More than 100 U.S. schools closed because of swine flu

t least 74 elementary, junior high and high schools have closed across the country because of confirmed or probable cases of swine flu, the Department of Education said Wednesday.

Another 30 schools have closed as a precautionary measure because of the H1N1 virus, Department of Education spokesman Massie Ritsch said.

The closures -- of both public and private schools across eight states -- affect about 56,000 students out of the estimated 55 million students attending the nation's 100,000 kindergarten-through-12th grade schools, Ritsch said.

Some of the schools that were closed have reopened, he noted.

On Wednesday, President Obama called on schools with confirmed or possible swine flu cases to "strongly consider temporarily closing so that we can be as safe as possible."

And Education Secretary Arne Duncan said in a statement Wednesday that everyone involved in schools needs to "pitch in and do our part to prevent the spread of this flu virus."

"Use the same common sense and courtesy that you would use during winter flu season: Wash your hands, cover your mouth when you cough, and stay home if you are sick," Duncan said.

The secretary said the department is closely monitoring the flu outbreak and urged schools to follow guidance from the Centers for Disease Control and Prevention.

"Do what is appropriate for the health of your communities, your schools and your students," Duncan said.

Department of Education officials and experts from the CDC held a conference call Monday with more than 1,700 people from national education associations, state school offices, individual schools and school districts.

The Department of Education emphasized the need for "common sense" preventative measures among students and faculty in school facilities, an official said.

Education officials also stressed the need for people showing any flu-like symptoms to stay away from school and called on administrators to report any suspected or confirmed cases to local public health authorities as well as the Department of Education.

If a school has a confirmed case of swine flu, the CDC recommends closing the facility for about seven days.

Regulations prescribed under this section shall not provide for the apprehension, detention, or conditional release of individuals except for the purpose of preventing the introduction, transmission, or spread of such communicable diseases as may be specified from time to time in Executive orders of the President upon the recommendation of the Secretary, in consultation with the Surgeon General,[1].

(c) Application of regulations to persons entering from foreign countries
Except as provided in subsection (d) of this section, regulations prescribed under this section, insofar as they provide for the apprehension, detention, examination, or conditional release of individuals, shall be applicable only to individuals coming into a State or possession from a foreign country or a possession.
(d) Apprehension and examination of persons reasonably believed to be infected
(1) Regulations prescribed under this section may provide for the apprehension and examination of any individual reasonably believed to be infected with a communicable disease in a qualifying stage and
(A) to be moving or about to move from a State to another State; or
(B) to be a probable source of infection to individuals who, while infected with such disease in a qualifying stage, will be moving from a State to another State. Such regulations may provide that if upon examination any such individual is found to be infected, he may be detained for such time and in such manner as may be reasonably necessary. For purposes of this subsection, the term “State” includes, in addition to the several States, only the District of Columbia.

(2) For purposes of this subsection, the term “qualifying stage”, with respect to a communicable disease, means that such disease—
(A) is in a communicable stage; or
(B) is in a precommunicable stage, if the disease would be likely to cause a public health emergency if transmitted to other individuals.
(e) Preemption
Nothing in this section or section 266 of this title, or the regulations promulgated under such sections, may be construed as superseding any provision under State law (including regulations and including provisions established by political subdivisions of States), except to the extent that such a provision conflicts with an exercise of Federal authority under this section or section 266 of this title.

U.S. Military Begins Planning for Avian Flu Pandemic

The Defense Department’s “Implementation Plan for Pandemic Influenza,” which was posted Wednesday on a Pentagon website, lays out guidelines and planning assumptions for US military services and combatant commands.

Possible scenarios include US troops being called in to put down riots, guard pharmaceutical plants and shipments, and help restrict the movement of people inside the country and across its borders.

The plan envisions fast moving, catastrophic waves of disease that would overwhelm health facilities and cripple the ability of state and local authorities to provide even basic commodities or services.

“A pandemic in the United States could result in 20-35 percent of the population becoming ill, three percent being hospitalized, and a fatality rate of one percent,” the document said in a section on “planning assumptions.”

A human-to-human outbreak of avian flu was most likely to occur outside the United States and may not be contained effectively, it said.

“A pandemic outbreak will last between 6-12 weeks and multiple pandemic waves will follow,” it said.

If a pandemic influenza starts outside the United States, it will enter the US at multiple locations and spread quickly to other parts of the country, according to the report.

A vaccine for the specific strain of flu would not be available for distribution for a minimum of six to nine months after a human-to-human outbreak had been clinically confirmed, it said.

Transportation within states or internationally will be restricted to contain the spread of the virus, and communities may voluntarily close schools and limit public gatherings.

“Quarantine and other movement restrictions, especially if the restrictions are involuntary, will have minimal effect on the spread of the disease due to a very short incubation period and the ability of asymptomatic individuals to shed the virus,” the document said.

“Military and civilian medical treatment facilities will be overwhelmed,” it said.

It said the military will be called on to evacuate non-infected people from areas abroad that are having problems, and to help allies.

But the guidance said the US military’s top priority would be to preserve the operational effectiveness of the Defense Department and its forces around the world.

Additionally, the Defense Department will develop a plan to ensure the continuity of operations of the US government and be prepared to support civilian authorities with medical supplies, airlift and security forces.

A key military role will be to distribute medical supplies and medications and provide security for the production and shipment of vaccines on orders of the president.

Suspected Swine Flu Case Discovered at Marine Base

The Marine Corps commandant today confirmed a suspected case of what the U.S. Homeland Security Council now is calling H1N1 flu, but has been known as "swine flu," at the Marine Corps Air Ground Combat Center in California, according to Fred Baker, Pentagon press officer.

A male Marine reported to a medical clinic on base over the weekend complaining of flu-like symptoms. Initial test results indicate the H1N1 virus. Today, swine flu was confirmed and the Marine and his roommate were quarentined.

"The Marine, along with his roommate, are quarantined in the barracks," according to General James Conway. He added that the roommate has shown no symptoms and the infected Marine is recovering.

"He's doing fine," the general said. "He's up and about. He said he feels pretty good. The doctors tell us that at this point, there appears to be no threat to him in terms of loss of life."

Doctors at the base also identified and restricted the activities of 37 other Marines who may have had contact with the infected Marine. The 37 are not officially quarantined, but are not allowed in public places such as unit formations and dining facilities.

The infected Marine was not given Tamiflu, an anti-viral drug used to prevent the flu, because he was past the point in his illness at which the medicine would have been effective, Conway said. All of the other Marines involved are taking Tamiflu.

The southern-California base is about 200 miles from the Mexican border, but the Marine had not visited Mexico, Conway said.

Marine doctors should receive the test results from the CDC in the next two days.

This case comes on the heels of two military family members in Texas, both teenage boys, with confirmed cases this month. Both boys have made full recoveries.

Defense Department officials say they are monitoring the outbreak closely, with a primary focus on protecting the military population.

Two prescription anti-viral drugs, Relenza and Tamiflu, already are standard stock at U.S. military treatment facilities, and larger quantities are stockpiled at several sites in the United States and overseas, officials said.

We're still getting the hang of this social media thing ourselves, but we had to raise an eyebrow when lovely and talented KJZZ reporter Rene Gutel (@rgutel in Twitter lingo) tweeted the fact that the Arizona Department of Health Services Twitter site hasn't been updated in five days and that it still says that no cases have been reported in Arizona.

We looked ourselves at twitter.com/azdhs and by golly she's right.

In DHS', defense, they're probably pretty busy trying to keep swine flu from becoming the fifth horseman of the apocalypse.

Nevertheless, we've found Twitter can be pretty useful in getting the word out quick.

The DHS website does, however, contain some timely information about swine flu, pandemics and other fun stuff.

But other parts make us question their sense of urgency. The most recent annual report on the site, for instance, is from 2006-2007. Nothing like the age of instant information, we suppose.

Google Could Have Caught Swine Flu Early

Google’s search data may have been able to provide an early warning of the swine flu outbreak — if the company had been looking in the right place.

Last week, at the request of the Centers for Disease Control, Google took a retroactive look at its search data from Mexico. And there the team found a pre-media bump in telltale flu-related search terms (you know, “influenza + phlegm + coughing”) that was inconsistent with standard, seasonal flu trends.

“We did see a small increase in many parts of Mexico before major news coverage began last week,” said Jeremy Ginsberg, lead engineer for Google.org’s Flu Trends.

But the Google Flu Trends team, which aggregates and analyzes search queries to estimate how many people are sick, wasn’t watching Mexican flu data until after the outbreak had already begun. That highlights the problem with tech-heavy disease-detection systems: Often, we don’t know what internet data to look at until after a problem starts.

The early signals of disease are hidden in plain sight, and it takes humans recognizing that something is happening before the computers can be asked to find it. And even if Flu Trends had picked up a noticeable bump in flu searches in Mexico early, a lot of additional analysis would have been required to understand the potential severity of the pandemic.

But it’s encouraging to think that if the Flu Trends system were built out across the globe, it might sound an early alarm about the next unusual flu outbreak. You can check out the data yourself at the site, Experimental Flu Trends for Mexico, launched today.

Ginsberg cautioned, though, that the correlation between the Mexican flu-search terms and actual epidemiological data hadn’t been verified. For the U.S. version of Flu Trends, the Google engineers have been able to check their equations and graphs against actual reported cases of flu. It turns out their system tracks the CDC data quite nicely.

The U.S. version of Flu Trends also appears to be handling the latest swine flu epidemic well. The system hasn’t reported large upticks in states like New York, where the number of cases remains still quite small relative to standard seasonal flu infections. That means that people simply searching for swine flu or #swineflu aren’t generating false-positive spikes in Flu Trends.

South Africa sees continent's first possible swine flu cases

SOUTH Africa has reported the continent's first suspected cases of swine flu, as countries from Mauritania to Mozambique stepped up precautions against the disease.
"There are two new cases, but they have not been confirmed," health ministry spokesman Fidel Hadebe said, adding that the two women had recently returned from Mexico, the epicentre of the outbreak.

National Institute for Communicable Diseases director Lucille Blumberg said neither woman was seriously ill.

One returned from Mexico with flu-like symptoms on April 24, but had already recovered after receiving anti-viral treatments.

Samples of the virus were not stored properly, so health authorities cannot test the specimens to confirm if she did have swine flu.

Health department director general Thami Mseleku said that authorities were moving to install thermal imaging systems at Johannesburg's international airport to detect arriving passengers suffering from fevers, but could not say when they would be ready.

Mr Mseleku said hospitals have been instructed on how to treat the disease, and South Africa is preparing to assist its much poorer neighbours in the event of an outbreak in the region.

"We are prepared for any eventuality, including treating cases," Mr Mseleku said.

The African Union is working to establish a continent-wide mechanism to respond to a possible eruption of swine flu, the AU's Peace and Security Commissioner Jean Ping said in Addis Ababa.

The plan will be implemented in conjunction with the UN's Food and Agriculture Organisation, the World Health Organisation and other bodies, he said.

"We hope to establish a continental plan for prevention, and if necessary a mechanism to fight this outbreak that has not yet affected Africa," Mr Ping said.

In east Africa, Kenya and Ethiopia have announced they will screen travellers entering their territories in addition to stepping up surveillance.

In West Africa, Senegal and Mauritania say they are stepping up health monitoring at their airports, while Mozambique has dispatched medical teams to its main seaports, including some of the busiest in southern Africa.

Authorities in Nigeria, Africa's most populous country, have said they were ready to cope with an outbreak of the disease.

The swine flu outbreak that began in Mexico has raised fears of a global pandemic after suspected and confirmed cases were detected in parts of Europe, the United States and New Zealand.

I'm not covering up shit, and I think the CDC/WHO version of Avian/Swine/Human (ASH) flu is the myth.

As three cases of swine flu are officially confirmed for New Zealand, the Department of Foreign Affairs and Trade has revised and increased its travel warning for Mexico advising Australians to “reconsider their need to travel to Mexico”.

Three individuals from Rangitoto College in Auckland who were suspected of swine flu after a school-organised trip to Mexico have now been confirmed, as testing begins on the fourth individual at the World Health Organisation regional office in Melbourne.

Those Australians already in Mexico are being advised by the government to “consider leaving”, as it also moves to introduce brand new quarantine laws which give health officials the power to detain passengers with suspected cases of swine flu.

91 Australians are currently being tested for swine flu, including 22 who were on the same flight as the party from Rangitoto College.  All were showing flu symptoms but it is “quite unlikely” that all are suffering from swine flu.

“It is still quite unlikely but we know that people in this situation have been travelling in areas that are at risk,” said Nicola Roxon, Federal Health Minister on ABC Radio this morning.

Of the new Quarantine laws, she said they included, “Using disinfectants on planes or at ports, through to the far more extreme, which are making sure that people are isolated and perhaps detained if they don't cooperate and are showing symptoms of this disease.”

Ladies and gentlemen,

Based on assessment of all available information, and following several expert consultations, I have decided to raise the current level of influenza pandemic alert from phase 4 to phase 5.

Influenza pandemics must be taken seriously precisely because of their capacity to spread rapidly to every country in the world.

On the positive side, the world is better prepared for an influenza pandemic than at any time in history.

Preparedness measures undertaken because of the threat from H5N1 avian influenza were an investment, and we are now benefitting from this investment.

For the first time in history, we can track the evolution of a pandemic in real-time.

I thank countries who are making the results of their investigations publicly available. This helps us understand the disease.

I am impressed by the work being done by affected countries as they deal with the current outbreaks.

I also want to thank the governments of the USA and Canada for their support to WHO, and to Mexico.

Let me remind you. New diseases are, by definition, poorly understood. Influenza viruses are notorious for their rapid mutation and unpredictable behaviour.

WHO and health authorities in affected countries will not have all the answers immediately, but we will get them.

WHO will be tracking the pandemic at the epidemiological, clinical, and virological levels.

The results of these ongoing assessments will be issued as public health advice, and made publicly available.

All countries should immediately activate their pandemic preparedness plans. Countries should remain on high alert for unusual outbreaks of influenza-like illness and severe pneumonia.

At this stage, effective and essential measures include heightened surveillance, early detection and treatment of cases, and infection control in all health facilities.

This change to a higher phase of alert is a signal to governments, to ministries of health and other ministries, to the pharmaceutical industry and the business community that certain actions should now be undertaken with increased urgency, and at an accelerated pace.

I have reached out to donor countries, to UNITAID, to the GAVI Alliance, the World Bank and others to mobilize resources.

I have reached out to companies manufacturing antiviral drugs to assess capacity and all options for ramping up production.

I have also reached out to influenza vaccine manufacturers that can contribute to the production of a pandemic vaccine.

The biggest question, right now, is this: how severe will the pandemic be, especially now at the start?

It is possible that the full clinical spectrum of this disease goes from mild illness to severe disease. We need to continue to monitor the evolution of the situation to get the specific information and data we need to answer this question.

From past experience, we also know that influenza may cause mild disease in affluent countries, but more severe disease, with higher mortality, in developing countries.

No matter what the situation is, the international community should treat this as a window of opportunity to ramp up preparedness and response.

Above all, this is an opportunity for global solidarity as we look for responses and solutions that benefit all countries, all of humanity. After all, it really is all of humanity that is under threat during a pandemic.

As I have said, we do not have all the answers right now, but we will get them.
