DEA to oversee Afghan Opium Trade

In an interview in Kabul in December, Army Maj. Gen. Michael Tucker, operations chief for international forces in Afghanistan, said the Afghan Interior Ministry has the main responsibility for reducing opium cultivation.

"Our soldiers do not and will not physically eradicate the poppy," he said. "We will not be out there with a sickle cutting down poppy plants."

NATO, however, can support the Afghan effort with intelligence, surveillance and reconnaissance capabilities, he said.

"If this drug lab produces narcotics that benefit the insurgency, and I can prove it through intelligence, then it is a military target by definition, and I can blow it to smithereens," Gen. Tucker said. "If this person is linked to the nexus, then I can put that person on the 'kill or capture' list."

Get people hooked on a product, over which you have control of: manufacture, distribution, supply, purity and price....and get thousands of people whose dependance leads to YOU
Criminalising those hooked is a nice side effect

The Elite control of the drug trade is ingrained because they started it, they were the pioneers of the modern drug age by getting Afghan heroin to Europe and America in the Imperial times. Research the East India Company and the drug trade, and the subsequent Opium Wars in China, they have used drugs for centuries to break down social cohesion for better control. Drug Trafficking to Russia Transits through Georgia

MOSCOW -- The territory of Georgia has been turning into one of powerful ways of drug trafficking to Russia, leader of the Russian Federal Drug Control Service (FDCS) Viktor Ivanov said at a meeting of its collegium on Saturday.


“The key directions of drug trafficking go through the area of water of the Black and Caspian Seas with the use of the sea ports of Iran (Enzeli, Nowshahr), Turkey (Istanbul, Trabzon), Turkmenistan (Turkmenbashi) and Azerbaijan (Baku), as well as the transit potential of the territory of Georgia,” he said.


“The ports of Batumi and Poti became the main ones in drug trafficking, and the Georgian city of Kabuleti - - one of the key points of trafficking of Afghan heroin,” the FDCS director said.

Russia Lashes Out at NATO for Protecting Afghan Drug Production

The US refusal to destroy opium poppy crops in Afghanistan guarantees that raw drug sources there will be inviolable, leading to heavy drug use in Russia, the head of the Russian federal drug control agency said.

The amount of narcotics brought into Russia has increased two-fold since the beginning of the anti-terrorism operation in Afghanistan, Viktor Ivanov, Russian Federal Drug Control Service chief, said on Saturday.

“Afghan heroin amounts to 90% of all drugs sold in Russia. Annual supplies stand at 35 tonnes or 5 billion shots,” Ivanov said, as quoted by Interfax news agency.

At the same time, the Taliban’s share in Afghan drug production is minimal, Ivanov pointed out.


“Nevertheless, the NATO command has focused entirely on this minority producer and generously lets local Afghan authorities combat the remaining 99% of drug production,” he said.

It is high time to formally declare the phenomenal narcotics production in Afghanistan to be a threat to international peace and security, Ivanov said.

Viktor Ivanov warned that drugs production in Afghanistan is “a global factor destabilizing the situation in Russia as the target market and in Central Asia which has become a transit territory.”

Moreover, drug trafficking from Afghanistan energizes negative processes in the North Caucasus, Ivanov added. Drug availability in the region increased by eight times, and in the Russian republic of Dagestan by 60 times, noted Ivanov.

The federal drug control agency’s head stressed that drug trafficking growth causes a proportionate increase in terrorist attacks and other crimes in the North Caucasus.

According to the Federal Drug Control Service’s data, there are up to five million drug addicts in Russia and half of them are addicted to Afghan heroin.

Annually, tens of thousands people in Russia die due to drug addictions.
