Basically, this man was in the state of shock in the middle of the road. The cops (after deciding not to immediately shotgun him) tazed him a few times. The man then got up to run, so they shot him. They stated he threatened him, but none of the 9 other whitenesses heard this. From the time the cops called dispatch to when Kaady was shot was only 28 seconds, not long enough for their contrived story to take place.
