Penn State’s Frightening Defense

Standing in the student section of Penn State’s Beaver Stadium during football season always felt like witnessing a war unfold before your eyes. First the band would enter, marching in military-like formation and literally drumming up support from the crowd, while the cheerleaders would start up the most boastfully imposing chant in all of college sports: “We Are…Penn State.” Then our four-star general, Coach Joe Paterno would run on the field flanked by his army of All-American linebackers and various other defensive backs, ends, and tackles because offense was always second to a strong defense in JoePa’s book. Even as a student, during perhaps the bleakest years of an otherwise dominating half-century of college football, I knew Pennsylvania State University was just as likely to be called “Linebacker U” as Penn State.

Yet, upon recently returning to my alma mater four years after my graduation, I noticed that Beaver Stadium isn’t the only building on campus where a strong defense is revered. Just down the street from my old college house is a nondescript industrial park that is home to The Institute for Non-Lethal Defense Technologies (INLDT)-one of the fastest-growing departments under the umbrella of Penn State’s Applied Research Laboratories (ARL).

Despite the generic name, ARL is one of the U.S. Navy’s top civilian research facilities, as well as Penn State’s single largest research unit with well over 1,000 employees (including students). It was founded in 1945 to advance Navy technology in areas such as acoustics and vibration control, hydrodynamics, propulsors, torpedo defense, and other naval related paraphernalia. While this sort of research is still being conducted, there’s little doubt that the focus has shifted to non-lethal weaponry.

‘The Puke Ray’

One of the Institute’s current projects is testing The Distributed Sound and Light Array Debilitator, a.k.a. the “puke ray,” by those willing to call it what it is. The device purports to combine just the right sequence of disturbing sound decibels and light wavelengths as to render the victim dizzy and nauseous. The Department of Homeland Security, which invested $1 million for testing, hopes to see the device “in the hands of thousands of policemen, border agents and National Guardsmen” by 2010.

This explanation fits right in with the University’s Homeland Security Initiative, which is administered by the Office of Military and Security Programs (OMSP). According to its website, OMSP’s mission is to “position Penn State in the lead among academic institutions for military, homeland security and defense, and information operations research and technology development.” And based on the Department of Defense’s 2003 Research Development Technology and Expenditure (RDT&E) Top 100 list-in which Penn State ranked number 27 with a total of $149 million in RDT&E awards-the Initiative is getting the job done. Only two universities ranked higher on the list: Johns Hopkins and MIT-both pulling in more than $300 million.

OMSP also has a page dedicated to the “capabilities” Penn State has demonstrated with its large Department of Defense and DHS contracts. The list includes everything from “practices to optimize military recruiting efficiency”-something I observed first hand, while walking past an Air Force recruitment table set up on a busy campus mall-to “night vision technology to support weapon and sensor development,” and, of course, “non-lethal technology initiatives.”

Fentanyl: 80 Times Stronger than Morphine

When the Institute for Non-Lethal Defense Technologies opened in 1998 as part of a $42.5 million five year contract with the U.S. Marine Corps-making Penn State the first Marine Corps Research University-one of its first endeavors was to study the possible use of fentanyl, a sedative 80 times stronger than morphine. This raised some concern at the time because Russia had just used a fentanyl-based substance to subdue a theater full of Chechen rebels. The supposedly non-lethal gas killed over 100 hostages and hospitalized 200 others. Furthermore, the 1993 Chemical Weapons Convention prohibits signatories-such as the United States and Russia-from producing, stockpiling, and using chemical agents.

The convention does, however, make exceptions for certain controlled substances to be used as weapons or in the manufacture of weapons, based largely on the quantity that’s considered commercially legitimate. Fentanyl could fall under this category, as it is a Schedule 2 drug and can be obtained for personal use via prescription. This makes the Defense Department’s case for using fentanyl and other strong chemical agents in combat sound much more benign than it actually is-just ask the Chechens. It also doesn’t hurt when an accredited university such as Penn State releases a study on incapacitating agents-as it did in 2000-that concluded their development is “both achievable and desirable.”
While the media has backed up this finding with appealing headlines like, “Weapons that don’t kill” or “Making war more humane,” the Sunshine Project-a chemical and biological weapons monitoring group-has been a leading vocal opponent of non-lethal weapons, warning that their usage creates “a slippery slope” that will encourage other countries to follow suit and lead to the breakdown of international control measures already in place.

The typical DoD response to this argument has been that non-lethal weapons are intended for peacekeeping and humanitarian assistance or domestic law enforcement. This may be true on the surface, but the U.S. government has been known to use the illusion of good intentions to mask its more pressing agenda, that of preserving American hegemony abroad and maintaining the status quo at home.

Furthermore, when the Defense Department and its research labs say, “the need exists for effective and safe techniques that can deal with belligerent crowds and individuals who exploit innocent bystanders for concealment,” they ignore the reason why that is so often the case. The military continually repeats its mantra that civilian casualties are regrettable but unavoidable. They blame the insurgents for living among civilians, forgetting that civilians often become insurgents when their families and homes have been destroyed.

This has become more and more the case with each successive war we fight. The percentage of deaths during war that are civilian has risen from 10% in World War I to 50% in World War II, 70% in Vietnam, and now nearly 90% in Afghanistan and Iraq. By no coincidence the last few wars mentioned are also the most unsuccessful and unpopular in American history. No wonder the military is seeking a means of coercion that creates less enemies and inspires fewer bleeding hearts to join the antiwar movement.

Taser Troubles

Even on the home front, the use of non-lethals poses a problem. Tasers are already being used by law-enforcement, despite the fact that they have been known to kill people. With more supposedly non-lethal weapons on the market-essentially offering police the excuse of an easy and less messy way to solve a problem-displays of first-amendment rights, including those made by peaceful protestors, will likely become less commonplace. Meanwhile, Orwell is surely rolling over in his grave.

There is still one major obstacle, however, preventing these weapons from being field ready and considering INLDT pulls in $120 million worth of research each year, it’s not a lack of funding. Instead, it’s the absence of human testing. But that appears to be where Penn State comes in. The Institute has already announced that it will be testing the effects of the “puke ray” sometime during the first half of 2008. Meanwhile, according to Wired.com’s Danger Room blog, ARL is “pushing to get approval to conduct human testing at 130 decibels” to essentially test the effects of the “acoustic bazooka.” Current safety standards preclude such testing.

All of this, not unsurprisingly, would be news to the forty-some-thousand students on campus. The Daily Collegian, for which I used to write, has focused most of its recent coverage on Pennsylvania’s primary, which was expected to be a close contest in need of the student vote. Both candidates paid a visit to campus during the campaign, but neither addressed the incredible amount of talent and resources being funneled into the U.S. military by an academic institution that should be inspiring its scientific minds to solve potential sources of conflict, such as water and energy shortages due to climate change, rather than creating new ones. If anything, their presidencies would embolden the demand for such weaponry.

How to Deter War

Obama, who won the Penn State student vote, despite Clinton’s overall Pennsylvania primary victory, has talked about increasing the defense budget-which is already greater than what the rest of the world spends on its militaries combined. He has also pledged to use diplomacy with Iran, while not ruling out the possibility of an attack. With polls showing the American public’s uneasiness toward another war in the Middle East, perhaps non-lethal weapons would be just the incentive we need to support another invasion-no matter the reason.

This may only be conjecture now, with such weapons being several years away from actual use, but it still serves to show that the biggest deterrent to war and violence is not the creation of less lethal fighting instruments, but rather an ideology that questions the motives of those who say war and violence are needed in the first place. And what better place is there for such an ideology than in the classrooms and campuses of our country?

Unfortunately for the school that’s staked its name on defense, the only people calling for change are fans of the football team. With Coach Paterno entering the final year of his contract, many see it as a chance for the university to move on, saying the 81-year-old’s play-calling is predictable and out of fashion. Even so, Paterno scoffs at the idea of retirement and is seeking a contract extension. Whether or not that happens, it looks like Penn State will be committed to defense for quite some time.

I think we have a huge story here. First we have former Penn State football coach Joe Paterno who is close friends with George HW Bush. Then we have two times where this creep Jerry Sandusky was caught with kids in the 90's. The cases went to the DA's office and CPS. Nothing was done.

Now this is where the story gets interesting. The DA in the case went "missing" in 2005 they never found him. What they did find was his computer missing it's hard drive. Then later claimed they found the hard drive. We now know that Joe Paterno and the President at Penn State have been fired. The Buzz is that Tom Ridge will become the new President at Penn State. This is the same Tom Ridge that the Bushes picked as the first head of Homeland Security. He is also the the guy that admitted the government released fake terror alerts to help Bush in 2004. He is also the official flight 93 propagandist he comes out of the woodwork every 9/11.

My thought: This may be the official high up pedophile ring that AJ rants about on air (Dyncore CIA child kidnapping ect) some how this ended up out in the open.  ??? This is the "them" we hear about for all the world to see. We all know that anyone who gets near this ends up dead. God help us!

The prosecutor who decided to not pursue sex abuse charges against former Penn State football coach Jerry Sandusky more than a decade ago, despite an alleged confession, is at the center of a missing persons mystery that has enraptured middle Pennsylvania for years.

Ray Gricar served as the district attorney for Pennsylvania's Centre County in 1998 when Sandusky was accused of sexually abusing several boys. After an extensive investigation, which included testimony by two law enforcement officers that they had overheard Sandusky admitting to showering with multiple young boys, Gricar decided no criminal charges would be filed, according to recent court documents. Sandusky retired the next year.

Then, in April 2005, Gricar disappeared.

His car was found abandoned in a Lewisburg, Pa., parking lot and his laptop's harddrive was recovered from the nearby Susquehannna River, but there was no other trace of Gricar. No clues could be gleaned from the severely damaged harddrive and despite a six year investigation that involved the FBI and international help, police have as little an idea today about what happened to the former DA as they did then.

"We literally used every single resource, national and international," Bellefonte, Pa., police chief Shawn Weaver told ABC News today. "This is baffling. He literally just disappeared off the face of the earth."

In July this year, Gricar was officially declared dead, though Weaver said the investigation into his disappearance is ongoing and new leads continue to emerge.

Weaver said that though everyone has a personal theory about what may have happened to Gricar -- from suicide to foul play -- there has been no evidence to support any one of them. The idea that the disappearance could be linked to the Sandusky investigation, Weaver said, is "highly doubtful."

"Obviously if something raises an eye, it's something we'll look at," he said. "Nothing is out of the realm of possibility."

Robert Buehner, the district attorney for nearby Montour County and longtime friend of Gricar's, told ABC News he's convinced Gricar was murdered but said there was "absolutely" no connection to the Sandusky case. Buehner said Gricar was more likely the target of a violent criminal he had prosecuted or was in the midst of prosecuting. He doubted Gricar would have committed suicide or simply ran off because he was happy, financially stable and often talked fondly of his impending retirement.

As to why Gricar did not pursue charges against Sandusky in 1998, Buehner said that Gricar must simply not have had the evidence he needed.

"If you're going to target someone, you really work very hard to be sure you have a case because if you don't, you could end up ruining someone's reputation and livelihood," Buehner said. "If he had the evidence, Ray would not have concerned himself with who the person was."

Sandusky, a former defensive coordinator for the Penn State Nittany Lions, was arrested Saturday and arraigned on 40 criminal counts connected to the alleged sexual abuse of eight boys over a fifteen year period.

Sandusky declined to comment on the accusations to ABC News Monday.

We also have the issue of the at least 8 boys who were raped. The incitement does not name any of them. The media claims their names and identities are "unknown". My question is are these boys who would be men now dead? The DA is missing what about the boys?  Infowars needs to take over this story.

    NEW YORK  — Former Penn State defensive coordinator Jerry Sandusky is telling NBC that he is innocent of child sex abuse charges that shocked the sports world and resulted in the firing of coach Joe Paterno.

    In a telephone interview with Bob Costas for NBC News’ “Rock Center,” airing Monday night, Sandusky also denies accusations that he is a pedophile.

    Sandusky, who founded a charity for disadvantaged youth, acknowledges that he showered with some boys after workouts and shouldn’t have done so.

    Paterno was fired last Wednesday for failing to do enough about a 2002 report alleging that Sandusky raped a young boy in the Penn State football showers.

    The Associated Press has made several efforts to reach Sandusky by phone and through his attorney, but messages haven’t been returned.

Police said Thursday that they are investigating an allegation that Syracuse University basketball assistant coach Bernie Fine molested a team ball boy for more than a decade. Later in the evening, ESPN reported that a second former ball boy, and relative of the first alleged victim, has come forward with similar allegations against Fine.

The allegations cover a period from the 1980s to the 1990s, according to a statement from the university in upstate New York.

Syracuse has placed Fine on administrative leave "in light of the new allegations and the Syracuse City Police investigation."

The alleged victim, 39-year-old Bobby Davis, told ESPN the abuse began in 1983 before he entered seventh grade. He was the team's ball boy for six years from 1984. The second complainant, 45-year-old Mike Lang, told ESPN Fine molested him when Lang was in fifth or sixth grade. Lang, according to ESPN, is Davis’ stepbrother.

Fine has served as an assistant coach at the school for 35 years.

Police told CNY Central the investigation is in its very early stages. As the day wore on, additional details surfaced on the nature of the allegations and Davis’ relationship with Fine, and longtime Syracuse head coach Jim Boeheim released a statement in support of Fine:

''This matter was fully investigated by the University in 2005 and it was determined that the allegations were unfounded. I have known Bernie Fine for more than 40 years. I have never seen or witnessed anything to suggest that he would [have] been involved in any of the activities alleged. Had I seen or suspected anything, I would have taken action. Bernie has my full support.''

On Thursday, ESPN aired an interview with Davis.

"It took me a long time to come out and say something," Davis said. "And I just kept thinking about if he's doing this to little kids — I got to say something. I can't live with myself my whole life knowing that it's going on if I never said anything and he's still doing it.”

According to ESPN’s story, Davis originally reported the abuse to Syracuse police in 2003, but claimed that a detective told him that the statute of limitations had run out and that if Davis knew of boys being molested by Fine at the time, that Syracuse police would investigate those allegations. Davis told ESPN that he told the detective that he thought other boys were being molested but that he had only direct knowledge of Fine molesting him.

According to reports, the Syracuse police chief at the time was Dennis DuVal, a former Syracuse basketball player. DuVal, who retired in 2004, could not be reached for comment by ESPN. He played at Syracuse from 1971 to 1974, while Boeheim was an assistant.

The Post-Standard in Syracuse contacted Onondaga County District Attorney William J. Fitzpatrick, who was first sworn in to his position in 1992. Fitzpatrick told the Post-Standard that he spoke with current police chief Frank Fowler on Thursday night and stated, "There wasn't anything said [by Fowler to Fitzpatrick] about some investigation [currently] going on."

In addition, Fitzpatrick told the Post-Standard that he had no recollection of this matter being brought to his attention previously and that he would not suspect a police investigation into something dating back to the 1980s because the statute of limitations had passed.

According to the New York Penal Code, there is no statute of limitations “for prosecuting first-degree rape, first-degree criminal sexual act, or first-degree course of sexual conduct against a child,” but the statute of limitations “for other sexual offenses committed against a child under age 18 is five years after the victim reaches age 18, or the offense is reported to a law enforcement agency or statewide central register of child abuse and maltreatment, whichever is earlier.”

Late Thursday night, Boeheim told ESPN, "Why wouldn't [Davis] come to the police [first this time]? Why would he go to ESPN? What are people looking for here? I believe they are looking for money. I believe they saw what happened at Penn State and they are using ESPN to get money. That is what I believe. You want to put that on the air? Put that on the air."

Penn State is in the midst of a child sex-abuse scandal stemming from a grand jury report which had claims made by eight separate people that then-Penn State assistant Jerry Sandusky sexually abused them as minors. Sandusky has subsequently been arrested and released and faces 40 charges relating to the allegations.

Several officials at Penn State, including president Graham Spanier, athletic director Mike Curley and head coach Joe Paterno have also lost their jobs in the wake of the Sandusky story.

ESPN originally interviewed Davis in 2003 but claimed it did not run the story because the story could not be confirmed by a second source. That changed when Lang made his allegations.

The Post-Standard also interviewed Davis in 2003 and also held the story for the same reason. According to the Post-Standard, Davis went with the Syracuse basketball team on road trips and stayed in Fine’s room. Among the road trips was one to Hawaii. Davis also told the Post-Standard that Fine touched Davis’ penis on numerous occasions when Davis was both a minor and an adult.

According to the report, Davis said the sexual contact happened in many places, including Fine’s homes, his office at Syracuse, a fraternity house, a basketball camp and numerous hotels.

Davis, according to the Post-Standard, claims he broke off contact with Fine in 2001 after Fine grabbed him by the neck for failure to repay a $5,000 loan, which Davis reportedly admitted to the paper he never repaid.

However, the Post-Standard also reported that in 2003 it interviewed a “handful of other men who Davis said had spent a lot of time at the Fines’ house as children and who Davis suggested might have been molested by Fine. All of these men, including a close relative of Davis, denied Fine had sexual contact with them.”

In a statement, the university's Senior Vice President for Public Affairs Kevin Quinn said:

“In 2005, Syracuse University was contacted by an adult male who told us that he had reported to the Syracuse City Police that he had been subjected to inappropriate contact by an associate men’s basketball coach. The alleged activity took place in the 1980s and 1990s. We were informed by the complainant that the Syracuse City Police had declined to pursue the matter because the statute of limitations had expired."

The statement continued:

"Syracuse University takes any allegation of this sort extremely seriously and has zero tolerance for abuse of any kind. If any evidence or corroboration of the allegations had surfaced, we would have terminated the associated coach and reported it to the police immediately.

"We understand that the Syracuse City Police has now reopened the case, and Syracuse University will cooperate fully. We are steadfastly committed ensuring that SU remains a safe place for every member of our campus community."

The entire Jerry Sandusky scandal has been bizarre, with new tragic and horrendous allegations popping up at every turn. This morning, Joe Amendola, Sandusky’s attorney, gave a curious address to reporters following a preliminary hearing (a hearing that Sandusky canceled at the last minute). In it, Amendola inadvertently instructed members of the media to phone a gay sex hot-line. Allow me to explain.

Amendola discussed his doubts surrounding Mike McQueary, the graduate assistant who allegedly saw Sandusky raping a child. The lawyer said that McQueary’s claim that he told Joe Paterno and two university administrators about the incident, and that no one subsequently did anything viable to address it, is questionable.

To anyone who buys into this version of what occurred at Penn State, the lawyer said, “I suggest you dial 1-800-REALITY.” Clearly, this was a statement made in jest to make a point — that Amendola doesn’t believe (or that he wants to cast doubt on) McQueary’s version of events.

Tommy Craggs and Dom Cosentino of Deadspin.com thought it would be fun to call the number to see if it’s in operation. So, they did and boy were they surprised by what they found. Upon calling, they were greeted with the following message (they posted the audio here):

    “Hey guys, welcome to the hottest place for triple-X action. Get ready for bulging, bursting pleasure with [redacted]. Just 99 cents per minute.”

Considering the nature of the allegations against Sandusky, you can file this one under “ironically embarrassing.”

The complete Freeh report (if you could call it that) at least shows that The Penn State football program and Joe Paterno himself was NOT at fault. The New World Order Illuminati sex sickos tried to remove the work of a good guy, the work of kids that EARNED their wins and a university that has produced well educated people the live and work in this state of Pennsylvania.

Now I know that Jerry Sandusky was the head "drug kingpin" and was using his second mile program as a "playpen" for him and his sicko Illuminati Grove buddies. And Jerry is being "handled" in Greene County, Pa at the Maximum Security prison where he will rot until he dies and he still has HELL to look forward to.

I was always mad about them trying to impugn Joe Paterno's character and remove the record of the wins that THE KIDS..THE PLAYERS AT PENN STATE, EARNED

Very good point, larsonstdoc! That's how smucks operate who have something to hide! They keep their minions in places of leadership to keep truth from coming out for as long as they can! Penn State's ex-president and two former top school administrators were ordered Tuesday to stand trial on charges accusing them of covering up their failure to tell police about a 2001 allegation that Sandusky molested a boy in a university locker room shower, even after they knew police investigated complaints about Sandusky showering with boys in 1998.

It was, said lead state prosecutor Bruce Beemer, a "conspiracy of silence."

District Judge William Wenner called it "a tragic day for Penn State University" after ruling that prosecutors showed enough evidence during a two-day preliminary hearing to warrant a trial for ex-President Graham Spanier, former vice president Gary Schultz and ex-athletic director Tim Curley.

Curley and Schultz were initially charged in November 2011, when Sandusky was arrested, and accused of perjury and failure to properly report the incident.

Spanier was forced out as president at that time. A year later, he was charged with covering up a complaint about Sandusky while additional charges were filed against Curley and Schultz. Spanier remains a faculty member on administrative leave.

Paterno was fired and died in January 2012.

Madden stated that two “prominent columnists” are currently investigating a rumor that Jerry Sandusky’s Second Mile Foundation, a non-profit organization aimed to serve underprivileged youths, was “pimping out young boys to rich (Penn State) donors.” Madden went on to say that Jerry Sandusky was told by those running the show at Penn State football that Sandusky had to retire after allegations made in 1998 that the defensive coordinator was guilty of “improper conduct with an underage male.” Sandusky, thought by some to be Joe Paterno’s successor at the time, abruptly and somewhat shockingly retired from coaching in 1999.
 
It actually gets worse. Madden went on to say “When Sandusky quit, everybody knew; not just at Penn State. It was a very poorly kept secret around college football, in general. That is why he never coached in college football again and retired at the relatively young age of 55, young for a coach.” Madden also called the Second Mile Foundation “the perfect cover” for Sandusky’s scheme.
 
I want to be absolutely clear about a few things. These reports, as of the writing of this piece, are coming only from Mark Madden, and they are currently only rumors and speculation. With that said, Mark Madden has been mostly correct about a grand jury investigation which was sealed until very recently.

In April of 2005, Gricar was last seen at the Street of Shops in Lewisburg. His car was discovered parked nearby.

Crews searched the area and the nearby Susquehanna River. Later, Gricar’s computer was found, but Gricar, himself, has not been heard from again. Some investigators believed he may have killed himself or decided to walk away from his life.

Gricar left a daughter behind and hundreds of thousands of dollars in bank accounts.

Former Luzerne County Judge Mark Ciavarella Jr. was sentenced to serve 28 years in federal prison two years ago. Last week, a federal appeals court said it would not reconsider a decision upholding the ruling.

Ciaverella, 61, was convicted of racketeering charges for receiving $1 million in bribes from a constructor of juvenile detention facilities. The judge had violated individual rights for at least 4,000 cases between 2003 and 2008, denying defendants the right to counsel and the right to intelligently enter a plea.

Another judge, Michael Conahan was also accused of accepting $1 million in bribes from the same builder of the PA Child Care and Western PA Child Care detention centers.

However, it was Ciavarella who made a name for himself as the draconian, cold arm of the law. Ciavarella filled the beds of juvenile detention centers with first-time offenders, convicts of minor-crimes and children as young as 10 years old.

PA Child Care is infamous for its involvement in the Kids for cash scandal. Judges Michael Conahan and Mark Ciavarella pled guilty to receiving $2.6 million in payments from PA Child Care[5] in return for contracting with the facilities and imposing harsh sentences on juvenile offenders in order to ensure that the detention centers would be utilized.[6][7]

In July 2009 Robert Powell pled guilty to failing to report a felony and being an accessory to tax evasion conspiracy in connection with $770,000 in kickbacks he paid to Ciavarella and Conahan in exchange for facilitating the development of his facilities.[8]

Gregory Zappala was not accused of any wrongdoing in the scandal;[4] Zappala's brother, Stephen Zappala Jr., is the Allegheny County District Attorney.[9]  The scandal is featured in Michael Moore's 2009 documentary, Capitalism: A Love Story.

The mother of one of the children abused by football coach Jerry Sandusky, reported the crime to DA Ray Gricar in 1998 but he decided not to bring up charges.

Gricar, 59, was never able to explain why he let Sandusky slip away, since Gricar himself vanished in 2005.

According to the source, Gricar was murdered by a former Hell's Angel who was getting back at the DA for receiving a long prison sentence for an aggravated assault conviction in the 1990s.

The man who carried out the killing was also an FBI informant. According to a  statement read by a judge at a sentencing hearing, the former Hell's Angel reported information to the FBI on illegal activities by the motorcycle gang after his release.

Jerry Sandusky was convicted last year of child sex abuse but maintains his innocence.

The judge who requested Jerry Sandusky be freed on $100,000 unsecured bail, undertook volunteer work for the retired American football coach’s charity, according to reports.

District Judge Leslie Dutchcot, who previously volunteered for The Second Mile charity, ruled that the former Pennsylvania State University defensive coordinator be freed without posting any bail money unless he doesn't arrive for court.

Her decision overruled a bid by prosecutors, who requested a $500,000 bail be set for the 67-year-old and for him to be fitted with a leg monitor, after being charged with 21 felony counts for alleged sexual abuse.

Chris Wallace, on Fox News Sunday, did an excellent job of drawing out Pennsylvania Governor Tom Corbett, who, bound by ethical restraints, was trying to be circumspect. Here's a key moment in the colloquy. Wallace has just asked Corbett about the Second Mile charity "that Jerry Sandusky helped form for disadvantaged kids that quite frankly gave him access to these young boys."

WALLACE: Should actions be taken against the charity or the CEO who allegedly was told about some of these abuses as far back 2002?

 CORBETT: ... I'm going to be very careful here....  If you talk to people who have worked with Second Mile, it has done great work.... But in this case, as the allegations indicate, some of it was used to pick on some children and the term was used, grooming, groom those children for Mr. Sandusky's purposes.

 The Second Mile has repeatedly asserted that it served more than 100,000 children across the state last year, but the number who received sustained or ongoing attention is much smaller, according to its reports.

 For example, the organization counts as "children served" those who received a set of trading cards featuring photos of Penn State University athletes and inspirational messages. It also counts students who watched anti-bullying videos it distributed and foster children who got free tickets to amusement parks or baseball games. A leading child welfare expert described those activities as "low-dose" services of questionable value.

 Although The Second Mile holds state licenses as a foster care and private children and youth services provider, annual inspection reports by the Department of Public Welfare going back to 1998 have repeatedly said The Second Mile served no children pursuant to those licenses.

The Second Mile has derived its income from corporate and individual donations and fundraising events, including golf outings each year. According to The Second Mile's federal filings as a tax-exempt organization, total revenue for the year ended Aug. 31, 2010, was $2.2 million, down from $3.3 million the prior year.

The organization paid $1.6 million in salaries and benefits to employees, including $132,923 to Mr. Raykovitz, who resigned after charges against Mr. Sandusky were filed, and $100,580 to Ms. Genovese, who has kept her post.

 Dr. Gelles said the case generated a "teachable moment" for would-be donors: He recommended that they examine IRS Form 990s that nonprofits are required to file documenting their revenues and expenditures.  "Remember that their annual report is a publicity document," he said.

Prosecutors introduced evidence they said showed that Sandusky was sizing up the boys who attended the camp as well. Among the exhibits: Rosters of male participants in the summer camps, with phone numbers and addresses. Next to the names of some of the alleged victims, which were marked with one or two asterisks, were handwritten notes about clothing and shoe sizes. A handful of other names, not among the alleged victims in the case, also were asterisked. A few others had question marks.
