Pre-9/11 bio-attack drill names Sept. 11 scapegoats
http://killtown.blogspot.com/2007/07/pre-911-bio-attack-drill-names-sept-11.html

If 9/11 was an inside job, then there would most likely be drafted plans detailing this conspiracy just like what we saw with Operation Northwoods, the false-flag plans drafted by the U.S. military that detailed how this evil military faction would commit terrorism in the U.S. and blame it on a specific foreign country (Cuba) to provoke war.

If we could read these false-flag 9/11 plans, we would also expect to see the scapegoats listed on these plans that perps would want to blame for 9/11. The specific scapegoats we would expect to see would be terrorist groups in Afghanistan (Al Qaeda) and Iraq since the Bush admin just hours after the attacks planned to bomb Iraq for the attacks.

Since we don't have these false-flag 9/11 plans to read, is there any other evidence that suggests that Al Qaeda and Iraq were going to be blamed for 9/11 beforehand? Check this out:

On June 22-23, 2001, just under 3 months before 9/11, the U.S. military held a senior-level war game at Andrews Air Force Base called Dark Winter. The scenario of this bio-terrorism drill was designed to simulate a smallpox attack in three states in which one of these states would be Pennsylvania.

As a part of this war game, scripted TV news clips were made to help make this drill as realistic as possible. In one of these clips (clip 3), the TV anchorwoman actor mentions that no groups have claimed responsibility yet (just like with 9/11) and then goes on to blame two groups for the attack. Get a load of which two groups this war game blames for their simulated attack:

Pre-9/11 bio-attack drill names Sept. 11 scapegoats

Wow, the writers of this pre-9/11 war game named the exact same people that the U.S. government would blame for 9/11! Maybe it should be no surprise as one of the "key player" participants in Dark Winter who played the CIA Director was none other than former CIA Director James Woolsely who was one of the main voices that suggested that Iraq might be involved with 9/11.

Another interesting participant in this drill was controversial New York Times reporter Judith Miller, who would be a victim of a bio-attack by having an anthrax hoax letter sent to her shortly after 9/11, had access to top U.S. government officials and helped pushed the Iraq WMD threat propaganda, and was jailed for not revealing her source in the Valerie Plame CIA leak scandal.

You can watch the entire scripted TV news clips for Dark Winter here.

If this stuff spreads or is jsut a dry run and something else hits in the next few months If it hits the heart land where they grow grains and food for animals that would be a devistating blow to food production. This thing has the potential. to casscade to other area. The seeds for grain have only been in the ground for a few weeks. If the food doesn't get to the warehouses in a few months we are Fked!

Perhaps because it was released in Mexico.

One report blames the deplorable conditions and a specific pig farm (I think it may be more than that but it would explain why no deaths here):

Human Swine Influenza Investigation
http://www.cdc.gov/swineflu/investigation.htm
April 25, 2009 19:30 EDT

Human cases of swine influenza A (H1N1) virus infection have been identified in the U.S. in San Diego County and Imperial County, California as well as in San Antonio, Texas. Internationally, human cases of swine influenza A (H1N1) virus infection have been identified in Mexico.U.S. Human Cases of Swine Flu Infection

TOTAL COUNT   11 cases

International Human Cases of Swine Flu Infection
See: World Health Organization
As of April 25th, 2009 7:30 p.m. EDT

Investigations are ongoing to determine the source of the infection and whether additional people have been infected with similar swine influenza viruses.

CDC is working very closely with state and local officials in California, Texas, as well as with health officials in Mexico, Canada and the World Health Organization. On April 24th, CDC deployed 7 epidemiologists to San Diego County, California and Imperial County, California and 1 senior medical officer to Texas to provide guidance and technical support for the ongoing epidemiologic field investigations. CDC has also deployed to Mexico 1 medical officer and 1 senior expert who are part of a global team that is responding to the outbreak of respiratory illnesses in Mexico.

Influenza is thought to spread mainly person-to-person through coughing or sneezing of infected people. There are many things you can to do preventing getting and spreading influenza:

There are everyday actions people can take to stay healthy.
Cover your nose and mouth with a tissue when you cough or sneeze. Throw the tissue in the trash after you use it.
Wash your hands often with soap and water, especially after you cough or sneeze. Alcohol-based hands cleaners are also effective.
Avoid touching your eyes, nose or mouth. Germs spread that way.

Try to avoid close contact with sick people.
Influenza is thought to spread mainly person-to-person through coughing or sneezing of infected people.
If you get sick, CDC recommends that you stay home from work or school and limit contact with others to keep from infecting them.

Summary Guidance

CDC has provided the following interim guidance for this investigation.
Residents of California and Texas
Clinicians
State Public Health Laboratories
Public Health/Animal Health
Residents of California and Texas

CDC has identified human cases of swine influenza A (H1N1) virus infection in people in these areas. CDC is working with local and state health agencies to investigate these cases. We have determined that this virus is contagious and is spreading from human to human. However, at this time, we have not determined how easily the virus spreads between people. As with any infectious disease, we are recommending precautionary measures for people residing in these areas.
Cover your nose and mouth with a tissue when you cough or sneeze. Throw the tissue in the trash after you use it.
Wash your hands often with soap and water, especially after you cough or sneeze. Alcohol-based hands cleaners are also effective.
Try to avoid close contact with sick people.
If you get sick, CDC recommends that you stay home from work or school and limit contact with others to keep from infecting them.
Avoid touching your eyes, nose or mouth. Germs spread that way.

There is no vaccine available at this time, so it is important for people living in these areas to take steps to prevent spreading the virus to others. If people are ill, they should attempt to stay at home and limit contact with others. Healthy residents living in these areas should take everyday preventive actions.

People who live in these areas who develop an illness with fever and respiratory symptoms, such as cough and runny nose, and possibly other symptoms, such as body aches, nausea, or vomiting or diarrhea, should contact their health care provider. Their health care provider will determine whether influenza testing is needed.
Clinicians

Clinicians should consider the possibility of swine influenza virus infections in patients presenting with febrile respiratory illness who:
Live in San Diego County or Imperial County, California or San Antonio, Texas or
Have traveled to San Diego and/or Imperial County, California or San Antonio, Texas or
Have been in contact with ill persons from these areas in the 7 days prior to their illness onset.

If swine flu is suspected, clinicians should obtain a respiratory swab for swine influenza testing and place it in a refrigerator (not a freezer). Once collected, the clinician should contact their state or local health department to facilitate transport and timely diagnosis at a state public health laboratory.
State Public Health Laboratories

Laboratories should send all unsubtypable influenza A specimens as soon as possible to the Viral Surveillance and Diagnostic Branch of the CDC’s Influenza Division for further diagnostic testing.
Public Health /Animal Health Officials

Officials should conduct thorough case and contact investigations to determine the source of the swine influenza virus, extent of community illness and the need for timely control measures.

Watch for sneezing, runny nose, body aches, and other FLU related symptoms.

I have had a runny nose and been overly tired the past few days I just thought it was allergies and the meds I was taking. a little bit of sneezing too. think it is just allergy or possibly flu?

UNITED STATES-200 DEAD PIGS IN FIELD.
http://www.farminguk.com/news/United-States-200-Dead-pigs-found-in-a-field.15138.asp
20/04/2009

Hampton , Iowa -- State regulators are ordering a Franklin County hog operation to take action. Recently they discovered more than 200 dead hogs. They’d been improperly disposed of. Amanda Johnstone says she never noticed anything unusual in the field next to her home in Franklin County . "Well no, we moved in August, but it really didn’t smell that bad when we moved in, we just thought it was from the hog farms from around here, cause there’s one up the road." But Franklin County Environmental Health Specialist Earl Kalkwarf, won’t soon forget the recent hike he made into this field north of Hampton . "You looked out and you could see some white and we knew it wasn’t rocks, so we walked out there and discovered roughly 215 dead hogs in a pile." An airplane pilot was the first to spot the unusual sight, a second pass at lower altitude reveled even more gruesome scene.

The biggest concern for both the DNR and the county is the composting carcasses leeching into the ground and into the drinking water of home owners living nearby. There was also no fences to keep animals from getting into the pile and scavenging. "We don’t need a pandemic flu of some sort of an outbreak of some serious disease," said Kalkwarf. The DNR is telling the owner of a nearby hog confinement it is against state law. Regulators told him to get the hogs moved within two days. But many believe the company should face more than a warning. "They do things with city’s for discharging and other animal sites that do manure spills sometimes they get big fines," said Kalkwarf. Johnstone and others are worried about whether anything seeped into the ground. She’s just hoping her family is safe. "Cause we have 4 kids and if it was contaminated gosh they would be sick so that was my biggest fear," she said. The owner of the land where the hogs were dumped sent them off to a rendering plant. Regulators are warning the operator he could face legal action if it happens again.

No need to worry guys, we are saved!

Associated Press, 04.25.09, 10:20 PM EDT

DEERFIELD, Ill. - Specialty drug maker Baxter International Inc. will work with the World Health Organization to develop a vaccine that could stem an outbreak of a deadly swine flu strain in Mexico.

Baxter spokesman Christopher Bona said Saturday that the Deerfield, Ill.-based company has asked the WHO for a sample of the flu strain.

He says Baxter has patented technology that allows the company to develop vaccines in half the time it usually takes -- about 13 weeks instead of 26.

There have been 20 confirmed deaths in Mexico of the swine flu, with nonfatal cases also confirmed in Kansas and California.

Humans don't have a natural immunity to swine flu strain that emerged in Mexico in March. Officials have warned the outbreak could become a global epidemic.

It's a pulmonary flu, it kills by pneumonia or consumption like symptoms that come on rather quickly. If you have flu like symptoms, are vomiting,  finding it hard to breath or feeling fine while sitting but horrible standing up, have a crackle to your deep breaths you probably have it. Pulmonary stage is almost certain death but i haven't heard of coughing blood or vomiting blood yet. That will probably come in a later mutation.

Swine Flu Is Deadly Mix Of Never-Before-Seen Viruses

Alarm spreads as human to human infection confirmed, bug  is an intercontinental mix of never-before-seen human, avian and pig viruses, top globalists stand to benefit from Tamiflu stockpiling
http://www.prisonplanet.com/medical-director-swine-flu-was-cultured-in-a-laboratory.html
Paul Joseph Watson Prison Planet.com Saturday, April 25, 2009

Swine flu panic is spreading in Mexico and soldiers are patrolling the streets after it was confirmed that human to human transmission is occurring and that the virus is a brand new strain which is seemingly affecting young, healthy people the worst, and that the bug is a never-before-seen intercontinental mixture of human, avian and pig viruses from America, Europe and Asia.

Clues that the virus may be a synthetic creation are already manifesting.

According to reports, the virus is  a “never-before-seen form of the flu that combines pig, bird and human viruses” which consists of an intercontinental mix of viruses from North America, Europe and Asia.

“CDC officials detected a virus with a unique combination of gene segments that have not been seen in people or pigs before,” according to an Associated Press report.

“This strain of swine influenza that’s been cultured in a laboratory is something that’s not been seen anywhere actually in the United States and the world, so this is actually a new strain of influenza that’s been identified,” said Dr. John Carlo, Dallas Co. Medical Director (video clip here).

Alarming reports are now filtering in about people catching the illness who have had no contact with pigs whatsoever. These include a man and his daughter in San Diego County, a 41-year-old woman in Imperial County and two teenagers in San Antonio, Texas. In fact, in all U.S. cases, the victims had no contact with any pigs.

Dr. Wilma Wooten, San Diego County’s public health officer, told KPBS “We have had person-to-person spread with the father and the daughter,” says Wooten, “And also with the two teenagers in Texas, they were in the same school. So that also indicates person-to-person transfer.”

“Dr. Wooten says it’s unclear how people were exposed to swine flu. She says none of the patients have had any contact with pigs,” according to the report.

Although the situation in the U.S. looks under control, panic is spreading in Mexico, where 800 cases of pneumonia in the capital alone are suspected to be related to the swine flu and the virus has hit young and healthy people, which is very rare with an flu outbreak. Despite the danger of a pandemic, the U.S. border with Mexico remains open.

“Mexico has shut schools and museums and canceled hundreds of public events in its sprawling, overcrowded capital of 20 million people to try to prevent further infections,” reports Reuters.

“My level of concern is significant,” said Dr. Martin Fenstersheib, the health officer for Santa Clara County. “We have a novel virus, a brand-new strain that’s spreading human to human, and we are also seeing a virulent strain in Mexico that seems to be related. We certainly have concerns for this escalating.”

The WHO insists that the outbreak has “pandemic potential” and has been stockpiling supplies of Tamiflu, known generically as oseltamivir, a pill that can both treat flu and prevent infection, according to officials.

As we previously highlighted, those that have a stake in the Tamiflu vaccine include top globalists and BIlderberg members like George Shultz, Lodewijk J.R. de Vink and former Secretary of Defense Donald Rumsfeld.

Indeed, Rumsfeld himself played a key role in hyping an outbreak of swine flu back in the 1976 when he urged the entire country to get vaccinated. Many batches of the vaccine were contaminated, resulting in hundreds of sick people and 52 fatalities.

The fact that the properties of the strain are completely new, that the virus is spreading from people to people, and that the young and healthy are being hit worst, has disturbing parallels to the deadly 1918 pandemic that killed millions.

It is unclear as to why, if the virus is a brand new strain, that public health officials are so confident programs of mass vaccination, which are already being prepared, would necessarily be effective.

It certainly wouldn’t be the first time that deadly flu viruses have been concocted in labs and then dispatched with the intention of creating a pandemic.

When the story first broke last month, Czech newspapers questioned if the shocking discovery of vaccines contaminated with the deadly avian flu virus which were distributed to 18 countries by the American company Baxter were part of a conspiracy to provoke a pandemic.

Since the probability of mixing a live virus biological weapon with vaccine material by accident is virtually impossible, this leaves no other explanation than that the contamination was a deliberate attempt to weaponize the H5N1 virus to its most potent extreme and distribute it via conventional flu vaccines to the population who would then infect others to a devastating degree as the disease went airborne.

However, this is not the first time that vaccine companies have been caught distributing vaccines contaminated with deadly viruses.

In 2006 it was revealed that Bayer Corporation had discovered that their injection drug, which was used by hemophiliacs, was contaminated with the HIV virus. Internal documents prove that after they positively knew that the drug was contaminated, they took it off the U.S. market only to dump it on the European, Asian and Latin American markets, knowingly exposing thousands, most of them children, to the live HIV virus. Government officials in France went to prison for allowing the drug to be distributed. The documents show that the FDA colluded with Bayer to cover-up the scandal and allowed the deadly drug to be distributed globally. No Bayer executives ever faced arrest or prosecution in the United States.

In the UK, a 2007 outbreak of foot and mouth disease that put Britain on high alert has been originated from a government laboratory which is shared with an American pharmaceutical company, mirroring the deadly outbreak of 2001, which was also deliberately released.

As we reported yesterday, last time there was a significant outbreak of a new form of swine flu in the U.S. it originated at the army base at Fort Dix, New Jersey.

For those of faith..

Last night I got an impression that this is not "it".  Something will be forthcoming later this year, but what we're seeing now with the swine flu is not the "big one".

Perhaps a warm up, dry run etc.

Sorry for the repost, but it was on page 8 :) :

Please understand how these viruses are created, how they are scientifically cultured to move from animals to humans.  Understand how they get the test facilities, the government workers, the animal experimentation, the propoganda saying they are testing cures rather than creating migrate viruses from animals to humans.  Luckily we have 50 years of research into this technique that was used on the AIDS virus, how it was transfered through cultures from animal to human and how it then was spread to humans not by sex but by vaccines...

Swine Flu Case Now Suspected in Minnesota
http://www.northlandsnewscenter.com/news/local/43699217.html
By KBJR News 1
Story Updated: Apr 25, 2009 at 7:45 PM CDT

A new strain of flu... Dubbed swine flu has hit the U.S. after killing dozens in Mexico.

The list of people testing positive for the virus is growing here in the U.S., and so is the list of states... including here in Minnesota.

Kansas, Massachusetts, New York, Texas, and California also have confirmed or suspected cases.

The Centers for Disease Control says the virus spreads like other flu viruses, through contact and coughing and sneezing.

U-S health officials are warning people who may have recently traveled, or have flu-like symptoms to get checked by a doctor and take precautions.

Perry takes precautionary measures to address swine flu

Austin — Gov. Rick Perry today in a precautionary measure requested the Centers for Disease Control and Prevention (CDC) provide 37,430 courses of antiviral medications from the Strategic National Stockpile to Texas to prevent the spread of swine flu. Currently, three cases of swine flu have been confirmed in Texas.

“As a precautionary measure, I have requested that medication be on hand in Texas to help curb the spread of swine flu by helping those with both confirmed and suspected cases of this swine flu virus, as well as healthcare providers who may have come in contact with these patients,” said Gov. Rick Perry. “We will continue to work with our local, state and federal health officials to ensure public safety is protected.”

All three Texas cases are high school students from the same school in Guadalupe County. The first two students became ill in early April. Test results confirmed swine flu in both students on April 23. The third student did not become ill until this past week; lab results are still pending. Based on interviews, there is no direct connection between the first two students and the third. Two of the three cases in Texas have recovered well without the need for further medical intervention.

The length of time between the known cases and the lack of connection leads the Department of State Health Services (DSHS) to conclude that other cases may have occurred and gone undiagnosed. DSHS has contacted other students that have been absent from the school since April 11; eight students were absent due to flu-like illness. DSHS is currently investigating these cases.

"There is a reasonable chance that the current swine flu situation will not expand," DSHS Commissioner David Lakey said. "However, we must take prudent steps to ensure the state is prepared if it does. In addition to the antiviral medications previously purchased by the state, these additional medications will be available for the state as appropriate to prevent further spread of the virus."

While swine flu cases have also been reported in Mexico, at this time, no link has been confirmed between the U.S. and Mexico cases, but this investigation is ongoing.

The state is coordinating with the Centers for Disease Control and Prevention, the U.S. Department of Health and Human Services and the Department of Homeland Security (DHS), as well as local and state health officials. Officials are closely monitoring the situation and investigating any possible links to confirmed cases in California and Mexico. Perry also informed DHS Secretary Napolitano in a phone call today of his request to the CDC.

Symptoms of swine flu in people are similar to those of regular or seasonal flu and include fever, fatigue, lack of appetite and coughing. Some with swine flu also have reported runny nose, sore throat, nausea, vomiting and diarrhea.

Health officials say everyone should follow standard precautions to reduce the spread of any respiratory illness.

•Stay home when you are sick to avoid spreading illness to others.

•Cough or sneeze into the crook of your elbow or a tissue and properly dispose of used tissues.

•Wash hands frequently and thoroughly with soap and warm water or use an alcohol-based hand sanitizer.

Byron Steele High School in Cibolo closed
Another suspected swine flu case being investigated
Officials urge residents of Guadalupe County to avoid public gatherings
Sick reporters will not be allowed entry to a 2 p.m. news conference

TEXAS (BNO NEWS) – The Texas Department of State Health Services says it has closed the Byron Steele High School in Cibolo, effective immediately, as public health and school officials work to keep swine flu from spreading among the population. It was not clear when the school would reopen.

Earlier this week, swine flu was confirmed in two students from the Cibolo high school and a third student is now listed as a suspected case. A statement from the health department said confirmatory lab test results are pending. The first two cases have recovered since they were reported and the third is currently recovering.

“The purpose is to reduce the risk to students, staff and the community,” said Sandra Guerra who is the public health authority for Guadalupe County. She is also urging students not to be around each other while school is closed. “That would defeat the purpose,” Guerra said. The school’s extracurricular activities have also been cancelled.

The Texas Department of State Health Services is urging the school’s staff, faculty, students and their household members to avoid contact with others, especially if they have symptoms of a respiratory illness.

Additionally, the department is “strongly recommending” that all residents of Guadalupe County should not attend public gatherings for the immediate future and ask that anyone with symptoms of a respiratory illness to stay home and avoid close contact with others.

Symptoms of swine flu in people are similar to those of regular or seasonal flu and include fever, fatigue, lack of appetite and coughing. Some with swine flu also have reported runny nose, sore throat, nausea, vomiting and diarrhea.

Further, health officials say that everyone should follow standard precautions to reduce the spread of swine flu. These actions include:

* Stay home when you are sick to avoid spreading illness to others.
* Cough or sneeze into the crook of your elbow or a tissue and properly dispose of used tissues.
* Wash hands frequently and thoroughly with soap and warm water or use an alcohol-based hand sanitizer.

Further, the Texas Health Department will be holding a news conference at 2 p.m. local time to update on the developing situation. The department said it would refuse entry to any reporters with symptoms of a respiratory illness.

Are we sure this is 'new'? This article seems to indicate we've seen a swine & avian 'mix' before - and they attribute the 'mixing vessel' to pigs. Perhaps they moved tp a new vessel - a lab - because now they've added human flu ....the "new and improved" form:

http://www.cidrap.umn.edu/cidrap/content/influenza/avianflu/news/dec2007swine.html

New swine flu virus supports 'mixing vessel' theory
Robert Roos  News Editor

Dec 20, 2007 (CIDRAP News) – A new influenza virus discovered in Missouri pigs has a combination of genes from avian and swine flu viruses, supporting the theory that pigs can serve as a mixing vessel for flu viruses and a potential source for a human pandemic strain, according to a report published yesterday.

Researchers found that the virus, an H2N3 subtype, caused illness in experimentally infected mice and was transmissible in swine and ferrets, suggesting it has adapted to mammals, according to the report, published in the Proceedings of the National Academy of Sciences (PNAS). In addition, genetic analysis showed the virus has a mutation linked with an increased ability to infect mammals.

The discovery marks the first identification of an H2 virus in swine, according to the authors of the report. The flu pandemic of 1957-58 was caused by an H2 virus, namely H2N2. That virus was replaced by an H3N2 strain in the pandemic of 1968-69, and H2 viruses have not circulated in humans since then. Hence, people younger than 40 have little immunity to H2 viruses, scientists say.

"Our results provide further evidence for the potential of swine to promote reassortment between different influenza viruses, and the genetic and biologic properties of the H2N3 viruses described suggest that it would be prudent to establish vigilant surveillance in pigs and in workers who have occupational exposure," states the PNAS report.

It was written by scientists from Iowa State University and the US Department of Agriculture's (USDA's) Agricultural Research Service (ARS), both in Ames, Iowa; the University of Minnesota in St. Paul; and St. Jude Children's Research Hospital and the University of Tennessee, both in Memphis. The lead author is Wenjun Ma of Iowa State and the USDA.

Two incidents 5 months apart
The discovery of the new virus began with an illness outbreak in pigs at a Missouri swine nursery in September 2006, according to the report. The pigs' lungs showed obvious signs of pneumonia, and tests showed the presence of an influenza gene, but the subtype could not be determined. Samples were submitted to the ARS in Ames, where genetic sequencing and a search of a flu sequence database showed the virus subtype to be H2N3.

After the virus was subtyped, a record search revealed that another unidentified virus had been submitted in April 2006, from a 12-week-old pig at another Missouri swine farm, according to the report. Analysis by the ARS showed that this isolate too was an H2N3, and the two viruses were nearly identical.

The two outbreak sites are about 8 miles apart, according to Marie Gramer of the University of Minnesota College of Veterinary Medicine in St. Paul, a coauthor of the report. She said there was no connection between the two operations.

Phylogenetic analysis showed that the virus's hemagglutinin (HA) gene most closely matched the genes of H2 viruses isolated from North American mallard ducks, while the neuraminidase (NA) gene was closely related to that of an H4N3 virus found in blue-winged teal. Five of the other six genes were derived from swine flu viruses currently circulating in the United States, the scientists determined.

The source of the virus is unknown, but the likeliest possibility is pond water, which was used to clean barns and water the animals on both farms, according to the report. That transmission pathway has been described before.

Looking for genetic evidence of the new viruses' adaptation to mammals, the authors compared their HA genes with the HA genes from avian H2N3 viruses. They found an amino-acid substitution at position 226 that, in other H2 and H3 viruses, has been associated with adaptation of avian viruses to humans, according to the report.

To assess the new isolate's pathogenicity in swine, the scientists inoculated 20 4-week-old pigs with one of the viruses, and 3 days later housed 10 other pigs with the inoculated pigs. On necropsy, the inoculated pigs were found to have mild to moderate pneumonia, while the contact pigs had antibodies to the virus but slight or no signs of pneumonia.

The researchers also exposed mice to one of the H2N3 viruses at three different doses. Mice that received the middle or highest doses showed signs of illness, and 75% of those with the highest dose died, but none exposed to the lower doses died.

To test the virus's effect in ferrets, the scientists inoculated three 18-week-old, separately caged ferrets with it and then placed an uninfected ferret in each cage a day later. Subsequent tests showed the virus was present in all the animals, but none showed obvious signs of illness.

Reason for public health concern
The authors write that their findings are "of considerable concern to public health." In particular, the H2N3 viruses' mutation associated with an affinity for human-type cell-surface receptors and their ability to replicate and spread in swine and ferrets "suggests that the swine H2N3 viruses have undergone adaptation to the mammalian host and as such have the ability for sustained transmission."

However, the report also says that "receptor-binding changes" are not sufficient by themselves to permit avian flu viruses to successfully adapt to humans. For example, swine H1N1 flu viruses prefer human-type receptors and have occasionally infected humans but have not become established in human populations.

Gramer told CIDRAP News that no illnesses were reported among farm workers in connection with the swine cases, and no workers were tested at the time. However, serologic testing of the workers is currently being conducted under a grant from the Centers for Disease Control and Prevention, she reported.

When asked whether the newfound virus currently represents a threat to humans, Gramer replied, "No more than any other influenza virus in the world. Transmission of flu from pigs to humans is likely rare. This flu itself is rare and we don't know if it is currently circulating in this farm or any other farm in the USA. We haven't found it again."

Although pigs have long been regarded as a viral mixing vessel that could potentially produce human pandemic strains, whether this has ever happened is unclear, the PNAS report states. The 1957 and 1968 pandemic viruses both resulted from genetic reassortment of human and avian strains, but the mixing might have occurred in humans, pigs, quail, or some other host, it says.

Gregory C. Gray, MD, MPH, an Iowa infectious disease expert who was not involved in the study, says the new findings should cause public health officials "much concern" and point up the need for careful and coordinated flu surveillance in swine, poulty, and humans who work with them.

The report suggests that state and federal public health officials should work "aggressively" with the swine and poultry industries to study the prevalence of the new virus and find out whether it is infecting humans and to set up coordinated surveillance programs, said Gray, who is director of the Center for Emerging Infectious Diseases at the University of Iowa in Iowa City.

Much effort is currently devoted to the hunt for highly pathogenic flu viruses in migratory and aquatic birds, Gray continued. "Influenza surveillance in agriculture is largely managed by the industries. Our agriculture industry and human influenza surveillance are not well coordinated. We might wake up one day to find a virus like the one in this report has become endemic in our agriculture industries and a major threat to the industries as well as to man."

He added that numerous reports show that common swine flu viruses can cause severe disease in humans. "A novel virus like the one in the PNAS report, if highly transmissible between people, has potential to cause markedly more morbidity, even a pandemic," he said.

Gray has previously written about the need to include agricultural workers in seasonal flu vaccination programs, flu surveillance, and pandemic planning. "The PNAS report greatly increases our concern," he commented.

Another expert, Michael T. Osterholm, PhD, MPH, generally concurred with Gray. "I think it’s a potentially serious threat," said Osterholm, director of the University of Minnesota Center for Infectious Disease Research and Policy, publisher of CIDRAP News. "I think one of the problems we have is that we tend to think of influenza today, because of H5N1, as an Asian disease, with the roots of any future pandemic planted deep in Asia. But we have to be very careful because we don't know that."

Gramer commented that flu is very common in pigs, particularly in the spring, fall, and early winter, and is typically mild and self-limiting. "Flu surveillance in pigs is entirely voluntary," she said. Some surveillance for flu in farm workers is carried on under research grants from the CDC and the National Institutes of Health, she added.

And who are these folks at CIDRAP (created in 2001)?

CIDRAP's Primary Activities
Since its founding in 2001, CIDRAP has had significant success in bringing international prominence to issues of preparedness. CIDRAP is widely recognized for its ability to continuously improve our knowledge of emerging infectious disease, share this expertise with decision makers worldwide, and serve as a credible, dependable resource for communities around the world. These activities drive the adoption of science-based best practices among professionals, and, increasingly, the public, to reduce illness and death related to infectious disease.

Pandemic Influenza Preparedness
With an emphasis on addressing emerging infectious disease issues that pose a real and significant international, national, and regional threat, CIDRAP has focused heavily on pandemic influenza preparedness.

Minnesota Center of Excellence for Influenza Research and Surveillance (MCEIRS)
MCEIRS was established by the National Institutes of Health (NIH) in April 2007 and focuses on the detection, epidemiology, ecology, and transmission of avian influenza (AI) viruses with pandemic potential. MCEIRS is one of six NIH-supported centers in the United States conducting a variety of research and surveillance activities domestically and abroad. The overall goal is to enhance understanding of how AI viruses evolve, adapt, and spread among animal populations and from animals to humans. As an international, collaborative research center drawing on a wide range of technical expertise, MCEIRS also serves as a high-level scientific resource in the event of a public health emergency involving the emergence and transmission of highly pathogenic influenza virus among humans.
MCEIRS initiatives under way in North America and Southeast Asia are aimed at identifying and analyzing AI viruses in wild birds, poultry, swine, and humans having close contact with animals at high risk of infection. Specific goals include: rapid identification and characterization of AI viruses; collection and storage of viral isolates; provision of genetic and antiviral susceptibility data on highly pathogenic AI viruses; targeted research on key questions and information gaps regarding the ecology, natural history, epidemiology, and transmission of avian influenza viruses; and development of capacity-building education and training programs.
Business preparedness
CIDRAP Business Source: CIDRAP is an international leader in driving worldwide business preparedness for pandemic influenza and other infectious disease crises. CIDRAP Business Source is a subscription-based Web resource offering current, comprehensive, and authoritative information for businesses preparing for the next pandemic. Subscribers receive a biweekly electronic newsletter, the Osterholm Briefing, featuring expert context from Dr. Osterholm on pressing issues. Every other week, Osterholm Briefing Update provides timely guidance, news, and practical resources. America's top 100 companies have turned to CIDRAP for this crucial information.
National Preparedness Summits: CIDRAP continues to host highly successful international Business Preparedness for Pandemic Influenza summits. Past meetings have brought representatives from about 200 corporations and other organizations to learn from more than 40 influenza and preparedness experts. Attendees engaged in interaction and practical strategizing within and across their own business sectors. Speakers have included former Secretary of State Madeleine Albright, World Health Organization Director General Margaret Chan, Health and Human Services Secretary Michael Leavitt, former Nightline host Ted Koppel, and Centers for Disease Control and Prevention (CDC) Director Julie Gerberding.
State and local public health preparedness
Promising Practices: Pandemic Preparedness Tools: In partnership with the Pew Center on the States (PCS), CIDRAP launched www.pandemicpractices.org in 2007. The site offers a peer-reviewed, online database that showcases local, county, and state pandemic planning. The site brings together more than 165 peer-reviewed promising practices from four countries, 26 states, and 36 counties and cities. Compiled as a resource to save communities and states time and resources, the database enables public health professionals to learn from each other and to build on their own pandemic plans. The site highlights approaches that communities across America have developed to address four key areas: models of care; communicating effectively about pandemic flu; delaying and diminishing the impact of a pandemic; and planning for at-risk populations. Users can easily find practices applicable to their communities. The database can be searched by state or topic, as well as by area of special interest, such as materials translated into multiple languages, materials that enhance personal preparedness, or toolkits for schools.
At-Risk Populations Project: Under a contract from the Association of State and Territorial Health Officials (ASTHO), CIDRAP has assisted in the development of model guidance for state, territorial, tribal, and local health officials on planning for at-risk populations during an influenza pandemic. This ground-breaking project has involved meetings in three U.S. cities with at-risk population members and stakeholder organizations, as well as distilling the input of more than 65 subject matter experts and an expert Advisory Panel. This project will result in the publication of a national guidance document to assist public health officials in their pandemic influenza planning efforts. Tools for at-risk population planning will also be included on the Promising Practices Web site.
BioWatch
CIDRAP has served as an important partner in the federal BioWatch air-monitoring program. This program is responsible for the constant monitoring for potential bioterrorism-related agents in cities throughout the United States. CIDRAP provides critical national guidance in the deployment of the BioWatch program across the country. Through its contract with the Department of Homeland Security, CIDRAP provides support for the development of national outdoor and indoor guidance documents, a national epidemiology communications network, and a suite of related program and reference documents.
CIDRAP Web Site
The CIDRAP Web site is a world-leading source of current, comprehensive, and authoritative information on category A agents and emerging infectious diseases. Over 10 million pages are accessed each year by individuals around the world. We provide current, in-depth information on bioterrorism, influenza, and new hot topics; original news stories; and comprehensive and current lists of guidelines and articles in the literature with Web links. Our site content offers a balance of public health, medical, and public policy information.
CIDRAP's staff of professionals is dedicated to ensuring that viewers have the best and latest information available by closely monitoring developments in the field and updating our original content and related links continuously. We search numerous Web sites every day—the CDC, other academic-based public health preparedness centers, professional societies, journals, news sources, and other federal, state, and local public health and emergency preparedness agencies—for the most current and relevant information. Our goal is to continue the development of an Internet-based "living textbook" on infectious disease topics.
These features make our site a "one-stop shop" for professionals who desire to keep abreast of the ever-changing infectious disease landscape. Growing numbers of users report that they look to the CIDRAP site for both late-breaking news and for resources providing in-depth information and analysis.
CIDRAP News received a 2007 Award for Excellence in Health Care Journalism from the Association of Health Care Journalists for its seven-part series, "The Pandemic Vaccine Puzzle."
Education
Dr. Osterholm teaches the School of Public Health's "Infectious Disease Prevention and Control: Current Policy Issues and Controversies" course designed to engage students in analyzing and discussing practical public health issues associated with preventing and controlling infectious diseases.
Medical Director Kristine Moore, MD, MPH, and Associate Director Jill DeBoer, MPH, have taught several courses at the University of Minnesota's Summer Public Health Institute, including a course on pandemic influenza preparedness and a course on designing and conducting tabletop exercises to enhance public health preparedness.

Ill-based Baxter working on swine flu vaccine

For those of faith..

Last night I got an impression that this is not "it".  Something will be forthcoming later this year, but what we're seeing now with the swine flu is not the "big one".

Perhaps a warm up, dry run etc.

Yep, Mark, same here.  The real deal when it comes:  will be comprhensive.  When in the military and going on deployments, we would have Advance party go in to set up for infrstucture.  Basically we prepared for the main party that were coming in.  So, too is this.  This is initial prep.

AINT SKEERED!
