to talks with President Hu Jintao and other leaders, Geithner plans a speech Monday at Peking University, where he studied Mandarin Chinese during two summers when he was in college.

Geithner will hold an event at a Ford Foundation program in Beijing to support the study of economics in the U.S. The program was started by his father when the elder Geithner was based in Asia as a foundation official.

That the chief U.S. economic policymaker is going hat-in-hand to the Chinese to explain the soaring deficits shows how much has changed since President George W. Bush's treasury secretary, Henry Paulson, met with the Chinese in 2006.

Paulson managed to arm-twist China into agreeing to a new round of economic talks aimed at prodding Beijing to move faster to let its currency, the yuan, rise in value against the dollar. Doing so would make U.S. exports cheaper for the Chinese to buy.

But this time, Geithner is expected to adopt a softer tone even though some U.S. lawmakers want tough penalties on China and other countries deemed to manipulate currencies to gain trade advantages.

American manufacturers see the undervalued yuan as the major culprit in the trade deficit with the Chinese, which last year hit $266 billion, the highest recorded with one country.

The Chinese agreed in 2005 to begin letting their currency rise against the dollar, and it has risen about 20 percent. But those gains stopped last summer. China had begun to fear that a stronger yuan was reducing its export sales, already hurt by the global downturn.
Though the crisis has given Geithner a weak hand, treasury officials said he will seek to push this bargain:

The U.S. will work to reduce its budget deficits once the crisis ends, urge Americans to save more and shrink the trade deficits. To replace diminished U.S. spending, the Chinese will be asked to step up spending and stop saving so much. The administration says this can be done if Beijing improves pensions and health insurance so Chinese households don't feel pressured to save so much.

Geithner is expected to point out that U.S. consumers already are rebuilding their retirement savings. The Chinese have pledged to redirect their economy to boost domestic growth. But many private economists question how serious China is about it.

Analysts said they expect Geithner and the Chinese to pledge to do all it takes to end the recession. Both sides know any hint of discord between the world's largest and third-largest economies probably will unsettled financial markets.

That's one reason analysts aren't expecting the new administration to press hard on the currency issue. As a candidate, President Barack Obama pledged to crack down on countries seen as cheating on global trade rules and hurting U.S. companies and workers.
Last month, though, the administration chose not to cite China as a currency manipulator. That disappointed U.S. manufacturers and labor unions.

But Frank Vargo, vice president for international affairs at the National Association of Manufacturers, said he understood the change in tone. "They talked a tougher line during the campaign, but the world changed," Vargo said. "It is a much more delicate time now."

I remember Kissinger "opened relations" with China in the 70's, which helped jump-start them into being a free market economy. Was China owning us one day part of the NWO plan?

I remember Kissinger "opened relations" with China in the 70's, which helped jump-start them into being a free market economy. Was China owning us one day part of the NWO plan?

They probaly promised the chinese government alot but in the end they will betray them, probaly with a war against china/russia etc>>>OMG AXIS OF EVIL!?!?!? Destabilize China/Russia to clear the competition

We work jobs we hate to pay for stuff we don't need to impress people we don't like. Am I the crazy one here?

Klinton REALLY opened up the floodgates to China.  He also gave them some nice gifts - missile and nuclear weapons technology.

Yes, I see more Technology transfers (overt and covert) and whatever is left of our manufacturing factories/ Tool and Die (GM?) moving on slow boats to China (starting from Long Beach?)

even the steel from the WTCs went to China - now that's a bit blatant.  Hey, wait a minute.  We've all been looking at Mossad and INSIDE JOB and war for oil for years, have we overlooked the real benefactors (perpetrators?) of 9/11 and 7/7 and 11/3? The secret enemy too big to miss? Has China been the special Cold War creation all along, now revealed?

It goes back to the end of WWII when Brits who were against their old enemy Shek backed Mao along with the U.S (Rockefeller - Standard Oil) agreed....
there was a bit of a falling out over Korea (50,000+ dead americans oops...) and Vietnam (another 50,000+ dead americans - oops) but the ball really gets going again in 1971/1972 with Rockefeller err Kissinger err Nixon.....

MAO Zedong proposed sending 10 million Chinese women to the United States, in talks with top envoy Henry Kissinger in 1973, according to documents released by the US State Department.

The Chinese dictator said he believed such emigration could kick-start bilateral trade but could also "harm" the US with a population explosion similar to China's, according to documents covering US-China ties between 1973 and 1976.

In a long conversation that stretched past midnight at Mao's residence on February 17, 1973, a cigar-smoking Mao referred to the dismal trade between the two countries, saying China was a "very poor country" and "what we have in excess is women".

He first suggested sending "thousands" of women but as an afterthought proposed "10 million", drawing laughter at the meeting, also attended by Chinese prime minister Zhou Enlai.

Dr Kissinger, who was president Richard Nixon's national security adviser at that time, told Mao that the US had no quotas or tariffs for Chinese women, drawing more laughter.

Nick Rockefeller does exist, although he seems to prefer anonymity to fame. Information on him a few months ago on the Pacific Council website, but that seems to no longer be available there, is that he is a permanent member of the Council on Foreign Relations, and is a co-author of Economic Strategy & National Security: A Next Generation Approach, which is a Council on Foreign Relations book. A look at Amazon's website locates the book, but Nicholas Rockefeller is not listed as an author. The Pacific Council was "Founded in 1995 in partnership with the Council on Foreign Relations, . . ."

NASA-base PsyOps, even as early as l960, were directed from the Nixon/Eisenhower/Rockefeller White House, "Special Information Group" created by Karl Harr, Jr., Sarnoff , Cutler and J D Jackson of NBC, Time-Life, Fortune..et al.   The past 50 years of History may be "Summarized" by Rockefeller's global manipulations to secure a "monopoly" in the Aerospace and Nuclear industries. (Working Theory).  In fact, Rockefeller was made the Director of the Special Information Group, by Eisenhower.  Because Eisenhower appeared not to Trust the OSS.

 So who was/is Robert Cutler.  Mr. Cutler, was National Security adviser from l953 to 1955.  But who is he REALLY?  Well, Mr. Cutler was VERY active in the "physical psy ops" or "media".  If you read the book "The Day After Roswell" by Philip Corso (a regular on coast to coast?)

Mr. Corso claims that the exact same Robert Cutler, was the person who disseminated the UFO Technology harvested from the l947 Roswell Crash.  I'll bet that if you look at the Roswell coverage  you're going to see a connection between the story and "Time, Inc"; "Time Life"? anyone? Roswell as PSYOP! To infer that the Russians were leaps and bounds ahead of us. 

It seems that Kennedy may have been standing in the way of Rockefeller's "technology sharing" ideas that US military, commercial, industrial complex had insisted on. Johnson, ever the corrupt politician, couldn't wait until Kennedy committed "political suicide" by refusing to approve the deal of the millenia!

What was the "deal of the millenia". Well, let's see..the "Johnson Space Control Center in Houston"? (Built for him by the US Army Corps of Engineers as a Special Thanks!) wasn't that the deal...along with how many hundreds of millions of dollars in Johnson's pocket?

Well, it's all water over the "hoover commission" now. But if you look at that shy bashful..almost lovingly modest smile..embarrassed grin that says.."it's too much". It's the same look my "spouse" has when I give her too much on Christmas. You see, it appears that Johnson sent David (Missing But Un-Dead) Rockefeller and the head of the "Hillary"/Chase Manhattan Bank to give Kosygin the "GREAT NEwS".

What was the GREAT NEWS? WELL, that silly old irishman hadn't been dead too long and Johnson was in a mood to share his "space" program.  Kennedy promised America we would go to the moon and beyond.  It appears the entire "Aerospace" campaign was just a "political nod" and "thank you" to Rockfeller for his "discretion" in refusing to publicize JFK's indiscretion.

It would also appear that this photo commemorated the 1st face-to-face with any American (and I use that term, loosely) since Kennedy refused Kosygin's 1st ever phone call on the "Red Phone" in the White House.  Kosygin was main Soviet Parliament member that took brunt of Kennedy's wrath about Cuba along with threats to "nuke" during the Bay of Pigs (aka "Pre-Kennedy-Assasination-Plot).
