I don't get it. I can geotag houses with Tiger map or google maps fairly easily. Why pay those people? The only reason I can see having people on the ground is where landlords have a whole tenant farm going on at a property (very common in my city in California), where they subdivide a house, and put three trailers in the backyard, all with different families who might have to share one mailbox.
