The New York Police Department wants to be able to shut down cell phones, in case of a terrorist attack.

During last month's massacre in Mumbai, terrorist handlers over micromanaged via mobile phone the assaults on the hotels, train stations, and Jewish center that killed more than 170 people.

In testimony today before the Senate Committee on Homeland Security and Governmental Affairs, New York Police Commissioner Ray Kelly (pictured) said he wanted to take out that "formidable capacity to adjust tactics while attacks are underway."


We also discussed the complications of media coverage that could disclose law enforcement tactics in real time. This phenomenon is not new. In the past, police were able to defeat any advantage it might give hostage takers by cutting off power to the location they were in. However, the proliferation of handheld devices would appear to trump that solution. When lives are at stake, law enforcement needs to find ways to disrupt cell phones and other communications in a pinpointed way against terrorists who are using them.

For now, Kelly said, the NYPD is taking a whole range of measures to stop another Mumbai-style spree -- from working with private businesses to interdicting boats to training recruits in heavy weapons to installing a spycam network across downtown Manhattan.

But Charles Allen, the Department of Homeland Security's top intelligence official, confessed to the Senate panel that "response to a similar terrorist attack in a major U.S. urban city would be complicated and difficult."

The chaos the attacks created magnified the difficulty of mounting an appropriate response. First responders, in order to deal with such a crisis, must first and foremost have adequate information on what is occurring as well as the capability to mount a rapid and effective response that minimizes the impact of the attack. In Mumbai it was not immediately clear to authorities whether there were multiple attack groups or a single group. The attackers were able to exploit the initial confusion because of the indiscriminate firings to move on to new targets. While preparedness training for this type of attack may not have prevented it, the effects likely could have been mitigated and reduced if authorities had been prepared and had exercised responses to terrorist attacks across all levels of government. Within the United States, our national exercises incorporate not only federal interagency participants, but also include regional, state, and local authorities, in order to identify potential gaps in our responses.

Policing the dark side of the net

The BBC goes behind the scenes at the Internet Watch Foundation to see how its researchers cope with the psychologically demanding job of policing sites peddling images of child abuse.

The watchdog that blocked a Wikipedia page last year over a rock album cover says it still believes that the image at the heart of that controversy was illegal.

But the Internet Watch Foundation (IWF) says it has moved on after the row in December 2008, and claims its quest to eradicate child abuse images from the web is now having real success.

Critics have accused the organisation of being both unaccountable and ineffective. This week the BBC was given unique access to the work of the IWF, as the watchdog tries to fight back.
Karen sees some sites cropping up time and again, with the criminals moving them from country to country, trying to stay one step ahead.

She said: "We're also finding a trend towards sexual abuse images of younger and younger children, and more severe forms of abuse."

She explains that most of the sites operate a pay-per-view system, charging $80-100 (£55-68) per month for access to images and videos.

The offending sites are also added to the blacklist compiled by the IWF for internet service providers, which then block access.


It's in a house in a quiet village north of Cambridge that the Internet Watch Foundation runs a hotline for reports of child abuse images. It's a job the self-regulatory body was given in 1996, as the internet industry sought to avoid direct control by the police or government.

Upstairs at its HQ there is a door marked "IWF staff only - image viewing in progress". I was allowed in, to find four analysts at work, sifting through reports that have arrived overnight from members of the public.

The analysts, who mostly have backgrounds in IT, prefer to remain anonymous, but one of them, Karen, agreed to tell me about her work.

She showed me a list of the reports she had to deal with that day, some from members of the public who said they had been looking for adult sites but had been shocked to come across child abuse images.

Some callers fear they may be accused of downloading illegal images.

Her first task is to try to determine whether the images are in fact illegal under UK law. "My next step would be to chase that image or website to the country where it is located," she said.

In almost all cases, the offending sites are abroad, and Karen contacts one of the IWF's 35 sister organisations - if there is one in the country concerned - and informs the UK police.

I put it to Karen that it must be difficult to do such emotionally draining work, especially when some feel that it's not even worthwhile. "There are times when I questioned my own sanity for doing this," she admitted.

"However, I'm a mother with two children, I feel that it's an important job and someone needs to do it. That's how I get through the day."

In the first week of his presidency, some people were still blaming the unemployment and economy on Bush, but within a month, all these voices were saying this was the Obama caused Depression. Next, you remember how Fox News planned for Glenn Beck to start his apocalyptic 'get scared and get guns and canned goods' broadcasts. This was designed to give people historical amnesia about the events of the last 8 years, and to believe that Obama both crashed the economy and god was striking us down or something - anything but understanding the cause-effect relationship of Greenspan's poor decisionmaking at the Federal Reserve, and Clinton changing the banking laws to permit the housing bubble.

Anyway, when unemployment jumps one or two points because of this, everyone is going to believe that Obama had bad leadership in a crisis and will aim their discontent at him.

But here are the facts about swine flu – it has affected so few people in America that it's hardly worth discussing. There are 64 confirmed cases in America as I'm writing this – not 6,000 or even 600. There are 64.

Of course, the media is fixated on the 100 or so people who have died in Mexico from the swine flu. But let me clue you into something that no one seems to be discussing – health care in Mexico is ABSOLUTELY TERRIBLE. I know – I've been there more times than I can count.

Disease spreads rapidly through Mexico because large areas of the country lack clean water and basic sanitation. Seeing a doctor – let alone a qualified doctor – is a luxury unavailable to most of the population. Of course the flu is killing people in Mexico – so are a lot of other diseases that are successfully treated in America. People in Mexico still die from diarrhea, for Pete's sake!

Yes, they have apparently had some cases of bad swine flu in Mexico. They've had lots of dengue fever and chagas, too, but you don't need to stay up at night worrying about it. Beating the swine flu isn't any different from beating the regular flu. Wash your hands. Avoid large crowds if you can. Get plenty of rest and fluids if you start getting sick.

And don't be afraid to eat pork or any other meat, for that matter, as it's not the pigs who are getting sick. Of course, I'm not recommending you eat Mexican pork – or any food produced in Mexico, for that matter. Hopefully the tainted peppers outbreak of 2008 taught us that. But don't change your diet because of some so-called swine flu epidemic.

It's no epidemic. It's no public health catastrophe. It's good theatre – and nothing more.

Beware ’swine flu’ spam, it’s coming

We all know it’s going to happen and probably sooner than later; spammers will figure out that people are panicking about swine flu and they’ll start registering domain names and sending out email offering the latest information and drugs guaranteed to stop swine flu.  I’m actually surprised that it hasn’t started already, but I guess even spammers take the weekend off occasionally.

There are a few fairly simple steps you can take to protect your users from being taken in by this spam.  First of all, inoculate them by giving them real information about the swine flu.  Stephen Northcutt has written up a pretty good post with lots of links to important information like what influenza really is and what steps people should be taking to prevent the spread of the flu.  Here’s a couple major hints: wash your hands often and stay home if you’re sick.

The second step you can take is to keep an eye on the Internet Storm Center.  There hasn’t been much activity in the spam arena around swine flu, but the guys at the ISC will probably be some of the first to let us know when it starts.  It’s not a question of if we’ll get spam related to the current public panic, so keep your eyes and ears open to prevent your users from getting taken in.

The third thing I can’t suggest highly enough is don’t panic.  There’s a lot of media hype around the swine flu, but the reality is, this doesn’t yet appear to be anything much more than our annual round of the flu.  True, it could turn into a lot more and we don’t yet have a vaccine for this strain, but relatively few people have died and most of those appear to be people who were already in a weakened state.  Plan, know what you’ll do if things do turn out to be worse than they appear, but do so in a calm, reasoned way.  Think of this as another incident response drill where you need to think about the steps you’ll need to take well in advance and you’ll be fine.
